It’s all systems go for the
North Luzon Expressway
(NLEx) and the Subic-ClarkTarlac Expressway (SCTEx) with
the expected surge of motorists
this weekend going home to the
provinces to observe All Saints’
Day.
“NLEx will open spare
lanes and additional layers of manual toll collection during peak hours at
the Mindanao, Dau and
Bocaue toll plazas,” said
Kiko Dagohoy, Tollways
Management Corp. communication specialist.
“For the SCTEx, advance toll collection will
be conducted at the Mabalacat toll plaza on October 30 and 31,” he
added.
“On November 1,
fishbone lanes will be
set up at the Mabalacat southbound toll pla-
za while spare lanes will
also be opened at the
Bocaue Barrier to accommodate the surge of
vehicles going back to
Metro Manila,” Dagohoy
explained.
Portable toll collection system gadgets will
also be strategically deployed in the said locations to facilitate faster
transactions, he said.

For the second year in a row, the
City of San Fernando was named by
the Philippine Chamber of Commerce
and Industry [PCCI] as the Most Business Friendly LGU in the entire country
during the 41st Philippines Business
Conference at the Marriot Grand Ballroom, Newport City Complex, in Pasay
City.
Held yesterday [October 27], the
annual search for local government
units by the country’s largest business
organization aims to promote and recognize good and effective governance
of towns, provinces and cities. President Benigno Aquino III is the keynote

speaker and guest of honor.
The award was received by Mayor
Edwin D. Santiago, Vice Mayor Jimmy
Lazatin, City Councilors Nelson G. Lingat, Angelica O. Hizon, Ayzel Marie N.
Macalino, Benedict Jasper Lagman,
Harvey A. Quiwa, Celestino S. Dizon,
Jacklyn Calimlim, and city department
heads led by Administrator Fernando
Limbitco.
San Fernando bested other contenders under component city level
category and was recognized for its
commendable efforts in adopting and
instituting innovative and best practices in good governance, in partnership
with private sector, significantly benefiting its business community and citizenry.
In an interview, Mayor Santiago
said that the award mirrors the city government’s effort in creating an environment conducive to business. “Through
our collective effort, we institutionalize
standards in delivering quality services
to the people.”
San Fernando was highly regarded
for its business licensing process that,
barring incomplete requirements, takes
only 19 minutes of an investor’s time
for his business permit to be issued.
“This is why investors have come to
recognize the ease in doing business
in San Fernando” he said.
The city was also cited for its outstanding efforts in instituting good governance reforms to promote local trade
and investments, transparency, accountability and efficiency in delivering
business services to fuel up inclusive
growth in the locality.
Earlier this year, the National Competitiveness Council named San Fernando as the second most competitive
city in the country.
As part of the award, PCCI will fund

A special mass was celebrated on October 27 at the Metropolitan Cathedral of
San Fernando as the Titular Archbishop of
Pandosia and Apostolic Nuncio in the Philippines, The Most Reverend Giuseppe Pinto, D.D. imposed the pallium on Archbishop
Florentino “Dong” Galang Lavarias D.D.
As per the January 12, 2015 mandate of
Pope Francis, new Metropolitan Archbishops will officially receive pallia in their own dioceses, rather than at the Vatican. The Most
Reverend Lavarias was the first-ever Filipino Metropolitan Archbishop who earned the
pallium in his own diocese.
Abp. Lavarias was very grateful for the
historical imposition that happened in Pampanga. “This symbolizes the union of the
archbishop and pope of Rome. The receiving of the pallium is not just a ceremonial
event, but an ecclesial moment that should
be celebrated by the whole diocese,” he
said.
A pallium is a sash material made of
white lamb’s wool worn around the neck
which rests on the shoulders of the chasuble having two black flaps falling in front and
behind. It is adorned with six crosses embroidered with black silk. Pallium also has
three pins made of gold and jewels.

