On Monday, November 16,
the City Council of the City of
Waller met in regular session at
7 p.m. at the Waller ISD Administration Building. Mayor Danny Marburger presided over the
meeting and also in attendance
were council members Edna
Eaton, Nancy Arnold, Dwayne
Hajek, Mike McCormick, and
Mayor Pro-Tem, Sidney Johnson.
Council voted unanimously
to approve Resolution #201519, authorizing the Mayor to
sign TxDOT’s Advanced Funding Agreement to build new
sidewalks in the downtown
area for a total project cost
of $2,008,325.00, with a city
match of $95,919.60. Approval
allows city engineer, David
Leyendecker, to go forward
with the design for the revitalization. The sidewalks will be
constructed in a three block
downtown area, from Main
Street, north to Cherry St., and
from Saunders St. west to Key
St. In addition to sidewalks, the
project includes adding trees

As it turns out, the company has not yet conducted
any business in other Texas counties, nor in their home
state of Oklahoma, although they are currently working
with Bowie County to develop the program there. Other
citizens voiced concerns about launching a controversial
program when our county is already under great scrutiny.
Some expressed concern about the possibility of lawsuits from individuals who object to receiving a ticket
by means of electronic surveillance, that may cost the
county money in the future.
Klecka stated that he objected to receiving a seven
page draft of a contract with IX Group only three minutes before the beginning of the meeting. “I can’t read
and study a contract in three minutes. How can I be expected to vote on something I haven’t studied? “ Klecka
stated.
Judge Duhon said that he is for the new technology,
which should benefit county residents, particularly those
who are insured, by making it more likely that all drivers
acquire insurance as required by law.
Commissioner Amsler then made a motion to have
an up or down vote on initiating a contract with the IX
Group for uninsured motorist enforcement citation/collection services, but Judge Duhon made a motion to table
a vote until further study is completed. Commissioners
then voted 3-2 to table the approval of the contract with
Duhon, Commissioners Jeron Barnett and Justin Beckendorf voting to table the vote, and Amsler and Klecka
voting not to table.

Superintendent of Public
Works Gene Schmidt stated during staff reports that the repair
of broken water pipes at several
locations around the city is ongoing, though delayed by rainfall, and will resume when the

heavy trash day), on December

beyond the call of duty to aid a homeless woman living in Waller.
The woman, Jessica Mcguire, had
recently been living in a van located at
1315 Alliance Street. Mcguire, a woman
in her early 30’s, spent her days walking
the streets in town, sleeping wherever

During the workshop, it was stated that the tool
would only be used to identify the vehicle, not the driver,
and the information would be quickly erased. There are
no legitimate privacy concerns, Perryman stated, because
NLETS (National Law Enforcement Telecommunications System), the most secure and efficient law enforcement data system in the world, oversees the collection of
the data. Also, unlike red-light cameras, a law enforcement official would make the determination whether the
violation was legitimate by reading each image taken by
the camera.
There would be no cost to the county for the installation of the cameras and other safety equipment, and
the revenues would be split 50/50 between IX Group and
Waller County.
Regarding privacy concerns, no credit information
will be accessed, and only if the vehicle is uninsured
will the name and address of the owner of the vehicle
be available, otherwise that information will not be accessible.
The same system used to identify uninsured motorists can also identify stolen vehicles, BOLOS (Be on the
look out), warrants, Amber and Silver Alerts; however,
the system can also be set just to identify uninsured vehicles, at the county’s discretion.
Many citizens attending the meeting, including
Waller County Commissioners Russell Klecka and John
Amsler, were skeptical of the proposed system and asked
what is the track record of the IX Group and where have
Waller entering design phase of downtown revitalization

