access to quality health
care services.”
Thus said LakasKampi-CMD mayoralty
bet Edgardo D. Pamintuan after receiving reports from local folk that
most of them, especially women and children,
do not receive even basic health services from
the city government.
Pamintuan said that
he will upgrade the Ospital Ning Angeles by
providing enough medical supplies, and the
provision or purchase of
equipment such as CT
Scan and dialysis machines.
“We will deliver genuine medical services to
our people with sufficient supply of medicines to benefit the
poor,” Pamintuan said.

Dabu files raps vs. Apalit mayor, others

Vivian T. Dabu has filed
with the Office of the Deputy Ombudsman for Luzon complaints of theft of
minerals, obstruction of
justice, graft and corrupt
practices, and violation of
tax ordinances against
Apalit town Mayor Oscar
Tetangco Jr.
It took more than a
year for the complaints to
be filed, according to
Dabu, because of the negotiations for settlement
done by Tetangco and
company. However, Dabu
added, they never acted
upon the requirements
called for prior to any possible settlement and instead, committed more vi-
olations.
It was learned that the
complaint against Tetangco also included as respondent Apalit Councilor Cesar Sigua and several John Does whose violations, according to the
complaint filed by Dabu
fall under Section 102,
R.A. 7942, violation of tax
ordinance no.1, s-1992
and 1, s-1993, PD 1829
and section 3.e of the antigraft and corrupt practices.

PUERTO PRINCESA – Some 300 bikers joined the Palawan
Fun Ride on Sunday as organizers focused on the protection
of the environment and the endangered Batac tribe.
Ruby Rose “Besie” Rustia, president of the Global Linkages for the Filipino Youth Inc. (GLFYI), described as “highly
successful” the fun ride graced by Mayor Edward Hagedorn,
Sen. Manuel “Lito” Lapid and his son Mark Lapid, general
manager of the Philippine Tourism Authority (PTA).
The GLFYI and the Puerto Princesa Mountain Biking
Society (PPMBA) led by Judge Jose Bayani Usman organized the fun run to help save the dwindling Batac tribe numbering to only about 300 today.
Usman said they had observed the sad plight of the Batac
when they visit them during their regular biking activity as a
group.
“They have lesser chance to survive due to poor health
conditions and diminishing areas where they get their food ,”
said Usman.
“We want to help them in any we can before it’s too late,”
he added.
The organizers will give portions of the earning to the Batac
tribe. They will give more water pumps and help the children
get the proper vaccinations.
Usman and Dennis Rustia, also of the PPMBA, also planted hundreds of trees at the watershed here.
“Next year, we make sure the trees we planted will grow,”
said Usman as he and Rustia vowed to make a “bigger” fun
ride next year.
Dr. Thomas Guest, an American professor at the University of Guam, said he will bring his fellow bikers in the next
Palawan Fun Run.
“I was impressed. It’s pretty good for a first time event,”
said Guest, who was not able to join fun ride due to leg injury.
Rustia of Guagua, Pampanga said she will invite “more
bikers” from Central Luzon next year.
Organizers thanked their major sponsors, including the
Department of Tourism, PTA, Zest Air and Turrisimo Garden
Hotel here and the Pampanga-based Creative Travel and Tours.

‘Mutya ng
Balanga’
crowned

BALANGA CITY – This component city on Monday
midnight crowned the fairest and most talented from
among 10 lovely ladies in the closing of the yearly
“Mutya ng Balanga” pageant held at the Plaza Mayor
de Balanga.
Candidate No. 6, Ann Barbara Lohfink of Barangay
Cupang Proper, was crowned “Mutya ng Balanga 2010”.
She is 16 years old and just graduated from high school.
She answered brilliantly a question about the environment that she said should be protected and cared for.
The candidates coming from different barangays in
the city were in stunning costumes as they joined a
production number and introduced themselves to the
big audience. In swimsuits and later in long gowns,
they presented themselves on the beautifully-adorned
stage.
It was not only a night of fashion display but of songs
and dances. Physical appearance was not only judged
but the following segment was a test of wit for the mostly
teenaged girls.
After the elimination round, the remaining five were
subjected to different questions. “Kahit isa lang ang
boto ko sa milyong-milyong boto mahalaga ito, every
vote counts,” a candidate answered when asked what
her vote in the coming elections means to her.
Balanga City Mayor Joet Garcia with wife Isabel
crowned the new “Mutya”. “May all of you experience
what it means to be Mutya ng Balanga,” the mayor told
the candidates at the start of the program.

