The National Women’s Coalition Against Violence & Exploitation (NWCAVE) is a volunteer operated nonprofit organization located in the pacific northwest of the United States of America. We continue working to
inform, educate and prevent violence and exploitation against women and children nationally and
internationally.
Whether human trafficking, domestic violence, sexual assault, sexual violence, stalking, bullying, hate
crimes and all other forms of violence and exploitation against women and children, NWCAVE strives to
keep the public informed and educated on how we can live in a more civilized society free of violence.
In order to achieve our mission and objectives we collaborate with other organizations, businesses, the
public and media to continue to inform, educate and help prevent violence and exploitation in our local
communities and throughout the world.

Michelle Bart was born and raised in Fort Lauderdale, Florida and lived in Los
Angeles, CA over fifteen years until moving to the Pacific Northwest in 2008.
Known to many in Southern California as the founder of the Foothill Arthritis
Connection, Michelle is an award-winning media consultant and publicist with
over 20 years experience in non-profit management, media communications, and
human & civil rights advocacy. Michelle holds a communication’s degree and has
applied her education and expertise to helping businesses and organizations
obtain visibility through the media, community relations, and the Internet.
Michelle also helps families of missing children keep their child’s face and case
visible through national media outlets including “America’s Most Wanted” with
John Walsh on Lifetime, HLN’s Nancy Grace Show, “Issues” with Jane VelezMitchell on HLN, Fox News, CNN’s Larry King Live, and People Magazine to name a
few.

Carolyn Pillsbury was born and raised in Vancouver, Washington and has
lived her entire life throughout the communities of Clark
County. Pillsbury holds a Science degree, is married and has three
beautiful children. After 14 years as an insurance agent, she and her
husband, a retired Lieutenant & Commander of the Drug Task Force they
both joined in partnership and opened the Pillsbury Insurance Agency,
LLC.
During their tenure as business owners they both headed up some
signature community efforts for Allstate Insurance including “Every 15Minutes an Anti-Drinking Campaign” which they won a grant to help
educate residents and teens in Clark County. The Pillsbury Insurance
Agency also supported important events including Oregon’s “Hood to
Coast,” North County Food Bank, Vancouver Little League, Vancouver
Schools, PTA, Booster Clubs and Allstate Giving Campaign.
In 2002, Carolyn joined Soroptimist International of Southwest Washington where her community
outreached continued through estate sales, Macy’s Shop for a Cause and many other programs related to
women and girls. It was during her time in Soroptimist she learned about Human Trafficking, which led her
to co-found NWCAT, a project/program established by her Soroptimist club and the SI Camas/Washougal
and SI Vancouver clubs.
Since 2009, Carolyn had served on the Northwest Conference Against Trafficking steering committee and
help to implement many of the project’s efforts in the Vancouver area. When she and her husband decided
to close both their insurance offices in 2012, she joined in partnership with Michelle Bart and Debra Adams
to form a non-profit to enhance the successful program that NWCAT achieved since its formation thus the
National Women’s Coalition Against violence & Exploitation was founded!

daughters do their part to have a voice against domestic violence – the next chapter in my life I have a

For the past 20 years, Debra K. Adams, M.A. has developed a career working to
serve anyone affected by human trafficking, sexual assault, domestic violence
and all forms of violence in a variety of roles, such as: Consultant, Speaker,
Trainer, Facilitator, Author, Researcher, Educator, Organizer, Leader, Advocate,
Activist, and Mentor. She is a self-identified survivor of domestic violence who
finished raising 4 teenagers as a single mother. Over the span of those 20 years
Debra provided innovative curricula, awareness, and education for many
professional and service organizations, as well as delivering workshops for the
NCADV conferences in 2002 and 2006.

