Board Member Recognized RACSB provides mental health, mental retardation, substance abuse, prevention, and early intervention services to the residents of the City of Fredericksburg and the Counties of Caroline, King George, Spotsylvania and Stafford. The Board is composed of fifteen volunteer members who are appointed by the local governing bodies. The Board members are people from the community with various occupations and interests, who serve three-year terms of office. CITY OF FREDERICKSBURG: Rev. Lawrence Davies, out-going board chairman, and Executive Director Ron Branscome for her past 12 years of service representing King George County. Mrs. Kunlo has been involved with the Rappahannock Area Community Services Board since 1981. Board W elcomes New Member The Rappahannock Area Community Services Board’s (RACSB) is pleased to welcome John D. “Jack” Kunlo to the Board of Directors. The King George County Board of Supervisors appointed Mr. Kunlo to serve a three-year term, which began July 1, 2007. Mr. Kunlo held various positions during his 37-year career with the Federal Government and retired as the Quality Assurance Manager and Deputy EEO Officer with the Naval Space Surveillance System in 1990. During his tenure, he served as the Combined Federal Campaign (CFC) coordinator at the Naval Surface Warfare Center Dahlgren Division for almost 20 years. Mr. Kunlo was active with the Special Olympics and Knights of Columbus. He currently co-chairs the St. Anthony’s Catholic Church Outreach for the Needy Program. Mr. Kunlo replaces his wife, John D. “Jack” Kunlo King George County Marie, who has represented King George County for the last 12 years. RACSBs King George County Clinic is named in her honor. The Kunlo’s have lived in King George County since 1968. In 1984, they were presented with the Great American Family award by First Lady Nancy Reagan. They have five children and nine grandchildren. RACSB currently has a vacant Board seat from the City of Fredericksburg. RACSBQRTLYSummer2007_V6.qxp 7/23/07 2:56 PM Page 3 RACSB Breaks Ground on New Caroline County Clinic The Rappahannock Area Community Services Board (RACSB) hosted a groundbreaking ceremony for the new Caroline County Clinic on Monday, April 16, 2007. The 6,400 square foot facility will be the new Caroline County home for RACSBs mental health, mental retardation, and substance abuse outpatient and case management services. A day support program for adults with mental retardation will also be at this new location. The clinic will be named in memory of Patricia K. Spaulding, a longtime RACSB Board member representing Caroline County. Mrs. Spaulding passed away May 17, 2004. George Spaulding and daughter Karen Epley participated in the groundbreaking. Caroline County Supervisor Robert Farmer (Bowling Green District), Maxie Rozell (Reedy Church District), and Calvin Taylor (Port Royal District) attended the ceremony. The Caroline County Board of Supervisors donated the 1.12 acres where the facility will be built. The Caroline County Board of Supervisors was recognized for this contribution to the community at RACSBs annual Legislators GetTogether held in October 2006. Delegate Robert Wittman (99th District) also attended the groundbreaking. Delegate Wittman introduced House Bill 1815 and worked with the Virginia House of Delegates and Senate to transfer an adjoining parcel of land to RACSB for an additional access road to the clinic. Senator Edd Houck (Senate District 17) and Senator Ryan McDougle (Senate District 4) were both co-patrons of this bill. At the June 19, 2007, Board of Directors meeting, RACSB decided Del. Rob Wittman joined Caroline County Board of Supervisors Maxie Rozell, Robert Farmer, and Calvin Taylor, and the Spaulding family at the RACSB Caroline County Clinic groundbreaking ceremony on April 16, 2007. to dedicate the building in honor of longtime Caroline County Supervisor, Robert Farmer, and Al Collins, RACSB Board member representing Caroline County. Mr. Farmer has been an avid supporter and advocate for RACSB during his more than twenty years of public service. Mr. Collins was instrumental in securing the land for the clinic as well as serving as the unofficial construction superintendent. RACSB currently operates its outpatient clinic in rented office space in Bowling Green and the day support services offered by the Rappahannock Adult Activities (RAAI), The Gathering Place, are located in Ladysmith, Virginia. This new facility will bring both services together under one roof in a central location within Caroline County. Approximately 15 staff members will work out of the new facility. A program of RACSB, Rappahannock Adult Activities is a community-based developmental day