The Taft High School Local School Council at its April 12 meeting approved spending about $10,000 to replace 30 lights in the gym, with a matching amount of funds coming from the school system. The gym has been closed since mid-March when a light fell from the ceiling, forcing the cancellation or relocation of some sports events. Taft principal Mark Grishaber said that no one was hurt when the light fell and that the gym has remained closed as a precaution. Taft has two smaller gyms. Lunde said that in the 1990s some alumni lost interest in Taft in part due to a lack of upkeep in the building. The association also is encouraging students to attend the ceremony. Lunde said that the association hopes to share the school’s heritage with youths and to teach them Taft songs, including “Taft’s Founders’ March.” In addition, the Taft High School Foundation is holding an online vote for its hall of fame. There are 39 Taft graduates and 34 retired Taft teachers on the ballot, and registration for voting is available online at www.votetaft.org. Also at the meeting, it was reported that Taft is holding a pilot neighborhood basketball program for students in its feeder elementary schools. School system officials asked Taft to participate in the program. LSC parent member Joe McFeely said that the 200 students in the program are split into teams that play games on Saturdays. McFeely said that program is intended to help prospective students become acquainted with the school and (Continued on Page 10) Group opposes mosque based on zoning issues by BRIAN NADIG The Mayfair Civic Association at its April 14 meeting voted unanimously to oppose a proposal to open a mosque at 4846 N. Elston Ave. and discussed the possibility of a park being built on an 11,000square-foot parcel at 4542-48 N. Kedvale Ave. Association Zoning and Development Committee chairman Chris Lambesis said that the opposition to the mosque is specific to the proposed location due to concerns about traffic, parking and pedestrian safety. At issue is the fact that the mosque would be located in an industrial building on a triangular parcel which is bordered on all three sides by an alley. One of the alleys runs behind a row of bungalows in the 4800 block of North Kentucky Avenue. “This building does not run along any street or sidewalk,” Lambesis said. “It degrades pedestrian safety. It makes people walk through an alley.” Until a few years ago cars were serviced in the building, and the two or three workers would leave by about 3:30 p.m., Lambesis said. In addition to the mosque, the Islamic Center of Chicagoland also has proposed opening a community center in a former auto body shop at 4856 N. Elston Ave., with a 37-space parking lot next to the center that would be accessible from Elston. The association is willing to work with the Islamic Center to find a more suitable location in the area for the mosque, but representatives of the center have not accepted an invitation to attend an association meeting, Lambesis said. “We want to work with this group,” he said. Several residents at the meeting expressed concern that their opposition to the mosque would be misconstrued and they would be seen as racists and that due to similar concerns city officials would be afraid to deny the center a special use permit allowing religious assembly in a commercial corridor. Lambesis said that people move to Mayfair because they like its cultural and religious diversity and that the residents’ concerns are based solely on zoning issues. At the request of the center’s attorney, on April 15 the Zoning Board of Appeals deferred a hearing on the proposal until its meeting at 2 p.m. Friday, June 17. The board is being asked to issue special use permits for the mosque, the community center and the parking lot. The attorney reportedly told the board that he is working with Alderman Margaret Laurino (39th) and the city Department of Transportation to address the issues that have been raised. It also was reported at the meeting that residents have made in- quires about the city, the Chicago Park District or a nonprofit entity acquiring four lots which are for sale in the 4500 block of North Kedvale Avenue, where a house and a garage are located. Several residents said that they have discussed the idea of building a park there with Laurino and the Friends of the Parks. The asking price for the lots is $895,000, and a real estate listing describes the 114-year-old house as a “tear down.” The triangular parcel is bordered by Kedvale Avenue, Kasson