and consulted with the YWCA of Belarus for their national summit on one day
and presented at a multi-international government conference on domestic
violence the second day. For her third day, Debra spoke to students attending
the University of Belarus in their Sociology Department. Being a survivor of
domestic violence, Debra enjoys working with multiple and different groups of
survivors over the past 20 years, in capacities such as organizing, leading,
mentoring, supporting, and sharing empowerment strategies. Her most recent
national work was in May 2012 at the Florida Coalition Against Domestic
Violence at the 15th Annual Rural Conference; in July 2012 for Safe Place DV &
SA Program in Olympia, WA; and in October 2012 as a keynote speaker for the
Unity Against Violence Summit for United Way, Soroptimist International, and
the Human Response Network in Centralia, WA

National Media Ambassador Council Chair
Kacey Montoya joined KOIN in November 2007. She is an anchor and
reporter for KOIN Local 6. Before joining KOIN, Montoya was the morning
anchor at KPSP, the CBS affiliate in Palm Springs, Calif., where she earned an
Emmy Award for coverage of President Gerald Ford’s funeral, and received
an Associated Press Mark Twain Award for ‘Best Coverage of a Live Event.’
Prior to that, she was an anchor, reporter, and one-man band in Oak Hill,
WV at WOAY-TV. She attended Cal State University Northridge where she
graduated with a major in Broadcast Journalism. She earned many awards
in college, including first place for TV In-depth reporting from the Society of
Professional Journalists for her talk show on Political Free Speech.

Chair for the National Women’s Coalition Against Violence & Exploitation
(NWCAVE), working to promote non-violence against women and girls.

Southwest Conference Against Trafficking Chair
Kathy McElvany’s job as a Certified Travel Counselor allows her to live
a somewhat adventuresome lifestyle, visiting exotic places in all
corners of the world. She has seen first-hand some of our worlds
most blatant Human Rights issues and said; “I try to make each day of
my life count – to me, and to someone else,” said Kathy.
In 2000 Kathy represented Soroptimist International of the America’s
at the United Nations in Vienna, Austria to speak before the UN and
present a workshop on the “Transnational Crime of Human
Trafficking.”
She has represented Soroptimist International at the “All Chinese
Women’s Federation in Beijing, China” and at the “Shanghai Women’s
Association.” Kathy has been on the Board of Directors for
Soroptimist International Golden West Region, a two-term Board
Member of the Ontario Chamber of Commerce, the Upland Library
Board, Youth Accountability Board, the Ontario Public Relations
Director for Crime Stoppers, as well as and the Chairwoman for the
City of Upland Inter-Service-Club Forum. She has been an Honorary
County Deputy Sheriff and Chairwoman for the Adult Detentions
Facilities Advisory Commission.
Kathy was a Founding Director of Homeless Outreach Programs and
Education (HOPE), the City Appointee to San Bernardino County
Homeless Coalition, and the Founding President of the Children’s
Enrichment Center (affectionately called “HUG HOUSE”) in Ontario,
California, which is the 1st school in the state for homeless children.
She is a firm believer in human rights, the advancement of the status
of women, and the rights of the child. “Through awareness, advocacy
and action, we must stand up for what we believe is right. In this
technological millennium of escalated transnational crime, I believe it
is imperative that we look for alternative methods of identifying and
rehabilitating victims. Exposure to different practices to combat
violence and exploitation can help to broaden vision and make
networking more affective and global,” said Kathy.

Human Trafficking Experts & Advocates
James and Athena Pond are the Founders and Executives of
Transitions, an organization restoring the lives of young girls rescued
from sex trafficking through the power of a dream. After 8 years in the
Marine Corps and 10 years in corporate America, James, Athena and
their family gave up their lives in the United States and began working
to combat sex trafficking in Southeast Asia.
Transitions operates innovative and holistic programs for survivors that
have gained international attention for their professionalism,
pioneering spirit, and success. James and Athena have consulted on
anti-trafficking projects in Indonesia, Greece, India and the United
States. They currently live between Phnom Penh, Cambodia and
Cincinnati, Ohio.

