El grupo afroamericano Black Lives Matter
(Las vidas afroamericanas cuentan) está
al frente de un nuevo movimiento de los
derechos civiles en nuestro país. Muchos los
apoyan, como también existen sectores en la
sociedad que los repudian.
Los deportistas que participaran en los
juegos olímpicos de Rio de Janeiro este
Agosto 2016, estará lleno de muchos
talentos latinos que nos dan orgullo
presentarlos en esta edición.
Con mucho orgullo presentamos a estos
atletas de gran calibre que representaran
a los Estados Unidos de América en estas
olimpiadas del 2016 y van por la medalla
de Oro.
Para empezar, Black Lives Matter fue
iniciada después del veredicto que dejó libre
a George Zimmerman, el vigilante que dio
muerte al joven afroamericano Trayvon
Martin en Sanford, Florida, el 26 de febrero
de 2012.
Rio y también se espera que sea una de las

ya que tiene estilo y todo el carisma para

The 16-year-old Latina powerhouse is headed to Rio as a member of a groundbreakingly
diverse group of young athletes that truly represent the cultural makeup of America,
including veterans Gabby Douglas, 20, and Aly Raisman, 22, as well as fellow
newcomers Simone Biles, 19, and Madison Kocian, 19.
While we'll obviously be rooting for the entire team when the intense competition
commences on Aug. 5, we're especially excited to watch Laurie represent our culture in

synchronized swimming at a young age for a simple reason: her mother had participated
in the sport while growing up and coached a club team. “So, I’ve been around it all my
life,” Alvarez explains. “I’ve done different sports as well, but eventually I had to narrow

El superintendente aseguró que no tiene dudas de que el ataque contra policías en Baton
Rouge "fue una emboscada" en la que disparó una sola persona. Tras ver videos del área
alrededor de una lavandería de autos y un abasto, las autoridades concluyeron que el

El superintendente aseguró que el atacante estacionó su carro y espió un vehículo policial
vacío parado frente a una tienda. Caminó alrededor del edificio y allí es confrontado por

En fotos, este lunes Edmonson mostró las armas utilizadas por el atacante el domingo,
entre ellas un rifle calibre 5.56, y una pistola nueve milímetros. También explicó que tanto
las redes sociales del atacante como el carro en el que presuntamente llegó a la zona serán
analizados.
Por su parte, el jefe de la Policía de Baton Rouge, Carl Dabadie, señaló que sospechan que
el atacante aparentemente tenía como plan entrar a la sede principal del departamento para
matar más policías.
A favor de la violencia

Brown isn't the only one who thinks refugees are one reason the city's population has
stopped falling for the first time in decades.

KeyBank to close 30 local bank branches as part of First Niagara deal
KeyCorp is planning to close 30 local branches after it completes its $4.1 billion
acquisition of Buffalo-based First Niagara Bank in the next two months.
The first closures will happen in October, when 18 First Niagara branches will be
shuttered. Another 12 KeyBank branches will also be closed, mostly in 2017, although the
Brunswick Plaza branch on Hoosick Road will be closed this November.
KeyBank unveiled the closure list on Monday after U.S. Sen. Charles Schumer announced
he had brokered a deal over the weekend that would protect KeyBank and First Niagara
branch employees from layoffs and limit the total number of layoffs in the state to 250
jobs.
The Schumer deal also calls for KeyBank to add 500 to 600 jobs in New York state over
the next five years and possibly add 300 to 400 jobs between 2019 to 2020 as it puts new
headquarters in the Buffalo area for commercial insurance, auto lending, and mortgage
banking, business lines it plans on expanding after the First Niagara deal closes.
Those expansions would allow KeyBank to meet another pledge to Schumer to keep the
current employment level of the two banks in New York at 6,117 jobs through 2021.
"In the months and years to come, I look forward to making sure the terms of this plan,
which is designed to save the maximum number of existing jobs, and create new ones,
too, is lived up to. I also plan to work closely with KeyBank and community leaders to
continue to grow the regional economy and add even more jobs at KeyBank's Buffalo
headquarters" Schumer added.
Schumer has been one of the most vocal critics of the First Niagara deal since it was
first announced by the two banks last fall. Schumer and Gov. Andrew Cuomo have been
especially wary about the impact of the deal on western New York and Buffalo, where
First Niagara is located. KeyBank, which traces its roots to Albany, is headquartered in
Cleveland.
Puerto Rican and Hispanic Day Parade of Western New York
The Puerto Rican and Hispanic Day Parade of Western New York Association invites
everyone to the 14th Annual Flag Raising Ceremony to be held Thursday, August 11th at
12 noon in
front of Buffalo City Hall. The Association sponsors events that are celebrations inclusive
of all Hispanics. This year’s theme is “Representa/Represent”. The theme speaks for itself
as we ask everyone in the Hispanic Community to represent their culture, their foods,
their music & their dances as we come together and celebrate with pride. Wilfred “Willie”
Rosas, 41st Mayor of the City of Dunkirk has been named the 2016 Grand Marshal.
Mayor Rosas was raised in the City of Dunkirk and loves being a voice for WNY. Mayor
Rosas is honorably retired from the NYSP after 20 plus years of service. We thank Willie
for his support and being a part of our community. We are truly proud that he is the first
Puerto Rican Mayor in the state of New York. Rafael Toro, Director of Public Relations
at Goya Foods, has been named a 2016 Honorary Host. Rafael has been a key supporter
of the Puerto Rican and Hispanic Day Parade of WNY and has been a direct link for
our community with Goya. In addition to all his great accomplishments, Rafael is a
tremendous human being that takes the time to listen to the needs of the communities, and
has truly made a difference. Maria Rivera, founder and host of LaVoz of WNY, has also
been named a 2016 Honorary Host. Maria is very passionate of our community and on her
weekly show brings us local Hispanics that are keeping our Hispanic roots alive through
music, art, dances, etc. Maria has also been a long- standing advocate in raising awareness
among Hispanics about cancer and its affects.
In preparation for the 14th annual parade, flags will be placed week of Flag Raising
Ceremony along Niagara Street (Avenida San Juan), encouraging pride through-out the
Hispanic community. Representatives from several countries will hand their flags to the
City of Buffalo for placement along the route.
The Puerto Rican and Hispanic Day Parade will take place on Saturday, August 20th,
2016 and kick-off at 1pm in front of Buffalo City Hall.
Activities will start the evening of Friday, August 19th at Buffalo’s beautiful waterfront.
We will have great food, activities and free concerts. But get ready for the evening of
August 20th, as Orchestra Antonetti performs a few hits from their newly released CD
“Pa’Rato”. The great tropicalstsalsero artist, Charlie Cruz will also be performing on this
night. On Sunday, August 21 , we will have dancers, entertainers and bands performing
through-out the day including Cojunto Ecos Borincanos, Mariachi Band Zelaya and Amor
& Heritage Dance Company. Later on that evening our outstanding local band LaKrema
will accompany el Gran Merenguero Ronny Soler. To close out this year’s parade events
concert series on Sunday, we will have the Nuyorrican salsa singer Michael Stuart. There

After Shootings, Police Departments Warn Officers
As the number of police officers killed in ambush attacks rises in a way that is “shocking
and unprecedented in recent history,” as the National Law Enforcement Officers
Memorial Fund said in a statement, police departments around the country are putting in
place measures that they hope will protect their officers.
The Buffalo Police Department said on Twitter that “in light of the tragedy in Dallas,” its
officer patrols would begin operating in pairs. Following the killing of three officers in
Baton Rouge, Louisiana, on Sunday, the department told its officers to use extra caution.
New York City Police Department Commissioner William Bratton told CBS News on
Sunday that his department is keeping officers safe by arming them with smartphones that
alert them to dangerous individuals. In another CBS interview, he said his plainclothes
officers would “for the time being” work in uniform and those in solo patrols would
“double up” because of the Dallas and Baton Rouge killings.
“We are in perilous times at the moment,” Bratton told CBS. “We are sailing in
unchartered waters, and everywhere we look we’re in harm’s way—not just the police,
but the public.”
In March, prior to the most recent police killings, the NYPD released a video on its officer
safety measures, saying the department was putting in place “new equipment, enhanced
training and the latest technology.” Those measures included new bulletproof squad car
doors, new bullet- and stab-resistant vests, stronger pepper spray and more guns.
Thirty-one law enforcement officers have died in gun-related incidents so far this year,
a 72 percent increase over the 18 killed at this point last year, according to the National
Law Enforcement Officers Memorial Fund, a nonprofit that maintains the national
monument to fallen officers in Washington, D.C., and keeps statistics on officer deaths.
More cops have died in ambush shootings so far this year than in all of 2015. They were
“assassinated because of the uniform that they wear, the job that they do,” Craig Floyd,
president and CEO of the Memorial Fund, told Newsweek earlier this month.
Those figures include five officers who were killed in Dallas on July 7 by Micah Johnson,
following protests there over the officer-involved fatal shootings of two black men that
week, in Baton Rouge and Falcon Heights, Minnesota.
They also include the shooting deaths on Sunday in Baton Rouge of three officers,
identified as Corporal Montrell Jackson and Officer Matthew Gerald of the Baton Rouge
Police Department, and Deputy Sheriff Brad Garafola of the East Baton Rouge Parish
Sheriff’s Office. Additional officers were wounded. The gunman was identified as Gavin
Long, a U.S. military veteran who also died in the incident.
Unlike earlier killings of police officers, the most recent incidents seem to have been
inspired by the anti-cop rhetoric that has been growing since the death of Trayvon Martin
in 2012, which inspired the Black Lives Matter movement.
Dallas Police Chief David Brown told reporters following the incident there that the
suspect “said he was upset about the recent police shootings” and that he had “stated he
wanted to kill white people, especially white officers.”
“If we’re going to spew anti-cop rhetoric, anti-government rhetoric, then we have to
realize there could be consequences of the type we saw in Dallas,” Floyd has previously
told Newsweek.
And after the Baton Rouge killings, Louisiana State Police Colonel Michael Edmonson
said in a press conference, “There is no doubt whatsoever that these officers were
intentionally targeted and assassinated. It was a calculated act against those who work to
protect the community every single day.”
To be sure, the number of officer deaths has been steadily decreasing since the Prohibition
era. Some have argued that it has never been safer to be a police officer. According to FBI
statistics, 51 officers were killed in the line of duty in 2014, the year for which the most
recent data is available. That is half the number who were killed in 1996, a year the FBI
said had the lowest number in 20 years.
Besides those in Boston and New York, other police departments are issuing warnings to
their officers. In an email to Newsweek, a Chicago Police Department spokesperson said:
“Currently, there is no threat to Chicago, however notifications have been made to CPD
officers and we continue to patrol in pairs and in uniform and remain vigilant.”
A spokeswoman for the Philadelphia Police Department also tells Newsweek that officers
there are now working in pairs.
Police in Buffalo, NY, Washington, St. Louis, Philadelphia and Los Angeles County are
also among those now working in pairs, according to The Washington Post. Washington’s
Metropolitan Police Department Chief Cathy Lanier told the Post that she had also called
for increased security around police buildings and parking lots and had put extra police on
the street during protests.
The New Orleans Police Department told its officers that two squad vehicles must
respond to calls instead of just one, The Wall Street Journal reported.
Robert Taylor, a criminology professor at the University of Texas at Dallas, says pairing
officers can help make them feel more comfortable short-term but is less effective longterm.
“One-person cars are just as safe as two-person cars,” he says, noting that more than 90
percent of departments use one-person cars. Taylor, who is also a scholar-in-residence
at the Caruth Police Institute, a Dallas-based think tank on police strategies, and has
consulted with police departments around the country on officer safety, says having oneperson cars is more efficient because there are more vehicles patrolling and available to
respond to calls. “It’s better to have more one-person cars out on the street than fewer
two-people cars,” he says.
Pairing cops for now can be helpful, Taylor says, “just so officers can feel better about
their job, so they can feel safer about their job. There are four eyes instead of two eyes
when they go into a building. But long-term that’s not the way policing is going to be
done in this country.”
He says departments should be telling officers to keep alert and aware. “They need to
look at the rooftops, they need to look and see see who’s hanging around before they go
into an establishment,” he says. He adds that officers should recall the basics they learned
in training, which they may have forgotten about after years of routine calls, and ask the
community for help.
But “the sad fact is,” Taylor says, “you can’t protect yourself 24/7, all of the time. If
someone is out there to get you, he’s going to get you.”