Avenue and Wilson Avenue. Association president Ronald Duplack said that given the shape of the property and the asking price, it appears unlikely that the site would be redeveloped for residential use any time soon. The parcel is zoned RS-3, which is intended for singlefamily homes and two-flats. One woman said that the nearest park, Spikings Farm Playlot, 4706 N. Pulaski Road, is small and more than a 10-minute walk away and that children have to cross an arterial street to reach other parks. Several residents also expressed concerns about a construction site at 4251 W. Lawrence Ave., where a new convenience store is being built for an existing gas station. Residents said that the project is taking too long and that construction crews at times have not cleaned up properly in the alley. Aldermen discuss issues at meeting of Edgebrook group by BRIAN NADIG Traffic safety on Devon Avenue and business development were among the issues that were discussed by Aldermen Margaret Laurino (39th) and Anthony Napolitano (41st) at the April 11 meeting of the Edgebrook Community Association. Laurino said that she and Napolitano have been working on having a traffic signal installed at the intersection of Devon and Le Mai avenues. Area resident Robert Van Pelt was killed in a collision while riding his bicycle near the intersec- tion in 2012. The traffic signal would help slow traffic along on Devon, Laurino said. “It can be a drag strip,” she said. An engineering study for the traffic signal has been completed, but funds for the work will not be available until 2017 at the earliest, Laurino said. She said that pedestrian refuge islands in the middle of Devon could be considered at some locations to increase the safety of people crossing the street. Napolitano said in response to questions about economic development that while the “Norman Rockwell look” of the Edgebrook commercial district is classic, “we may have to open our minds” to change, including possible new retail-residential buildings in the area. He said that any zoning proposal for the commercial district would have to be approved by his zoning advisory board, which includes representatives of several community groups. The fund-raising effort was announced on April 12 at the Norwood Park fire station, 6030 N. Avondale Ave. “I’m excited to be here, and this area of the city is dear to my heart because I don’t live too far from here, in Portage Park,” Mendoza said. “It’s great to have such great first responders. Thanks for teaming up with our office, not just for this but every day of the year with some of the great folks here that represent the ward organizations who have been our partners at the city clerk’s office.” Mendoza said that the War Dogs 16th District reports on increase in car thefts by BRIAN NADIG The 16th (Jefferson Park) Police District experienced an increase in vehicle thefts during the last several weeks of winter, although many of the vehicles were recovered. During a four-week period in February and March, 44 vehicles were reported stolen in the district, compared to 16 during the same period last year. A total of 121 vehicles have been reported stolen this year through April 3, compared to 76 during the same period last year. Police believe that youths may have stolen some of the cars for joy rides and before leaving them not far from where they were stolen, police officials reported at the March 17 meeting of the 16th District Advisory Committee. 16th District commander William Looney said that a “jiggle key,” which dealerships sometimes use to unlock cars, may have been used to enter several of the stolen vehicles. “When we recover a vehicle, we find that no damage has been done to the vehicle,” Looney said. “The steering wheel is not stripped. Several thefts involved work vans that were recovered on the South Side but not before tools and other items were stolen, police said. In one incident, police have footage of a commercial vehicle being stolen from a parking lot in the 6000 block of North Northwest Highway, and it appears that a screwdriver-type device was used to start the engine. There have been 10 arrests for vehicle theft or criminal trespass to a vehicle in recent weeks in the district. One of those arrested was a high school student who got into an accident with a stolen vehicle, while others were stopped for a traffic violation, Looney said. Police suspect that car theft rings are targeting the area, he said. Some of the reported car thefts in the district may be reclassified