ng aplikasyon, hihingin ng web system ang iba pang personal na detalye
ng aplikante katulad ng pangalan ng
mga bepisyaryo, tirahan, civil status
at contact information. Pagkatapos ay
ipapadala sa email address ng OFW
ang kanyang SS number,” dagdag ni
See.
Ang SS number na inisyu online ay
“temporary” hanggang makapagprisinta ng iba pang dokumento ang OFW
katulad ng birth o baptismal certificate
o valid passport sa alinmang sangay
ng SSS sa loob at labas ng Pilipinas.
Kapag permanente na ang SS number, maaari nang mag-apply ang OFW
ng mga benepisyo sa SSS, loans at
maging ng Unified Multipurpose Identification (UMID) card.
Kung may mga katanungan tungkol sa online issuance ng SS number
at iba pang programa sa SSS, maaaring idulog ito sa OFW Contact Service Unit sa numerong 364-7796 o

kaya hirap ang OFWs na makakuha
ng SS number bago umalis ng bansa. Nawawalan sila ng pagkakataong
mag-ipon at paghandaan ang kanilang
pagreretiro habang nagta-trabaho sa
ibang bansa. Ang online issuance ng
SS number ang siyang sagot sa problemang ito,” sabi ni See.
Ang nakuhang SS number mula sa
online facility ay maaari na ring gamitin
para magbayad ng kontribusyon. Bilang ispesyal na konsiderasyon, may
extended payment deadlines na inilaan
ng SSS para sa mga OFWs. Maaaring bayaran ng OFWs ang kanilang
kontribusyon mula Enero hanggang
Disyembre anumang araw sa loob ng
taong kasalukuyan. Samantala, ang
kontribusyon mula Oktubre hanggang
Disyembre ng taong kasalukuyan ay
tatanggapin hanggang January 31 ng
susunod na taon.
“Maaari ring gamitin ng mga OFWs
ang kanilang SS number para sumali sa Flexi-Fund Program ng SSS. Ito
ay isang voluntary provident fund para

World Cities Day Urban
Forum held Tuesday at

Pamintuan was the
only mayor invited to become a resource speaker in the forum.
The mayor shared
the success story of how
the local government, in
partnership with stakeholders and the community, on the rehabilitation, improvement and
beautification of various
abandoned spaces, and
turn them into public or

“The formula in the
creation of these public parks is community
involvement, strong political will and the vision
to see and make things
happen.” said the mayor,

the parks came at no
cost to the city government.
The Angeles City
mayor also presented
the development of Plaza Angel and the Heritage District, which saw
the removal of the unused and unsightly wires
and cables that marred
the view of the centuries-old Holy Rosary
Parish Church.
“Today, we can probably say that the Plaza
Angel is one of the most
‘trending’ places to be
in Angeles City, where
people would sit down,
order a cup of warm and

Confab on integral dev’t, social responsibility

CITY OF SAN FERNANDO – A conference on integral development and
social responsibility will
be held on Nov. 12 in
celebration of the Year of
the Poor and the Social
Action Center of Pampanga’s (SACOP) silver
jubilee.
The
conference
called, “Kanawan,” will
be held from 9 a.m. to
4:30 p.m. at the Good
Shepherd Hall, EPHATHA Development Center, SACOP, in Barangay
Maimpis here.
Kanawan is being
promoted by the Archdiocese of San Fernando,
Pampanga in collaboration with SACOP and
the University of the As-
sumption (UA).
Archbishop Florentino G. Lavarias, who also
chairs the SACOP Board
of Trustees, signed the
invitation to the Kanawan
conference which aims
to “provide a meaningful venue in disseminating relevant information
through short documentaries about poverty statistics and faces of poverty in the national and
local setting; identify the
social perspectives of integral development and
socio-economic gaps of
programs that fell short
in addressing the economic conditions of the
marginalized and indigents; benchmark various best practices in
facing challenges and
issues brought about
by poor socio-economic conditions; rekindle
greater commitment and
ownership in search of
a common vision and
strategy for integral development and social responsibility; and establish more opportunities
among decision makers
to re-engineer or create
more responsive programs on poverty reduction and alleviation.”
Lavarias said he is
promoting the Kanawan
conference and extends
the invitation to the Catholic faithful “as an advocate of and a major
stakeholder in the fight
against poverty.”
Kanawan is a Kapampangan word which
means “enlightenment”
in English.