In 1998, with only a computer and $30, Ashoka Fellow, Reebok
Human Rights Award–winner and leading child sex trafficking
advocate and survivor Rachel Lloyd established Girls Educational
and Mentoring Services (GEMS) to support American girls and
young women survivors of commercial sexual exploitation and
domestic trafficking. Since its inception as a one-woman outreach
program in 1998, GEMS has grown steadily, building its services
and programs and garnering increased visibility and recognition
under Lloyd’s leadership.
Now the nation’s largest organization offering direct services to
American victims of child sex trafficking, GEMS’ empowers girls
and young women, ages 12–24, who have experienced
commercial sexual exploitation and domestic trafficking to exit
the sex industry and develop to their full potential.
Lloyd is a nationally recognized expert on the issue of child sex
trafficking in the United States and played a key role in the
successful passage of New York State’s groundbreaking Safe
Harbor Act for Sexually Exploited Youth, the first law in the
country to end the prosecution of child victims of sex trafficking

Janet Kearney became involved in combatting sex trafficking in 2009 when she learned that her 17year-old daughter, Shelby, was involved with a convicted sex offender. Shelby was bright with
numerous academic achievements, planning to become a forensic pathologist. She was a volleyball
player since 3rd grade and had a large variety of friends. She began attending community college as a
high school junior, so she could fast-track high school and college. Because she began socializing with
students older than her, Janet and her husband, Jerry, knew she had a boyfriend that was 22 years old
later learning he was actually 29 years old.
Anthony Pranzetti, Shelby’s “boyfriend” introduced her to methamphetamines by spiking her sodas
with crushed crystal meth and eventually “selling” her to outside sexual partners for the drugs he and
she needed. In October, 2009 Janet and Jerry learned of this through a police officer and corrections
officer that were monitoring their phone calls. Through intervention, Shelby was placed in a mental
health facility and has been drug free for 3 years. However, due to the intensity of her short-term
drug use (5 months) and exposure to multiple sexual partners and acts, she remains under physician’s
care. This situation turned their family’s life upside down. Shelby has not been able to move in the
direction she previously planned and speaks out to students and other groups on the hazards of
internet dating and sex trafficking in general.
Janet, Jerry and Shelby got involved with our organization in 2011 when they were keynote speakers
at our conference. All three have spoken numerous times on behalf of the organization and it was
only fitting Janet be a part of ending violence & exploitation by joining the NWCAVE Advisory Council.
Janet speaks to groups on this subject, specifically to emphasize that bright, happy, successful
children can be lured into this dangerous culture. These predators find the weakness in children and
exploit them.
Janet is a hospitality professional, well-known in the Oregon meeting and hotel industry. She
graduated from Oregon State University. She also has one other daughter who has been traumatized
by this as well and refused to be involved on any level.

Domestic Violence & Child Abuse Experts
Ann Garrett, BS, BSW was born in Salt Lake City, Utah and grew up playing in
the gully behind her family’s house, hiking in the Rockies, riding horses,
raising animals and skiing. At the age of fourteen she began to work with
children who were emotionally disturbed. She has never stopped.
Ann attended the University of Utah where she received Bachelor of Science
degrees in sociology and social work. During her junior year in college Ann
lived in Switzerland and traveled throughout Europe.
For over thirty years Ann has lived in the Los Angeles area, working in a
residential treatment center and therapeutic school for severely emotionally
disturbed children who were physically and sexually abused. She currently is
a children’s librarian, runs a literacy program, in addition to being a Special
Ed. substitute teacher. These programs give her an intense venue for
studying and understanding how stories affect the most difficult of
audiences.
Travel and adventure are Ann’s favorite activities. She loves kids, animals,
writing, photography, and a great conversation over a cup of coffee.
Ann has written several children’s picture books, both individually and in
collaboration with the late Gene-Michael Higney. She is the author of Keeper
of the Swamp (which was also published in Spanish as Guardian Del
Pantano). Ann collaborated with Gene-Michael Higney on Fins and Flippers,
Scales and Nippers, Stardusters, What's for Lunch?, What's for Dinner?, and
Tales of Tails.

