Who was Austin Peay and why was a university named for him?
Austin Peay was governor of Tennessee and a favorite son of Clarksville. Gov. Peay signed a law establishing Austin Peay Normal School
on April 26, 1927. So, now you also know why APSU’s nickname is the “Governors.” Although Austin Peay State University has a more than
80-year history, institutions of higher learning have occupied the campus since 1806.
Austin Peay Basics
Austin Peay consists of 79 buildings on three sites in ClarksvilleMontgomery County, occupying more than 650 acres. These sites
include the main campus in downtown Clarksville, the Fort Campbell
campus and the Environmental Education Center. The University also
offers degree programs at the Renaissance Center in Dickson, Tenn.,
and at Highland Crest in Springfield, Tenn.
With an enrollment approaching 11,000 students, Austin Peay
continues to be a leader in growth among public universities in Tennessee. We serve students from every region in Tennessee, many of
the 50 states and several foreign countries through our online degree
programs and regional locations.
The school name “Governors”
In the infant years of intercollegiate competition, Austin Peay’s athletic representatives were often called “Normalities” or “Warriors.”
The present “Governors” tag surfaced around 1937, probably as a tribute to Gov. Austin Peay.
Let’s Go Peay!
The cheer “Let’s Go Peay” became APSU’s battle cry during its first two NCAA appearances in the early ‘70s after James “Fly” Williams
and his teammates brought widespread attention to APSU men’s basketball.
Alma Mater: All Hail
To Austin Peay
Austin Peay Fight Song
Smash! Bang! To victory
Go the Governors of Austin Peay
Clash! Clang! It’s misery
For the minions of the Enemy
Fight on and
Smash! Bang! to Score Again
For it’s ready, set 1, 2, 3!
Smash Bang! Biff Bam! Clash Clang! Rim Ram!
Dash along to Victory!
Let’s Go Peay!
All Hail our Alma Mater,
All Hail to Austin Peay,
Forever faithful to thy standards will we ever be,
We love thy campus beauty, serene in dignity,
And so we proudly sing this song in praise of thee,
All Hail, All Hail,
We sing in praise of thee,
We love our Alma Mater,
All Hail to Austin Peay.

professor of music and band director, 1956-87

Emergency Information
Emergency Text Message System
http://www.apsu.edu/alert
Austin Peay State University offers AP Alert, an emergency text message warning system that enables designated APSU officials to send
announcements about any imminent emergency affecting the campus.
AP Alert is another means for members of the University community to be notified of weather-related closings and emergencies.
Students can sign up to receive emergency notifications by providing his/her cell phone information, as described on the Web at
getrave.com/login/apsu.
Emergency telephones — also known as “Blue Boxes” —are found in numerous locations around campus.
If you have an emergency, simply press the button on the callbox. You can also call 911.
You can reach Campus Police for a non-emergency by calling 931-221-7786.
APSU also provides a security escort service within the confines of the campus. The security escort service operates every night of
the week during the hours of darkness.
Govs I.D. Card
Location: Morgan University Center, Room 207 • Morgan University Center Information Desk • Phone: (931) 221-6617 •
www.apsu.edu/govscard
The Govs Card is the official I.D. card of the University. This card is
a student’s lifeline to campus life. Students must carry their Govs I.D.
card with them at all times while on campus. With the Govs Card,
students are able to do the following:
Admission to Events
Students will gain access to athletic games, concerts, campus
events and shows. They may even have the opportunity to get a
free T-shirt or free meal. Students may attend regular season athletic events free with their Govs I.D. card.
Meal Plan
Access to Library and Residence Halls
If students live in the residence halls, their meal plan will be on
their card. If students commute to campus, they may purchase a
meal plan and it will be available on the card as well. Check out
www.dineoncampus.com/apsu for more info.
All students will need to have their I.D. card to enter the Woodward Library after 9 p.m. Students who live in campus housing will
need to have their I.D. card to enter their residence hall building or
access the laundry facilities.
Govs Bucs
Money can be placed on the I.D. card using a declining balance
system on the card. This is very handy so that students do not
have to carry cash with them on campus. Govs Bucs can be used
to purchase items at any on-campus food location, the Peay Pod
(convenience store), copiers, items at the Foy Fitness and Recreation
Center and in the snack and vending machines.
Off-Campus Banking
Foy Fitness and Recreation Center
During Summer Welcome students will get their Govs I.D. card.
Do not lose it! The first card is free, but replacement cards cost $20.
The University has partnered with US Bank to allow students to
use their Govs Card as a debit card off campus. A representative
will be present during summer welcomes to provide details on the
program.
When do students get their Govs Card?
A valid I.D. card will allow students access to the Foy Fitness and
Recreation Center and pool.