On Wednesday, November 18, the Waller County
Commissioners Court met in regular session at 9 a.m.,
followed by a workshop and special session given by the
IX Group about motorist enforcement options for Waller
County. The workshop was also special session, so that if
desired, the court could take action on approval or disapproval of a contract with the IX Group.
IX Group, headquartered in Tulsa, Oklahoma, stated
that they’re looking for a location to establish their technology in Texas. Representative Allen Fletcher, Tomball,
introduced the program to Waller County Judge Trey
Duhon and to Waller County District Attorney Elton Mathis. Fletcher, Chairman of the Texas House Committee
on Law Enforcement, is highly supportive of the technology of the IX Group and said that Waller County was
chosen due to its close proximity to major traffic corridors, with U.S. 290 on the north and I-10 on the south.
According to IX Group presenter, Rick Perryman,
the company would like to invest a half a million dollars in Waller County, installing cameras and other
equipment to identify uninsured motorists. Approximate
10.97% of the drivers in Waller County are uninsured,
costing the county tens of thousands of dollars in law enforcement, healthcare, court costs, first responders, and
added expenses for the insured. According to information presented at the workshop, the system is endorsed
by the NAACP, ACLU, and the International Association
of Chiefs of Police. The state of New York and several

her background.”

Waller Wonders – Thanksgiving

Y
es, this is the
week set aside
for giving thanks.
And despite all
the world unrest,
we do have a lot to be thankful for.
As you gather with friends
and family – or perhaps you’re
traveling and will be with folks
you’ve never met – take time
to give thanks for every blessing, great or small.
As I write this, the day is
cold and crisp, the sun is shining, and God’s handiwork is all
around me. I watch the squirrels go about their work, getting ready for the winter. Geese
are flying overhead, making
their way to their winter home.
All of God’s creatures – save
one group – are taking care of
business, planning for tomorrow.
We, the ones made in
his image, are spending our
days worrying. We worry
about going to stadiums that
may be bombed. We worry
about sending our children to
school. We worry that we’ll be
harmed going about our daily
activities.
That’s not God’s plan. Mat-
thew 6:25-34 (KJV), gives us
clear direction for our lives.
25 Therefore I say unto
you, Take no thought for your
life, what ye shall eat, or what
ye shall drink; nor yet for your
body, what ye shall put on. Is
not the life more than meat,
and the body than raiment?
26 Behold the fowls of the
air: for they sow not, neither
do they reap, nor gather into
barns; yet your heavenly Father feedeth them. Are ye not
much better than they?
27 Which of you by taking
thought can add one cubit unto
his stature?
28 And why take ye
thought for raiment? Consider
the lilies of the field, how they
grow; they toil not, neither do
they spin:
29 And yet I say unto you,
That even Solomon in all his
glory was not arrayed like one
of these.
30 Wherefore, if God so
clothe the grass of the field,
which today is, and tomorrow
is cast into the oven, shall he
not much more clothe you, O
ye of little faith?
31 Therefore take no
thought, saying, What shall we
eat? or, What shall we drink?
or, Wherewithal shall we be
clothed?

things do the Gentiles seek:)
for your heavenly Father

thought for the morrow: for

answer is found in Ephesians
5:-19-20:

in psalms and hymns and spiritual songs, singing and making melody in your heart to the
Lord;
20 Giving thanks always
for all things unto God and the
Father in the name of our Lord

Is Thanksgiving the forgotten holiday?
Seriously, we just got done
dressing up as witches, and
were immediately bombarded
with Jingle Bells and Christmas decorations everywhere.
Hold on a minute!
Although Americans still
gather with family and friends
at Thanksgiving, it is being
squeezed by companies requiring workers to work on
Thanksgiving Day, and by the
mad rush to begin Christmas
shopping, which begins earlier with each passing year. Increasingly for some, the holiday is less about giving thanks
to God for our bountiful blessings than about what we can
buy on sale or which team will
win the football game.
When Thanksgiving first
became a national holiday
in 1863, President Abraham
Lincoln called it, “A day of
thanksgiving and praise to our
beneficent Father who dwelleth in the heavens.” It is intended to be a day that we stop,
reflect, and thank God for our
lives and our blessings.
Perhaps Thanksgiving is
being squeezed today because
in modern America, an attitude
of entitlement has replaced
an attitude of thankfulness.
Many talk about how they deserve their “fair share”, and
how they have a right to these
benefits. Instead of focusing
on God and showing appreciation, many now focus on themselves and their wants.
Thanksgiving, due to its
focus on being thankful to
God, may also be neglected
because it lacks all the trappings of the other holidays.
Take for instance candy.
Easter is loaded with choco-
late bunnies, Valentine’s with
chocolate hearts, Halloween
with candy pumpkins and
ghosts, and Christmas with an
incredible abundance of candy
selections. For Thanksgiving,
which is about gratefulness,
there are no chocolate turkeys,
nor should there be. But, candy lovers immediately switch
from Reese’s pumpkins to Santas, leaving Thanksgiving out
of the picture.
Thanksgiving does, of
course have its traditional
foods at least--pumpkin pie,
pecan pie, and turkey, for instance. But for many, the day
has become a day of gluttony
rather than a day of being
thankful for the provider of the
feast.
For many folks, no sooner
is the Halloween motif removed
than up goes the Christmas decor. Houses often become bedecked with Christmas trees,
stockings and lights before

