Members are eligible to vote in elections for the Steering Committee, serve as members of the Steering Committee and
leaders on issue and program committees, and have direct access to advocacy and policy support provided by Alliance

T.E.A.C.H. Early Childhood® VERMONT
This scholarship program for family child care providers offers scholarship funds to take courses toward an Associate
Degree in Early Childhood Education at CCV. It is a partnership between the family child care provider and T.E.A.C.H.
(Teacher Education And Compensation Helps) Early Childhood® VERMONT that enables providers to improve their skills,
receive a financial reward and continue the availability of quality child care in local communities.
Re-licensing/Re-registration iPad Raffle
Do you have all of your professional development/training in BFIS? You could win an iPad!
From January 1st, 2015 through December 31st, 2015 if you have had your all professional development training hours
required by licensing verified and entered into BFIS at the time of your reregistration or relicense your program’s name will
automatically be entered into that month’s drawing for a chance to win an iPad. Two iPads are given away each month!
Advocates for high-quality, affordable childcare are gearing up to support the work of a new Blue Ribbon Commission
established by legislation Governor Peter Shumlin signed June 11 as part of Vermont’s 2016 budget bill. The job of the Blue
Ribbon Commission on Financing High Quality, Affordable Child Care is to determine the hallmarks of a quality childcare
program and to recommend to the Legislature and Governor strategies to support affordable, quality childcare in Vermont.
The commission is expected to begin its work this summer and to issue a report by November 1, 2016.
Child Care Licensing Update- Registered & Licensed Family Child Care Homes, and Center Based Child Care and Preschool
Programs Child Care Regulations June 2015
The drafts for these two sets of regulations are in their final stages of completion at the Child Development Division, and
are now on a specific timeline:
1. The Division pre-filed with ICAR (Interagency Committee on Administrative Rules) on Monday, June 29, 2015
2. ICAR Hearing on July 13, 2015
3. File Proposed Rules with the Vermont Secretary of State on August 8, 2015
4. Proposed Rules will be available to the public on the Department for Children and Families, Child Development Division
website
5. Vermont Interactive Technologies (VIT) Hearings for Public Comment: Bennington, Brattleboro, Johnson, Lyndonville,
Middlebury, Newport, Randolph Center, Rutland, Springfield, St. Albans, White River Junction, Williston, Montpelier

Provider Spotlight
Heather Trombley
Heather Trombley lives in South Hero with her husband, Steve and their two daughters, Lauren and Catherine. They
also have a small hobby farm with goats and chickens. Her program name is Roots and Wings Home Based Child Care Program.
After many years of working in different places, observing many different teaching styles and methods, Heather knew what she
wanted to create for children in her care and what she didn’t want to. Heather offers a cozy home setting that is clean and
bright, yet has a classroom providing all the areas of learning you would find in a preschool. Heather is Waldorf inspired and
natural materials fill her space. In her free time, she likes playing outside with her family, raising her animals, growing new
veggies, landscaping and gardening.
Heather has been working with children professionally for about 18 years. After high school she was hired as a Toddler
Teacher. She continued working with children with special needs in a public elementary school as a Special Ed. ParaEducator. She enrolled in Champlain College and earned an AS in Early Childhood Ed., and a BS in Elementary Ed. After
graduating she began teaching Pre-K which she did for about five years, until the birth of their second daughter, at which
time she became a Nanny for a couple of years. Once my Nanny position was fulfilled, she moved on to opening Roots and
Wings in my home and am about to complete my first year!
Heather became a child care provider because, “I think this is what I was "meant to do." Growing up, I enjoyed being a
trusted and sought after babysitter for many lovely families. I felt so lucky to be getting paid to be providing care for, and playing
with these adorable children! Those feelings never went away, and as I grew and matured the natural caregiver in me started
down this path in a professional capacity. It was a natural and gradual evolution rather than a conscious decision.”
Heather feels it’s important to REALLY know each child as a unique individual that has very specific joys, concerns, likes,
dislikes, moods, quirks, abilities, disabilities. Watch. Listen. Question. Humor them...each child no matter how temperamental or
delightful has a gift to share with the world. The job of Child Care Provider and Early Educator is so much more than changing
diapers and teaching ABC's. We help set the foundation for their future in so many ways! We are often the first person a young
child learns to trust away from their parents. We nurture and provide comfort, guide and teach them to make choices as
individuals, provide opportunities to learn and grow, inspire creativity, encourage and redirect, praise and love...our job is not
an easy one, or one that is recognized as the all encompassing job that it is, but it is one of the most important in my opinion.
Heather states, “I love the connections I'm making in our community with wonderful families, the sense of pride I feel
for providing a program that I am really proud of, and that I get to do what I love. Even if it is really hard sometimes...”
Heather says, “being a childcare provider helps keep me feeling young and looking for the magic in everything. It
reminds me to slow down. To notice the little things. The wonder of it all...”
