General Meeting Minutes 27 May 2014 Lake Los Angeles Rural Town Council Lake Los Angeles Community Gymnasium at Sorensen Park 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. 12. Miss Kennedy called the meeting to order at 7:01 Patrick Dillon (Scout) let the Pledge of Allegiance Miss Kennedy called for a Moment of Silence Miss Kennedy stated purpose of the council and instructions to submit comments Mr. Crawford took attendance and verified quorum Miss Kennedy announced that we had two speakers, both of which the people had great interest in. The community was given the choice of reading the committee reports or allow that allotted time to be used for the guest speakers with the committee reports being attached to the minutes. The community chose to allot the time to the speakers. Agenda changes a. Sign in sheets to New Business where to keep them b. Mr. Crawford made motion to accept the corrected agenda second by Mrs. Brouillard i. Vote: 4-0-0; motion carries Minutes a. Submitted for review prior to meeting, therefore no reading of the minutes b. Satellite Office in Palmdale - Tracy Matt Manager iii. Section 8 Presentation Tracy Matt 1. Help eligible families to afford decent, safe, high quality housing 2. The owner is subsidized for difference of rent and what the family pays 3. To be eligible for the program: a. Qualify as a family b. Meet emigrant or citizen requirements c. Be within income limits d. Provide other information as required, including criminal background consent form 4. Rejected if any member of the household has: a. Been evicted from federally assisted housing for drug related activity b. Been convicted for the manufacturing of methamphetamine on the premises of federally assisted housing c. Applicants subject to a life time sex offender registration requirement d. Applicants who are engaged in or have been engaged in criminal activities including drug related of violence related activity e. Applicants have not completed parole or probation 5. Owner is responsible for screening applicant for suitability as renters and for maintaining the house per housing regulations 6. Section 8 members must meet their rental agreement and other housing requirements and must not commit any repeated or serious violations of the lease 7. Occupants and their guests or invitees may not engage in drug related criminal activity, violence criminal activity, or other criminal activity that threatens the health, safety or right to peaceful enjoyment to other residence and persons residing in the immediate vicinity of the premises. 8. Lake Los Angeles currently has about 12,000 households of which 16 are Section 8 families. 9. Please listen to the recording for further details and for the community questions. b. Off Road Vehicles Sgt. Hawksley i. COPS Community Oriented Policing Services Bureau County Wide 1. Education first, letting people know if they are where they can ride or not, then enforcement Page 2 of 5 General Meeting Minutes 27 May 2014 a. Cannot just take off in the desert 2. Legal riding areas i. Royal Flats, El Mirage, Cal City Desert Springs, Jaw Bone ii. Very small area behind Littlerock Dam with proposed new areas iii. Legal areas will be posted, if not posted, it is not legal 3. Warning system set up a. First time they write your name down and probably will not cite you b. Once your name is in the book 4. Will not be tolerated a. Riding without a helmet b. Riding double on a quad c. Riding without a spark arrestor during the fire season d. Seen damaging the land 5. You may ride on your own property as long as you don t disturbed you neighbors. 6. Must have written paper to ride on friends property a. Liability on the friend 7. Off road vehicles not allowed on the shoulder or the street a. If you run and are caught, you lose the bike 8. Please listen to the recording for further details and for the community questions. c. Deputy Field Supervisor Update Norm Hickling i. Received letter on P8 flooding and will get it in the works ii. Got with Public Works on speed indicator signs iii. Judge Brown ruling 1. All housing issues explored to keep Hubbart out iv. Please listen to the recording for the community questions. Norm will try to bring the answers back. v. The Community is requested to submit questions on llartc.com to be forwarded to Mr. Hickling in time for him to have the research done for us by next meeting. d. Sheriff s Department Update Vacationing Deputy White i. Crimes coming down stats given ii. Summertime Crime Suppression Team is out 1. Be nice to the deputies and they are likely not to cite you iii. If you do not get the response you expect, ask for the Watch Commander iv. Lake LA under Lancaster jurisdiction v. Please listen to the recording for the community questions. 