Parking and Public Safety
Location: Shasteen Building • Phone: (931) 221-7786 — 24-hour dispatch • www.apsu.edu/police
Parking
All students at Austin Peay State University main campus are required
to have a parking decal for the vehicle they operate.
$25 and revocation of parking privileges for remainder of semester/
term
• All other parking fines: $25
How do I obtain a decal?
Where am I authorized to park?
To find the current parking map online, follow these steps:
1.) Go to www.apsu.edu.
2.) Click on A-Z Index. Click “Parking Regulations.”
3.) Follow the links on the left of the page.
Decals are available at Public Safety/Campus Police (Shasteen
Building), located behind the football stadium and, at peak times,
the Morgan University Center Information Desk.
How much is the decal?
The following represents the color-coding system for parking on
campus:
Red — Faculty and Staff
Blue — Disabled
White — Visitor*, 30-minute parking*, Cross, Hand Village,
Orange — Sevier, Blount and Harvill Hall
Green — Emerald Hills, Two Rivers and Commuters
*Visitor and 30-minute parking will be labeled as such.
Student access fees cover the cost of the decal.
What if I use more than one vehicle?
The University uses a hanging decal system rather than an adhesive sticker. This allows the decal to be moved and used with any vehicle the registered person operates. Because of this flexibility and
the limited parking on campus, each person is entitled to only one
decal. Exceptions are made for married housing student families
with two licensed drivers and in other extraordinary circumstances.
There is a ticket appeals process and you can visit the following
website, https://www.apsu.edu/police/traffic-citation-appeal, to
submit your appeal online. Citations issued in disabled spaces may
NOT be appealed.
The APSU parking regulations and map can be found at
http://www.apsu.edu/Police/parking.
What if I get ticketed on campus?
If you are ticketed for one of the following parking violations, you
will be responsible for paying the fine.
• Unauthorized parking in visitor, maintenance or emergency
vehicle space: $35
• Unauthorized parking in disabled parking area: $200
• Possession/use of a forged/altered/lost/stolen decal or permit:
***ALL VISITORS TO APSU MUST RECEIVE A VISITOR’S PASS
FROM CAMPUS POLICE BEFORE PARKING ON CAMPUS.***
Campus Police
Motorist Assistance Program (MAP) Services
The Motorist Assistance Program (MAP) can come to your rescue
and best of all it’s FREE! The Public Safety Division provides a variety

campus. If you have an emergency, simply press the button on
the callbox. This will immediately connect you with a dispatcher.
They will send the appropriate agency to respond. You can also use
emergency telephones to request the security escort service. Send
ANONYMOUS text messages to Campus Police at 931-494-6672.
Security Escort Service

Campus Police/Public Safety Office’s Student Patrol provides a security escort service within the confines of the campus. The security
escort service operates every night of the week during the hours of
darkness.

Financial Aid
Location: Ellington Student Services Building, Room 216 • Phone: (931) 221-7907 • www.apsu.edu/financialaid
Office hours: 8 a.m.-4:30 p.m., Monday-Friday • APSU School Code: 003478
Financial aid is available in the form of scholarships, grants, loans
and federal work-study. The federal government, state of Tennessee,
lending institutions, private agencies and postsecondary institutions
may offer financial aid assistance. Most federal and state-funded
financial aid programs are awarded on the basis of proven financial need. Need is defined as the difference between the cost of
attendance and the expected family contribution (EFC). The EFC is
determined by a standard formula established by the U.S. Congress.
Apply online at www.fafsa.gov.
Types of Financial Aid
• Grants — Based on financial need. They, normally, do not have
to be repaid but might have to be.
• Student Loans — Borrowed money that must be repaid. Repayment begins six months after graduation or if student is no longer
enrolled at half-time status. The maximum annual amount for freshmen is $3,500 Subsidized (awarded on the basis of financial need
and does not accrue interest before repayment of the loan) and/or
Unsubsidized (accrues interest from the date of disbursement). An
additional $2,000 Unsubsidized may also be requested.
• Parent Plus Loan — Borrowed money that must be repaid. Repayment begins within 60 days from the time funds are disbursed,
or a repayment plan may be selected.
• Federal Work Study — Based on financial need. Student works
on campus for up to 20 hours per week.
• Scholarships — For information about scholarships available at
APSU please visit the scholarship website at www.apsu.edu/scholarships.
Financial aid does not always cover the cost of books.
Important information about Student and Parent