wait till Friday, can’t it?
Then there’s the infamous
Black Friday sales, luring
Americans into ever increasing consumerism, prompting
some family members to leave
the Thanksgiving table before
dinner is even over, as if all the
goods will be gone if they wait
till Friday.
To add insult to injury,
Thanksgiving has only a handful of songs to call its own,
most not well known, whereas
tens of thousands are dedicated
to Christmas. One song, Jingle
Bells, originally written for
our American Thanksgiving,
has been usurped by Christmas. Written in 1857 by James
Lord Pierport, it was originally
known as a fun Thanksgiving
song.
So many Christmas songs
exist that from Thanksgiving
to Christmas, songs for the
holidays are played 24/7. But
Thanksgiving songs? Not so
much.
Personally, I’ve often wondered if Thanksgiving would
rise in esteem if more songs
were dedicated to the day.
We do have a few songs
written specially for Thanksgiving and maybe if we halted
the Christmas music and listen
to these, at least for a time,
Thanksgiving would win more
hearts.
Try listening to Bing Crosby’s classic from White Christmas--no, not “I’m Dreaming
of a White Christmas”, but
rather ”Count Your Blessings,
Instead of Sheep”. Or maybe
play “Thanksgiving Prayer”,
by none other than the man in
black, Johnny Cash. Another
beautiful Thanksgiving song
was written and performed by
Mary Chapin Carpenter and
is a beautiful country classic
known simply as “Thanksgiving Song”.

Although later Christmas lyrics were added later, the song’s
original lyrics were just in reference to Thanksgiving.
Of course, Thanksgiving
can claim a few traditional
hymns.
Most prominent
among them are “We Gather
Together”, originally a Dutch
hymn introduced to American
congregations in 1902, and
two other well known 19th
century hymns also sung at
Thanksgiving include, “Count
Your Blessings” and “Come Ye
Thankful People Come”.

on your iphone to get in the
mood!
It is, of course, ultimately
up to each American not to
turn Thanksgiving into a pit
stop on the race to Christmas.
Sadly, Thanksgiving has been
so surrounded by a push to buy,
that some in the media have
started calling the day “Brown
Thursday”. Oh, no, you don’t,
buddy. It is not Brown Thursday, it’s Thanksgiving!
Giving thanks does not
come naturally to a self-centered, self-absorbed society.
Although I do not watch the
Simpsons, an episode typi-
fied some Americans thoughts
on the holiday. When Homer
Simpson said his Thanksgiving
prayer, he stated, “Well, God,
we paid for all this food ourselves, so thanks for nothing.”
I guess that’s why my children
did not grow up watching The
Simpsons.
In small towns across
America, however, this new
sentiment is not yet entrenched,
but many see such sentiments
on the rise, and it is painful for
many of us who see the lessening importance of Thanksgiving Day.
So, take a breath and enjoy Thanksgiving Day. After
all, the holiday season will
be there bright and early on
Friday, with all its glitter and
decorations, and all the hustle
and bustle you can imagine.
Slow down and play a
Thanksgiving song or two and
remember the wise words of
Solomon in Ecclesiastes 3:1,
“There is a time for everything, and a season for every
activity under heaven.”
Now is the time for
Thanksgiving.