program that promotes dignity, independence, individualization, inclusion, and productivity of people with mental retardation in their home communities. In Fiscal Year 2006 (July 1, 2005 through June 30, 2006), RACSB provided mental health, mental retardation, substance abuse, prevention, and early intervention services to 1,328 Caroline County residents. RACSB opened its very first satellite clinic in Caroline County in 1984 in an effort to provide services in each locality within Planning District 16. The new clinic is located near the Caroline County High School at the intersection of Rogers Clark Boulevard (S.R. 207) and Golansville Road (S.R. 601) in Ruther Glen, VA. Cooper, Secretary Stafford County At the June 19, 2007, Board of Directors meeting of the Rappahannock Area Community Services Board (RACSB), a new slate of board officers was elected for terms beginning July 1, 2007. Al Collins Elected Chairman Caroline County representative, Al Collins, was elected to serve as Chairman for Fiscal Year 2008 (July 1, 2007 to June 30, 2008). Mr. Collins previously served as ViceChair and Finance Committee Chair in FY 2006 and 2007. He joined the Board of Directors in September 2004. On May 4, 2007, Mr. Collins, was presented the Herbie Embrey Community Spirit Award by the Fredericksburg Jaycees at their 59th Annual Distinguished Service Awards presentation. The award is given annually to an individual who exemplifies community service. Mr. Collins has been instrumental in the construction of the new Caroline County Clinic which will also be dedicated in his honor (see page 3 for more information on this new facility). 4 Mr. Collins has lived in Caroline County since 1946, with the exception of 22 years spent in the U.S. Army, from which he retired as a Lieutenant Colonel and served two one-year tours in Vietnam. He is presently a substitute teacher in the Caroline County Public School System. He also operated a Chevrolet dealership in Milford, Virginia for ten years. Collins is an active member of the Rappahannock affiliate of the National Alliance on Mental Illness (NAMI). The Collins’ have three children: Mary, Steve, and Tom. David Vaughn Elected Vice-Chair David Vaughn of Stafford County will serve as Vice-Chair for FY 2008. Mr. Vaughn joined the Board of Directors in November 2005. Vaughn retired from the United States Civil Service in 1999 after 34 years, having worked for both the U.S. Army and U.S. Marine Corps. At the time of his retirement, he was Director of Technology for the Marine Corps. Mr. Vaughn is President of NAMI Rappahannock. He is also active with St. Paul United Methodist Church in Woodbridge, Virginia. He and his wife, Frances, have a daughter, Allison. Charles A. Cooper Elected Secretary Charles A. Cooper, also of Stafford County, was elected Secretary for FY 2008, a position he also held in FY 2001. Cooper has served on the Board of Directors on and off since its inception, having also served as Chair of the very first Board in 1970 (known then as the Rappahannock Area Mental Health and Mental Retardation Services Board) and as Chair in Fiscal Years 2002 - 2003. Mr. Cooper served as Chair of the Program Planning and Evaluation Committee in FY 2006 and 2007. Mr. Cooper has a long history of advocacy for mentally disabled citizens. He was a founding member of the Board of Directors for both Rappahannock Adult Activities (day support program for adults with mental retardation) and the Rappahannock Regional Disability Services Board. In 2005, RACSB named its new Stafford County Clinic the “Charles A. Cooper Building” in honor of his dedication to the organization and the people its serves. Also in 2005, he was appointed by Governor Mark Warner to serve on the Virginia Board for People With Disabilities. Earlier that same year, he was appointed by Speaker of the House William J. Howell to serve on a Joint House/Senate subcommittee (HJR 685) to study the issue of group homes. Mr. Cooper served for 34 years as an engineer at the Naval Weapons Center at Dahlgren, Virginia, retiring as Head of the Missile Systems Division in 1990. During his tenure, he received the John Adolphus Dahlgren Award, the highest honorary award presented by the Naval Surface Weapons Center. He and his wife, Ann, have lived in Stafford County for almost 50 years, and have three children: Cathy, Chuck, and Lori. Outgoing Chair Rev. Lawrence Davies has served on the Board of Directors since March 1998 and represents the City of Fredericksburg. The former Fredericksburg Mayor and City Councilman serves as Pastor of Shiloh Baptist Church (Old Site). Rev. Davies will continue to serve on the Board in FY 2008. Rappahannock Adult Activities (RAAI) hosted the 21st Annual