Ecuador is a country in Northwestern South America, with a Pacific Ocean coastline, lying
on the Equator between Colombia, to the northeast, and Peru, to the south and east.
Cotopaxi is the world's highest active volcano. Many cities and sites in Ecuador are listed
as UNESCO World Heritage Sites. Such cities and best-known places are the Galapagos
Islands, and the city of Cuenca.
Ecuador is the most biodiverse country in the world. Ecuador has over one hundred
different types of hummingbirds and thousands of orchid varieties. Cuyabeno Wild Life
Reserve, Mindo and San Luis de Pambil are all good places to see many types of flora and
fauna. The Galapagos Islands are justly famed for their wildlife.
The Cuyabeno Wild Life Reserve is probably the best place to see the Amazon Rainforest
in Ecuador, even though there are other national parks which are also interesting (such as
the Yasuni National Park). It's a place of high biodiversity and nature lovers should feel
in paradise. That's a good way to discover the indigenous communities of Ecuador and to
eventually meet a local shaman. It's necessary to get to Lago Agrio to reach the reserve.
Private transportation is made possible by the local accommodation, which is provided by
eco-lodges.
The beaches in Ecuador are amazing, including: Salinas, Bahia de Caraquez,
Manta, Crucita, San Jacinto, and San Clemente. They offer very inexpensive hotel
accommodations, great food and friendly people. Nevertheless, there are also very
upmarket establishments as well.

Throughout Ecuador there is a lot of variety as to what is typically eaten, depending on
the location. In the Sierra, potatoes almost always accompany lunch and dinner, and in the
coast rice is popular. Soup is also a big part of lunch and dinner. Breakfasts often consist
of toast, eggs, and juice or fruit. Batidos, or fruit shakes, are popular breakfast items or
snacks. Especially in the Coastline, Ecuadorians make a variety of breakfast meals based
on green or sweet plantain and yuca, such as bolonoes, empanadas, patacones, corviches,
muchines, pan de yuca, humitas and others. They are cooked with either cheese, pork or
fish. They are very filling and inexpensive meals.
Locro de papa is a famous Ecuadorian soup with avocados, potatoes and cheese.
Ceviche is a common dish found on the coast. It is a cold seafood cocktail that is usually
served with "chifles," thin fried plantains, and popcorn.
Encebollado is a hearty fish soup with yuca, also found on the coast: A tomato-fish soup
filled with chunks of yucca, marinated vegetables with "chifles" thrown in for added
crunch.
In the Highlands, Ecuadorians eat cuy, or guinea pig. The entire animal is roasted or fried
and often served skewered on a stick.
Empanadas are also a common local food that are usually consumed as snacks in the
afternoon. The most common varieties of this filled pastry are cheese and/or chicken.
Safety- Tourists should use common sense to ensure their safety. Avoid problems by not
flashing large amounts of money, not visiting areas near the Colombian border, staying
away from civil disturbances and not using side streets in big cities at night. Probably the
biggest threat in most places is simple thievery: Belongings should not be left unguarded
on the beach, for example, and pickpockets can be found in some of the more crowded
areas, especially the Trolébus (Metro) in Quito, in bus terminals and on the buses
themselves. Buses allow pedlars to board briefly and attempt to sell their wares; however,
they are often thieves themselves, so keep a close eye out for them. Hotel personnel are
generally good sources of information about places that should be avoided.

for the dangerous regions.
Ecuador offers great opportunities for hiking and climbing, unfortunately, some travellers
have been attacked and robbed in remote sections of well known climbs - female hikers/
climbers need to be extremely careful and never be alone. Travellers are urged to avoid
solo hikes and to go in a large group for safety reasons.
Ecuador has many climate zones, from tropical along coast to cooler and dryer inland at
higher elevations; tropical in Amazonian jungle lowlands. Ecuador is unusual in that one
can choose any climate one wishes by where in the country one travels to. Lying on the
equator means there is no summer or winter; however, there are typically wetter and drier
seasons. The 'wetter' season is usually between December - June, while the drier season
runs from July - November.
Guayaquil is not only the beating commercial heart of Ecuador but is a vibrant sprawling
city growing ever more confident. A half-dozen or more high-rises give it a big-city profile
and several hillsides are engulfed by shantytowns, but it’s the Río Guayas’ malecón (the
city’s riverfront town square–cum-eatery-cum-playground) that defines the city’s identity.
Galapagos - The Galápagos Islands may just inspire you to think differently about the
world. The creatures that call the islands home, many found nowhere else in the world, act
as if humans are nothing more than slightly annoying paparazzi.
Of all of the cities in Ecuador, Cuenca is arguably the most charming with its cobblestone
streets, old-world cathedrals, colonial parks and urban rivers.
In recent years, Cuenca has become a hot spot for expatriates and retirees settling down to
live. Safety, low cost of living and pleasant, although slightly cool climate attracts expats
to settle down in this small Andean city.
This isolated group of volcanic islands and its fragile ecosystem has taken on almost
mythological status as a showcase of biodiversity. Yet you don’t have to be an
evolutionary biologist or an ornithologist to appreciate one of the few places left on the
planet where the human footprint is kept to a minimum.
Though most of Cuenca’s sites of interest are churches, parks and museums, outdoor
enthusiasts flock to Cuenca for El Cajas National Park which offers spectacular hiking
and trekking opportunities, and the bicycling around Cuenca is second to none, especially
mountain biking on thousands of miles of seldom visited trails.
The Galapagos Islands are a bucket-list destination for good reason: Thanks to a lack of
natural predators, friendly wildlife such as playful sea lions and gigantic sea tortoises let
visitors get up close and personal. This archipelago of about 19 islands and many smaller
islets sprinkled 620 miles off Ecuador’s coast in the Pacific Ocean is a double World
Heritage site (both land and sea are protected) and served as the inspiration for Charles
Darwin’s Theory of Evolution. Each island boasts its own unique landscape, ranging from
barren black, volcanic rocks to swaths of white sand beaches melting into gemstone-blue
waters.
Ecuador is a country that you can visit and enjoy without going broke.

RPD: Two officers per patrol car in light of recent police shootings
Rochester, N.Y. — In response to recent killings of police officers nationwide, including
deaths in Dallas and Baton Rouge, Rochester police are now patrolling in pairs.
The Rochester Police Department said this is a temporary measure. Police Union President
Mike Mazzeo said this new safety measure needs to remain in effect through the summer
because of the ongoing level of violence.
"We're all in shock, and we're all feeling the pain," Mazzeo said. "Until this country turns
around, we need to be in two man cars."
Former Rochester Police Chief James Sheppard said this decision is the only one that
could be made in the short term, but said long-term, it is not sustainable.
"I think it's also for the well-being of the officers themselves. I think that in terms of
responding to calls you want to feel that you have somebody there who is going to watch
your back." Sheppard said. "Police may have information that we're not aware of. They
could be picking up information from FBI that there is a threat."
Mazzeo said their budget is tight and staffing is limited, but safety has to be a priority.
"We don't have the men and women now for single cars," Mazzeo said. Our staffing is
inadequate. But we will have two per car. It is a different world we live in."
The Rochester Police Department said in the current fiscal year, they have increased the
hiring of police officers from 25 to 45 and will be hiring earlier.
Former Greece schools head expected to be named RCSD superintendent
Rochester, N.Y. -- Sources tell Panorama Hispano it’s anticipated that Barbara DeaneWilliams will be the next superintendent of the Rochester City School District.
Deane-Williams served as the Greece School District superintendent from 2011 to 2015
and spent the last year as the senior deputy superintendent of the Boston City School
District.
Sources say a contract between Deane-Williams and the RCSD was signed over the
weekend, and the school board will meet Monday at 12:30 pm to formally accept the offer.
Debate over performing arts theater in Rochester
Rochester, N.Y. – The City of Rochester received the results from its feasibility study on a
performing arts theater in Rochester.
The top picks are a theater at the Midtown site and a theater at Court and Exchange streets
which would have more performance space in addition to the main theater.
A nearly 3,000 seat performing arts center at Midtown would cost about $75 million to
build.
The fact that it could operate without subsidies or deficits, leaves the chairman of the
Rochester Broadway Theater League feeling vindicated.
"We’ve been saying that for a long time,” said Arnie Rothschild. “We can probably do
about 200 nights of entertainment a year out there, and it will change downtown Rochester
if we build it there."
Rothschild said the only drawback of the Midtown site is that it's narrow, meaning the arts
center would have a double balcony to accommodate the 3,000 seats. His thought is to
make the two side streets one way, adding to the property's width.
Arts advocate, Thomas Warfield, said smaller arts groups “feel left out of the discussion",
but Rothschild believes his proposed theater could serve all needs.
“I’m fully convinced that for Geva, for the philharmonic, for the pops, for black friars, this
can lead to significant growth,” said Rothschild. “Also, it is a venue that will be used for
the jazz festival, and it will change the size of acts that they can bring to the jazz festival."
Some arts groups believe a theater at the corner of Court and Exchange streets better fits
their needs. That’s because it would include educational space and a 125 seat black box
theater in addition to the main theater. The estimated price tag is $163 million.