It ain’t over
“GILBERT TEODORO may be lagging behind nationally,
but in HAU he’s been the leading candidate for three
months now.”
So said Robby Tantingco, assistant vice president for
student services and affairs of Holy Angel University, the
biggest private university in Central Luzon.
Tantingco was reacting to the results of the survey
conducted April 14 and 20 on HAU students and
employees where out of the 1,081 respondents, 615 said
they would vote for Teodoro.
Leading presidentiable Benigno “Noynoy” Aquino III
was a distant second with 253 votes, followed by Manny
Villar (105 votes), Richard Gordon (72 votes), Eddie
Villanueva (20 votes), Nicanor Perlas (8 votes), and
Joseph Estrada (6 votes). No one voted for Jamby
Madrigal.
The ranking of presidential candidates, Tantingco
noted, was exactly the same as in the first HAU mock
elections held in January. This, even as Teodoro widened
his lead over Aquino, who in turn also widened his lead
over Villar.
“It shows that our students don’t have the bandwagon
mentality. They vote for the one they consider the best
candidate, even if they know he will lose,” Tantingco said.
No losing there, we beg to disagree with Tantingco.
Though a microcosm, the HAU vote is reflective of
the voice, nay, choice of the studentry of the whole
country. Given the consistency of Teodoro as mock
elections topper in other campuses in the country – from
Metro Manila to Cebu, from Nueva Ecija to Davao, from
Ilocos to Cagayan de Oro.
With the enlightened youth going for an enlightened
choice, it really ain’t over yet. Or have we forgotten that it
is the youth that comprise the biggest block of voters in
the country?

REJOICE, ANGELES City!
The first ever Kapampangan bestowed the Order of
Lakandula Award, Grand Cross Rank of Bayani is an
Angeleno.
For his outstanding contribution to nation-building in
his various capacities as a former Cabinet secretary,
Edgardo “EdPam” Pamintuan was conferred by no less
than President Gloria Macapagal-Arroyo one of the
highest honors the Republic could give to a citizen who
has dedicated his life to public service and thus serve as
an example to his countrymen.
“I am offering to and sharing this award with my fellow
Angeleños who have always supported me... This is a
strong testimony that even if I was not here during my
stint as Cabinet secretary, I was doing a lot for Angeles
City and the country.” So Pamintuan dedicated the honors
to the people he is now committed to serve as local
executive.
Could the choice for Angeles City mayor be any clearer
than that?