because it is not unusual for owners to later tell police that they had forgotten that a relative had permission to use the car, Looney said. Also at the meeting, the committee announced that Mary Via won its Officer of the Month Award for her Jan. 25 arrest of a suspect who was charged with possession of a stolen motor vehicle following a traffic stop. This is the first time that War Dogs will work with Chicago first responders. “These service animals are lifesaving in many aspects to individuals that struggle day in and day out with injuries they have incurred in combat, and today we get to partner the dogs with police and fire,” Mendoza said. “We’re trying to raise funds to continue to train animals who are in need of great homes, so we have a competition going on between the Chicago police and Chicago fire,” Mendoza said. “The challenge that we proposed is whoever raises the most amount of money out of the 16th District police and the local neighborhood fire station will win a service animal that will be trained by War Dogs and they will get to choose who will be the recipient of this animal.” Alderman Anthony Napolitano (41st) said that as a former police officer and firefighter and having been raised in a family of military veterans, the idea behind the charity appeals to him as a great concept. “The way I look at it is it’s not only a vet saving a dog but a dog saving a vet, and it is truly working,” Napolitano said. “It’s an honor to be here, and thank you to you guys and to the City of Chicago,” Kinney, who plays lieutenant Kelly Severide, said. “I’m lucky to be able to do what I do, and I love being able to tell sto- ries about you guys. I appreciate it. You guys are the real heroes.” “It wouldn’t be such a big turnout if Taylor wasn’t here,” Alderman Nicholas Sposato (38th) said. “I talked to him, and this is sort of his new home or home away from home for 10 months out of the year, and thank you for coming out and supporting raising money for police and fire to get some dogs. The odds are in their favor because there is a lot more police than firemen in this contest.” “We are excited for this initiative,” War Dogs chief executive officer Eva Braverman said. “It’s really a natural extension of what we do for out combat vets to be able to do it for our first responders. Fire dog, police dog, it doesn’t matter. We will do the training, and it will be amazing.” The goal is to raise $3,000 for each service dog, one for a police officer and one for a firefighter. Fifth Third Bank has donated $530 to each of the stations. Donations can be made by sending a check made out to “War Dogs” and specifying whether it’s for police or for fire to either the aldermen’s offices or the city clerk’s office. “We wanted to keep it between the two local stations because Napolitano and Sposato were a police officer and a firefighter, and since Napolitano was both, we thought let’s just raise money for the both,” City Clerk’s Office director of intergovernmental affairs Charles Hagopian Jr. said. “The police or the fire department will get to select who is in the most need to receive the service dog.” Page 2 Nadig Newspapers Wednesday, April 20, 2016 Heritage Center to induct new Irish American Hall of Fame members The Irish American Heritage Center, 4626 N. Knox Ave., will induct new members into its Irish American Hall of Fame on Saturday, April 23. The categories and the people to be inducted are: Arts and Humanities: Brian Dennehy is an American actor on both screen and stage who was born in 1938 in Bridgeport, Conn. He attended Columbia University in New York City on a football scholarship, majoring in history, and he studied dramatic arts at Yale University. He has appeared in films including “Looking for Mr. Goodbar,” “First Blood” and “Cocoon.” He won the 1999 Best Actor Tony Award for the stage production of “Death of a Salesman.” Frank McCourt was an American teacher and author who is known for the book “Angela’s Ashes,” a tragicomic memoir of the misery of his childhood. McCourt was born in Brooklyn, N.Y., in 1930, and he died in 2009. He spent his career teaching at six New York high schools. He received the Pulitzer Prize in 1997 and the National Book Critics Circle Award in 1996 for “Angela’s Ashes.” McCourt also wrote “‘Tis,” “Teacher Man” and the book for the musical “The Irish . . . And How They Got That Way.” Spencer Tracy won consecutive Oscars in 1937 and 1938 for “Captains Courageous” and “Boys Town,” and he appeared with Katherine Hepburn in nine movies