Mayor Rosas to Represent Dunkirk and WNY at Democratic National Convention

Dunkirk Mayor Willie Rosas will have a coveted spot as an Alternate Delegate next week
at the Democratic National Convention in Philadelphia.
“I’m blown away,” Rosas said in an interview with the local newspapers. “I’m honored
to have been asked to represent the citizens of Dunkirk, Chautauqua and New York State
at the National Democratic Convention. And I love that I get to represent the first city in
New York State to elect its first Latino/Hispanic mayor in New York State.
Rosas is among more than 291 delegate officials the Hillary Clinton campaign announced
will be participating at the convention. He will be the only elected Latino/Hispanic Mayor
from New York State.
He began campaigning for Clinton in February, appearing with her at rallies in Western
New York ahead of the state’s primary.
“I think without a doubt she’s the most qualified person to ever run for the presidency,” he
said. “I think she is misunderstood in many ways. There’s been a lot of money over two,
three decades spent trying to get people to dislike her. And she’s survived it all. She’s a
fighter. I believe in her agenda that she proposes for America both for the social justice
agenda but also her economic agenda.”
Rosas appearance in the convention hall will put the spotlight not only on Dunkirk but on
Rosas himself.
“It’s massive,” said Edwin Martinez, a New York State political leader and publisher
of local newspapers in Western New York and Pennsylvania and Rosas adviser. “It’s
a credential that every rising political figure wants to achieve. And the fact that it’s
happening is just tremendous not only for Mayor Rosas but also for the city of Dunkirk
and the state of New York.”
Rosas Scholarship Recipients Announced
Melanie Morales and Isaiah Dipini of Dunkirk High School are the recipients of the
Willie Rosas Leaders of Tomorrow Scholarship at Jamestown Community College.
Miss Morales will study early childhood education and Dipini will pursue a degree in
nursing at JCC.
Named after Dunkirk mayor Willie Rosas, the first elected mayor of Hispanic heritage
in New York State, the scholarship represents JCC’s commitment to cultivating diversity
as well as investing in the community, according to Kirk Young, JCC’s vice president of
enrollment management and institutional advancement.
“Mayor Rosas has paved the way in Chautauqua County for previously underrepresented
populations in leadership positions,” said Dr. Young.
Along with $2,000 awarded toward tuition at JCC, the scholarship provides the recipients
with an opportunity to participate in JCC’s Presidential Ambassador Program, which
focuses on leadership development.

City seeks diversity in hiring

Dunkirk is a diverse city - why doesn't the city's hiring reflect that? This was a question
posed by Common Council members during a recent personnel committee meeting.
First Ward Councilman Don Williams Jr. initially asked about the hiring process, since
council's approval is not required.
Mayor Willie Rosas explained the city's hiring process is laid out in its union contracts.
Williams questioned the way things have been done because the results are not
representative of the city's diversity.
"I know the mayor and several other council would like to see a different type of hiring
practice to show the diversity of the city and I don't see people who are getting hired as
anything that shows the diversity of the city. Not in the fire department, not in the police
department, there's not many on streets. Where do we start addressing that?" he asked.
Rosas said the "sad truth" is minorities in the city are not informed of the hiring process,
which requires the civil service exam, and recommended a recruitment program that
would be guided by a subcommittee.
Third Ward Councilman Adelino Gonzalez mentioned Buffalo lowered the education
requirements to accommodate more minority hiring.
"The reason I bring it up is because something needs to be started. What do we need to do
to get this going, so the hiring practices can be changed?" he asked.
Personnel Director Roger Hayden explained names for hiring are obtained off the Civil
Service list, which for police in Chautauqua County requires having attended the police
academy.
Williams questioned this requirement.
"I get that everybody to be hired has to be through the academy, but you're saying Civil
Service in Chautauqua County says to take the Civil Service (test) you have to have
(gone to the) academy? As long as they passed in the top three, whether they took the
academy or not, if the city of Dunkirk - and I mean council, not chief of police - says we
want this person because they meet in the top three and we'll pay for them to go through
the academy, I don't think it should be up to the police chief to say, 'we're going to hire
somebody else that went through the academy,'" he said. "... If we have to reach out and
pay for somebody to take the academy because they come from a different group other
than the normal group that sits here in the city of Dunkirk ... even with NRG looming
over our heads, I think we need to pay for them, or do something to try to help that. It's
been going on long enough. The diversity of the city of Dunkirk is not represented in our
hiring practices and I think it is about time that it is represented."
Gonzalez recalled fighting for a hispanic police officer that has now been with the
department for 15 years and questioned whether the hispanic community needs to fight
again.
Williams added diversity is not an issue exclusive to the city. Gonzalez agreed.
Williams suggested making diversity a standing topic at personnel committee meetings.
He also questioned the hiring process that currently excludes council's approval.
"This is the personnel committee and basically we have no control over what goes on with
personnel. ... We get told two weeks later that someone got hired. You look at the school
board, every hiree goes through a school board vote," he said.
Second Ward Councilman Marty Bamonto agreed that council should be kept in the loop.
Rosas warned this would be a change in what has been done.
"Good. We're about change, if they don't like it, they can change first ward councilmen,"
Williams responded.
Cuomo county stop is on hold

AMESTOWN - Will Gov. Andrew Cuomo be visiting Jamestown with a $10 million
check in the near future?
The answer to that question is unknown, but what is known is that for a short period of
time Cuomo was scheduled to visit the city Thursday. On Wednesday, the Chautauqua
County Chamber of Commerce sent an email on behalf of Lori Cornell, Cuomo's
Chautauqua County representative, stating Cuomo would be at the Reg Lenna Center for
the Arts Thursday for a major economic development announcement. After the first email,
a second email was sent, within the hour Wednesday, by the chamber announcing that the
visit had been postponed.
The postponed visit came one day after Cuomo visited Plattsburgh in the North Country,
Middletown in Mid-Hudson and Geneva in the Finger Lakes to announce they all received
$10 million as part of his Downtown Revitalization Initiative. Earlier this year, Cuomo
announced that one of his 2016 signature proposals was the Downtown Revitalization
Initiative that will invest $100 million into 10 communities - one municipality from each
of the Regional Economic Development Councils.
First come, first served
For the pavilions at Point Gratiot in the city of Dunkirk there is a competitive reservation
policy, but what about Wright Park?
At the recent Common Council workshop, members were presented with a request to
reserve the pavilion in Wright Park from Chautauqua Opportunities Inc. for Thursdays
from July 21 to Sept. 8.
"Usually pavilions are booked through the clerk's office," Third Ward Councilman
Adelino Gonzalez pointed out.
Clerk Lilian Divine noted this request is not for Point Gratiot.
Gonzalez and Police Chief Dave Ortolano both stated the pavilions at Wright Park are
traditionally used on a first-come, first-served basis.
"They will have to get there early to get it," Gonzalez noted.
Second Ward Councilman Marty Bamonto asked what council has done with these
requests in the past. Fourth Ward Councilwoman Stacy Szukala said she could not
remember getting any until now.
"People just show up and use it," Gonzalez said. "That's a first-come, first-served thing. If
it's free I guess they can use it, but if someone is there first, they can't throw them out."
Ortolano pointed out the request is for every Thursday for over a month.
"I am just going to throw this out there, if we allow them to reserve this for multiple
times, we are setting a precedent," Szukala said.
Councilman-at-Large Andy Woloszyn clarified the city does not have a policy for the
pavilions at Wright Park. In light of this, Szukala recommended either tabling or pulling
the request from the agenda and contacting COI about the issue.
The decision was made to pull the request.
Department of Public Works Director Greg Bennice asked, "Why don't we charge for the
pavilions at Wright Park and we charge for the pavilions at the Point?"
Gonzalez said the matter has never come up before.
Bennice said the city could charge a lesser rate than for Point Gratiot's pavilions, but he is
in favor of charging.
"Our parks are beautiful, we should start charging. ... I know if I go to Lake Erie State
Park I've to pay," he said.
Szukala said council could consider developing a policy for 2017. Woloszyn agreed,
especially since there seems to be interest.
At the meeting, council also heard from resident Sam Mancuso on the merits of the berm
on Main Street beach, saying it works to prevent sand from blocking the drains.
The DPW cleaned up the berm before the city's Independence Day weekend activities.
Woloszyn noted he had asked for the area to be cleaned up, not have the berm removed.
Mancuso said he believes the grass on the berm is in the wrong spot and would like to
move it.