BOKYA. NADA. Zero. Zilch.
Utterly abysmal was the non-performance of 4th District Rep.
Anna York Puyat Bondoc-Sagum, in the district as in the House,
for the past six years.
Not a single bill she authored – did she ever? – was enacted
into law. Her best, and only, privilege speech in the august halls of
Congress was declaring “Present!” at the attendance call.
An odious comparison: The two-termer Bondoc-Sagum laying
a big fat rotten egg in terms of legislation vis-à-vis the first termer
3rd District Rep. Aurelio “Dong” Gonzales conceiving and birthing
the mini-Marshall Plan that is the billion-peso Bacolor Rehabiltation
Law. Most odious comparison indeed.
In the district, Bondoc-Sagum’s promise of two reliable district
hospitals finding non-fulfillment in the “Mona Lisa state” of the San
Luis and Macabebe district hospitals. State of dilapidation bringing
to mind the refrain of that Mona Lisa song, “…they just lie there,
and they die there…” meant for their poor patients.
In the district too, overpriced but short-delivered
and “under-specificationed” infrastructure projects
monopolized by one EDSA Construction,
reportedly owned by an uncle of Bondoc-Sagum’s
husband, and one Sambo Construction, owned
by a purported veterinarian, and husband of a
mayoralty candidate fighting her own father. Yeah,
that same Sambo in the news lately threatening
with libel a loyal factotum of his father-in-law for
saying he – Sambo – is swamped with a torrent
of estafa cases.
An ingrate! So is Bondoc-Sagum likened to
the asp that bit the hand that fed it in her
declaration of her intent to contest the House
Speakership against the President from whom she
got the largesse of development, with whom she
travelled the world.
So discoursed congressional candidate Rene
Maglanque, with the closing exhortation: End the
depression and stagnation of the fourth district
wrought by the Bondoc-Sagum doldrums. Bring
in the fresh air of change, of true development, of
progress.
A former assistant secretary at the Department
of Transportation and Communications,
Maglanque has a clear-cut mission for the fourth
district: a final solution to the perennial flooding
that will, at the same time, engender greater
productivity, and for the nation: a total overhaul of
the procurement law, to make it air-tight against
corruption.
An engineer by training and a builder by
profession, Maglanque has in his heart a bill
creating the Pampanga River Development
Authority that will oversee the management of
the province’s main water channel that covers
flood control, the provision of irrigation water all
year-round, the river’s utilization in eco-tourism
as well as in transportation. Think river cruises
and water festivals there. A long-term goal is the
development of the Pampanga River as an
alternative source of drinking water for Metro
Manila. A most brilliant idea there, given this
season of El Niño.
Maglanque says: “Even Masantol and
Macabebe, hometown of Mrs. Bondoc-Sagum will
finally be free from floods and instant inundation
after a brief rain, when a massive water
management and development program has been
set in place.”
Yeah, for all her six years in the House,
Bondoc-Sagum has not spared her own
townmates from destructive floods, noted
Maglanque.
“Look at how her posters emphasize her
doctora persona with that stethoscope dangling
from her shoulder. Puro prop lang yan. She may
be a doctor but she has yet to treat even just one
patient in the whole fourth district,” sneered
Maglanque.
So what has Bondoc-Sagum to say of her
twice-beaten rival?
“Gusto niyang dagdagan ko pa ang lamang
kong 80,000 boto sa kanya noong 2007. (He’d
like me to increase my margin of over 80,000
votes in 2007).”
Unperturbed, even oozing with confidence,
Maglanque says Bondoc-Sagum is in for a “big
surprise” this time around.
“Let her to her delusions. The political equation
has totally changed,” said the persistent
contender.
I’m telling you, things are getting out of hand. Or maybe I’m
discovering that things were never in my hands.

Gordon’s political
shotgun blast

SENATOR Richard Gordon, presidential bet of Bagong Bayan Party
fired a shotgun aimed at his rivals. But is obvious that much of the
fire is aimed at Noy Noy Aquino apart from the Social Weather
Station which he sued in court.
It is also very clear that Senator Gordon is a traditional politicians
(trapo and not a tadpole as my barber calls all trapos) having been
mayor senator and a cabinet officials all appointive positions
political rewards.
The problem with some trapos is they all know of the country’s
problems. They also know all the solutions. However, many of these
trapos get tripped on their way to their offices (na tisod lang) and
they forgot the problems and the solutions. Besides, I hope Senator
Gordon agrees with me that saying and doing are two different
things as the saying also goes. He said much but I hope he really
meant all.
Senator Gordon is not in favor of manual count as a backup
solution of the Comelec and incase of failure of the counting
machines. At this point in time what would Senator Gordon ask
the Comelec to do?
In that very long interview on television with
Tin Tin and Julius Babao Saturday morning,
Senator Gordon denied that he is arrogant as
some people say. He said he is aggressive and
not arrogant. Indeed, one maybe aggressive
without being arrogant, and it could be the other
way around.
Aggressive also and arrogant.
How i wished I have taped the whole interview.
There is too much to believe what Gordon said.
Even with Gordon’s know it all, he needs a
miracle to win the country’s presidency. Political
miracles in these country are not made in heaven
but by the powers that be - the people.
Acting Justice Secretary Alberto Agra is
amenable to life style check amidst allegation that
he was bribed in his decision over the case of two
members of the Ampatuan clan. Agra is not stupid.