IT WAS a picture that launched a hundred searches in the web, only to find an
interesting story in my own blog.
Do we still pray
on All Saints’ Day?

IT’S PICNIC time. With all those baskets of food
and chichiria edging out the flowers and candles
atop the whitewashed tombs.
It’s a family feast. Catered culinary delights in
stainless food warmers laid out atop linened tables
inside stately mausoleums.
It’s the kids’ selfie and groufie time. Flashes off
iPhones recording, uploading, sharing every atthe-moment move.
It’s the casino, a la pobre, not royale. Pekwa,
pusuy, tonghits, sakla – the tombs again serving
as convenient tables. For the sosyal, it’s mahjong,
complete with the felt-topped four-drawered mesa.
And in the not so distant past – before the police
crackdown – it was libation time for the devotees
of both San Miguel and markang dimonyo, in a
clear parody of the moment, given the drinks’
representation of heaven and hell, the very core
of the celebration of the feast of all saints and
all souls. Thereby the Pinoy banal transformed
into the English banal. The spirituous diluting the
spiritual.
Truly, with the loss of campo santo in favor of the
sementeryo in our local vocabulary, the holiness of
the ground upon which we lay our dead to rest lies
now blasphemed in cemented edifices to vanities
of material wealth.
Really now, pray tell, do we still invoke the
intercession of the saints and offer some prayers
for our beloved dead on these holy days?
That was that of Mabalacat City Mayor
Marino “Boking” Morales at his best oratorical
pose addressing his supporters prior to filing
his certificate of candidacy. Which he withdrew
days later.
What caught the eye of readers was the
dominant titan of Mabalacat politics for over two
decades, uncharacteristically dwarfed by the
bold brass inscription “DELFIN S. LEE BLDG.”
on the façade of city hall.
Did we see some augury for Boking there
that piqued our curiosity? No, we just suddenly
missed Delfin Lee. Hence, this reminiscence
from a 2009 feature headlined San Delfin de
Xevera
THERE MAY be no “Delfin” entered as
yet in the Calendar of Saints of the Roman
Catholic Church but already a San Delfin de
Xevera is enshrined in the hearts of many
Kapampangans.
Hear Mabalacat Mayor Marino “Boking”
Morales speak of Delfin Lee and come to the
conclusion that, indeed, the man – Delfin, not
Boking – has met the full measure of miracles
requisite to a canonization.
“Delfin Lee is the greatest miracle that
has ever happened to my town. See how he
transformed the howling wilderness of lahar
that is Barangay Tabun, into the bustling,
cosmopolitan community that is XeveraMabalacat,” the mayor said in awe.
“There is inherent goodness in his heart, so
manifest in his willingness to invest, not only his
material resources, but his very self in uplifting
the dignity of his fellowmen, most especially the
small people. When you come to think of it, isn’t
that what sainthood is all about, the giving of
self for others?”
On Delfin Lee, the very secular, even
bohemian Boking suddenly turns theological!
Isn’t this a miracle in itself?
On a purely secular level now is Pampanga
1st District Rep. Carmelo “Tarzan” Lazatin
speaking: “If there is one person that can
help uplift the lives of Filipinos by solving the
problem of informal settlers in the country, that
will be Delfin Lee.”
The scion of Pampanga’s landed gentry
could only gush in admiration: “I am also a
developer but with what Delfin Lee did to
Xevera, he upped the ante, making it a difficult
challenge for us to emulate.”
In his column Etcetera in the weekly Banner,
Emilio Sese-Cruz had this to say in the piece
headlined “Only Xevera, only Delfin Lee,” to
wit: “Delfin Lee never ceases to cause wonder.
No, make that awe…This is one guy who has
redefined the whole concept, and practice, of
land development.
Where other developers simply build houses,
Delfin Lee – ALONE – builds communities.
Not just communities, mind you, but total
communities not simply meeting the needs of
the inhabitants, but respecting, if not uplifting,
their very dignity.”
A tough act to follow indeed!
For no less than the United Nations
recognized the Xevera projects as “the
template for urban development” and
Delfin Lee as “a developer who, through
harmonious relationships among the private
sector, government sector, and various nongovernment organizations, has come up with
a sustainable project that will help decongest
highly-urbanized areas.”
Of deeper appreciation for Delfin Lee’s
vision, mission and initiatives than that stated
in the UN citation is the fact that he built his
templates upon virtual wastelands – Calibutbut
in Bacolor which may not have been swamped
in the lahar rampages but was not spared from
the heavy ashfall of the Mt. Pinatubo eruptions,
and now, Tabun in Mabalacat which – true to
its Kapampangan name – was indeed buried
in lahar. A missionary spirit obtains in Delfin
Lee there, treading – so to speak – where
even angels feared to tread. So how many
missionaries have become saints?
A church builder, Delfin Lee is too – the place
of worship ever at the center of the communities
he builds: Sanctuario de San Miguel in XeveraBacolor, and Sanctuario de San Angelo in
Xevera-Mabalacat, which immediately upon
completion of construction are turned over to
Mother Church, with deeds of donation to the
Archdiocese of San Fernando (Pampanga).
In early medieval times, Delfin Lee’s churchbuilding efforts would have easily merited a
cardinal’s hat for him, and a sure beatification.
That’s too far-off an era now, and Delfin
Lee would be the first to disavow any claim to
holiness.
The accolades heaped upon him, Delfin Lee
accepts with all humility, and considers them as
challenges for him to do even better: “We feel
honored (by the recognition). These will further
inspire us to provide optimum services for the
betterment of the lives of Filipinos.”
As a Punto! editorial once concluded: “More
than a field of dreams – remember that line,
“Build it and they will come”? – Delfin Lee has
made that cherished dream of every Filipino
– to have a house of his own – come to full
realization. And more – a home in a community
befitting of human dignity.”
Fittingly then – even unbeatified and
uncanonized and therefore without the
reverential “San” before his name, Delfin Lee of
Xevera is enshrined in every heart in every one
of those homes.