Savenia Falquist-Dionne is the Founder of Silent Spirits and has
worked for 15 years in child sexual abuse prevention. She is
also a survivor of child sexual abuse and incorporates her
personal and professional experience into projects to increase
awareness and work towards prevention.

Robin Sax is FOX 11 Legal Analyst and host of the FOX 11 web show
Pick A Lane. She is a former Los Angeles County Deputy District
Attorney who specialized in prosecuting sex crimes against children.
For over fifteen years Robin prosecuted some of the most despicable
defendants who committed the most heinous crimes, prosecuting
hundreds of felony crimes including homicides, stalking, domestic
violence, child sexual assault, and gang crimes.
Robin has served as legal analyst for major network news
organizations, including ABC, CBS, NBC, CNN and FoxNews. As an
author, she has penned six books, including "The Complete Idiot's
Guide to the Criminal Justice System", all of which draw on her vast
experience as a prosecutor and right's advocate.

Stacey Honowitz is a twenty-two year veteran of the Florida State
Attorney's Office, seventeen years dedicated to the Sex Crimes and
Child Abuse Unit where she is currently serving as a supervisor. She
is also a frequent legal commentator who has provided legal
analysis for Larry King Live, CNN Headline News, Good Morning
America, Dateline NBC, CBS News 48 Hours, MSNBC, CNBC, as well
as Fox News and Court Television.
She has prosecuted several high profile cases in south Florida and is
also a guest lecturer who speaks about child sex abuse, the sensitive
nature of these cases, the navigation of the criminal justice system
and the importance of frank and open communication with children
about this important and difficult subject matter. She has provided
important information for several years to both parents and children
on the issues of child molestation and continues to send the
message that the importance of reporting the abuse is the first step
in healing.
Parents always want to know how to talk to their children about sexual abuse. The importance of "My

Medical Experts & Advocates
Dr. Dale Archer is a Medical Doctor, board-certified Psychiatrist and
Distinguished Fellow of the American Psychiatric Association who has helped
thousands of patients in his private practice for more than two decades. Dr.
Archer was born in New Orleans, Louisiana. As a Tulane Scholar and Phi Beta
Kappa, he received his BA in Philosophy with honors, and continued at Tulane
where he received his M.D. from the School of Medicine. Dr. Archer attended
The University of Texas in San Antonio for his internship in Internal Medicine and
while there found his calling and completed his Residency in Psychiatry.
In 1988, he founded The Institute for Neuropsychiatry in Lake Charles, Louisiana,
a clinic which now staffs 6 psychiatrists and multiple psychologists, therapists

Archer considers himself a 'General Psychiatrist' and feels that the vast
specialization that has occurred within the field misses the point that all human
behavior is connected and that to treat one problem without assessing all
aspects of the individual has only a limited chance for success. He coined the

term ‘continuum theory of mental illness’ which states that psychiatric diagnoses

mental illness. Rather, these traits occur on a continuum from 1 (none of the
trait) to 10 (super dominant trait) and this will dictate whether treatment is
needed and to what degree.
He has had a private psychiatric practice for over twenty years, served as the medical director at various
times for adolescent, adult and geriatric inpatient units, worked as a prison psychiatrist, served as an expert
witness in many criminal court cases and was the corporate medical director for a 20 facility Addiction
treatment group. He is now the Medical Director for psychiatric services at Lake Charles Memorial Hospital
and is the psychiatric consultant for the SW Louisiana Crisis Intervention Training (CIT) program which trains
police officers in how to recognize and deal with mental illness. Recently he was appointed by the Governor
to serve on the Louisiana Medical Advisory Board.
Dr. Archer is a media veteran with over two decades of experience. He started a weekly mental illness news
segment at the Lake Charles NBC affiliate in 1988. He has had three successful radio shows, including the
very popular call-in show "Taking Charge with Dr. Dale Archer” and a regional and internet based TV talk
show, "The Dr. Dale Archer Show". He has appeared on most of the top national news shows talking about
various psychological issues related to current events.