Student Loan Program.
• Students must accept their loans on AP OneStop.
• Parents applying for a PLUS loan may apply at www.studentloans.gov.

Taking Care of Business
Financial Aid Frequently Asked Questions, continued
Q. If I skip a semester in college, how will that affect
my financial aid?
You will not receive any financial aid. For example, if you had loans,
you will begin using your authorized grace period. Lottery Scholarship recipients must get pre-approval to skip a semester (excluding
summer term).
Q. How is financial “need” determined?
Cost of attendance (COA) is determined by the University using
rules established by the federal government. The COA may include:
• Tuition and fees
• Allowance for housing and food
• Allowance for estimated transportation expenses
• Allowance for books and supplies
• Allowance for estimated miscellaneous expenses (such as personal expenses)
Students receiving any federal and/or state funds cannot receive financial aid greater than their COA less other aid they are expected to receive
(Vocational Rehabilitation, Workforce Essentials, Scholarships, etc.).
Q. Who is eligible to receive financial aid?
To receive aid from any of the federal student aid programs, you
must meet all of the following qualifications:
• Be a U.S. citizen or eligible non-citizen with a valid Social
Security number.
• Have a high school diploma or a General Education Development (GED) certificate or pass an approved ability-to-benefit
(ATB) test.
• Be enrolled or accepted for enrollment in an eligible program
as a regular student seeking a degree.
• Register (or have registered) with the Selective Service, if you
are a male between the ages of 18 and 25. You can give Selective
Service permission to register you on the FAFSA. You can also
register online at www.sss.gov.
• Have financial need. Financial need is determined by a standard formula established by Congress to calculate your expected
family contribution (EFC).
• Meet the Satisfactory Academic Progress standards set by the
federal guidelines.
• Certify that you will use federal student aid only for educational purposes (on the FAFSA).
• Certify that you are not in default on a federal student loan
and that you do not owe money on a federal student grant (on
the FAFSA).
• Maintain at least half-time enrollment status to receive student
loans, TSAA or Tennessee Education Lottery Scholarship. Most
grants are prorated based on the number of credit hours enrolled.
• Financial aid can not be used to pay for developmental/remedial courses in excess of 30 attempted hours. The policy may be
reviewed at the following link:
http://www.apsu.edu/financialaid/SAT_PROG.htm.
Q. What is the difference between a subsidized and
unsubsidized Direct Loan?
The federal government pays the interest on subsidized loans
while the student is enrolled in school for at least half-time. With
an unsubsidized loan, the interest payments are the responsibility of
the student. Students can elect to pay the interest on the unsubsidized loan while in school or choose to let the interest accrue.
Arrangements for payment should be made through the student’s
loan servicer, not the school.
Q. What is Federal Work Study and how do I qualify?
Federal Work Study is an employment program sponsored by the
federal government. You must complete the Free Application for Federal Student Aid (FAFSA) each year and meet the priority published
deadline dates as well as the federal eligibility requirements. For additional information, please visit www.apsu.edu/financialaid/fws.htm.