AH, the vagaries of fate! The man virtually
revered atop a pedestal then languishes now in
the Pampanga Provincial Jail.
Ah, the viciousness of politics! The man twice
set to testify at the Binay “corruption” hearings
at the Senate -- with advice from the Supreme
Court at that! – barred at the last moment.
Ah, dura lex! How many TROs, petitions and
other remedies have been issued, reaching the
SC itself, still Delfin Lee has yet to have his day
in court.

On October 29, 1877,
Narcisa de Leon, AKA Doña
Sisang, the “Grand Old Lady”
of the Philippine movie industry, was born in San Miguel,
Bulacan to Justo Buencamino and Anastacia Lim.
Doña Sisang headed as
president the family-owned
L.V.N. pictures, the pillar of
local filmmaking, producing
big stars, and helping popularize Tagalog movies.
In 1904, she married a former capitan municipal of San
Miguel, Jose “Pepe” de Leon.
She bore him five children:
Florencia, Encarnacion, Pelagio (who died in infancy),
Manuel, and Amanda (Mrs.
Bienvenido Eraña).
In 1938, her friends
asked Doña Sisang to invest in the movie industry.
She was elected president of
L.V.N. Pictures, Inc., in 1940.
Through her stewardship, it
became the primary company
to popularize Philippine movies.
Doña Sisang died on February 6, 1966, three months
after her 88th birthday.

