I would like to welcome Nick Thomas, our new General Manager for New Zealand who commenced with UGL on 15 September. I look forward to working with Nick on a successful integration into the business and combining his capabilities and experience with the considerable resources of UGL to return the New Zealand business to its former substantial position in the market. Welcome Nick. As you will be aware, we have set ourselves the objective of growing the Power business and our commitment to growth in New Zealand is an important part of our strategy. We also need to ensure that the business as a whole, maintains and grows a healthy pipeline of opportunities and there will be a strong focus on our pipeline in the coming weeks and months. © UGL Limited - November 2014 UGL | POWER MAGAZINE Operationally, we are making good progress on a number of our major projects – Roy Hill, Hazelwood, West Angelas and Stanwell are all experiencing significant levels of activity. I have first-hand experience of the level of activity on the Inpex CCPP (Combined Cycle Power Plant) Project as I am currently occupying the Project Director role until a suitable candidate is appointed. Steve Imlay is covering some of my day-to-day operational EGM duties for the interim. As always, we must maintain focus on safety leadership – concentrating on leading indicators, Life Rules, Reward and Recognition and our recently announced Fleet Safety Strategy. Mark Glenn Esdale Mining Operations LINE OF BUSINESS UPDATES The first shutdown under the new contract at Yancoal’s Yarrabee Coal Mine was completed successfully during August. After an absence of four years, UGL is back on site at Anglo’s German Creek Mine. UGL was also awarded an Overland Conveyor Remediation Project, which commenced in August for a period of 12 weeks. The Rio Tinto (Hail Creek) Maintenance, shutdown and repair services contract has been received and planning for the first major shutdown (DL07) is in progress which is scheduled to commence late October. The Mica Creek Outage Project commenced in late August and recruitment for the Stanwell Outage is currently underway (200 people). Mica Creek POWER MAGAZINE | UGL 1 Stephen Imlay & Mark McEnearney (written by John Greaves) LINE OF BUSINESS UPDATES Newman to Roy Hill Transmission Line Project On 28 February, UGL and Alinta Energy entered into an engineer, procure and construct contract to deliver the Newman to Roy Hill 220kV Transmission Line Project. Roy Hill is an iron ore mine in the Pilbara region of Western Australia with the capacity to produce 55 million tonne of ore per year. Situated 115 km north of Newman it has a defined mineralisation of more than 2.4 billion tonnes of iron ore. This is enough to sustain a mine life of more than 20 years, with Roy Hill aiming to load its first shipment for export in 2015. The works under the contract include designing, building, testing and commissioning a new 220kV power supply interconnection from the existing Newman Power Station 66kV switchyard facility to a new 220/33kV Roy Hill substation, along with a 33kV distribution network and onsite diesel generation facility to supply power to Roy Hill Mine in the Pilbara. To date, UGL has mobilised 502 crew for the project and has received approval for 443 of those to access the Newman and Roy Hill sites. The crew arrive in Roy Hill camp on charter flights at the purpose built Ginbata mine site airport, capable of handling 737 aircraft. They are housed in well-equipped modern workforce accommodation that caters for the 3,600 construction workers and approximately 2,000 operational staff from a multitude of companies required to complete the Project. During August we had a manning peak of 190 site based workforce, with another 20 plus supporting the construction team from our North Sydney base. Currently we have a site based workforce of 140. © UGL Limited - November 2014 2 UGL | POWER MAGAZINE Below is a summary of project progress over the last few months: Newman Substation Roy Hill Substation • Bulk earthworks complete • Outdoor switchgear installation underway • Transformers delivered and set on slabs • Steelwork for building and gantry have been installed • Transformer assembly underway • Earth grid complete • Transformer delivered and assembled • Cable trench complete • Switchyard conduits progressing well • 220kV outdoor switchgear installation in progress • Earthing progressing well • Fuel bund complete • All gantry and major steel delivered • Cable trenches complete • Capping layer to pad underway • Switch rooms and control room delivered and installed Roy Hill 33kv Distribution System • Mobilisation of workforce • 98% completed on the post installation • 74% completed on bracket installation • 57% completed on cable ladder installation Newman to Roy Hill Transmission Line • Access and clearing 100% complete • Foundations 98% complete • Assembly of 160 towers complete • Erection of 104 towers complete • Stringing of 87 towers complete POWER MAGAZINE | UGL 3 Peter McCarthy Power Generation LINE OF BUSINESS UPDATES Power Generation has had a busy two months with two projects underway and tendering activities ongoing Hazelwood Power Station The West Angelas Power Station Hazelwood’s Unit 7 Outage commenced on The West Angelas Power Station construction project is well underway and progressing as expected. The construction team has grown to over 100 people including 65 craft employees. 30 August and is well underway. The scope of work covers the boiler overhaul including scaffolding, hearth tube replacement, water wall tube replacement south and north walls, primary superheater header replacement and superheater element replacement, burner repairs, flue gas, ashing systems, EI&C works and valve overhauls. During this outage, we are also self-performing the HP turbine, generator rotor overhauls and the turbine auxiliary’s, which will be the first time at Hazelwood that a non-original equipment manufacturer has undertaken this work. All the white collar staff have been mobilised and a total of 215 blue collar employees are now on site. • Total planned man-hours 100,000+ • Expected completion date is mid-November 4 UGL | POWER MAGAZINE It is expected that the total workforce will peak at over 200 (including subcontractors) in late October, early November. The West Angelas Power Station Key achievements this month include: •N il reportable incidents and an excellent ‘one team’ safety approach onsite • Fatality Prevention Programmeme rollout completed • Construction systems have been set up and ready for use, including- action item registers and turnover pack creation registers • The plant has been successfully divided into approved systems, sub-systems and equipment sets which has been implemented on the Project using a turn over package priority register • Good progress on commencing creation of commissioning documentation • All quality registers are in place and being implemented • The