Confirmation of Classes
Confirmation is necessary to prevent your classes from being
dropped. Even if a student’s account shows a zero or credit balance,
he or she must complete the confirmation process to retain his or
her classes. Students may confirm their classes by logging on to AP
OneStop at http://onestop.apsu.edu. Confirmation of classes must
occur every semester. Instructions for confirming classes:
1. Log into the student account on OneStop. If you have trouble,
call the Help Desk at (931) 221-4357.
2. Select the “Web Self Service” tab.
3. Click on “Student” tab.
4. Then choose “Student Account” from the listing.
5. Select the option that beings with “Account Detail for Term/
Confirm Enrollment”.
6. Choose the term to confirm from the drop-down box (e.g. Fall
2012 or Spring 2013) and click submit.
7. At the top of the Account Detail for Term screen, two options
are shown:
a. Yes, I will attend
b. No, I will not be attending
8. Choosing “Yes, I will attend …” will result in the screen “Your
registration has been confirmed. Your confirmation number is
XXXXX” if no charges are owed.
9. If a student still owes money, he or she will be prompted to
pay the balance or sign up for a payment plan. Once the payment
is processed, a confirmation email will be sent. If a balance is owed,
you must pay this balance before you are confirmed.
Clicking “Yes, I will attend” will not confirm your classes if a balance is due.
10. Choosing “No, I will not be attending …” will result in the
screen “You have chosen to not attend [specific term]. Your classes
will be deleted.”
To be sure you are confirmed, repeat steps 2-6 and it should state,
“Your Fall (or current term) 2012 Schedule is Confirmed.” If you see
this, all is well.
Registration, Cancellation and Withdrawal
• Not attending class does not relieve you from your financial
obligation nor entitle you to a refund.
• Students who have confirmed their registration must withdraw
officially from the University if they decide not to attend APSU. Official withdrawals are the handled by the Office of the Registrar. That
office can be reached at (931) 221-7121 or online at http://www.

What is the Honors Program?
Hall, where you will be in an environment with other highachieving students.
• In addition, you will be invited to become a member of the
Laurel Wreath Society, an honor society which has the distinction
of being the oldest student organization on campus.
The Honors Program is designed to challenge students and provide opportunities for creative exploration and intellectual development. The program allows motivated students to fulfill 15 hours of
core requirements and six upper-level courses in a more challenging, interdisciplinary environment.
What qualifications do I need to be accepted into the
Honors Program?
Generally, minimum ACT composite score of 26 and have a commendable high school record. These requirements are flexible,
however, and any student with a strong academic background and
an interest in more challenging, creative courses should apply.
What benefits will I receive from being in the Honors
Program?
• The principal benefit comes from experiencing the courses
themselves. Honors students have close interaction with the Honors faculty and enjoy the atmosphere of being in courses with other
Honors students.
• As an Honors student, you may apply for residence at Harvill
How are Honors courses different from non-Honors
courses?
Honors courses are not simply regular courses which are harder
or more work-intensive; the approach is different. Honors faculty
are encouraged to adopt an interdisciplinary approach and to create
an atmosphere which challenges students. This may take many
forms, such as bringing in outside speakers, encouraging lively classroom discussions, attending performances and other functions and
pursuing intensive research interests.
How do I apply for the Honors Program or find out
more information about the program?
Applications are available for download on the Honors section of
the APSU website. You may contact the director by emailing [email protected] or calling (931) 221-7403 or (931) 221-7119.

Jawaun Rogers, SGA chief justice
Gregory R. Singleton, SGA adviser
What is the Student Government Association (SGA)?
The Student Government Association (SGA) serves as the voice
for all students and is the liaison between students and the faculty,
staff and University administration. The SGA is composed of the
executive board, senate and Student Tribunal (judicial board). Additionally, students are recommended by the SGA Executive Board
to serve on numerous University standing committees.
How do you get involved?
SGA Senate currently designates five freshmen and two graduate
seats to be elected each fall semester. Applications will be available the first day of class at www.apsu.edu/sga. Senators have the
opportunity to research ways to improve APSU and can propose
resolutions to the Senate. In the spring semester, SGA elections are
held for both executive board seats and the rest of the senate positions. Additionally, Student Tribunal selections are held during the
spring semester.
When are meetings held?
Meetings are held weekly at 4 p.m., Wednesday, in the Morgan
University Center.
Looking to make a difference?
Then SGA is the organization JUST for you. There are a variety of
programs and events held annually by SGA. Some of these include:
• Peay Pickup – In a partnership with the Clarksville Transit System (CTS), the campus trolley runs around the perimeter of campus
transporting students in from exterior parking lots and residence
halls. No need for a car when you also get the benefit of riding any
CTS bus in town! This service is free with your Peay Pick up card and
Govs I.D. You can obtain your card at the MUC Information Desk
the first few days of class and in the Facilities office, MUC 207, after
that.
• MudBowl — A campus “tradition.” It’s a fun time to get “down
and dirty” playing volleyball with your fellow students in the mud!
• Homecoming — In cooperation with the Office of Student
Life and Leadership, SGA is one of the co-sponsors of events held
throughout the week. You’ll find that regardless of your interest or
talents, there is something for everyone during Homecoming.
• G.H.O.S.T.— Once a year Austin Peay becomes a G.H.O.S.T.
town! G.H.O.S.T., “Greater Halloween Options for Safe Trick or Treating,” is a longtime tradition at APSU, sponsored by the Student Government Association. Originally intended for the children of APSU
students, faculty and staff, G.H.O.S.T. also draws children from the
local community and provides a welcome environment for children
to trick-or-treat on the APSU campus.