Go visit dead on Nov. 1, but...
November 1 is becoming less and less All Saints’ Day. For kids, especially, it’s halloween, the time to don costumes, preferably terrifying ones, to scare for fun
or fear. Gone is the lesson of death whose meaning is, perhaps subconsciously,
distorted by the suggestion that passing on means turning into a zombie. No one
wants zombiehood. Thus, death becomes terror.
More than anything else, Nov. 1 (include Nov.
2 which is All Souls’ Day) is not only time to
remember the beloved dead, but to pray for
them. In Medjugorje, the Blessed Mother said
that most people who die land in Purgatory,
there to stay until they are purgated of impurities
to make them worthy of perfect Heaven. The
period of their purgatorial cleansing, however,
could be hastened by the Church militant, that
is, all who are still living on earth.
Let’s recall that the Blessed Mother said in
Medjugorje on Nov. 6, 1986:
“Dear children: Today I wish to call you to
pray daily for souls in Purgatory. For every
soul, prayer and grace is necessary to reach
God and the love of God. By doing this, dear
children, you obtain new intercessors who will
help you in life to realize that all earthly things
are not important for you, that only Heaven is
that which is necessary to strive for. Therefore,
dear children, pray without ceasing that you
may be able to help yourselves and the others
to whom your prayers will bring joy. Thank you
for having responded to my call.”
This message conveys two very important
points. First, that prayer is needed by those in
Purgatory and, second, that those in Purgatory
are grateful and would intercede for us in return.
There’s yet another very important
matter on our departed. While sympathizers
during wakes tend to comfort bereaved
relatives with statements like “Don”t worry,
he is in Heaven now,” or statements from
the bereaved consoling themselves with yet
another declaration that their dead are “In a
better place now and are happy with God,”
presumptuousness could only push the
departed to misery. The Blessed Mother, as
already stated here, had said in Medjugorje
that most people pass through Purgatory and
this passage could be shortened by us on
earth through Masses, prayers. To declare the
dead as already being in Heaven is also to
say they no longer need prayers for liberation.
Consoling ourselves is good, but never at the
expense of the departed whose fate lies solely
in the hands of earth dwellers.
In a documented case of communication
between an earth-living nun and a departed
who had landed in Purgatory, the soul said the
following: “I know when you pray for me, and it
is the same with all of the other souls here in
Purgatory. Very few of us here get any prayers;
the majority of us are totally abandoned, with
no thought or prayers offered for us from those
on earth.”
If we love our departed, shall we allow them
abandoned to such fate? Okay that we visit
cemeteries on Nov. 1, but beyond the physical
externals, we must pray for them. If we still
love them, we must pray for them. If we want
intercessors in Heaven, we must pray for them. Batas sa