My heart felt condolence to the family of
Fred Panopio who passed away a few days
back. I know Fred as the young boy who really
had a passion for singing. He organized the
first group combancheros most of them his
friends of his age. He was then in his early
teens.
Fred was not recognized as the best singer in
the family. His older brother Isagani and Guillermo
were then the family’s recognized singers. But
the yoodle craze cropped up, Fred was the best
in the Panopio family. That really started it all.
Fame, yes, but not wealth. He never earned much
in his singing career.
May his soul rest in peace.
Do not be surprise if some other religious sects
will try to match the much vaunted INC block vote.
Will it be too late for Gibo to come within the
circle of the two leading presidential candidates?
As the election date comes closer much of
the flak is on Villar. Let us find out if there will be
more next week.

Muhammad Ali refuses Army induction
ON APRIL 28, 1967, boxing
champion Muhammad Ali refuses to be inducted into the U.S.
Army and is immediately
stripped of his heavyweight title.
Ali, a Muslim, cited religious reasons for his decision to forgo
military service.
Born Cassius Marcellus Clay,
Jr., in Louisville, Kentucky, on
January 14, 1942, the future
three-time world champ changed
his name to Muhammad Ali in
1964 after converting to Islam. He
scored a gold medal at the 1960
Olympic Games in Rome and
made his professional boxing
debut against Tunney Husaker on
October 29, 1960, winning the
bout in six rounds. On February
25, 1964, he defeated the heavily favored bruiser Sonny Liston
in six rounds to become heavyweight champ.
On April 28, 1967, with the
United States at war in Vietnam,
Ali refused to be inducted into
the armed forces, saying “I ain’t
got no quarrel with those Vietcong.” On June 20, 1967, Ali was
convicted of draft evasion, sentenced to five years in prison,
fined $10,000 and banned from
boxing for three years. He stayed
out of prison as his case was
appealed and returned to the ring
on October 26, 1970, knocking
out Jerry Quarry in Atlanta in the
third round. On March 8, 1971,
Ali fought Joe Frazier in the
“Fight of the Century” and lost
after 15 rounds, the first loss of
his professional boxing career.
On June 28 of that same year,
the U.S. Supreme Court overturned his conviction for evading
the draft.
At a January 24, 1974, rematch at New York City’s Madison Square Garden, Ali defeated Frazier by decision in 12
rounds. On October 30 of that
same year, an underdog Ali bested George Forman and re-
claimed his heavyweight champion belt at the hugely hyped
“Rumble in the Jungle” in Kinshasa, Zaire, with a knockout in
the eighth round. On October 1,
1975, Ali met Joe Frazier for a
third time at the “Thrilla in Manila” in the Philippines and defeated him in 14 rounds. On February 15, 1978, Ali lost the title
to Leon Spinks in a 15-round
split decision. However, seven
months later, on September 15,
Ali won it back. In June 1979,
Ali announced he was retiring
from boxing. He returned to the
ring on October 2, 1980, and
fought heavyweight champ Larry Holmes, who knocked him
out in the 11th round. After losing to Trevor Berbick on December 11, 1981, Ali left the ring for
the final time, with a 56-5 record.
He is the only fighter to be
heavyweight champion three
times. In 1984, it was revealed
Ali had Parkinson’s disease.
Benito Mussolini executed
ON APRIL 28, 1945, "Il Duce,"
Benito Mussolini, and his mistress, Clara Petacci, are shot by
Italian partisans who had captured the couple as they attempted to flee to Switzerland.
The 61-year-old deposed
former dictator of Italy was established by his German allies
as the figurehead of a puppet
government in northern Italy during the German occupation toward the close of the war. As the
Allies fought their way up the Ital-
ian peninsula, defeat of the Axis
powers all but certain, Mussolini considered his options. Not
wanting to fall into the hands of
either the British or the Americans, and knowing that the communist partisans, who had been
fighting the remnants of roving
Italian fascist soldiers and thugs
in the north, would try him as a
war criminal, he settled on escape to a neutral country.
He and his mistress made it
to the Swiss border, only to dis-
cover that the guards had
crossed over to the partisan side.
Knowing they would not let him
pass, he disguised himself in a
Luftwaffe coat and helmet, hoping to slip into Austria with some
German soldiers. His subterfuge
proved incompetent, and he and
Petacci were discovered by partisans and shot, their bodies then
transported by truck to Milan,
where they were hung upside
down and displayed publicly for
revilement by the masses.