14. Community Announcements a. Park Summer Day Camp and Tiny Tot Camp registration May 31 Page 3 of 5 General Meeting Minutes 27 May 2014 i. Tiny Tot Camp is first come first served b. Karate still going on c. Movie Nights June 13th starting at dusk d. Concert in the Park coming in July 15. Community Comments a. Questioned what the Council had done to keep the Pillowcase Rapist out of Lake Los Angeles i. Letters sent to Judge Brown; Supervisor Antonovich; Kamala Harris, Attorney General; Resident Deputy John White; Jerry Powers Chief Probation Officer; Ken Carabello Vice President of Operations at Liberty Health Care Corp; the California Department of Justice Sex Offender Tracking Program. ii. We did not send a letter to the home owner because it is a touchy subject as to what is and is not legal. The Council is sued as individuals and does not have legal counsel to support us. Council voted not to send for this reason. b. Issue of car repair shop being set up in a rented home. Deputy White is aware of the problem. Activity is now happening on the weekend. 16. Unfinished Business a. Information on Predators Guests have been brought in. If there are more suggestions or other guests desired, please put those requests in the suggestion box b. Ratify Judge Brown Letter Mrs. Keenberg makes a motion to ratify the letter, Mrs. Brouillard seconds the motion i. Vote: 4-0-0, motion carries c. Owner letter not sent noted in paragraph 15.1.i d. Bike Path update letter not to be sent, schedule below i. 170th St East from Ave. P to Palmdale Blvd. is to begin the summer of 2017 ii. 170th St East from Ave. M-4 to Ave. M-8 is to begin the summer of 2017 iii. East Ave. O from 150th St East to 165th St East is to begin the summer of 2016 e. Ratify email sent re: driver feedback signs Mrs. Brouillard makes a motion to ratify the e-mail, Mrs. Keenberg seconds the motion i. Vote: 4-0-0, motion carries 17. New Business a. Incoming Mail obsolete b. Letter for AV Bank motioned by Mrs. Keenberg to table until next month, second by Mr. Crawford i. Vote: 4-0-0, motion carries c. Appointment of Members i. Betty Crawford 1. motioned by Mrs. Keenberg to appoint Betty Crawford as a council member, second by Mr. Crawford a. Vote: 4-0-0, motion carries d. Mrs. Keenberg makes a motion move to Website Builder, Mrs. Brouillard seconds the motion 1. Vote: 3-0-1, motion carries e. Vote to accept and thank Crawford s for $200.00 donation i. Mrs. Keenberg makes the motion, Mrs. Brouillard seconds the motion 1. Vote: 3-0-1, motion carries f. Hosting Fees included in Website Builder g. Christmas Meeting December 16 i. Moved by Mrs. Brouillard to move Christmas meeting to December 16, second by Mr. Crawford 1. Vote: 4-0-0, motion carries h. Fill Corresponding Secretary i. Mrs. Keenberg moves that Mrs. Brouillard temporally fill the position, Mr. Crawford seconds 1. Vote: 3-0-1, motion carries i. Fill Public Information Comm. Chair i. Mrs. Keenberg volunteers to temporally fill the position, no objections or vote j. Fill President position i. Discussion on personal schedules and aptitudes ii. Mrs. Keenberg volunteered, Mrs. Brouillard moved to accept, Mr. Crawford seconds 1. Vote: 3-0-1 k. Fill CSD Comm. Chair i. Mrs. Keenberg moves to table appointment until such time as we receive a response from the county, Mrs. Brouillard seconds 1. Vote: 4-0-0, motion carries l. Pick and store items from Kristi s house i. Mrs. Keenberg volunteered to pick up the council items m. Sign-in sheets contains private information i. Mrs. Keenberg moved to table question until after the ARTC meeting so that she could obtain related information, Mrs. Brouillard seconds 1. Vote: 4-0-0, motion carries 18.