The Waller Times Thanksgiving Closure
In observance of the Thanksgiving Holiday, The Waller Times
office will be closed on Thursday, November 26 and Friday,
November 27. All deadlines will be Wednesday, November 25
at 12 noon for the December 2 edition.
Voter Registration cards to be mailed
Starting November 20, the Waller County Elections Office
will mail out new voter registration certificates to all registered voters in Waller County. The new cards will be light
blue, and will be dated January 1, 2016 - December 31, 2017.
If registered to vote and no card is received by the end of
November, 2015, call the Elections Office immediately. For
questions, please contact the Elections Office at 979-8267643.

29 calls for service resulting
in six incident reports and one
arrest. Additionally, officers
completed four motor vehicle
crash reports.
On November 12, Officer
Serges responded to the 500
block of Elm Street to investigate the report of an animal
at large.
On November 12, 2015,
Sergeant Bellard responded to
FM 362 at Business 290 to investigate a motor vehicle crash
with injuries.
Floyd responded to 20727 FM
362 to investigate the report of
an assault.
On November 13, Sergeant Lopez arrested a subject
for outstanding municipal warrants from The City of Waller.

shelter at Rooms to Rent on
18th St. in Hempstead. Serges
(who was off the clock) and
Manuel drove Mcguire to the
room, which had already been
paid for by the church. No food
was available, however, and the
woman was weak and hungry.
The officers then determined to
go to McDonald’s and bought
the woman a hamburger meal
and brought it back to her.
McGuire cried her eyes out
at the kindness she received. She
could not believe that these two
officers would do this for her.
Concerned for her future, the
officers asked McGuire if she
had anywhere to go, any family
or friends, and she said that she
did in San Marcos.
With full hearts and in an
act of service, the officers went
online and bought her a bus
ticket home. The church provided the woman transportation the
next morning to the bus stop in
Prairie View at the Unco Convenience Store. Officer Manuel
also gave the woman travelling
money, knowing she had nothing to her name but a backpack,
duffle bag and plastic bags full
of clothes.
These officers did not publicize their actions, but only
filled out a report for their Sgt.,
Michael Bellard, who informed
City Hall of their kindness. Bellard stated that both officers are
a great asset to the Waller Police
Department as well as the Community of Waller.
As for Officers Serges and
Manuel, both said they sought
no recognition. “We are public
servants. That’s what we do, “
they both stated.

of Delta Kappa Gamma Society
International met in the Fellowship Hall of St. Paul Lutheran
Church in Phillipsburg, Texas on

59 members and two guests in attendance. One of the guests, Carol
Rose, serves as Delta Kappa Gamma Society International’s Area 7
Coordinator. She gave members a
very informative report about upcoming opportunities and events
and thanked the members for inviting her.

were recognized prior to kickoff. In addition to Rosales and

were recognized as senior band
members.

County Commissioner Russell Klecka speak on the traffic
camera program that is being
proposed for Waller County.
Doug Wheeler was a speaker
against this proposed camera
program. According to Wheeler, the company doing this program would have access to private information and personal
credit information. There will
be a workshop on November 18
about this proposed program.

November marks the country’s
recognition of American Diabetes
Month. Diabetes is one of the leading causes of disability and death
in the United States. Diabetes can
cause major health problems for
seniors and working adults if it’s
not controlled.
Today, diabetes is the leading
cause of new cases of blindness
among working-age adults. For
young people affected by diabetes,
it can affect the ability to focus on

glasses of water a day. Drinking
black tea may present an alternative
to sodas and sugary drinks, since

may aid in controlling blood sugar.

January, the agricultural colleges
across the country have traveled
to meat judging competitions in
Texas, Colorado, Pennsylvania,
Missouri, and Nebraska.
Texas Tech’s traveling team
survived some stiff competition
along the way from a number of
schools, including Texas A&M,
Oklahoma State, the University
of Wyoming, and Kansas State
University. 66 contestants from
17 colleges competed in the International competition, and Beyer’s score of 1,054 points was at
the top of the list. Her teammates,
Clay Bendele, Morgan Boyer,
and Michaela Pinder finished
2nd, 13th, and 17th respectively.
After the results of the competition were announced, Dr. Mark
Miller, professor of meat science,
and judging coach at Texas Tech
said, “This is an amazing group
of students that epitomized excellence this whole year. These
students represented Texas Tech
University with excellence.”

