PART A - SECTION SUMMARY
A.1 Executive Summary
2010 was a year of vibrant activities for Kerala Section, building upon the momentum
generated in previous years. Following are the highlights for year 2010:
 Organized the IEEE R10 GOLD International Conference on Humanitarian
Technologies, and supported two other international conferences.
 Organized National-level Conference on Smart Grid.
 Preparations are in progress for two international conferences in 2011, with peer
reviewed papers to be published in IEEEXplore.
 Malabar Subsection was formed in 2010 to cater to the northern districts of
Kerala, and hence increase the geographic span of Kerala Section.
 Kochi activities got a major boost by organizing many activities in the area.
 The society chapters of IEEE Computer Society, IEEE Communications Society,
IEEE Power & Energy and the joint chapter of IA/IEL/PEL each had an active year
with a number of seminars, lectures and other programs organized by them.
 The affinity groups of GOLD and WIE were active in the year, organizing
programs targeting the young professionals and women engineers respectively.
 In association with other professional societies such as Institution of Engineers
India, Computer Society of India, Project Management Institute and so on,
conducted 47 weekly technical talks, on almost every other Wednesday.
 Actively engaged with other IEEE entities at the HQ, R10, India Council, Societies
and other sections. This included representation in R10 EXECOM, international
committees of Computer Society and leadership in the Humanitarian Technology
Challenge initiative.
 The student activities has been especially vibrant with the 50th student branch
inaugurated, the LINK (Local Integrated Network Kerala) providing the vital link
in coordinating the activities across student branches.
 Three student projects got funded by IEEE international entities as part of the
Humanitarian Technology Initiative.
 Larry K Wilson Award for Outstanding Student Volunteer in 2010 won by a
student from the Section
 IEEE Kerala Section wins R10 Distinguished Large Section Award for 2009

A few observations are worth noting here:
1. As on 31 Dec 2010, the section membership stands at 3958, including 721
professional grade members.
2. After three years of phenomenal growth (around 30% during 2007-09), the
membership growth has slowed down to a more sustainable 10% in 2010.

3. A significant contribution (81%) of the Section Membership is from student
community (Graduate Student Member and Student Member).
4. The growth in higher level membership is significant, with a 28% increase in
regular Members, and 20% increase in total professional grade members
(Associate Member, Member, Senior Member and Life Member).
In every program conducted exclusively by the Section, the welcome address by any of
the Section Office bearers would include a talk on IEEE, its activities, and the benefits of
being a member. Also the Section has realized that the best way to increase
membership is to retain student members as regular members and has focused on
GOLD activities to target this community. This is despite the fact that many students
migrate to neighboring states for jobs after graduation. These steps should have helped
in converting many aspirants to full members, as indicated by the membership data.

B.3 Professional and Continuing Education Activities
IEEE R10 GOLD HTC Conference
IEEE Kerala Section hosted the R10 GOLD HTC International Conference at Hotel Uday
Samudra, Kovalam during 20-21 Feb 2010. The theme of the event was Humanitarian
Technologies for the 21st Century with a special focus on three areas namely
sustainable development, disaster management and education. The event was
supported by IEEE Foundation, IEEE Region 10, IEEE GOLD, IEEE Humanitarian
Technology Challenge initiative, Kerala State IT Mission and GTech. Dr Richard Gowen,
IEEE Foundation President inaugurated the conference. Keynote address was given by
Mr. Vasimalai, Dhan Foundation, one of the largest NGOs in India. Well attended, the
conference brought together professionals from the engineering-technology sector and
the (socio-economic) development sector. The conference proceedings included a mix
of keynote lectures, technical presentations, discussions and poster presentations by
students. Speakers were drawn from IEEE global entities, United Nations agencies,
Government departments, prominent NGOs and industry. The conference concluded
with the delegates adopting an outcome document called Trivandrum Declaration, for
IEEE global leadership to consider in policy making.

International Conference EPSICON 2010
International Conference on Power Control, Signals and Communication, 3-6 Jan 2010,
named EPSICON 2010 was organized by VIDYA Academy of Science and Technology,
Thrissur at Casino Hotels International, Thrissur. The event was supported by IEEE Kerala
Section. The Conference Keynote was given by Prof Thomas Kailath, IEEE Medal of
Honor Winner. There were many internationally renowned speakers giving invited
lectures. A total of 150 delegates attended the conference.
International Conference SYMOPA 2010
Third International Conference on Automation Systems & Technology was organized by
Centre for Development of Advanced Computing (CDAC) in association with IEEE Kerala
Section during 16-19 December 2010. Pre conference tutorial (two days) was held at
CDAC on 3 topics – System Simulation; Advanced Process Control and Intelligent
Systems. Ninety participants from 27 organisations attended the tutorials. Conference
(two days) was held at Hotel Uday Samudra, Kovalam. 140 delegates from 34
organizations attended the conference from Industry, R&D organization, academic
institutions and CDAC centers. Conference was organized as six sessions consisting of 26
papers and two invited talks. Prominent speakers include Prof Sirish L shah (University
of Alberta, Canada), Prof Peter Fritzon (Linkoping University), Shri Manjit Singh (BARC,
Mumbai) , Prof HP Khincha (IISc Bangalore ), Prof Shankar P Bhattacharya (Texas A&M
University), Prof Anurag Kumar (IISC Bangalore), Shri Rajan T Joseph (Director General,
CDAC), Shri Tara Shankar (Department of Information Technology).