Medical Experts & Advocates
With over 25 years of administrative experience, Dr. Kathie Mathis
has been responsible for administration, board development, staff
development, public relations, funding development, program
development and volunteer development. She has also been
responsible for leading nonprofits that were financially floundering
into positive and stable cash flow resilience.
During her career, Kathie has developed and introduced national
models in mentoring, abuse prevention and school-based stop
bullying programs. She also authored two books, wrote monthly
columns for magazines and newspapers. She trains in Batterers
Facilitation which meets the California LA County Probation
Department Standards. She has trained Probation staff around the
country and has helped update and revise the Los Angeles County
Standards. She also helped create a popular training, The
SociopathicStyle Relationship Facilitator Training, which is being
presented nationally. She is an Emotional Addiction Specialist and
has written articles and a book entitled “Emotional Addiction – A
Bitter Sweet Truth.” She is a keynote speaker at convention,
symposiums and conferences. She is only one of three trainers and
specialists in the Sociopathic Type Relationship.

Kathie is a state and national advocate meeting with legislators in Washington D.C. and California. She has
testified before the California State Senate/Assembly and met with California's Judicial Council, promoting
legislation and safety measures for victims of abuse. She is a promoter of public safety and safe
environments. Dr. Mathis has organized state and county conferences. She was a member of the committee
setting California’s State requirements for Drug/Alcohol Programs and was a trainer. She also participated
on the task force reforming the California Dept. of Parole/Rehabilitation Adult Outpatient Mental Health
Programs. She has presented in 2010 (at the APPA) and again at the 2012 American Association of
Probation and Parole Association Conference. Her keynote speaking and training requests have taken her
to international locations, promoting DV prevention and intervention.
Dr. Mathis took the lead on Prop 46, which provided $2.1 billion in new funding for affordable housing
projects including $195 million in grants for capital development projects for emergency shelters and
transitional housing. She helped with SB734 and currently has a legislative proposal being considered on
public safety.

Missing Persons Division Chair
Shelley Shaffer is heading up NWCAVE’s Missing Persons Division.
Shelley has over 20 years law enforcement experience in crime scene
investigation, probation and parole in South Florida. Shaffer has both a
Bachelors degree in Criminal Justice as well as a Masters degree in
Criminal Justice; she currently is working on an ABD in Criminal justice.
Shelley is the Associate Dean at Florida State College at Jacksonville in
Criminal Justice, Emergency Management and Fire Science in addition to
the Bachelors degree program in Public Safety Management.
Shaffer has served as Fox35 Orlando Forensic Expert during the Casey
Anthony trial and as a forensic expert on Voices for Justice. Shaffer has
worked many missing children cases and continues to consult on open
and cold cases throughout the United States.
Shelley is currently serving on the Northeast Florida Community Action
Agency Board of Directors and on the National Advisory Council for
National Women’s Coalition Against Violence & Exploitation.
In her spare time, you can find her on the beach or on her boat!
Katharine Johnston was born in Monroe, Louisiana. Katharine now lives in
Southern Alabama. Katharine founded Angel’s Wings Air Search and Rescue in
2009, and has worked with the National Center for Missing and Exploited Children
by helping bring awareness to violence and by educating parents and children
with safety tips.
In 2010 Katharine was presented with The President’s Volunteer Service Lifetime
Award from President Barack Obama for volunteering over 4,000 hours to
charity. Katharine has an AAS degree in Medical Assisting. She then attended
Austin Peay State University and earned a Bachelor of Science degree in
Psychology with a minor in Criminal Justice. Katharine is currently studying for
her Master’s Degree in Clinical Neuropsychology at Capella University.
In 2012 Katharine and her husband, Shawn, started building a salt cave spa,
Heavenly Elements, which will provide some assistance to victims by providing