over 25 years. He completed his last film, “Guess Who’s Coming to Dinner,” 17 days before his death in 1967. Tracy was born in 1900 in Milwaukee, Wis. He enlisted in the Navy at the start of World War I. After the war he attended Ripon College and decided on an acting career, and he attended the American Academy of Dramatic Arts in New York. Business and Industry: Denis J. Healy grew up in the New York City and is the holder of eight U.S. patents. He worked in research and development at Colgate Palmolive, the Mennen Company, the Barr Company and Turtle Wax, and he and his wife, Sondra, are the co-chairmen of Turtle Wax. Healy served in the Army in the Korean War, and he is the chairman of the board of the Korean War National Museum in Springfield. He is a past president of the American Ireland Fund of Chicago. Public Service: Edward Dunne immigrated with his parents to the East Coast of the United States in 1849, and they moved to Peoria 1855. Dunne attended Trinity College in Dublin, studied law in Chicago, and was elected a Cook County Circuit Court judge in 1892. He served as the mayor of Chicago and the governor of Illinois, and he was the founding president of the Irish Fellowship Club of Chicago and a champion of Irish freedom who addressed the first “Dáil Éireann” Assembly of the Irish Republic. He died in Chicago in 1937. Thomas Francis Meagher became a prominent member of the Young Irelanders nationalist movement of the 1840s that worked toward the repeal of the 1800 Act of Union between Ireland and the British Crown. After being banished from Ireland and escaping from Australia, Meagher went to New York City in the early 1850s, where he studied law and journalism and published an anti-British paper called Citizen. He recruited and commanded a Civil War regiment, and he ended the war as a brigadier general who commanded the Irish Brigade. After the war Meagher became the governor of the Montana Territory before his death in 1867. At the age of 5 she contracted an eye disease which severely damaged her sight, and she eventually attended the Perkins School for the Blind in 1880 and underwent surgery to help improve her vision. Voters show muscle in judicial subcircuit vote by RUSS STEWART Once upon a time, like about 50 years ago, a Chicago Democratic ward committeeman could plausibly boast that he had a judge “in his pocket.” It was like the “Godfather” movie, where the dons of the other New York mafia families whine that Don Corleone “won’t share his judges.” In 1991 the Illinois General Assembly (and even then Mike Madigan was the Illinois House speaker) passed a bill creating 15 judicial subcircuits in Cook County in order to encourage more diversity among judges. That meant that Chicago and the suburbs were sliced 15 ways, the anticipated end result being that more blacks, Hispanics and Republicans would be elected to the bench. At present, 157 of the county’s elected 242 Circuit Court judges are chosen in the subcircuits, not countywide, and another 138 are appointed associate judges. However, as in the proverb, “blessed is he who expects nothing, for he shall never be disappointed.” Since 1992 the Democratic bosses have not been disappointed, stuffing the bench with their favorite — and most generously donating — lawyers. There are now more black and Hispanic judges, but the system, as designed, has run amok. Democratic committeemen were supposed to have been the judge makers. Now it’s the voters. Look at the 7th Subcircuit, on Chicago’s West Side, encompassing the heavily black 24th, 27th, 28th, 29th and 37th wards plus Hispanic Cicero and Berwyn. A white woman, Pat Spratt, was nominated with less than 30 percent of the vote, beating a Hispanic woman and four black men, including the slated man. The black political bosses couldn’t deliver. Look at the 6th Subcircuit, which emanates outward from Logan Square, reaching as far as Albany Park and the 47th Ward and south toward the Loop. In a battle of the bosses, Joe Berrios and Luis Arroyo were humiliated. Of the three subcircuit judgeships, a white candi- date won two, with a white woman defeating the slated Hispanic candidate in one and a well heeled white man running unopposed in the other. Subcircuits were created to improve diversity, but now they reflect voter animosity. “It was a perfect storm,” said Mary Kay Dawson, a political consultant who advises clueless lawyers in judicial races. A lot of Democratic men voted for Donald Trump in the Republican primary, spiking the Democratic vote among