Estado Islámico estaría planeando ataques en Puerto Rico
El FBI confirmó este sábado que ha recibido denuncias e informaciones respecto a
eventuales atentados en el país.
El FBI está investigando una amenaza terrorista del Estado Islámico (EI) contra Puerto
Rico, según un comunicado de esa agencia de investigaciones divulgado este sábado en
San Juan.
El jefe de la oficina del FBI en la capital puertorriqueña, Douglas Leff, informó en el
comunicado, reproducido hoy por medios locales, que esta semana la agencia "recibió
información de que un grupo afiliado al Estado Islámico planifica ataques en Puerto
Rico".
"A pesar de que esta es la primera amenaza terrorista específica que recibimos en Puerto
Rico se trata de una de tantas informaciones que llegan al FBI regularmente", matizó el
funcionario.
Leff aseguró al respecto que se investigará "cualquier pista para determinar si la amenaza
es creíble".
El responsable del FBI para Puerto Rico dijo que se indaga el origen de la amenaza y si
esta viene de una persona identificada o se trata de una llamada anónima.
Agrega en el comunicado que si la persona está identificada se examinará todo lo
referente a su identidad y la veracidad de la información.
"Llevamos a cabo una investigación a gran escala para ver si podemos corroborar los
detalles de la amenaza. Hasta el momento ningún dato ha sido corroborado", sostuvo Leff
en el comunicado.
El funcionario del FBI subrayó que según avanza la investigación más se constata que "es
menos probable que la amenaza sea cierta", aunque para indicar que, en cualquier caso, se
continuará trabajando "hasta que se resuelva la amenaza".
El pasado 12 de junio un tiroteo en un club gay en Orlando (EE.UU.) dejó 50 muertos, 23
de ellos puertorriqueños, y el grupo terrorista Estado Islámico (EI) asumió la autoría del
ataque.
Puerto Rico es territorio estadounidense desde 1898 y se define como Estado Libre
Asociado a ese país.
Colombia suspende apertura de fronteras con Venezuela
El gobierno de Santos dice que no repetirán la jornada hasta que se controle la seguridad y
la actividad comercial
BOGOTÁ, COLOMBIA - El gobierno colombiano suspendió la apertura unilateral de
los pasos fronterizos con Venezuela hasta que se recupere la seguridad y se controle la
actividad comercial, informó la Cancillería.
"No se va a repetir una jornada adicional como las que han pasado en estos últimos dos
fines de semana", sostuvo la ministra de Relaciones Exteriores, María Ángela Holguín,
después de evaluar las aperturas humanitarias.
El último fin de semana ingresaron a Colombia por los pasos fronterizos autorizados más
de 100 mil venezolanos en busca de artículos de primera necesidad, como aceite, arroz,
granos y papel higiénico, obligados por la escasez que impera en su país.
"Vamos a trabajar para poder tener una frontera que rápidamente tengamos lista para
abrir (...) La frontera debe ser segura, una frontera que nos dé tranquilidad, una frontera
que controlemos de toda ilegalidad y a la cantidad de inconvenientes producidos por
diferentes bandas y estructuras criminales que operan en estas zonas".
Holguín aseguró que los dos gobiernos están interesados en lograr un acuerdo para reabrir
la frontera de manera definitiva, que es por donde se mueve la mayoría del comercio
bilateral.
En agosto de 2015, los pasos fronterizos entre ambas naciones fueron cerrados debido a la
muerte de militares venezolanos que realizaban patrullajes en la línea divisoria.
El presidente venezolano Nicolás Maduro atribuyó la muerte de los militares a bandas
paramilitares colombianas.
Peña pide perdón por la 'Casa Blanca', pero reitera que no cometió ilegalidad
“Les pido perdón. Les reitero mi sincera y profunda disculpa por el agravio y la
indignación que les causé”, dijo el Presidente Enrique Peña Nieto al reconocer que dio
una mala imagen y cometió un error en el escándalo de la “Casa Blanca”, aunque aseguró
que siempre actuó “conforme a derecho”.
El caso de la “Casa Blanca”, la compra de una mansión a un contratista del Gobierno por
parte de la esposa de Peña, Angélica Rivera, se conoció en noviembre de 2014 a raíz de
una investigación periodística, un escándalo que según el Mandatario dañó la confianza de
los mexicanos en su Gobierno.

La ley PROMESA ordena la creación de un grupo de trabajo bipartidista y bicameral del
Congreso que rinda un informe antes de que termine el año sobre posibles iniciativas
destinadas a mejorar la economía de Puerto Rico, incluido impedimentos para el
crecimiento económico que puedan existir en leyes y normas federales.
La tarea incluye estudiar el “acceso equitativo a programas federales de salud” y
propuestas que ayuden a “la creación de empleos, la reducción de la pobreza infantil y
atraer inversión a Puerto Rico”.
La iniciativa fue adoptada en momentos en que era evidente que la ley PROMESA que
impone la junta federal de control fiscal por encima del gobierno de Puerto Rico, con
poderes para impulsar procesos de reestructuración de la deuda pública de la Isla, no
incluiría ninguna iniciativa dirigida a estimular la economía de Puerto Rico.
Hispanos conservadores anuncian apoyo a Trump
El puertorriqueño Alfonso Aguilar dijo que fue una decisión difícil porque discrepan con su postura
migratoria
CLEVELAND, Ohio — Un grupo de hispanos conservadores que se habían opuesto a la
candidatura de Donald Trump anunciaron el lunes haber reconsiderado su postura y que apoyarán
ahora las aspiraciones del empresario neoyorquino para llegar a la Casa Blanca.
"Hemos decidido no solamente votar por Donald Trump, sino trabajar activamente por su
candidatura. Hay demasiado en este país en juego para que permanezcamos neutrales", reza una
misiva pública suscrita por 14 líderes hispanos conservadores.
Alfonso Aguilar, director de Latino Partnership for Conservative Principles y uno de los 14
signatarios, dijo que fue una decisión difícil porque discrepan con su postura migratoria, pero
"tenemos que hacer un balance y considerar el bien supremo de la nación".
Aguilar citó los recientes incidentes de violencia racial ocurridos en Dallas y Louisiana como una
de las principales razones para cambiar de postura y destacó a la ex tesorera Rosario Marín como
una de las figuras principales que rehusó firmar la carta.
Cuando Trump anunció su candidatura en junio del 2015 calificó a los inmigrantes mexicanos como
"criminales" y violadores".
Coincidiendo con la promulgación de las nuevas leyes anticorrupción y las declaraciones
del Mandatario, ayer Virgilio Andrade anunció su dimisión como secretario de la Función
Pública. Éste fue nombrado por Peña para que investigara el escándalo de la “Casa
Blanca” y se concluyó que no había conflicto de intereses.
El empresario ha propuesto también construir un muro a lo largo de la frontera con México y
deportar a los 11 millones de inmigrantes que residen en Estados Unidos sin autorización.
De acuerdo con información de la Presidencia, Rivera dejó de tener posesión del inmueble
en diciembre de 2014.
"Espero obtener un mejor resultado del obtenido por Romney con la comunidad hispana", dijo el
jefe de campaña Paul Manafort, quien aseveró que durante el último mes ha aumentado el apoyo de
los hispanos a Trump en varios estados a los que no especificó.
En San Lázaro, el presidente de esa Cámara, Jesús Zambrano (PRD), el coordinador del
PAN, Marko Cortés, y el de Movimiento Ciudadano, Clemente Castañeda, consideraron
que en el caso de la “Casa Blanca” debe ir más allá del “perdón”.

meses. Sé lo que siente. Y creo que la gente comenzará a ver eso".

Apple tests Google graphics format to speed up websites
Beta versions of the Safari browser support Google's WebP. It's an alternative to more
standard image files like JPEG and GIF that could make web pages easier to download.
Apple has begun trial runs with a Google graphics technology in a significant
endorsement for an effort get websites to load faster.
Meanwhile, traditional TV giants and online-native video outfits are rushing to start
offering their own subscription plans: HBO, CBS, YouTube and digital-video network
Fullscreen, among a parade of others, have all launched monthly membership options in
the last two years. (Disclosure: CBS is CNET's parent company.)
Support for that technology, an image format known as WebP, is built into test versions of
iOS 10 and MacOS Sierra, the forthcoming editions of Apple's core software for iPhones,
iPads and Macs. But WebP support is by no means certain: the beta versions aren't a
commitment, and Apple could choose to remove WebP support when the final versions of
the software ship in the coming weeks.
But in a potential boon for US subscriber growth, Netflix has buried the hatchet with
longtime frenemy Comcast. Two weeks ago, Netflix said it had reached a deal with
Comcast, the country's biggest cable-TV provider, to incorporate its streaming service
onto X1, Comcast's high-tech pay-TV option. Netflix CEO Reed Hastings said in April
that growing subscribers would be easier if more US cable providers make Netflix
available through their set-top boxes.
If Apple does choose to enable WebP, Safari users and eventually others could see some
websites load faster. Facebook, for example, embraced WebP after the social network
found the images are 25 percent to 35 percent smaller than JPEG, the most common
image format. Google uses it extensively, too, saying its YouTube web page loads 10
percent faster by using WebP thumbnails.
Netflix in January unexpectedly launched in 130 countries at once, a sweeping expansion
that turned it into a global Internet television network everywhere but China. It is a
linchpin in the company's growth strategy as the momentum of US signups naturally
slows, but Netflix has been stricken with lumpy results as it moves into so many
uncharted territories.
Smaller file sizes also help people from bumping up against monthly limits on mobile
phone data use.

Data compression technology figures prominently as the business idea behind the startup
Pied Piper in the satirical TV show "Silicon Valley," but it's important in the real world,
too. For example, Google's VP9 video compression technology helps the company deliver
higher-resolution video on YouTube, and Dropbox developed its own image compression
format, Lepton, so it can store data more cost-effectively.
Adding new image formats to the web isn't an easy decision for browser makers. Doing so
adds more complexity and potential security problem to browsers. And once the web uses
them widely, browser makers essentially must support those formats forever.
WebP is designed as an alternative not just to JPEG but also to the animated version of
another decades-old format, GIF, and to PNG, a format that's convenient for graphical
elements like logos. PNG has the useful ability to make part of an image is transparent,
but it's poorly suited to compressing photos. WebP is good for photos and offers
transparency, and animated WebP images are dramatically smaller than animated GIF
images.
Apple's WebP support in its beta software, spotted in Mozilla's bug and feature tracking
site and confirmed by CNET, doesn't extend to animated WebP, though.
And WebP doesn't have everyone convinced. Google was first to embrace WebP in its
Chrome browser, and its support carries to smaller-name browsers including Opera, Brave
and Vivaldi that use Chrome's core engine. But WebP support is "not currently planned"
in Microsoft's older Internet Explorer browser and new Edge browser, and the company
didn't comment further.
Firefox maker Mozilla in 2013 analyzed WebP and other JPEG alternatives but
wasn't persuaded it offered a compelling advantage. Instead, it tried to improve JPEG
compression. But the organization hasn't closed the door on WebP, and if Apple supports
WebP, that could help coax Mozilla on board. That, in turn, could encourage web
programmers to adopt the image format.
"We've always considered shipping WebP if other browsers than Chrome were going to
ship it," said Mozilla spokeswoman Lucile Vareine. If Apple ships software with WebP

Netflix's swelling prices are starting to creep people out
Netflix reported its worst member growth in three years Monday, losing some subscribers
in the latest quarter because of rolling price increases in big markets like the US. The
outlook is bleak, too, with Netflix predicting its membership won't grow nearly as much
as analysts were expecting in the next three-month period.
Netflix last year raised the price for its most popular plan by a dollar to $9.99 in the
US, but existing members were "grandfathered in" at the old rate for a year. That freepass timed out for many in the latest period. Monday, Netflix reported that it added just
160,000 US subscribers and 1.68 million international ones. That's far fewer than it
its already downbeat outlook from April, when Netflix forecast it would add 500,000
streaming members in the US and another 2 million in all its international markets.
In an unusual move, Netflix pointed its finger at the press for cancellations.