Ghostly orbs gone at Clark cemetery

The orbs, or balls of
light, have never been
reported since last year.
Guy Hilbero, executive officer of the
26th Cavalry Philippine
Scouts Memorial Regiment here, said the
souls of the hundreds of
people, mostly veterans
of US-fought wars before World War II, must
have found rest.
He noted that it was
last year that the American Battle Monuments
Commission
(ABMC)
took over the responsibility of maintaining the
Clark cemetery, after
Pres. Obama signed in
2013 a law that allowed
this.
Hilbero recalled that
last year, the US and
Philippine governments
signed an agreement
that paved the way for
the ABMC to restore and
operate the cemetery,
largely through the Veterans of Foreign Wars
(VFW) Post 2485 based
in nearby Angeles City.
The cemetery was
badly damaged by the
1991 eruption of Mt. Pinatubo a few days after
the Americans abandoned the US Clark Air
Force base here. VFW
members in Angeles,
mostly American expatriates, volunteered to
maintain the cemetery
through donations.
“Most of those buried
at the Clark cemetery
suffered sudden deaths
in US-fought wars before World War II, so
their souls did not immediately find rest because
of their trauma. That
could explain reports of
apparitions at the cemetery, at least before the
US takeover of the cemetery’s management,”
Hilbero said.
He noted that the remains of at least one
Aeta count among the
thousands of the remains of Americans, Filipinos, and others of various nationalities buried
at Clark.
“His name was Kudiaro Laxamana who was
given the honorary rank
of colonel by the US
Air Force for his bravery during World War II,”
Hilbero said. Laxamana
was killed in the 1970’s
over ancestral land conflict, but was posthumously honored by the
Americans in 1995.
Laxamana reportedly
killed 50 Japanese soldiers in his effort to hide
and protect the lives of
10 US soldiers on the
slopes of Mt. Pinatubo during the last world
war.
“I think that Kudiaro
is again honored by his
being buried in the Clark
cemetery now officially under the care of the
American Battle Monuments
Commission
which honors those who
had valiantly died in US
wars,” said Hilbero.
Hilbero noted that
the present Clark Veterans Cemetery, near
Clark Freeport’s main
gate, was actually established in 1948 to accommodate the remains
of some 5,000 persons,
mostly Americans who
had died in US foreign wars before WWII,
who were buried in Fort
McKinley in the outskirts
of Manila, as well as remains from yet two other American cemeteries
within Clark.
“Now, the location of
one of the former cemeteries, somewhere within Mimosa golf area, is
said to be more haunted
than the present cemetery. A building for a
restaurant was built on
that site after the Americans left and Clark converted into a Philippine
economic zone, but
the building has never
been completed amid its
haunted reputation,” Hilbero said.
With the US government now maintaining
it, the Clark cemetery
is well kept, its uniform
white tombstones upright amid a carpet of
green bermuda grass.
But most of the dead
there will remain unvisited on Nov. 1, because
apart from some markers that extol them as
heroes, decades have
made them anonymous
to relatives.

To complement the
operation of the wellness center, SGCC will
also set up water health
spa, restaurant and other amenities with hotel,
villas and other lodging
facilities.
The hotel and spa facilities are expected to
commence initial operations by 2017.
In 1992, SGCC, established by Kang, started as a manufacturer of
cosmetics in Korea.

the real estate business,
developing hotels, supermarkets, and renting out residential and
commercial buildings in
South Korea. It has also
invested in Mongolia-operating an office, mall