ing activities done by Tetangco’s men, reported as
early as December 2008,
in Barangay Lourdes, Minalin town, which is an
area not permitted for
quarrying.
The drivers, when
flagged down, could not
produce any document
that would prove their activities to be legal, i.e. accreditation, hauling pass
or sticker. It was also
learned from the drivers
that the materials extracted in the area would be
brought as filling materials to Provence, a subdivision in Malolos City,
Bulacan which is owned
by Camella Communities.
It was on this same
date, Dabu said, that Tetangco, along with plainclothesmen, some of
whom were armed,
blocked their way. “I reminded him that what
they were doing is illegal,
asked him to submit all
documentary requirements and to stop quarrying activities in the
meantime, to which he
verbally agreed.” But
Dabu added, she later
learned that Tetangco prevented the apprehended
truck drivers from bringing
the dump trucks to the
capitol compound for processing, but instead directed them to proceed
where they were originally supposed to bring their
extracted materials.
Sigua and four other
municipal councilors, in a
meeting on the same day,
were also reminded of
their violations and were
asked to secure a quarry
permit and have the
trucks accredited before
negotiations for a settlement could begin. Dabu
claimed that these verbal
instructions were not
heeded by those concerned and instead, proceeded with their illegal
quarrying activities.
After nearly a month,
on February 10, 2009,
Dabu and members of the
quarry monitoring team
traveled to the same quarry site and to another one
in Sampaga, Apalit where

they were allegedly harassed by Sigua and members of the Apalit police.
Meantime, Dabu,
along with the quarry monitoring team, claimed to
have gotten in touch with
the people at Provence in
Malolos City who confirmed that the contract for
their filling materials was
awarded to Tetangco.
Dabu and company also
notified Camella Communities, the developer of
Provence, of the notice of
violation sent to Tetangco
as well as their company’s liability in continuing
to accept filling materials
from the latter.
In Dabu’s affidavit, another case of harassment
was done on May 15, 2009
when four dump trucks
without any proper documentation were intercepted by the quarry monitoring team along MacArthur
Highway, Sto. Domingo,
Minalin. Sigua reportedly
harassed the team to release the trucks, but when
this did not work, Tetangco himself arrived and instructed the truck drivers
to proceed to their destination. This he did, Dabu
emphasized, despite the
presence of police officers
from Minalin and knowing
that Dabu was monitoring
the developments via the
telephone.
From this time on, as
the affidavit of complaint
filed by Dabu stated, Tetangco and company
stopped the illegal quarrying activities and resumed on February 16,
2010. From this day onwards, Dabu claimed, Tetangco’s group did the
hauling and delivery of at
least 200 dump truckloads of earth filling materials on a daily basis,
again to Provence Subdivision, in Malolos City and
the Highview Hills Subdivison in Apalit.
To this day, Dabu
stated, Tetangco and cohorts’ illegal quarrying
activities continue, also
the harassment being
done to members of the
quarry monitoring team.
“The members of the
quarry monitoring team
fear for their safety while
doing the work they are
mandated to do and are
demoralized because of
the blatant disregard for
the law by Tetangco,
Sigua and company”,
which is also allegedly one
reason which prompted
Dabu to file the complaint
against them.