Peay and the Division of Student Affairs, the Office of Student Life and Engagement strives to connect academic and out-of-class experiences through programming and leadership development that establishes a diverse, interactive and responsive learning community.
The Office of Student Life and Engagement prepares students to be citizen leaders with an understanding of the global community and a
commitment to service.
Homecoming
Homecoming is the highlight of fall semester and brings students,
alumni as well as the community to campus. The activities will start on
Oct. 22 and culminate with the football game on Saturday, Oct. 27 when
the Governors host the Southeast Missouri. Events during the week
include student organization banner contest, fight song competition,
StepOff and court announcement, APSU Apollo student talent show, pep
rally, student concert, Greek Step Show, Homecoming Parade and the
crowning of the king and queen. There are many opportunities to get involved in Homecoming activities through a student organization, sorority
or fraternity, academic department or residence hall, the football game
or tailgate. There are always free T-shirts and other giveaways during the
week at the various Homecoming events.
Govs Programming Council
What is the Govs Programming Council (GPC)?
The GPC is a student organization that plans, promotes and executes
entertainment and educational programs for APSU. These programs
include performances by comedians, lecturers and musicians, as well as
activities like movie showings, game shows and many other social and
extra-curricular activities. Activities programming at APSU should be for
the students and by the students!
What are the benefits of GPC membership?
• Develop leadership and organizational skills
• Gain programming experience
• Meet a variety of people with diverse backgrounds
• Meet and host a variety of national and local entertainers
• Develop marketable skills for your future
• Build your resume
• Complement your academic program with valuable practical experience
How do you join GPC?

32
Morgan University Center. You then will be included in the GPC
email list and be alerted to upcoming events and involvement
opportunities.
What events has GPC sponsored?
Throughout the 2011-12 academic year, GPC planned a
variety of events. GPC hosted comedy shows, magic/illusionist
shows, game shows and movie showings (includes new releases, children’s movies, independent, international and social
justice awareness films).

S.E.R.V.E. (Students Engaged in Responsible Volunteer Experiences) offers a wide array of opportunities for students to get involved
on campus and in the community while at Austin Peay. Students
who are civic-minded and enjoy helping others are encouraged to
participate. Students can choose their level of involvement, from
Alternative Spring Break trips, weekend trips, weekly service opportunities, monthly projects, or awareness weeks! S.E.R.V.E. has
something for everyone!
Last year, S.E.R.V.E. offered monthly service projects on Saturdays
called Service Saturdays. Students worked with Salvation Army,
Teacher’s Warehouse, State Parks of Tennessee, Animal Control and
local churches to make a difference in the community.
S.E.R.V.E., along with the Social Work department, provide a
campus food pantry called Save Our Students that provides extra
help for students with food insecurities. Students can get three days
worth of food at a time, and after their first visit they meet with a
resource consultant who can help identify additional resources on
campus and in the community. The food pantry is located in the
Student Life and Leadership office (MUC 211) and can access more
information and apply for food through the SLE website, www.apsu.
edu/sle. The campus supplies the food pantry through donations
and food drives throughout the school year.
S.E.R.V.E. also supports Service Learning initiatives across campus,
through living and learning communities to the classroom. Students
can apply to live together in the Service Learning community, attend
weekly service projects, and share a meal weekly to talk about their
experiences. Students who would like to combine their service with
course work can register for service learning courses. Service learning courses combine 12-15 hours of service with course material for
these unique classroom experiences.