The unexpected uptick in people dropping their memberships coincided with press
coverage about the coming price bump, Netflix said. It provided as evidence a Google
Trends report on searches for "Netflix price increase," which surged in April. But Netflix
said it was caught off-guard by people who faced no price increase but were cancelling
anyway, not by people who actually faced a bigger bill.
The results come as Netflix faces growth pressure on two separate fronts. At home, it
must figure out how to keep signing up members despite prices creeping higher and
competition intensifying from rivals like Amazon and brand new cord-cutter services.
Internationally, the company must keep investor expectations cool as its massive
worldwide expansion brings in bumpy returns quarter to quarter.
In April, Amazon unexpectedly unveiled an option that lets people subscribe to its
Netflix-like video service for $8.99 a month, a dollar cheaper than Netflix's main plan.

That's the lesson companies like Facebook are learning about internet celebrities. Is
Swedish YouTube personality PewDiePie on par with Brad Pitt? In a sense, it doesn't
matter.
In June, The Wall Street Journal found that Facebook is paying celebrities and media
outlets to use its new live streaming service, Facebook Live. Among those celebrities are
recognizable names -- names that come from television and sports, like comedian and
actor Kevin Hart or Olympic gold medalist Michael Phelps.
On Tuesday, a new list of names emerged out of a WSJ report. Depending on how
entrenched you are in the internet, you may or may not recognize them. There's YouTube
comedian Ray William Johnson, who could get up to $224,000 in the span of five and a
half months. That's the same amount that Phelps was reportedly paid.
Vine star Jon Paul Piques can earn as much as $119,000.
"We wanted to invite a broad set of partners so we could get feedback from a variety of
different organizations about what works and what doesn't," said Facebook's VP of global
operations and media partnerships Justin Osofsky in a statement.
Facebook's pursuit of the stars of the very small screen underscores the growing influence
of a generation of celebrities that mainstream audiences are clueless about. The thing
about fame is it can't exist at all until enough people agree that you have it. While some
older folks might scratch their heads about who or what Smosh is, the sketch comedy duo
probably has enough of a following that they don't need to worry about it.
The bottom line is that companies are interested in young audiences. As Facebook ages
and younger people gravitate to other platforms like Snapchat, drawing in that crowd with
the internet famous could spark a new Facebook habit, according to Altimeter analyst
Brian Solis.
Solis specializes in digital marketing and cultural shifts, and spoke last month at VidCon
-- a conference built around online video.
It's exactly at a place like VidCon that you realize even though "internet famous" might
still smack of a lower worth than "Hollywood famous," the line is blurring.
"[Younger millennials and Generation Z] are not watching television, they're not reading
magazines the way that younger generations did before them," Solis said. "Their idols are
these online creators because their mobile phone is their television screen."
And that doesn't even mean online celebrities only exist online. If you caught "Pitch
Perfect 2," then you watched German Youtube celebrity Flula Borg move from the laptop
screen to the silver screen. Electronic violinist and dancer Lindsey Stirling's memoir "The
Only Pirate at the Party" is a New York Times bestseller. PewDiePie pulled in $12 million
before taxes in 2015, Forbes reported. That's just shy of Chris Pratt money -- Forbes lists
"Guardians of the Galaxy" star Pratt as having earned $13 million in 2015.
In a way, what's happening is not that great of a departure from the way that Hollywood
generally works, Solis said. After all, celebrities get paid to appear at events.
In 2016, that event might just be a live video.

Development Program and on her first attempt to take home Buffalo’s Latino
Community top prize, Mercé DeJesus was crowned Miss Borinquen Latina 2016 on
Saturday at the Kavinoky Theatre on the Campus of D’youville College.
The Miss Borinquen Latina Leadership Development Program, a program of The
Puerto Rican and Hispanic Day Parade of WNY, is designed to produce positive role
models that exemplify the values and principals of the Latino culture. The contestants
are here to celebrate all those that have inspired them to seek avenues to fulfill their
need to connect with our Hispanic Heritage. They celebrate their commitment to
remain true to our culture by learning the history, customs, and traditions that make us
who we are as individuals.
Nine contestants from across the Buffalo, N.Y. area participated in this years
Leadership Development program.
This year’s competitors had been working as part of a 13 week program learning
leadership skills, doing charity work and secretly sizing up other competitors. Cash
scholarships were awarded during the competition.
Dinorah Santos, the Leadership Chairman of the Puerto Rican and Hispanic Day
Parade along with Bernice DeJesus, co-vice President and President Yolanda
Martinez- Rodriguez thanked the winners of the Puerto Rican and Hispanic Day

There’s nothing like a concert experience, especially if you
go solo.

A concert is an escape from reality for a good 2 hours. Just
because you have no one to go with or no one wants to go
with you doesn't mean you can't go at all.
When you go to a concert by yourself...
You will feel out of place, it's normal. You might find
yourself looking for someone that you may know. Word
to the wise: Don’t. If you do see someone you know, cool.
If not, don't sweat it. You more than likely will make new
friends with the people sitting in your row. Naturally they’ll
ask you whom you’re with and when you say yourself,
you’ll gain respect from a complete stranger. New friends
are easy to come by when you have something in common
aka love for the artist you paid to see.
When you go to a concert by yourself...
Security will look at you funny when they notice it's just
you getting your ticket scanned. Just smile and keep it
moving, you've got a show to see!
When you go to a concert by yourself...
You will get stared at. If you do, whoever is staring at you,
is just admiring the fact that you came alone.
When you go to a concert by yourself...
You can inch your way up the huge merchandise line
without getting called out. You might get some looks here
and there, but once they realize that it's just you and no one
else, the air is clear. After all, they are there for the same
reason you are.
When you go to a concert by yourself...
Remember: No one cares. No one cares that you're there by
yourself. The people at the venue came to see the show just
like you did. Embrace it.

You will indulge all you've got into the show. Lose yourself
in the beat. Sing at the top of your lungs. Dance. Clap. Cry.

La América fue tuya. Fue tuya en la corona
embrujada de plumas del cacique Agüeybana,
que traía el misterio de una noche de siglos
y quemóse en el rayo de sol de una mañana.
Hubo una vez, una madre humilde y sacrificada que crió a sus dos hijos prácticamente
sola. Luego de adultos, sus hijos formaron sus propias familias y se fueron cada cual por
su lado, pero su hija menor siempre estuvo al pendiente de ella.
Un día, la amorosa mujer se enfermó. Tenía un tumor canceroso en el intestino. Su hija
menor estuvo a sus cuidados siempre. Nunca se separó de ella mostrando una gran sonrisa
y tranquilidad a pesar de que por dentro se estaba cayendo en pedazos. Su madre no
sabía nada de su enfermedad y su hija, al conocer muy bien a su madre, no quería que se
enterara todavía.
El África fue tuya. Fue tuya en las esclavas
que el surco roturaron, al sol canicular.
Tenían la piel negra y España les dio un beso
y las volvió criollas de luz crepuscular.

Luego de unas semanas de ardua oración de fe y desesperación, la enferma madre se
enteró, pero tal sorpresa se llevó su hija al enterarse que el cáncer había sido removido
por completo y que luego de un minucioso examen en las áreas cercanas a la que estuvo
afectada, no hubo señal de cáncer por ningún lado. El tratamiento que le darían sería
preventivo.
Fue un alivio y una felicidad tan grande saber que disfrutaría del amor de su madre por un
tiempo más, hasta que el Todopoderoso decida.
Pasaron los años y su hija menor se vio obligada a abandonar su país. Ya la avejentada
madre, no tendría a su única hija para cuidarla y estar con ella en sus momentos tristes.
Todos los días su hija la llamaba por teléfono, pero no era lo mismo. Una llamada, no
suplanta un abrazo, un beso, el olor de la piel, la suavidad de las arrugadas mejillas.
Pasaron unos meses y lo inesperado sucedió. En unos estudios médicos, nuevamente su
madre apareció con "algo" sospechoso en uno de sus pulmones. La hija al enterarse, se
echó a llorar en la cama preguntándose mil veces: "¿Qué hago? No puedo regresar. No
puedo traérmela conmigo. ¿Qué hago?"
Se incó de rodillas mirando entre sollozos al cielo y dijo: "Padre, Tú eres el Rey de Reyes.
Nada de lo que yo tengo te sirve, pero te entrego mi fe y me humillo ante ti, mi Señor
a favor de la salud de mi madre. Pero aún con eso, que se haga tu voluntad, si no es de
agrado el corazón de ésta tu cierva". Concluyó la joven ahogada en llanto antes de raparse
la cabeza, a favor de la salud de su madre.
Tiempo después, los resultados salieron negativos. No hay qué preocuparse, sólo visitar su
médico cada cierto tiempo para estudios rutinarios.
Mi madre es una joya para mí al igual que mis hijos y mi esposo. Cada uno de nosotros
hemos pasado por situaciones verdaderamente difíciles pero todavía estamos de pie.
Aunque no la tengo cerca, mi madre continúa enseñándome de lo que soy capaz por amor.
Así como ella lo hizo y lo seguirá haciendo.
Calva o con peluca, la verdadera belleza se lleva en el corazón.
Sí, los dos personajes de ésta historia son mi madre y yo. Sacrifiqué mi cabello por ella y
lo haría mil veces más por ella o por cualquiera de mis seres amados si fuera necesario.
El amor es el sentimiento más poderoso que existe en el Universo, ¿Imagínense lo que se
puede lograr uniéndole la fe y un corazón sincero?