‘Most wanted’ nabbed Foreign observers to talk to PGMA, Pineda

CASTILLEJOS, Zambales—After four years of hiding from the police, he was finally locked up in jail.
Elements of the Provincial Public Safety Management Company, 2nd & 3RD Maneuver Platoon arrested the No. 1 “Top Most Wanted Person” in this
municipality, Sunday morning,
Chief Inspector Arnel Dial, identified the suspect
as Edgardo Galang Custodio, 27, single, driver and
resident of Purok 3, Barangay Mangan Vaca, Subic, Zambales.
Report said that at about 10 in the morning, the
suspect was flagged down along Nagbunga Road,
Barangay Nagbunga, San Marcelino, Zambales on
board a tricycle on his way to a family gathering to
his in-laws in Barangay Rabanes, San Marcelino,
Zambales.
The police said Custodio was convicted for the
three counts of rape under Republic Act 7610 by
Judge Renato J. Dilag of RTC B-73 Olongapo City
on Sept. 21, 2006.
A warrant of arrest for murder was also issued
against Custodio by Judge Clodualdo M. Monta of
RTC B-75 Olongapo City on July 16, 2007.
Custodio is now temporarily detained at the
Castillejos Municipal Police Station.
The outcome of the interviews will be used for
their report on the conduct
of the May 10 elections and
their recommendations to
ensure free and peaceful
elections in the country in
the future, he said.
Tarrobago said the recommendations will be submitted to the United Nations, the members of the
diplomatic corps, the Commission on Elections
(Comelec), the Philippine
Congress and different civil society groups in the
Philippines and other countries.
Tarrobago noted that
foreign observers from
Compact-IOM were also in
the country in 2007 and
later also made recommendations.
In the coming elections,
Pampanga, Nueva Ecija,
Maguindanao, Negros and
Pasig City were chosen as
destinations for the international observers.
In this province, five of
the foreign observers plan
to meet with Pres. Arroyo
who is running for Congress
in the second district and
her ally Lakas-Kampi-CMD
party’s Pineda whose gubernatorial candidacy is

(PPCRV) officials on the
same day.
Tarrobago said that on
May 9, they would want to
meet with the President
and the other Kapampangan candidates for the elections the following day.
He said that on elections day on May 10, the
foreign observers would
roam Pampanga to monitor the conduct of the polls
in “key Pampanga municipalities and cities.” They
will stay on up to May 11
to observe the provincial
canvassing.
Tarrobago said that on
May 12, all the 27 foreign
observers deployed in various parts of the country will
pool their assessment of
the conduct of the elections
and write their report up to
May 13. On May 14, they
are expected to announce
their observations and recommendations in a press
conference in Manila and
then meet with the diplomatic corps.
In 2007, the automation
of the coming elections
was one of the recommendations of Compact-IOM.
Its other recommendations included:
- separation of national
and local elections beginning with the national elections for President, Senate
and House of Representatives in 2010 followed by
provincial, city and municipal elections the year after;
- development of guidelines to reduce electoral
expenses and increase
transparency and accountability of electoral
funding;
- freeing all polling stations from threat, intimidation and interference from
any public or private forces;
- development by the
Comelec of a publicly avail-
able transparent standards
and guidelines for the location and size of precincts
and locations of polling stations;
- additional procedures
to ensure the privacy of citizens ballots;
- clear guidelines for the
conduct of elections in
election hotspots and areas of concern.
- enforcement by the
Comelec of all electoral
laws.
- separation of the judicial and administrative functions of the Comelec and
the establishment of a new
independent court to settle disputes over electoral
conduct in a timely and independent manner;
- improvement by the
Comelec of its administrative efficiency;
- development and delivery of a comprehensive
voter education and information program;
- additional funding to
civil society organizations
for voter education, poll
watching, capacity-building
and training of volunteers.