Mayfest Celebration on May 5, 2007, at their 750 Kings Highway location. Held the first Saturday in May, the event serves as a day of celebration for RAAI participants, their families, and members of the community. Activities included musical entertainment, Rappahannock Area Kids on the Block performances, bake sale, horse rides, face painting, raffle prizes, silent auction, and plant sales. The grand raffle prize was a $500.00 gift certificate to Roxbury Mills Farm and Garden Center. Mental Retardation Case Managers served their annual pancake breakfast and attendees had the opportunity to receive personal gardening advice from Andy Lynn, RAAI Board Member and Century 21 Realtor. Annual plant sales totaled $24,500. Horticulture Therapist/Greenhouse Manager, Robin McGirr, reported seeing a lot of new faces purchasing plants this year. The annual event wouldn’t be possible without the many volunteers and supporters who donate their time and skills. Thank you to everyone who attended and supported Mayfest. Mark your calendars! The 22nd Annual Mayfest Celebration is scheduled for Saturday, May 3, 2008. RAAI is a program of the Rappahannock Area Community Services Board and an agency of the Rappahannock United Way. Third Annual “The Art of Recovery” Exhibit Goes Regional The third annual “The Art of Recovery” exhibit opened on May 18, 2007, at the University of Mary Washington’s duPont Gallery and featured original artwork from adults with mental illness. More than 175 visitors attended the exhibit over the two week showing. The exhibit was organized by Kenmore Club members and held in conjunction with May is Mental Health Month. “The Art of Recovery” exhibit featured 35 pieces representing 22 artists, nine more artists than in 2006. Pieces included original drawings, paintings, three-dimensional artwork (sculpture), textiles, prints, mixed media, and ceramics. Four artworks have sold with an additional sale pending. The funds from the sales go directly to the individual artists. The purpose of the event was to show support for ending discrimination against those living with mental illnesses. More than 70 people attended. Fredericksburg Vice-Mayor Kerry Devine presented WRAP leader Velma Walker with a proclamation on behalf of the City of Fredericksburg supporting mental illness awareness. Attendees also heard from Mike McGuire who served as emcee, David Vaughn, president of the National Alliance on Mental Illness - Rappahannock Area (NAMI-R) and RACSB Board member, John Butler, RACSB Crisis Stabilization Program Coordinator, and Tom Weiner who played the bagpipes and shared his personal story of recovery. Andrew Wright, Legislative Assistant to Senator Edd Houck, provided the keynote address on mental health and recovery in Virginia. Approximately 70 people attended the Third Annual Candlelight Vigil of Hope in Fredericksburg’s Market Square on May 4, 2007. Rev. Musical entertainment was provided by Jennifer Wiskochil, RACSB Mental Health Case Manager, and Jeremiah B. The WRAP support group began in May 2003 to promote recovery and self-empowerment. The group helps participants take control of their mental illness by setting a daily routine and goals. The program is based on the book “Winning Against Relapse” by Mary Ellen Copeland. To learn more about WRAP, call Velma Walker at 540-373-3433. Open House at A W oman’s Place Thank you to everyone who helped make the May 10, 2007, open house at A Woman’s Place a success. More than 50 guests met the staff and learned about the services provided by A Woman’s Place and Project LINK. According to clinic coordinator Sharon Cross, the open house was an opportunity “to network with other area agencies and educate the community about our specialized services for women whose lives are affected by drugs and alcohol.” A Woman’s Place opened in 1986 and served 339 women in Fiscal Year 2006. Family-to-Family Classes Begin September 10th 6 The National Alliance on Mental Illness - Rappahannock (NAMI-R) will host Family-to-Family classes on Mondays from 7:00 p.m. to 9:30 p.m. beginning September 10, 2007 and ending November 26, 2007 at St. George’s Episcopal Church (Faulkner Hall; 905 Princess Anne St., Fredericksburg). Classes are taught by trained family members and address different mental illnesses, issues related to medication, and coping skills for caregivers. The classes are free and open to any family member of a person with a mental illness. Registration is open through mid-August. To register, call David Vaughn at 540-899-2719 or 804-633-4314. RACSBQRTLYSummer2007_V6.qxp 7/23/07 2:57 PM Page 7 Interns Graduate from Pre-Doctoral Psychology Program The Rappahannock Area Community Services Board (RACSB) hosted a graduation