La palabra "PERDÓN" abarca mucho más que una simple pronunciación verbal.
Abarca un sentimiento cuando se pronuncia de corazón. Dice mucho más de la persona
que la pronuncia, que de la persona que la recibe. Refleja humildad, en la persona que la
pronuncia. Refleja fortaleza y madures.
Pedir perdón NO es humillación; es valentía. Es inteligencia. Es una clara manera de
demostrar que se ha cambiado para mejorar.
Muchas veces una persona sabia pide perdón aunque NO esté en la obligación. ¿Por
qué? Porque como ser humano capacitado, se da cuenta de que no vale la pena tratar con
personas tercas, evitando así problemas futuros.

Independientemente sean perdonadas o no por su semejante, la intensión interior es lo que
cuenta.
Si has pedido perdón algún día y no has sido perdonado/a, no importa. Eso demuestra
la poca capacidad de la otra persona, ya que NADIE en éste planeta es "tan Santo" para
sentirse con el derecho de negar un perdón.
Los seres humanos cometemos errores todos los días...
Aquellos que se empeñan en encerrar resentimientos pasados, deben recordar que ellos
también cometieron errores con otras personas y también pidieron perdón en algún
momento dado. ¿Qué hubiese pasado si esas personas que perdonaron a esos que niegan
un perdón ahora, hubiesen tenido esa misma mentalidad de vivir con rencillas pasadas? El
perdón no hubiese servido de nada, y en estos momentos todo el entorno hubiese estado
lleno de rencor y negativismo.
A ti te digo: "recuerda que mientras tú juzgas señalando con tu dedo índice, hay tres dedos
restantes señalándote a ti".
NADIE es digno de juzgar en esta existencia y el que esté libre de pecado, que tire la
primera piedra...

Rochester Davis: Following Diagnosis with Prostate Cancer, Retired
Firefighter Sought Second Opinion
“When it was finally confirmed that I in fact did have prostate cancer, I admit, I was taken
a little aback,” says Rochester Davis, who in 2014 was diagnosed with the disease. “I
wasn’t surprised, though, not after dealing with an enlarged prostate that required four
biopsies by the medical experts before my cancer was confirmed.”
Davis, 66, who receives treatment at Roswell Park Cancer Institute for his disease,
became a patient after seeking out and receiving a second opinion. “The first local
prostate cancer facility I went to simply were terrible to me,” says Davis. “They never
fully explained my disease or such things as ‘Gleason scores’ with me. Just told me what
they wanted to do to treat it, which made me feel uneasy. After talking to a friend who
himself is a prostate cancer survivor, he suggested I speak with a doctor at Roswell Park,
which thankfully I did. In my opinion, the toughest thing about prostate cancer was when
I didn’t have all the information I needed to allow me to make an informed decision about
treatment that is best for me and my family.”
A retired 30-year City of Buffalo firefighter, Davis is now driven to inform all men at
high risk for the disease the importance of knowing their risk factors for prostate cancer
and talking to their primary care providers early. In 2015, after speaking with a patient
navigator at Roswell Park who himself is a prostate cancer survivor, Davis joined Men
Allied for the Need to Understand Prostate Cancer (MANUP) Buffalo. This volunteer
prostate advocacy organization, founded in 2008, is comprised of a diverse group of men
who support MANUP’s mission to help men and their families make informed decisions
about prostate cancer detection and treatment through support, education and advocacy.
Davis is also a proud member of Us TOO of WNY, a support group for men living with
prostate cancer and their families. Davis credits his wife of 25 years, Beverly, for always
being there to support him in his ongoing battle against prostate cancer. “If it wasn’t
for my significant other through all the ups and downs of this thing, I really don’t know
where I’d be. She is my rock.”
Davis offers this advice to any men recently diagnosed with the disease: “Talk to other
men who have gone or are going through this journey. Support from others based on
mutual experience goes a long way.”

BUFFALO, N.Y. — Knowing how much exercise is enough to prevent health problems
can be confusing, but two recent studies led by Roswell Park Cancer Institute (RPCI)
have shown that years of physical inactivity prior to diagnosis was associated with
increased risk of developing ovarian cancer and of dying from the disease. The research
is based on two large pooled analyses of several studies from the Ovarian Cancer
Association Consortium. The investigations were published online ahead of print in
Cancer Epidemiology, Biomarkers & Prevention (CEBP) and the British Journal of
Cancer (BJC).
“Women may be overwhelmed with mixed messages about physical activity or exercise
recommendations and opt to be inactive because they feel that they cannot meet the
recommended amount of physical activity. Our findings suggest that any amount of
regular, weekly recreational physical activity may reduce the risk for and improve
survival from ovarian cancer, while a lack of regular exercise throughout adulthood is
associated with an increased risk of developing and dying from ovarian cancer,” says
Kirsten Moysich, PhD, MS, senior author of the studies and Distinguished Professor of
Oncology in the Department of Cancer Prevention and Control at Roswell Park.
The study published in CEBP evaluated nine studies from the Ovarian Cancer Association
Consortium, and included 8,309 ovarian cancer patients and a control group of 12,612
women without cancer. Women who reported a lifetime of recreational physical inactivity
had a 34% increased risk of being diagnosed with ovarian cancer — findings that are
similar to the results of a companion study in cervical cancer. The association between
inactivity and ovarian cancer risk was seen in both normal-weight and overweight or
obese women.
The BJC study included 6,806 women diagnosed with invasive epithelial ovarian cancer,
and evaluated the association between recreational physical inactivity in the years prior to
diagnosis and the risk of mortality after diagnosis. Inactive women had between 22% and
34% higher risk of mortality compared to women reporting at least some regular weekly
activity. Again, the findings were seen in both normal-weight and overweight women.
“While the current evidence regarding the association between different amounts of
physical activity and ovarian cancer remains mixed, our findings demonstrate that
chronic inactivity may be an important independent risk and prognostic factor for
ovarian cancer,” says Rikki Cannioto, PhD, EdD, Research Affiliate in the Department of
Cancer Prevention and Control at Roswell Park and first author on both studies. “Given
the prevalence of physical inactivity at the population level, these findings could have
important public health and clinical implications, particularly in the context that few
modifiable prognostic factors have been previously identified for ovarian cancer, and only
modest improvements in ovarian cancer survival have occurred in recent decades.”
“Less than 45% of women who are diagnosed with ovarian cancer will survive for five
years,” says Professor Penny Webb, PhD, Group Leader at QIMR Berghofer Medical
Research Institute in Australia and a co-author of both papers.
“Given the poor prognosis, many women want to know what they can do to reduce their
risk of getting ovarian cancer and to improve their prognosis once diagnosed. These
studies suggest that regular physical activity could help.”