ORDER
The above-named petitioners, namely: Herminia Belleza, Reng
Ocampo, Alberto Roldan, Alberto Mallari, Crisanto
Cruz, Julieta Laxamana, Maricar Ocampo, James Cruz,
Sonny Cruz, Jeffrey Belleza, Charley Corollo, Zenaido
Macaspac, Ernesto Datu, Sharon Gozun, Conrado Reyes,
Glenn Belleza as herein noted by Freddie I. Belleza, Jr., in his
capacity as BARC Chairman of Sto. Niño, Lubao, Pampanga, jointly filed this
instant Petition, seeking among others for the coverage involving that property
located at Barangays San Rafael and Prado, Municipality of Lubao, Province
of Pampanga.
As culled from the records, the subject matter of this controversy involves
two [2] parcels of land indentified as Lot 1-1-4-B embraced under Transfer
Certificate of Title (TCT) No. 299653-R; and Lot 1-1-4-C covered by Transfer
Certificate of Title (TCT) No. 299654-R with an area of 8.1115 hectares, more
or less.
The subject properties were originally registered in the name of landowner,
Dennis Dayrit. Subsequently, the same were sold and consequently transferred
in the name of Marlene G. Base; Malliza I. Fortaliza and Edwin Roceles,
respectively.
According to the report, prior to the resolution of the instant petition, the
landowners seasonably filed an Opposition to the petition for coverage with
prayer for disqualification and exclusion.
In their opposition, oppositors-landowners asserted that the petition came
as a surprise since the petitioners are not even legitimate/bonafide tenants of the
land. Conversely, there are legitimate farm workers within the said lands but due
to force, intimidation and threats they were forcibly dispossessed of said lands
by herein petitioners.
The petition was initially evaluated by the Legal Services Division (Legal for
brevity). After considering the allegations proferred by the contending parties,
the Legal opined that the subject properties were among those identified and
recommended for coverage and now being processed by the Land Tenure
Services [LTS] Division of Pampanga.
The basis upon said coverage made was due to the fact that based on
ocular inspection only Lot 1-1-4-C was found to be still classified as agricultural.
Thus, a Notice of Coverage has already been sent thereto by the LTS Division.
Hence viewed therefrom, the Legal Services Division recommended that
Lot No. 1-1-4-C embraced under TCT No. 299654-R be covered under CARP
pursuant to R.A. 6657 as amended.
Records show that prior to this instant petition, a similar case was filed
wherein an Order has been issued, the decretal portion of which reads as
follows:
“WHEREFORE, premises considered, x x x
“x x x DAR Personnel/Officers concerned are directed to
determine whether Lots 1-1-4-B and 1-1-4-C are indeed coverable
under the land reform program of the government.
SO ORDERED.” (Underscoring supplied)
wherein the report and recommendation submitted by the Legal in support
hereof appeared to be a compliance of said Order issued thereunder.
It was further established by the Legal that the Land Tenure Service [LTS]
of DAR Provincial Office of Pampanga has already prepared and sent notices of
coverage over the subject landholdings recommending for its coverage.
In resolving the matter at issue, this Office ought to revisit the law where
the barometer in placing a particular land under the operation of land reform is
its suitability are arability to agriculture.
This finds support in Republic Act No. 6657, as amended, which
provides that “The Comprehensive Agrarian Reform Law of 1988 shall cover,
regardless of tenurial arrangement and commodity produced, all public and
private agricultural lands x x x including other lands of public domain suitable
for agriculture: Provided, that landholdings of landowners with a total area of
five hectares and below shall not be covered for acquisition and distribution to
qualified farmer beneficiaries.
More specifically, the following lands are covered by CARP: x x x [d] All
private lands devoted to or suitable for agriculture regardless of the agricultural
products raised or that can be raised thereon x x x.” [Italics with emphasis
supplied]
Considering that it was found that one of the subject land is agriculturally
productive, thence, the foregoing provision is squarely applicable hereto.
Besides, the subject land is owned by the afore-named individuals whose
ownership exceeds the allowable ceiling or limit of five [5] hectares provided
for by law.
Finding valid reason exists in the instant case, ergo, this Office rules and so
holds that the coverage of the subject land in so far as Lot 1-1-4-C is concerned
under the operation of land reform is justified.
WHEREFORE, premises considered, an Order is hereby issued directing
the PARPO and DAR Personnel concerned to continue the processing and
documentation only is so far as Lot 1-1-4-C with an area of 8.1115 hectares,
more or less, covered by Transfer Certificate of Title (TCT) No. 299654-R for
distribution to qualified beneficiaries in accordance with law.
Further, the issue as to the disqualification of beneficiaries is a matter which
will be properly threshed out in the process of acquisition and distribution in
accordance with existing policy guidelines on the matter.
Finally, the DAR reserves the right to withdraw this Order in case of
misrepresentation of facts material to its issuance and violation of pertinent
agrarian laws including applicable implementing guidelines or rules and
regulations.
SO ORDERED.