luncheon on June 28, 2007, at the Spotsylvania County Clinic for departing Fiscal Year 2007 PreDoctoral Psychology Interns Christopher S. Polizzi, Hayley I. Porter, and Karen E. Ray. The program, now in its seventh year, is designed to prepare doctoral candidates for the practice of psychology. During their time with RACSB, each provided treatment and assessment services under the supervision of RACSB psychologists and psychology residents. Interns provide 2,000 hours of service during their tenure with RACSB. According to Porter, “The diverse clientele, with a wide range of presenting problems and backgrounds, made this experience incredible.” Porter will be starting a postdoctoral fellowship at Springfield Hospital Center in Sykesville, Maryland. RACSB is immense.” Schedule a Rappahannock Area Kids on the Block Show The Rappahannock Area Kids on the Block (RAKOB) is a unique troupe of puppets, which speak to children about understanding and awareness of people with disabilities and differences. The puppets are nearly life-size and dress and act like real children. Each has his or her own personality, and has very distinct likes and dislikes; hopes and fears; talents and limitations. The program is very upbeat, educational, and fun. All scripts are provided by the national group, Kids on the Block. The shows are very entertaining and the children absolutely love them. Dressed in black to be hidden, using a Japanese form of puppetry based on Bunraku (boonra-koo), the audience forgets that there are real people controlling the puppets! Shows are available within the City of Fredericksburg and the Counties of Caroline, King George, Spotsylvania, and Stafford. Presentations are offered during the daytime or evenings, including Saturdays. Performances are best suited to locations that provide a captive audience and a somewhat quiet environment. The shows are geared primarily toward elementary school-age children (although adults enjoy them just as much!) and would be suitable for schools, church groups, youth groups, daycare facilities, and certain community functions. Available programs include: Automobile and Bicycle Safety; ATOD (Alcohol, Tobacco and Other Drugs); Blindness; Bullies; Cerebral Palsy; Childhood Obesity; Emotional Disturbance; Fire Safety; Gangs; Learning Disabilities; Literacy; Life Lessons; Mental Retardation; Physical Abuse; Sexual Abuse; and Teen Pregnancy. As a non-profit organization, RAKOB requests a donation of $150 per show. RAKOB relies greatly on these donations to keep the program running. A typical show, which consists of two stories and a humorous vignette, lasts approximately 45 minutes. Follow-up activities for teachers and group leaders are available at no charge. On April 26, 2007, Project LINK, Program for Teen Parents, and Healthy Families - Rappahannock Area, hosted their fourth annual volunteer luncheon at the Salem Fields Baptist Church. Volunteers received certificates in appreciation of their service. According to Dee Bryant, Project LINK Manager, “Our list of volunteers continues to grow each year. We couldn’t do what we do for our families without their contributions.” Volunteers to each of the programs perform services such as holiday and back-to-school programs, fundraising, Lamaze classes, infant massage classes, decorating and food service for family events, and translation services. Project LINK is an interagency project aimed at helping pregnant and parenting women with risk factors for substance abuse or personal histories of chemical dependency. The Program for Teen Parents is a program of school and home-based education and support for pregnant and parenting teenagers, encouraging a healthy pregnancy and positive, nurturing relationship between parent and child. Healthy Families - Rappahannock Area is an interagency program which provides support for first-time parents. Their goal is to ensure each child has the best possible start in life. Spaulding Building, new home of RACSB’s Caroline County Clinic & Day Support Services Eighth Annual Kelly Givens Memorial Golf Tournament The eighth annual Kelly Givens Memorial Golf Tournament will be held Friday, September 21, 2007 at Meadows Farm Golf Course in Locust Grove, VA. Registration begins at 7:30 a.m. with a shot-gun start at 9:00 a.m. The cost is $75 per player when registering before September 1st ($85 thereafter). Lunch is provided by Outback Steakhouse. Proceeds from the tournament are granted to non-profit organizations in Planning District 16 which provide services to persons with mental illness. The Community Foundation of the Rappahannock River Region (CFRRR) administers and awards the grants. More than $44,000 has been raised through this annual fundraiser.