Plenty of unknowns remain in KeyCorp's quest to buy First Niagara
The group in charge of folding First Niagara Financial Group Inc. into KeyCorp continues
to figure out how exactly it will make two companies into one.
The list of items to tackle includes headcount, job functions and the amount of real estate
needed to house KeyCorp’s expanded operations in Western New York. Add to that
another unknown – the number of retail branches that KeyCorp (NYSE: KEY) will have
to divest in order to close the deal – and there’s a lot of work to do.
But the integration team charged with sorting out those issues is “getting closer” to
finalizing its plans, according to KeyCorp chairman and CEO Beth Mooney. She did not
provide a specific timeline.
“Our team is working on space and obviously there’s some very attractive space at
Larkinville (the Buffalo neighborhood where First Niagara’s headquarters are located),”
Mooney said. “The other piece we have to finalize is headcount and jobs and we have to
pair that up with space, so it’s all interconnected.”
The pending acquisition of First Niagara (NASDAQ: FNFG) is still on track to close
sometime between July 1 and Sept. 30. Besides approval from the Board of Governors
of the Federal Reserve System and the U.S. Office of the Comptroller of the Currency,
another government agency – the U.S. Department of Justice – has to sign off on the
transaction. KeyCorp is working with DOJ to determine how many retail branches it must
sell or close.
KeyCorp has already made a decision to maintain and expand First Niagara’s mortgage
operations in Buffalo and Connecticut. That includes employing an initial 300 people, but
the rest of the jobs situation remains murky.
First Niagara employs about 2,300 people in Western New York, including about 750 at
headquarters. KeyCorp has been upfront that there will be cuts of some sort because of
the duplication of job duties in Buffalo and Cleveland.
Mooney said the integration team is trying to fill in all of the pieces of the organizational
leadership chart before announcing which First Niagara executives have agreed to take
jobs at KeyCorp.
SBA Hits Another Lending Record in FY 2016;
District Sees 39 Percent Increase in Number of Loans as 3rd Quarter Ends
BUFFALO, NY -- The U.S Small Business Administration (SBA) Buffalo district office
reported that Western New York small business owners received $123.5 million in SBA
loan approvals, a 39 percent jump in the number of loans in the previous year and during
the first three quarters of the agency’s fiscal year 2016, the period of October 1, 2015
through June 30, 2016.
According to SBA Buffalo District Director Franklin J. Sciortino, WNY small business
owners received 869 SBA-backed loans for 123.5 million compared to the 623 loans for
117.0 million approved during the same period in fiscal year 2015.
“I am encouraged that SBA loan programs are experiencing positive growth throughout
Western New York,” said Sciortino. “Anytime you can see more loans getting into the
hands of small businesses, it is bound to spur economic development. I see this as a
sign that our loan programs are working, helping small businesses secure the financing
necessary to start or expand their businesses.”
“The bottom line is that lenders are making more capital available to small business
owners,” said Sciortino. “There has been steady growth throughout the year and it is
evident in the number of loans we are seeing many segments of the small business
community.”
He also noted that on July 27, the
district office will host an SBA Lender
Matchmaker at the Niagara Falls Culinary
Institute from 8:30 a.m. to 12:00 p.m. An
opportunity for existing small businesses
to meet directly with Niagara County area
banks, credit unions, government and
small business financing experts.
Leading the way in SBA lending during
the first three quarters was M&T Bank
with 288 loans for $22.9 million. Five
Star was second with 175 loans for $10.1
million and Citizens bank followed in
third with 75 loans for $5.9 million. First
Niagara bank followed with 55 loans for
$7.1 million; and ESL Federal Credit
Union with 54loans for $3.9 million.
European Union. The Dow Jones industrial average continued its record-setting climb this
week, and stocks throughout Europe and Asia have mostly solidified in the aftermath of
the British vote to exit the European Union, or Brexit.
But the global economy isn't out of the woods just yet. The U.K.'s looming departure from
the EU still stands as a "substantial" contributor to "economic, political and institutional
uncertainty" that's likely to erode British and global economic performance for years to
come, according to a report published Tuesday by the International Monetary Fund.
"The outcome of the U.K. vote, which surprised global financial markets, implies the
materialization of an important downside risk for the world economy," the report said,
ultimately downgrading global growth projections for the year.
International economic output will expand only 3.1 percent this year and 3.4 percent next
year, according to the IMF's latest forecast. Downward revisions were moderated in part
by stronger-than-expected performance from emerging market countries such as Russia
and China, but the 2016 and 2017 projections are both shy of the fund's April forecasts.
U.S. growth was revised down 0.2 percentage points for the year, due mostly to the
country's "weaker-than-expected growth in the first quarter." Although the Brexit vote
has thrown some unintended consequences at the U.S. – like historically low mortgage
rates and an inflated U.S. dollar – the fund said Tuesday the Brexit decision would have
a "muted impact" on the U.S. Instead, the economic drag would be "concentrated in
advanced European economies."
"The vote has caused significant political change in the United Kingdom, generated
uncertainty about the nature of its future economic relations with the European Union and
could heighten political risks in the European Union itself," the report said, indicating that
"continuing uncertainty is likely to weigh on consumption and especially investment."
Brexit's economic drag in 2016 is expected to be modest, as the U.K.'s output was bumped
down only 0.2 percentage points. Over the long term, though, British and European
expansion looks more ugly. Germany, France, Italy and Spain all saw downward revisions
to their 2017 projections, while the fund shaved 0.9 percentage points off of what it
expected from the U.K.
Various financial organizations and analysts have projected that the U.K. could enter a
recession in the next few months, assuming newly minted Prime Minister Theresa May
goes through with the decision. She indicated in comments last week that she would not
trigger a formal exit until a "U.K. approach" had been solidified, which could take time
and ultimately shake up Scotland's position in the U.K.
But the IMF report is ultimately just the first stop on what is likely to be a long, winding
path of economic fallout. The document includes some of the first significant international
growth revisions since last month's vote, but there could be plenty of other downgrades on
the horizon. As the report suggests, the ultimate economic drag of the Brexit decision is
"hard to quantify at this stage."
"Global confidence effects and tighter financial conditions – amid the prolonged
negotiations that are likely to precede a new relationship between the United Kingdom
and the European Union – could affect global growth negatively beyond what is envisaged
in the baseline scenario," the report said.
In other words, the IMF's widespread downward revisions could actually understate what
the Brexit vote will do to the global economy over the next few years.

José Juan Barea, armador suplente de los Mavericks, aplaudió las movidas de Cuban de
cara a la temporada 2016-17 en la NBA.
“Mark siempre se las inventa. Estamos bien, entiendo que hemos escogido unos jugadores
buenos para que nos ayudarán. Me tengo que preparar porque sé que habrán muchos
minutos para mí”, dijo Barea.
El dirigente Rick Carlisle contará con varios armadores -además de Barea- a su
disposición. La gerencia renovó los servicios de Deron Williams, mantuvo a Devin Harris
y firmó a Seth Curry.
“Sabemos que Cuban es un competidor, al igual que yo. Quiere ganar, al igual que Dirk,
así que será un año fuerte, pero interesante”, sostuvo Barea, quien entrará a su segundo
año de un contrato de cuatro temporadas que firmó en el 2015 valorado en $16 millones.
En la pasada temporada con los Mavericks, Barea promedió 10.9 puntos, 4.1 asistencias y
2.1 rebotes en 74 partidos.
Amanda Serrano podría cambiar el cuadrilátero por el octagon
Amanda Serrano es una de las boxeadoras más talentosas y populares hoy día. Sin
embargo, eso no se ha traducido en grandes bolsas para la joven boricua campeona
mundial peso pluma de la Organización Mundial de Boxeo (OMB).
Es por esto que su equipo esta considerando incursionar en las artes marciales mixtas
(MMA, por sus siglas en inglés), donde las mujeres reciben mejor paga en comparación
con el boxeo profesional.
“Las artes marciales mixtas son muy distintas al boxeo. Pero es pelear, y eso es lo mío”,
dijo Amanda ayer en entrevista telefónica con El Nuevo Día desde Brooklyn, Nueva York,
donde reside. “Ahora mismo estoy concentrada 100 por ciento en boxeo porque tengo que
defender mi título el 30 de julio. Pero luego de la pelea espero comenzar a entrenar de
lleno en las MMA”.
En la antes mentada fecha, Serrano (28-1-1, 21 nocauts) defenderá su faja 126 libras
OMB ante Calixta Silgado (14-6-3, nueve nocauts) en el “patio de la casa” de Serrano, el
Barclays Centers de Brooklyn.
La colombiana Silgado viene de durar la distancia (10 asaltos) en una derrota por decisión
ante la tejana Jennifer Han (14-3-1, un nocaut), el 29 de abril pasado en El Paso, Texas.
Han es la actual campeona peso pluma de la Federación Internacional de Boxeo.
“Nosotros le ofrecimos la pelea a Han, pero ella no quiso pelear con Amanda. Así que
le ofrecimos la pelea a Silgado para demostrar quién es la mejor peleadora en las 126
libras", dijo Jordan Maldonado, entrenador y manejador de Amanda y de su hermana
mayor, la excampeona mundial Cindy Serrano.
Dólares y centavos
Para el equipo de Serrano, la idea de entrar al octágono de combate se basa
exclusivamente en el interés de maximizar el potencial económico de Amanda.
“En el boxeo femenino no hay dinero. Estas muchachas se están matando entrenando,
para bolsas bien pequeñas. Ahora mismo, Amanda, que ha sido campeona mundial en tres
divisiones, se está preparando para pelear en el Barclays, y se va a ganar $10,000. Pero el
boxeador estelar de la cartelera es campeón en un solo peso y le pagan $1,000,000. Eso no
es justo”.
La idea germinó en la conciencia del grupo mientras Amanda y Cindy participaban en la
filmación de Fight Town, un largometraje que trata sobre peleas de MMA entre mujeres.
“Allí hablamos con Holly Holm, con Miesha Tate y con Cris ‘Cyborg' y esas muchachas
están súper contentas peleando en el UFC”, dijo Maldonado, refiriéndose a el Ulitimate
Fighter Chamionship, la principal liga de MMA a nivel mundial.
“Holly Holm, que era campeona mundial de boxeo profesional antes de irse al UFC, nos
dijo que estaba super felíz con el cambio”.
Maldonado aclaró que Amanda no abandonará el boxeo si se da su debut en las artes
marciales mixtas, preliminarmente pautado para diciembre o enero próximo.
“Nosotros seguimos defendiendo el título y entrenandoMMA entre medio de las peleas de
boxeo”, dijo el entrenador y manejador.

Recibió permiso para tomar un descanso de sus nuevas funciones como senador
Las Vegas - El campeón filipino Manny Pacquiao aún no está listo para dejar su segundo
trabajo, como es el deporte del boxeo, y aunque hace tres meses, el 19 de abril, dio a
entender que se retiraba, ahora piensa todo lo contrario.
Pacquiao, quien antes de su combate más reciente ante Timothy Bradley Jr., celebrado el
pasado 19 de abril, dijo que se retiraría, ahora planea volver en noviembre al cuadrilátero
ante un rival por definir.
El promotor Bob Arum declaró el martes que Pacquiao recibió permiso para tomar un
descanso de sus nuevas funciones como senador en Filipinas para realizar un nuevo
combate.
La pelea se llevaría a cabo el 5 de noviembre, posiblemente en Las Vegas.
"A él le gusta boxear y le gusta la atención", señaló Arum sobre el retorno de Pacquiao,
que todo apunto busca una revancha con el estadounidense Floyd Mayweather Jr.
Pacquiao lució en gran forma durante su pelea de abril, en la que regresó de un largo
descanso para derribar a Bradley y encaminarse a un triunfo por decisión unánime. Luego
del combate, el filipino titubeó sobre sus planes de retirarse.
"Si me piden que regrese, no lo sé", declaró el campeón filipino. "Podría disfrutar de la
vida en el retiro. Aún no estoy retirado, así que aún no lo sé".
Pacquiao, quien era congresista en su país natal, fue electo el pasado mayo para el
Senado, y existían muchos temores de que la mayor carga de trabajo le impediría volver a
pelear.
Pero Arum afirmó que el presidente del Senado de Filipina le dijo a Pacquiao que estaba
disponible para pelear una vez que se acordara el presupuesto nacional el 15 de octubre.
"Entrenaría en Filipinas y el 16 de octubre haría el viaje a Estados Unidos, entrenaría por
dos semanas más y llegaría a Las Vegas", comentó Arum. "El único tema es conseguir un
lugar para el combate".
Arum dijo que negocia con MGM Resorts sobre una sede para realizar la pelea. Había
reservado la arena del Mandalay Bay para el 15 de octubre, pero Pacquiao no habría
terminado con sus funciones antes de esa fecha.
La pelea también podría realizarse en la arena del Thomas & Mack Center, que se
encuentra en el campus de la Universidad de Nevada Las Vegas (UNLV).
Arum explicó que para que eso ocurriese, la Universidad de Nevada Las Vegas tendría
que mover su fecha programada para la realización de una exhibición de baloncesto.
Al conocerse la vuelta de Pacquiao, de inmediato surgieron rumores que el rival podría
ser Adrien Broner, pero Arum dijo que quería la misma bolsa que Pacquiao, motivo por el
que no avanzaron las negociaciones.
Otro posible rival sería Jesse Vargas, con quien comparte la promotora Top Rank y tiene
parte del campeonato mundial welter.
Pacquiao se mantuvo ausente durante casi un año luego de caer en mayo de 2015 ante
Mayweather Jr., en lo que se recuperaba de una lesión en el hombro.
Pero lució renovado tras vencer a Bradley en abril con una actuación que recibió el visto
bueno de la mayoría de los expertos, incluyendo su entrenador Freddie Roach.
"Cuando veo así a Manny Pacquiao, es la mejor versión de Manny Pacquiao", comentó

El deseo de Roach se ha cumplido y muy pronto volverá tener bajo su dirección al
legendario púgil filipino, que se unió al carrusel de boxeadores que aseguran que se van
a retirar y luego vuelven a la competición al ver que tienen la oportunidad de hacer una
gran bolsa antes del adiós definitivo.