Want to pursue spiritual growth?
Many students are involved in church groups while living at home and may want to continue these activities while away from home. At
APSU, a student’s spiritual growth can be part of the education and continued personal growth through participation in the activities of the
campus ministries.
What can I expect?
Campus ministries at APSU are organizations of students who are dedicated to service to others. These students gather weekly to enhance their religious experience, while helping create a positive atmosphere of diversity. These campus ministries sponsor spiritual, social

Bienvenidos! You are always welcome at the Hispanic Cultural
Center. Our mission is to promote and educate the campus about
Hispanic culture. We provide programming, lectures, travel and music
to support this mission.
A few of our programs are:
tradition is to decorate sugar skulls. We import our sugar skulls from
MEXICO!
The HCC Peer Mentor/Mentee Program
• Not all about Tacos! This program is a pun to emphasize how
misconceptions attribute to stereotyping. Each month the center
promotes a study of a specific Hispanic country. There will be a guest
speaker and traditional food served.
• Zumba! The center promotes two Zumba events per year. One
will be held in the fall and one in the spring. What a better way to get in
shape than exercising to a “Latin” beat!
• Salsa Nights! Salsa Nights are a huge hit on campus and like
Zumba, there are two Salsa Nights a year, one in the fall and one in the
spring. A live band is provided to ensure the true culture of the music.
• Sept. 15 – Oct. 15 is Hispanic Heritage Month. We will provide
various celebrations throughout the month to celebrate Hispanic heritage such as guest speakers and events in the plaza.
• Did you know that shaved ice came from a Hispanic country? The
HCC has our very own shave ice machine and love to share this experience with everyone on campus.
• Day of the Dead! This is a Hispanic holiday celebrated the day after
Halloween. Tradition is that the people in Mexico visit their relatives
in the cemetery and bring gifts of food, drinks and marigolds for their
loved one to enjoy should they come back to earth for the day. Another
A peer mentor is an upperclassman active in the Hispanic Cultural
Center who is paired with an incoming freshman. Peer mentors guide,
encourage, advise and socialize with their mentee and help ease them
into the college experience.
Tutoring Services
Every Monday and Wednesday at noon Dr. Miguel Ruiz comes to the
center and provides free tutoring and conversation labs to all Spanish
students.
Scholarship
The Hispanic Cultural Center sponsors a $500 scholarship to an
APSU student each spring to be used in the fall of the following year.
Unique features
• Student computer stations with Hispanic keyboards
• Library of Hispanic books, dictionaries, movies and magazines as
well as textbooks used in the Spanish classes on campus
• Café style tables and couches for just hanging out…

Fraternity and Sorority Affairs
Location: Morgan University Center, Room 208 • Phone: (931) 221-6570 • Office hours: 8 a.m.-4:30 p.m., Monday-Friday
http://www.apsugreeks.com
How will a student benefit from
joining a social fraternity or sorority?
What are the social aspects of
fraternity and sorority membership?
Advantages include:
• A support group to help make the adjustment to college easier.
• Scholastic resources to help student achieve their academic
goals.
• Leadership skills acquired through hands-on experience.
• Encouragement to get involved and maximize their potential on
campus.
• Opportunities for active participation in community service
projects.
What is the financial obligation?
Sororities and fraternities have a history on
campus dating back to the early 1970s. These
organizations are rooted in founding principles
that foster academic achievement, student
involvement, community service and lifelong
friendships. Greek organizations are groups of
men and women who come together to form
a personal network of individuals with similar
ideas, interests and a mutual pursuit of a wellrounded college education.
How will joining a fraternity or sorority affect
a student’s academic pursuits?
Sororities and fraternities serve as a great resource for students
academically through study hours and tutoring programs. Most
chapters require a high grade point average for initial membership
into the organization. The minimum GPA required to participate in
recruitment/intake is as follows:
• Interfraternity Council fraternities: unconditional admission
status; 2.5 high school or college GPA; must be enrolled full time (12
credit-hours).
• Panhellenic Council sororities: unconditional admission status;
2.85 high school GPA for students with less than 12 earned credithours; 2.5 college GPA for students with 12 or more earned
credithours; must be enrolled full time (12 credit-hours).
• National Pan-Hellenic Council fraternities and sororities: 2.5
college GPA and must be enrolled full time (12 credit-hours). Each
individual chapter may have a higher minimum GPA requirement
set by their national organization.
All fraternities and sororities have strict
policies regulating the consumption of alcohol
for underage members and guests. Organizations work closely with the Office of Fraternity
and Sorority Affairs staff to conduct safe social
activities. All Greek organizations are held
accountable to the Office of Fraternity and
Sorority Affairs risk management guidelines,
their national organization regulations and Tennessee laws.
The costs go toward the Inter/National fees,
chapter operating expenses and social functions. Financial obligations differ among individual chapters. New
members can expect to pay higher dues their first semester than in
subsequent ones.
Additional costs throughout the semester will go toward chapter meal plans, pictures, gifts, T-shirts, etc. There are payment plans
available for students, as well as scholarships within the individual
chapters. While participating in the recruitment process, make sure
that to ask about the financial obligations of membership.
Is hazing a part of the Greek culture at Austin Peay?
Austin Peay State University has a zero-tolerance policy regarding
hazing that is consistent with Tennessee law. Hazing includes any
activity that subjects members to harassment, ridicule, intimidation,
physical exhaustion, abuse or mental distress. If you are asked to
participate in inappropriate activities as a result of membership in a
fraternity or sorority, you should contact the Office of Fraternity and
Sorority Affairs. Calls will be handled in a discreet manner.
Who is in charge of the fraternities and sororities?
Individual chapters elect officers to manage the day-to-day operations of the organization. These officers are assisted by alumni who
organization, which offers support, advice and direction through
paid professional staff and regional volunteers.
Each fraternity or sorority is also held accountable by one of three
governing councils: the Interfraternity Council, the National PanHellenic Council or the Panhellenic Council.