National Conference on Smart Grid
National Conference on Smart Grid, GRID-CON 20101 was organized by IEEE Kerala
Section, in association with C-DAC Trivandrum, and IE/IA/PEL Joint-chapter, Kerala
Section at Mascot Hotel during 29-30 Oct 2010. Keynote address was given by Prof.
Khincha, IISc Bangalore. Eminent speakers from IISc, CDAC, CISCO, NeST, CPRI, PRDC,
CERT-Kerala gave invited lectures. 110 delegates from Industry, utility companies and
academy participated.

National Conference on Free Software and Education
Three day National Conference on Free Software and Education was Organized by NIT
Calicut during 10-12 Sep 2010, with support from IEEE Kerala Section. Speakers include
Dr. Richard Stallman, Prof. KR Srivathsan (IGNOU), Prof. Kannan Moudgalya (IIT Mumbai)
and G. Nagarjuna (TIFR).
Technical Colloquium FOSSIM 2010
Technical Colloquium on Free and Open Source based Simulation tools for Engineers
was organized as part of the Education Activities of IEEE Kerala Section on 7 Aug 2010,
Govt. College of Engineering, Barton Hill. Speakers include Dr. V. Sasikumar, Mr.
Jemshid KK and Prof. Raveendranathan. The program was funded by R10 EAC.

STEP (Student Transition Student Transition and Elevation Partnership) Program
One Day Workshop at TKM College of Engineering, 10 July 2010. The program
included a Panel Discussion on “The Challenges Faced by Young Engineering
Graduates” led by Mr. Amarnath Raja. This was followed by an Experience
sharing and Interaction session with senior members. Presentation on “GOLD is
invaluable” by Mr. Shibu Shajahan, Secretary, GOLD Affinity Group Kerala. Quiz
on IEEE evoked much interest among participants.
All Kerala GOLD Summit at Hotel Mascot in 15 Jan 2011.

B.6 Awards & Recognitions

 R10 Distinguished Large Section Award 2009 won by IEEE Kerala Section
 Larry K Wilson Award to outstanding Student Volunteer won by Mr. Arjun R Pillai,
College of Engineering Chengannur. Special Mention to Balakrishnan VK of Vidya
Academy of Science and Technology.
From HQ
 2009-10 IEEE Student Enterprise Awards – Two out of 7 projects selected for the
award globally were from Kerala Section - College of Engineering Chengannur
and Vidya Academy of Science and Technology ($1500 each)
 Engineering Projects in Community Service (EPICS) funding won by IES College
Chittilappally ($1600)
 Kerala Section among 5 Sections worldwide mentioned in the Activity Highlights
from nominees of 2010 MGA Outstanding Large Section Award
 IEEE Day Photo Contest – one of the ten winners worldwide was Mr. Thomas

B.7 Communication Activities



The sections activities has been regularly updated to the members by means of
the established channels of communication viz newsletter, website and emails.
Four quarterly issues of the IEEE Kerala Newsletter have been published which
were highly rated by the members.
A new position in EXECOM, Electronics Communications Coordinator has been
introduced in 2010.