Kontrtobersyal na naman ang buhay-pag-ibig ni Vina Morales. It’s common knowledge she has a
daughter with the controversial Cedric Lee of Vhong Navarro-Deniece Cornejo fame. Cedric is very much
married with kids and she came out like the number 2 in their relationship. Recently, she admitted she has
a new BF but she wants to keep him private. It turns our her beau, a Frenchman named Marc Lambert,
just sired a daughter with Avi Siwa, a model and former FHM cover girl who once claimed she’s bisexual
in a short-lived TV show, “Out”, about gays that she hosted on GMA-7. Avi has posted some derogatory
revelations about Vina in her social media account and we’re sure Vina will not be pleased about it. Here are
some of the posts that are self explanatory and which we abbreviated because they’re kilometric. It seems
Vina thought Marc has called it quits with Avi, but Avi denies this: “NO, we didn’t just break up, me & Marc are
hooking up during the 9 months (of her pregnancy) so you were fooled. NO, you don’t know everything abt
me & Marc so stop talking like u do, just based on some emails. Why dont u instead spend your time caring
for Ceana [name of Vina’s daughter] instead of trying to be d ultimate desperate (literally) housewife. Yes, we
know you’re 40 years old & desperately needing a husband who can take ur shit because no one wants to,
makes a lot of sense.”
Another post of Avi says: “@vina_morales I changed my mind. Stay d hell out of my parenting w/ MARC
LAMBERT. Ur a new girlfriend & u don’t have any right to tell me how I should deal w/ this. Even if u get a ring
on ur finger, u have no right to stand between my child & her Dad. Don’t bring your insecurities in my social
media. But if u like to embarrass urself more, go ahead pls do so & I’ll spill here how your fans are so wrong
abt their ‘goodie-two-shoes’ idol. You’re no angel, & I surely am not one too - it takes one to know one - so
pls stop trying to look innocent to Marc to get him to the altar, we can smell your stink miles from here. You

There are other posts but from the above alone, you’ll more or less already get the picture. Looks like Vina
has gotten herself into another messy relationship as Avi is a combative type, very palaban and not afraid
to display her dirty linen in public. It’ll be recalled that this also happened before when she fell in love with
Robin Padilla, who she didn’t know was then already very much married to Liezl Sicangco. As one newshen
quipped: “Hindi ba siya puede kumuha ng lalaking walang sabit?”
When someone tried to interview, she chose to just keep quiet, saying ‘’hayaan na lang natin siya.”
Aljur in slow recovery
Masama ang mga nakaraang taon para sa career ni Aljur Abrenica. He’s hoping the historical movie
“Hermano Puli” where he’ll play the title role and which is an entry in the coming Metro Manila Filmfest will
help boost his currently dormant career. But it has now been officially pulled out due to lack of financiers so
his hopes of having a filmfest entry just went up in smoke.
As we all know, after Aljur rebelled against GMA-7 and filed a case for the termination of his contract with
GMA Artist Center, his career took a nosedive as no one sided with him. He was then obviously in a hurry
to hit it bigger after Paulo Avelino, who was also in his batch, became a bigger star when he moved to ABSCBN. But GMA-7 doesn’t really neglect him as he’s given shows regularly.
He was only 17 when he started in Starstruck 5. He’s now 25 years old.
We hope he has now learned his lesson: that you can’t rush things.
That things will happen, if they’d indeed happen, sa tamang panahon, just like in the case of Alden
Richards who was even rejected then in Starstruck.
Aljur is thankful that after doing a guest stint in “The Half Sisters”, he is now finally given a regular show in
“Dangwa”, where he’ll figure in a love triangle with Janine Gutierrez and Mark Herras.
“Finally, I’m here again,” he says. “I’m thankful sa naging journey ko. I’ve always been a Kapuso naman.”
So is his legal case with GMA now officially settled? “Hindi pa totally fixed but the results for both sides are
positive naman, so far. As much as I want to share what’s happening, ‘yung mga good news na nangyayari,
I’d rather iwan na lang sa lawyers ang details, out of respect sa kanila, sa GMA at sa kaso mismo.”

I’m glad we got the chance to reconcile with the network. Nagpapasalamat akong kahit ongoing pa rin ‘yung
kaso, binibigyan na nila ako ng trabaho.
Parang walang nangyari. Right now, I’m very excited sa bagong relationship ko sa GMA, sa trabaho ko
and even sa relationship ko sa mga katrabaho ko at sa sarili ko.”