Comelec of an accurate
and complete list of registered voters at all times;
- recognition of
Comelec identification

of identification and entitlement of citizens to cast

barangays will have “Botika ng Barangay” to ensure
access to cheaper medicines to the poor.
“These medical programs will benefit all of the
poor and under privileged

Pamintuan also said
he will transform this city

City” through the passage
of the Gender Development Code of Angeles City
including the launching of

for city, barangay and public school officials.
He said that there

the “Most Gender-Responsive Barangay Awards” to
recognize the efforts of
barangays in improving
the medical health services for the people.
Pamintuan also vowed
to implement the mandatory allocation of at least
one percent of the city’s
annual Internal Revenue
Allocation from the national government to benefit
the senior citizens in the
city, adding that it will have
its own Senior Citizens
Day.

CLARK FREEPORT— Clark
Development Corp. has benefited from the economic programs
of President Gloria MacapagalArroyo despite the global economic turmoil last year as the
state-owned firm bucked the
odds and turned the crisis into
an investments and development
opportunities.

Although many companies in
the country either drastically cut
down on production and manpower or shut down outright, only
few companies at the Clark Freeport were affected by the crisis
because of the sound management policies and decisions, and
the institution of economic programs established by President
Arroyo.
The economic programs of
President Arroyo gave foreign
and local investors, not only in
Clark, but also in the entire country, the confidence in doing business in the Philippines, CDC
President Benigno N. Ricafort
said.
With President Arroyo’s con-
tinued support from the investors, 175 contracts were formalized last year of which 71 are
new connoting confidence in the
existing business climate inside
Clark Freeport Zone.
During the 17th anniversary
celebrations of CDC, Ricafort
said that among the biggest contracts in terms of investment include a diverse mixture of locators from difference countries,
among which are HLD Clark
Steel Co., Inc. (China); Community Gaming and Amusement
Network Inc. (Philippines), Australian International Training and
Management Group Pty. Ltd
(Australian), and Siccion Holdings, Inc. (Philippines) to name
a few.
With these new investors,
total committed investments
would amount to more than P5.9
billion with a minimum employment commitment of 2,700 for
their first year of operations,
Ricafort said.
A new agreement was also
signed in March with a foreign
semi-conductor firm that would
invest some P22 billion for the
next five years, Ricafort said.
Although 2009 was a challenging year for the Freeport,
employment momentarily
dropped to 55,000 during the first
quarter of the year but in the latter part, employment grew by 6
percent to a new record high of
58,023 jobs at year’s end and in
January 2010, the state-owned
firm reached a record-breaking
58,777 employees.
The improved employment
activities is expected to be sustained when new contracts start
operations this year with a potential of some 5,000 new workers once the big projects com-
mence.
CDC, according to Ricafort,
also granted permits to 12 locators to construct additional buildings to accommodate their expansion programs as a result of
improved business climate in
Clark.
Add the development of the
Next Frontier in the mix and the
slogan ‘Clark is it!’ becomes
increasingly clear and more
meaningful.
And all these in the midst of
the dreaded financial crisis!
The Freeport also continues
to attract investors and visitors
alike through extensive marketing and tourism promotions. The
Hot Air Balloon Festival alone
attracted more than 100,000 visitors for the duration of the event.
The variety of activities such
as the Dog Show, the 100 km
North Face Trail run, and the
Horse Fest have not only made
CDC a haven for investors but
world-class tourist destination
as well, affording various stakeholders of the economic bounty
as a consequence thereof.
To be sure, the Clark Freeport Zone did not remain unscathed from the fallout as a result of the global financial crisis.
But investors’ confidence in
CDC’s management of the Freeport and its ability to weather the
storm never waned, but rather
spawned more investments and
thereafter more employment.
So while ‘teen’ years would
be described as a period of uncertainty, indecision, and misgiving, CDC at 17 has taken full
control of shaping its destiny by
remaining steadfast in the pursuit of its mission and vision - a
clear indication of more 17’s to
come.