IEEE Kerala Homepage, http://www.ieee.org/kerala has been revamped with
the help of student volunteers of LINK.
The e-group of IEEE Kerala members, [email protected] has been
utilized to communicate with the members.
In addition, the e-Notice facility provided by HQ was made use of to broadcast
important messages, like the AGM notice.
The section has its presence in the social networking space with a LinkedIn group
called IEEE Kerala Section.
B.8 Community Activities
Following projects undertaken within the Section deserve mention:
Rural Electrification Project
This is a student project to provide solar based utility power for a settlement of 8
houses 4 km inside forest in Karakone, Kollam. The project is conceived, designed
and implemented by LINK. The project has received funding of $4400 from IEEE HTC.
Intelligent Home Navigation for Elderly
This is a student project to develop Intelligent Home Navigation System for Elderly
and Physically Challenged with help of a gesture based wheel chair. The project is
conceived, designed and implemented by a team of students from Amrita Vishwa
Vidyapeetham, Kollam under the guidance of Staff Counseller Mr. Rajesh Kannan.
The project has received a funding of $7520 from IEEE Foundation.
Disaster Preparedness Mapping
Disaster Preparedness Mapping and Planning project, covering disaster prone areas
in Nagapattinam, frequently hit by storms. The project is implemented by Bedroc, a
NGO which is the successor of Nagapattinam NGO Co-ordination and Resource
Center established for Tsunami rehabilitation. The project has received a funding of
$7700 from IEEE HTC, with the rest $2000 of the estimated cost borne by Bedroc.
Road Safety in Kerala – Live and Let Live
IEEE Kerala Section has launched a societal initiative to harness technology to reduce
road accidents. Brainstorming session conducted on 30 Sep 2010, Hotel Mascot,
Trivandrum involving different stake holders. The idea is to take up projects in
association with Media (Malayala Manorama), agencies (NATPAC), Govt.
Departments (MVD) and student branches.

B.9 Other Organizational Activities
Malabar Subsection
Malabar Subsection formed in 2010 to cater to the northern districts of Kerala viz.
Palakkad, Malappuram, Kozhikode, Wayanad, Kannur and Kasargod. The petition was
prepared in Dec 2009 under the initiative of Prof KP Mohandas, and approved in Kerala
Section Annual General Meeting in January 2010. Petition was approved by IEEE MGA
Board in June 2010. Confirmation was received from HQ in November 2010, after which
the Subsection was formally inaugurated in a function at NIT- Calicut.
Following activities were carried out by Malabar subsection in the short time since its

The section actively participated in organising several joint activities with the
sister societies, in the year.
Chairman, IEEE Kerala section is ex-officio member in the Governing Council and
Executive Committee of Kerala State IT Mission
IEEE Kerala Section has been contributing to the activities of SPACE, an Agency
promoted by Kerala State IT mission for the promotion of Free and Open Source
Software. Mr Sasi PM, Chairman, represents IEEE Kerala section in SPACE, the
society for FLOSS
The section also actively supports the IEEE India Council.

C.2 Special Events
Evening with Dr. Sorel Reisman
Dr. Sorel Reisman, IEEE Computer Society President 2011 visited Kerala during his India
trip. An evening with Dr. Sorel Reisman was organized by the Computer Society Chapter
to facilitate interactions with the Section members. It turned out to be a memorable
evening with the Chair giving a snapshot of the Kerala Section activities followed by a
lecture by Dr. Sorel Reisman. He said he is amazed by the strength and vibrancy of the
activities and praised the Section for the good work done.

1. Taking pledge of IEEE code of ethics before all important Section meetings, such
as the Annual General Meeting

2. Formation of a solid management structure for the effective management and
guidance of student activities, including Section level "LINK", next level "Hubs"
and the third level of SBs.
3. Bringing out quarterly newsletters that are highly rated by members.
4. Associating with other professional societies (CSI, IE, IETE etc) and organizing
technical events with their involvement - weekly technical talks being organized
for the last twenty five years is a unique achievement of professional society
chapters in Trivandrum.
PART D - GOALS AND PLANS
The Section is trying to bring International Events to Kerala combining the region’s
globally recognized strengths in technology R&D and tourism. The calendar of
international events for which preparations are on, include:
 2011 Feb 10-12: International Conference on Communications and Signal
Processing (ICCSP 2011) in association with National Institute of Technology,
Calicut.
 2011 Sep 21-23: International Conference on Recent Advances in Intelligent
Computational Systems (RAICS 2011) in association with College of Engineering
Trivandrum, Sree Chithra College of Engineering and Government College of
Engineering Barton Hill.
 2012 INDICON: to be organized by Kerala Section, as decided by India Council.
 2013 TENCON: bid submitted to R10, decision pending.
As the Section strives to continue the good work done in previous years, the following
activities shall get special attention in 2011:
 Student Activities: with 50 active IEEE student branches and over 80% of section
membership, students comprise the most vibrant community of the Section.
Programs and events shall be envisaged to channelize this energy into good use.
 International Networking: leveraging the sister section agreements, actively
supporting R10 activities, engaging with the HQ and brining international events
to Kerala.
 Geographical Spread of activities: to take initiative to form Kochi Subsection,
and to support the newly formed Malabar Subsection through programs.
 Membership Development: to focus on both retention and new member
addition, with a special emphasis on higher grade elevation of members, and
retaining student membership upon graduation through GOLD.
 Value addition of newsletter: to be further enhanced with more articles that
would be of interest to a general audience.
 The Section website: to implement a workflow that permits more interactions
and frequent updates.