women, Dawson said. Black voters were enraged by the party’s dumping of Dorothy Brown for Circuit Court clerk, she said. Being slated became toxic. Bernie Sanders’ anti-everything voters in the primary meant every non-male and, if known, nonslated Democrat, got a boost. There also was a huge anti-Anita Alvarez, anti-Rahm Emanuel vote, which trickled down to judicial races. Here’s a look at subcircuit races: Analysis and Opinion by Russ Stewart •10th Subcircuit: It was 45th Ward Democratic Committeeman John Arena’s turn to pick a judge, and he chose Stephanie Saltauros, an assistant state’s attorney, who then quit. The subcircuit takes in most of the Northwest Side, covering 11 wards and four suburban townships, including Park Ridge and Rosemont. Since 1992 it has been a “pick a judge” situation, with each ward committeeman slating a judge every 2 years. In 2014 Pat O’Connor of the 40th Ward picked Anthony Kyriakopoulos, a Greek American from his ward who, miraculously, beat an Irish-surnamed female in a low turnout. With no slated candidate, chaos ensued. Appointed judge Eve Marie Reilly lived in the subcircuit, and she was backed by state Senator John Mulroe (D-10) in a 41st Ward proxy war. Newly elected 41st Ward Alderman Anthony Napolitano supported Mike Malatesta, whose father was a former chief deputy state’s attorney. Also on the ballot was Rick Cenar, who was allied with the defunct organization of former 45th Ward alderman Pat Levar. The result was predictable: Irish-surnamed women virtually always beat ethnic-surnamed men. Reilly topped Daly 24,084-17,956, with Cenar (9,914) and Malatesta (7,713) well behind. Daly is a cinch to win a judgeship in 2018 or whenever the next 10th Subcircuit vacancy opens. In the 41st Ward, where Napolitano upset Mary O’Connor by 715 votes in 2015, Reilly got 3,523 votes (37.0 percent of the total) to 2,128 (22.4 percent) for Malatesta. Give a round to Mulroe, but not a knockout. •11th Subcircuit: Appointed judge Marc Martin thought he got his long-delayed reward when he was appointed to the bench. As a federal criminal defense appellate attorney, Martin, who was associated with Ed Genson and Terry Gillespie, had plenty of work while Patrick Fitzgerald was the U.S. attorney indicting everybody, but that client pool evaporated, and the “Daley Clan” came to Martin’s rescue. The subcircuit stretches from Park Ridge, where Martin lives, to Oak Park, where Martin was born, plus parts of the 36th and 38th wards. Martin had two opponents, Catherine Ann Smith of Oak Park and Jim DiChristofano, who had a base in Norridge. Martin lost by 967 votes because he ran an inept and invisible campaign. At campaign events Martin just stood in the corner with the other judge hopefuls, never circulating. Schneider, with her base in Oak Park among women, liberals and gays, campaigned vigorously and beat Martin in Oak Park 8,1825,436, a margin of 2,746 votes. Where was Don Harmon? He’s the Oak Park Township Democratic committeeman and a state senator. He’s the president pro tem of the Illinois Senate and close crony of Senate President John Cullerton, and he could not — or would not — deliver for Martin? •6th Subcircuit: Are Hispanic voters awake or asleep? In Hispanicmajority wards, they voted heavily for State’s Attorney Anita Alvarez, who got her clock cleaned by Kim Foxx, and for Hispanic female judicial candidates, but they skipped the Logan Square-area 6th Subcircuit. There are bosses galore in the subcircuit, which contains all or parts of 13 wards, emanating out from Logan Square, including Committeemen Dick Mell (33rd), Joe Berrios (31st), Luis Arroyo (36th), Ariel Reboyras (30th) and Proco Joe Moreno (1st) and Alderman Scott Waguespack (32nd), but the election was about who has the bigger clout . . . and it wasn’t Berrios, Arroyo or Reboyras. There were three openings in the subcircuit. Two were filled by nonHispanics. Rich Cooke, recently of River Forest, owned property in the subcircuit and plunked down $500,000 of his own money, thereby clearing out the field. Appointed judge Anna Loftus, who was backed by Mell, Moreno and Waguespack, soundly defeated the slated Carlos Claudio, 25,96420,745. With a third candidate running, Loftus still got 51.3 percent of the vote in Moreno’s ward, 55.4 percent in Waguespack’s and 46.3 percent in Mell’s. Berrios, the county assessor and county party chairman, was only able to deliver 55.6 percent of the vote in his ward, but Arroyo delivered 68.7 percent in his ward. In the Hispanic wards, Arroyo is now “Numero Uno.” (Continued from Page 1) promoting area commercial districts to a trade organization that represents shopping centers and that as a result, a Starbucks Coffee may open on a vacant a parcel at Northwest Highway and Harlem Avenue. “We have a lot of storefronts here (in Edgebrook) that have been vacant for a while,” Napolitano said. Laurino said that she hopes that the city may fund a small-business improvement program, such as a facade rebate incentive, for stores that are not in a tax increment financing district, which provides revenue that can be used for capital projects. Edgebrook is not in a TIF district. “They should not be penalized because they are not in a TIF district,” Laurino said. The association also discussed the possible creation of a special service area for the Edgebrook shopping district. A special service area is funded through an additional tax levy on properties in the area, and the funds can be used to help promote and beautify the area. Unlike in a TIF district, a local commission of property owners would decide how to spend special service area funds. Napolitano said that a special service area can be a “hard sell” to property owners because means that their taxes will increase and that while the special service area would be intended to revitalize the shopping district, some nearby home owners could have to pay the tax. Napolitano said that funds would have to be raised privately to pay for a consultant to study the feasibility of a service area. Also at the meeting, Napolitano announced that in 2017 he will hold a community vote to determine how most of the ward’s annual $1.32 million allocation of discretionary funds, which are intended for capital improvements, should be spent. A large portion of discretionary funds that each war gets usually is spent on side-street resurfacing. Under the city’s participatory budget program, workshops are held to solicit recommendations on capital projects, and a vote for ward residents is held in May. Alderman John Arena (45th) is one of the few aldermen who participate in the program. Napolitano said that his office receives inquiries from residents about when their street is going to be resurfaced but that funds are limited and in some instances streets cannot be resurfaced due to an upcoming sewer project. Association members also were given an update on the condition of two homes being built in the 6300 block of North Lenox Avenue. Laurino said that construction started more than 10 years ago and that area residents have been attending court hearings in which the city is trying to force the owner to make improvements. Residents said after the meeting that sod recently was installed on the lots. A MAN REPORTED that his neighbor attempted to run him over at about 2 p.m. Saturday, April 16, in the 7500 block of West Addison Street, according to 16th (Jefferson Park) District police. Officers stopped a man who was riding a bicycle on the sidewalk and discovered that the man had 29 debit cards in his jacket, according to police. The suspect was identified by police as Venyon T. Flucker, age 39, of the 5800 block of West Rice Street. FOUR MEN were arrested on criminal defacement charges at about 3 a.m. Sunday, April 17, in the 6900 block of West Bryn Mawr Avenue, according to 16th (Jefferson Park) District police. Officers who responded to a report of four men carrying spray paint cans stopped a car and smelled spray paint in the car, according to police. Officers found cans of spray paint, a CTA Blue Line banner, masks and a camera containing images of a CTA Blue Line train that had been defaced in the car, police said. The suspects were identified by police as Thomas J. Lapage, age 25, of the 500 block of South Harmony Road, Oregon, Ill., Thomas J. Sturgeon, age 24, of the 6600 block of 124th Street, Berwyn, Ivan R. Lopez Jr., age 24, of the 5100 block of South Washtenaw Avenue, and Jorge L. A MAN WAS stabbed at about 5:25 a.m. Monday, April 11, in the 4600 block of North Drake Avenue, according to 17th (Albany Park) District police. A 30-year-old woman reported that shortly after her boyfriend left for work she discovered that he was lying on the sidewalk bleeding, according to police. The 25-year-old man had been stabbed in the chest, back, neck, arm and ears, and he reported that his girlfriend’s exhusband stabbed him, police said. The man was admitted to Illinois Masonic Hospital in serious condition, police said. A MAN REPORTED that an employee of Joe E’s Unforgettable Lounge, 4206 W.