Completions Management System (Completions Connect) updating was completed and presentations have been rolled out to the users • Action Item Progress – 13 of 442 completed The West Angelas Power Station is planned to have the capacity to export 80MWe and when completed will operate continuously. It will form part of RTIO’s ‘Power System Upgrade’ Project to meet the power demand of the increased mining facilities in-line with RTIO’s stated objective to raise the production of iron ore to 353 Mt per annum. The central components of the power station power are the power island facilities which include the gas turbines, electrical generators and associated auxiliaries. Each Gas Turbine Generator (GTG) unit will consist of a GE LM6000 PF Sprint gas turbine generator package a Dry Low Emissions (DLE) machine with (Brush) heavy inertia generators rated for 11.0kV and 50Hz. These power island packages have been delivered to site and are partially installed. The gas turbines are dual fuel machines to be gas and diesel fuel fired. Access to the site is provided by a new road and railway bridge which has been built off the main West Angelas Mine site access road. Part of the contract is to finalise works on this access bridge. Operation of the power station will be onsite or from the client control centre in Perth. The remote control system will be equipped with all control and diagnostic functions. All control and diagnostic functions for each GTG will be accessible from its control system. The onsite control room/ office building is a transportable type structure fitted with air conditioning and fluorescent lighting. A general maintenance workshop will also be constructed. The entire Project has been partially completed by others and UGL has been engaged to complete the works in conjunction with RTIO. Project update: The Power Generation line of business is currently tendering for maintenance and outage works at Gladstone Power Station. POWER MAGAZINE | UGL 5 HR UPDATE Professional Development Network Programme The pilot programme has been designed to provide a targeted development opportunity for the advancement of highpotential employees who have a special interest in helping to support and ‘drive’ the diversity agenda across UGL. Nominations were submitted by executive general managers ande general managers and congratulations to the following Power employees who were selected for the first Programme: Siobhan Byrne, Babu Kumar, Jason Finselbach and Nelius Murphy Those employees who were nominated but who haven’t been selected for the pilot will be considered for future sessions to be rolled-out regionally. The objectives of the Programme are: • To build a pipeline of inclusive future leaders who will ensure that UGL’s commitment to diversity remains strong in years to come • To leverage existing talent and expand the reach and opportunity for new talent • To encourage and enable ‘diversity champions’, individuals who embody inclusive behaviours and actively support changes towards a more diverse workplace • To proactively address UGL’s Corporate Governance Diversity Practices • To raise the profile of females and other minority groups at UGL • To increase the representation of women in senior positions at UGL The Professional Development Network Programme consists of four x 2.5 hour sessions delivered across 10 to 12 months. In addition, participants will be provided with external coaching to support their professional development and diversity action plans. A technical writer will join UGL to assist the team in consolidating existing content and complete final drafts of missing content. The working group will review and comment on all content in project management and controls with final approval by Patricia Manton-Hall, General Manager, Project Management and Controls. UGL are completing the station, which is planned to have the capacity to export 80MWe and is based upon the installation of two 40Mw GE LM6000 PF Sprint gas turbine generator packages. The station will operate continuously to provide power to Rio Tinto’s mining operations. It is to be built as part of the Power Station Upgrade Project to meet the power demand of the increased mining facilities in line with Rio Tinto’s stated objective to ‘raise the production of iron ore to 353 Mtpa’. The West Angelas mine is located in the beautiful East Pilbara of Western Australia, about two hours drive west of Newman. Left: An aerial photo of West Angelas 14 UGL | POWER MAGAZINE UGL ‘LIFE RULES’ To draw everyone’s attention to critical risks, UGL has recently revised and formalised nine ‘Life Rules’; which set out UGL’s expectations in dealing with critical high risk activities. The objective of ‘Life Rules’ is to ensure that key hazards are known and appropriately managed. ‘Life Rules’ provide clear guidance on how our operations are to avoid these high risk activities and are minimum ‘nonnegotiable’ requirements that all those performing work for UGL (including contractors) must comply with when conducting these activities. We have a ‘Life Rules’ poster which has been updated to improve the visual representation of the nine ‘Life Rules’. Analysis of the effectiveness of the previous poster prompted a visual change. Note: ‘Life Rules’ have not changed and the update only includes the addition of visual icons. Site banners are also available to support the communication of the nine ‘Life Rules’ and have been developed to support the dissemination of our safety culture. Check the HSSE Intranet for details on the printing and delivery of these banners. We anticipate the improved visuals will assist in the clear communication, training and implementation of the nine ‘Life Rules’. These visuals have been developed for display purposes in UGL offices, operational sites, workshops, meeting areas etc. Life Rules 1. When working at height, always use the required fall protection devices correctly. 2. Work must not commence until all necessary energy isolations have been completed, tagged and tested and permits are in place and authorised. 3. Never enter a confined space or restricted area without an appropriate permit, training and authorisation. SAFETY SWITCH AUTHORISED 4. Never remove, bypass or modify plant or a safety protection device without appropriate authorisation. 5. Always remain outside the “line of fire” of loads and moving plant/rolling stock and never enter designated exclusion zones. 6. Only operate plant or mobile equipment when licensed/ competent and authorised to do so (unless under direct training supervision). 7. Never consume or be under the influence of alcohol or non-approved drugs in the workplace. 8. Never operate vehicles or plant without wearing a seatbelt where fitted. 9. Never direct or instruct another person to breach a life rule or undertake an activity which endangers life. All workers are empowered to ‘Stop for Safety’ and have an obligation to report all unsafe acts and conditions.