Community Advocates Against Violence & Exploitation
An avid (sometimes called rabid) women’s right advocate, Marvalene
Broadhead developed her passion after being raised in the “Great
Western Farm Culture” where women most often took a back seat to
men. “It was nothing that my mother taught; it was just the way it
was!” As a result, she came from the generation of women who
fought hard for the rights that this generation of women enjoys
today. Marvalene’s business career started with her own business
and then after moving from Idaho to Washington state, transitioned
into marketing and advertising where she spent most of her
professional years.
Through professional acquaintances’ she joined Soroptimist
International and has been a member for 20 years serving in all club
offices plus District Director. She served as the Northwestern Region
Liaison for Soroptimist Quadrennial Project and is now District 3 sitecoordinator for her 9th year! Through Soroptimist she became
involved with NWCAT and served on their advisory council and as
their site-coordinator at the 2012 conference.
Her passion led her to the YWCA of Yakima where she has served on
the Board of Directors since 2005 serving as President for two terms.
During that tenure, the YWCA fulfilled a dream of a new Battered
Women’s shelter and transitional housing. After 6 long years of
planning and fund raising, the new $9.5 million dollar building is now
complete and housing our most vulnerable population, women and
children.
Last year Marvalene chaired the YWCA Luncheon where she was able
to secure keynote speaker Elizabeth Smart; her efforts helped to sell
out the luncheon and once again benefiting the YWCA and the
community the organization serves.
Marvalene has also served on the Board of Planned Parenthood,
Yakima County Homeless Coalition, Wellness House and this year
serving as event coordinator for the United Way. She is honored to
serve on the NWCAVE advisory council and welcomes the chance to
help make a difference in the lives of exploited women and children
in our country.

Community Advocates Against Violence & Exploitation
Donna Bart (right in each photo) was born and raised in Springfield,
Massachusetts. After graduation, Donna and her husband relocated
to South Florida to raise their two daughters. In earlier years, Donna
was a stay-at-home mom taking care of her family and serving on
many boards of community organizations including BYWC and FHA.
After years of abuse, Donna chose to divorce and take her two
daughters to a safer environment. After years of being a single
mother, she remarried and had one son.
Donna has spent over forty years in sales, interior design and real
estate. She owned an interior design company for years in Florida
until moving to Washington in 2006. Donna a couple of years ago
through her daughter, NWCAVE President Michelle Bart introduced
her to the dark world of human trafficking and having a voice for
women and children. Donna was among the co-founding members
of NWCAT and today is a proud co-founding advisory council member
of the National Women’s Coalition Against Violence & Exploitation.

and enjoys the simple life the Pacific Northwest has to offer.

Community Advocates Against Violence & Exploitation
Wanda Costi is the Director of Finance at The Westin Portland
and has over 30 years in hospitality financial management in
Oregon and Washington.
Through professional contacts, she joined Soroptimist
International of Portland 25 years ago and has served two terms
as President as well as many of the other offices and
directorships. The Soroptimist mission of improving the lives of
women and girls in our local communities and throughout the
world took her to the region level, serving as District Director
over Western and Central Oregon and Southwest Washington.
Wanda also served as Northwestern Region
Membership Chair and is currently the Region Program Chair.
This has been her platform to raise awareness in the fight
against domestic violence and human trafficking issues in our
community.
Wanda served on the fundraising committee at the Battle of the
Badges, a softball tournament for police and firefighters to raise
awareness of Sexual Human Trafficking of young girls, and also
with the NWCAT conferences in Portland.
It is an honor and a privilege to serve on the NWCAVE Advisory
Council, to help make our communities free of violence for
women and children.