Statehood Is the Only Antidote for What Ails Puerto Rico

I am a pastor. I am Puerto Rican. I am a member of the Latin@ community. I am gay.
Until recently I lived in Orlando, Florida. On Sunday, June 12, 2016, I woke up early as I
do every Sunday to prepare for services at church, Pilgrim-St. Luke’s & El Nuevo Camino
United Church of Christ. Learning of the attack on Pulse nightclub, I was frantic.
WASHINGTON — PUERTO RICO’S governor recently claimed that the island could
not pay all its debts. In the media, comparisons to Greece abound. But if Puerto Rico
were a patient, then most commentators would have been misdiagnosing its illness and
recommending improper treatment. A dose of reality is in order.
My friends go to Pulse. I have danced on that dance floor. Our safe space as LGBTQI
people was violated. Violence and hate once again violated us. I thought of my friends,
Jose, Scott, Joseph and Angel David. Calls and texts were made. None were directly
impacted and yet, like me, everyone was impacted by this senseless brutal attack. As
a man of faith, I grieve for people unknown to me because they too are my sisters and
brothers. My pain is deep. My prayer is profound.
Puerto Rico is a United States territory, home to the 3.5 million people I represent in
Congress. Residents have been American citizens since 1917 and have served in the
United States military since World War I. There are also five million individuals of Puerto
Rican heritage living in the States, and as conditions in Puerto Rico deteriorate, my
constituents are now leaving for the mainland at a rate of 50,000 a year.
Forty nine individuals were taken from us for simply being who they are. And who were
the people at Pulse? The answer is very clear. The majority were Puerto Rican, and other
people of color. They enjoyed the music that moves my Latino soul. They loved to dance
salsa and other Latin beats. They were primarily young people. They were women and
men who sought and found community at Pulse. They enjoyed a drink. In other words,
they are you. They are me. Let us reflect on that reality.
Yes, some were gay, lesbian, bisexual, transgender and others straight allies. Others were
questioning their sexual orientation and still uncertain of it. Some were mothers and
fathers. Does it matter that their sexual orientation might be different than your own?
ABSOLUTELY NOT. They are children of God; people of worth and dignity who were
not afforded love in this heinous act of hate.
Some see us as “faggots”, “defective matter” or “anathema”. Regrettably, it has often
been our churches that have taught individuals that hate of certain “others” is acceptable.
Quite frankly, ungodly acts have denied the dignity and worth of many people of color
and LGBTQI children of God. Some religious systems teach parishioners that the lives of
their gay mothers, fathers, grandparents, sons, daughters, uncles, aunts and friends have
less value and worth simply because of who they love. Shame on us! Love is love, is love,
is love…
Tell me please, which of the mothers or fathers at Pulse lack value and worth? Brenda Lee
Marquez-McCool was dancing with her son. This Puerto Rican mother threw herself over
Isaiah, her son, to protect him. She lived love. She died living her faith, “no greater love
has one that gives their life for another” (John 15:13). She is every loving caring mother.
She is your mother and mine. She is a heroine. Her life and the life of her son have worth.
What about the LGBTQI people of color and straight individuals who were assassinated?
Will we negate them? Will the theological arrogance and ignorance of Pastor Roger
Jimenez, of Verity Baptist Church in Sacramento be the one that speaks for America?
“The tragedy is that more of them didn’t die. The tragedy is I’m kind of upset he didn’t
finish the job – because these people are predators. They are abusers, stated Jimenez.” His
argument lacks fundamental knowledge on many subjects and is rooted in ignorance. He
doesn’t comprehend that the gospel is rooted in love. The biblical narrative is rooted in
God’s love for us as demonstrated in the life and ministry of Jesus.
Somehow in his spiritual arrogance he has come to believe that he has exclusive rights
to God and judgement. Papa, it’s not your role to hate others and champion acts of hate
rooted in violence. ¿Estas loco? Worse, you’re a Latino advocating the murder of other
Latinos. Shame on you. Your God and mine are not the same God.
The lives of those who were murdered because of an ideology of hate have innate worth
and dignity given by God. Our call is to love everyone. Tragically, many embrace hate
and judgement. Let us be light unto others. Choose love. Reject hate. Embrace education
and exploration of new ways of thinking. Reassess what you have been taught to believe
about others and dare to engage those who you consider “other.
I have no doubt that God cries with us during tragedy. God cries at the level of violence
that we perpetrate against one another. God cries at our ability to dehumanize the
LGBTQI communities, people of color, immigrants and everyone that we decide is
“other”. God cries at the acts of violence in Orlando, Bangladesh, Bagdad, Chicago,
Charlotte, San Bernardino and throughout our country and the world. God cries when
“spiritual leaders” embrace hate and refuse to love.
God has been crying and continues to cry. When will we embrace the beauty of diversity
and uplift the dignity of those who are different than us? They are our sisters and brothers.
The “sin” we perpetrate against each other is that many of us refuse to see the Holy in
everyone. We embrace those who look, act, talk, walk, speak, dress and believe what we
believe. God is the God of Diversity. God is the God that danced at Pulse. God is the God
that embraces everyone. We are all God’s children. God is love. You are God’s beloved.
Let no one deny you that.
Hate and violence cannot define us. I refuse to hate. I refuse to be bitter. I refuse. Instead,
I commit to love. I will love you. I will strive to wipe away the tears of the marginalized
in our society. I offer hugs and honor your dignity. No matter who you are or where
you have been on life’s journey, you are and your life is beautiful, holy and sacred. And
remember, you are not alone. There is a community of love that stands alongside of you.
You are loved. Love wins. Love always wins.

The analogy to Greece is inapt. Puerto Rico is not a sovereign country in a monetary
union with the United States. From a constitutional perspective, Puerto Rico belongs to
the United States. The federal government has almost absolute power over Puerto Rico,
but has delegated to Puerto Rico about the same authority over local matters that the states
possess.
Perhaps in an effort to be polite, certain commentators refer to Puerto Rico as a
“commonwealth,” implying that Puerto Rico has a special status. But this word has
no practical meaning, as demonstrated by the fact that several states call themselves
“commonwealths.”
Puerto Rico’s illness is a chronic condition. The unemployment rate, poverty rate and
median household income have always been far worse than any state’s. The main cause
is inequality. Residents cannot vote for president or senators, and have one nonvoting
delegate in the House. It is disheartening to see many self-styled progressives, who
otherwise speak eloquently about the importance of voting rights, go silent on this subject
when it comes to Puerto Rico.
Congress routinely treats Puerto Rico and the other territories worse than it does the states.
Consider Medicaid, which provides health insurance for the poor. Federal funding for
a state Medicaid program is open-ended, but capped for Puerto Rico. The $1 billion in
annual Medicaid funding that Puerto Rico receives from Washington is about 20 percent
of the $5 billion received by similar-size Oregon. Puerto Rico is also treated unequally
under Medicare, even though my constituents pay the same federal payroll taxes that fund
much of this program. The Affordable Care Act — Obamacare — has been the subject of
partisan debate, but the law’s rarely mentioned defect is that the territories are barred from
most of its new programs and protections.
The list goes on. Puerto Rico is excluded from the Supplemental Security Income program
that aids the most vulnerable Americans. It does not participate in the federal nutrition
program, instead receiving a block grant that shortchanges it by $450 million a year.
Puerto Rico is partly excluded from the child tax credit and fully from the earned-income
tax credit, which encourages low-income individuals to seek employment. Unlike a state,
Puerto Rico cannot authorize its public enterprises to seek relief under Chapter 9 of the
federal bankruptcy code, which impedes its recovery.
The argument that such treatment is justified because Congress does not require Puerto
Rico residents to pay federal income taxes on local earnings is weak. Nearly half of all
stateside households do not earn enough to owe income taxes, but are still treated equally.
Moreover, because of federal tax credits, a working-class family of four in the States is
likely to have greater take-home pay than an identical family in Puerto Rico.
It is little wonder, then, that Puerto Rico is in recession, has excessive debt and is bleeding
population. Unequal treatment at the federal level, combined with mismanagement at
the local level, has a debilitating effect on the island’s economy. To compensate for the
lack of federal support, the Puerto Rico government has borrowed heavily. And when my
constituents move to the States, they are entitled to vote for their national leaders and to
equal treatment under federal law. So naturally they leave.
Having misdiagnosed Puerto Rico’s illness, many commentators prescribe the wrong cure,
like exempting Puerto Rico from the federal minimum wage. A far wiser proposal would
be to grant Puerto Rico more equitable treatment under federal spending and tax credit
programs. The goal should be to close the gap with the states, not widen it.
In the near term, Puerto Rico can manage its crisis with smarter policy making, but
the only enduring solution is statehood. At a recent congressional hearing, I told my
colleagues: If you give us the same rights and responsibilities as our fellow American
citizens, and let us rise or fall on our merits, we will rise. But if you continue to treat us
like second-class citizens, don’t claim to be surprised when we fall.
In 2012, Puerto Rico voters rejected territorial status and expressed a preference for
statehood. Congress responded by authorizing a federally sponsored referendum. I expect
this vote will be held in 2017. If voters affirm their desire for admission, Congress must
place Puerto Rico on the path to statehood. For Puerto Rico to prosper, it should be treated
equally. And to be treated equally, it must become a state.