Waller ISD Board celebrates school bond passage

During the regular meeting of the Waller ISD Board of
Trustees held on November 9,
the meeting opened with the
recognition of hitting a historic
milestone of voter support with
the passing of the 2015 Waller
ISD Bond presented by Waller
ISD Superintendent Danny
Twardowski. The Waller ISD
Citizens’ Planning Committee
and community members were
recognized for their support of
the 2015 Waller ISD Bond and
their tireless efforts of informing
the community about the 2015
Waller ISD Bond facts.
The Waller ISD Principals
were recognized as the second recognition of the evening
for National Principals Month.
Twardowski described the leaders as “miracle workers,” and
requested that they inform him
of their favorite meal so he can
deliver it to each of them as a token of appreciation.
The third recognition of the
evening highlighted the Waller
High School FFA Members for
attending the National FFA Convention in Louisville, Kentucky.

Barbie Schmidt spoke about the
convention activities and how
student Kimberlee Davis’ recognition was the factor that led the
students to attend the National
Convention. Each student that
attended the convention also approached the podium and spoke
about their role at the convention and as an FFA member.
After the recognitions, the
Consent Agenda was approved
as amended. Consideration
of resignations, employment,
leaves of absence, staff transfers, Board Meeting Minutes
from October 12, disbursements, budget change requests,
tax refunds, a bilingual waiver,
TASB Policy Update 103 and
new course adoptions for the
2016-2017 school year were
discussed.
Following the Consent
Agenda, the Regular Agenda
items were presented. Mark Lam
of Sterling20 presented a bond
construction timeline and project update to the Board. Lam
asked the Board if they would
like additional information to be
included in the project update
presentation layout. Bond project updates will be presented at
the monthly school board meetings. He also asked the Board
to approve a contract for construction services with Terracon
Geotechnical Engineers, Cobb
Fendley Civil Engineers and
Surveyors, Brooks and Sparks
Civil Engineers and Surveyors
and Arbor Leaf Engineering and
Surveying. Twardowski followed,
presenting a resolution concerning the appointment of the Texas
Commissioner of Education.
In Information Items, it
was announced that Waller ISD
continues to meet the 100 percent ‘Highly Qualified’ teachers
and instructional staff status. To
achieve the ‘Highly Qualified’
goal, the federal No Child Left
Behind Act requires all teachers
and instructional staff teaching
core subject academic areas to
meet specific competency and
educational requirements.
Twardowski provided an
overview of HB 2804, the new
A-F Accountability System and
informed the Board that the
Waller ISD 2015 Bond Referendum Canvass of Election date is
November 16.
Also announced was the upgrade of the Waller ISD Bond
Rating. The District’s underlying credit rating was upgraded

Waller High School hosted its annual blood drive on Thursday, November 12, and was met with
great success hitting a record number of blood donors. The Health Science Department of Waller
High School and its students were behind the successful annual blood drive, which wrapped up
earlier than expected due to the drive receiving the maximum allowable donations. The school
collected blood from more than 200 donors, setting a district record. St. Luke’s Heart Institute
was the beneficiary of this drive, and the blood donated will be supplied to children with Leukemia as well as open heart surgery patients. This is the first time St. Luke’s was the hospital of
benefit and as a result of its success, the students who worked the drive will get a VIP tour at St.
Luke’s Heart Institute with Dr. Denton Cooley on December 1. On the VIP tour, students will be

JOB DESCRIPTION
Drivers are required to operate safely and strictly within all
Company & Federal Motor Carrier Safety Regulations at all times.
Primary responsibilities will include the delivery of Tempur-Sealy
bedding to regional customer base, and return with backhaul
loads when available. Drivers are typically home most nights and
weekends, but some overnight trip assignments will be required
depending on demand (usually 1 to 2 nights max).
REQUIREMENTS & QUALIFICATIONS
Must possess a current and valid Class A CDL, safe driving
record, at least 23 years of age, two years prior over-the-road
interstate commercial driving, experience in semi-tractor/trailer
like equipment, EOBR experience is considered favorable
