WELCOME
We welcome you all to NERA2015, the 43rd annual congress of the Nordic Educational Research Association in Gothenburg. The theme for the congress is ’Marketisation and Differentiation in Education’.
Decentralisation, deregulation and restructuring of various national educational systems, along with the
expansion of choice opportunities, began arguably in the 1970s, and effectively spread to the Nordic countries during the early 1990s.
Local Authorities and their schools were given more independence from direct State control and private
choice and consumption began to be prioritized, nurtured by the logic of economic growth, marketisation
and consumerism. What are the consequences of these developments for children, pupils, teachers, parents,
and/or local communities, and in what ways have they influenced the education systems, institutions and
professionals in the Nordic countries and affected educational standards and equality there? These are some
of the issues we will present and discuss.
Given all the interesting abstracts submitted, we are confident that we will have a rewarding conference.

COMPUTERS AND INTERNET
Wireless Network
If your home organisation/university is part of the Eduroam community and your computer is set up for using the
eduroam network, you should be able to connect to the internet the same way you do at home using our wireless
network called eduroam.
I addition, in most campus areas you will have access to the university wireless network. Connect your computer
to the wireless network called GoteborgsUniversitet and login via a web browser using id and password printed on
the back of your conference badge.

Lecture Rooms
Every lecture room is equipped with a computer and projector. We recommend to use the computer available in
the lecture room. You then need to have your presentation on a pc-formatted USB stick.
Use of computer in the lecture room
The computer - a desktop pc - is connected to the internet and have Windows XP or Windows 7 and Microsoft
Office 2010 installed. The computer can read pc-formatted USB sticks.
Use of your own laptop
If you prefer to use your own laptop, please bring converter for swedish power socket 240 V.
To connect your computer to the projector it must have a VGA port, either on board or via an adapter. If your
laptop does not have a VGA port you must bring an adapter. Most Macintosh computers need an adapter.
The laptop must be configured for DHCP to be able to connect to the internet.

’Marketisation and Differentiation
in Education’ is the theme of the
43rd Annual Congress of the Nordic
Educational Research Association
The emotional life of markets in education
The global success of the neo liberal project has meant that markets in education are now
commonplace; albeit variable in different places. Critical researchers have unpacked this
phenomenon to show that, for educational equity and for knowledge itself, the processes
and consequences involved are dismal.
And yet the marketisation of education proceeds apace; extending
its scale and deepening its reach not only into institutions but also
into people’s psyches. And many new for-profit, spin-off educational service industries continue to emerge and flourish. They
capitalize on the emotional turbulence that markets create. These
are one under-researched aspect of all this. So too is the burgeoning market in elite secondary schools. With the explosion in the
type and number of elite schools around the world, the market
in elite schools has expanded and gone global. Wealthy parents,
travelling employees of transnational companies and globally
mobile professionals comb the globe in the quest for a school that
matches their desires and assures their children’s educational and
social ascendency. Indeed desire is central to the libidinal economy
of the global elite school market.
In my presentation, I will draw from a major project on elite
schools in globalizing circumstances to show how this market is
manifest. I will focus particularly on what I call the ’global emoscapes’ involved showing how schools and parents, in different
locations, get caught up in, and navigate, the market’s contagious
affective intensities, turning whenever ‘necessary’ to up-market
educational service industries. In so doing I offer a conceptual
framework with potential applicability to other education markets.

The Repositioning of Education in the 21st
Century and what Can be Done About It.
During the 20th Century, particularly in the post-war period, it was
broadly expressed by educational policy makers, not only but in
particular in western nations, that education could function as a future
key to equality of opportunity, with respect to social class, gender,
ethnicity and disability, especially in terms of access to jobs and a
career. This was based on a partially research supported idea about
a possible tightening bond between educational credentials and the
labour market, in which all those that achieved in education could be
upwardly mobile.
This idea of educational meritocracy, which was particularly strong
not the least in the Nordic countries of course, came in for strong criticism toward the end of the 20th century, although the ideal of education as being key to equality of opportunity and good jobs remained
amongst many policy makers.
This remaining conviction of education as a social equaliser is no
longer the case. In the 21st century fundamental changes to globalization, the labour market and inequality have led to a repositioning of
education as a global body of institutions at all levels, from primary
to higher education and research, in which the idea that education is
solely to service the economy and individual and national competitiveness is now in doubt. This relationship between education and
the economy is however becoming problematic for all but elite. The
question then is to what extent the Nordic countries are exceptions to
these general trends? The keynote is about why the repositioning of
education has occurred and what can be done about it

Equality and Justice – Business and
Excellence. A Nordic Educational Dilemma
The Nordic countries have been regarded as ideal examples of social
democratic welfare states with an aim to provide universal and egalitarian welfare systems. Several researchers also argue that there has
been reason to speak of a related Nordic educational model/regime,
con-sidering the similarities between the Nordic countries´ welfare
and educational systems. It is at the same time easy to point at considerable differences, e.g. with regard to the impact of neoliberal ideas
of freedom of choice, competition and NPM during the last decades.
More extensive studies aiming at positioning Nordic education in the
tension-filled field between older and newer education policies are
however lacking to high extent.
In this keynote presentation I want to highlight some aspects of the
current, far from harmonious Nordic educa¬tional space and resulting
pedagogic identities of schools, staff and pupils. I also want to reflect
on possible trajectories of the five countries when school-markets and
not-so-new public management of schools encounter the global and
national challenges of the future.