Accommodations
Accommodations are academic adjustments that apply to access materials in
alternate formats, adjustments to exam conditions, such as extended time or taking an
exam in a minimal distraction area, as well as
having a notetaker.
Requesting Accommodations
It is the responsibility of the student to
register with the Office of Disability Services
and request accommodations. The first step
is to complete an Intake Form. The form can
be accessed from www.apsu.edu/disability/
eligibility.htm. Students are encouraged to
contact the office for guidelines pertaining to
the specific documentation required.
Determination of Accommodations
Accommodations are determined based
on assessment of submitted documentation
from the for its appropriateness and completeness under Section 504 of the Rehabili-
tation Act of 1973, the Americans with Disabilities Act as amended 2008 (ADAAA) and
the Office of Disability Services documentation policy. Accommodations are determined
through a series of questions. Each of the
questions must be answered “yes” or the accommodation need not be provided.
1. With the requested accomodations, can
the student perform the essential tasks of
the course?
2. Has the student provided appropriate
documentation?
3. Is the student “otherwise qualified?”
4. Does the student have a disability? Section 504 and the Americans with Disabilities
Act (ADAAA) criteria are applied.
5. Are the requested accommodations
reasonable? Section 504 and ADA guidelines
are applied with respect to determination of
“reasonableness.”

Immunizations
The state of Tennessee requires all new and readmitted full-time
students to provide proof of two immunizations with Measles,
Mumps and Rubella (MMR) vaccines and 2 chicken pox (varicella)
immunizations, which were administered on or after the first year of
birth. The student will not be allowed to register for classes until this
requirement is met.
The state of Tennessee mandates that each public or private
postsecondary institution provide information concerning Hepatitis
B infection to all students entering the institution for the first time.
Those students who will be living in on-campus housing for the
first time must also be informed about the risk of meningococcal
meningitis infection. Tennessee law requires that such students
complete and sign a waiver form provided by the institution that
includes detailed information about the diseases. The law does not
require that students receive the vaccination; however, the law does
require students to provide a signed copy of the waiver form to
APSU, Boyd Health Services, Box 4655, Clarksville, TN 37044 or fax
to (931) 221-7388.
According to the Centers for Disease Control and Prevention, meningococcal disease is a potentially life-threatening
bacterial infection. While it is relatively rare with fewer than 3,000 cases reported in the U.S. each year, it can cause serious long-term effects and permanent disabilities as well death in approximately 10 percent of cases. There is a vaccination
available as a preventive measure for those who have not yet been exposed. The American College Health Association
(ACHA) recommends all first-year students living in residence halls receive the meningococcal vaccine. The ACHA further
recommends that other college students younger than the age of 25 consider receiving the vaccination to reduce their risk
for the disease. Meningococcal disease rates climb during adolescence and peak between the ages of 15 and 20 years. APSU
strongly encourages all students to consider taking the vaccine.

Why seek counseling?
Counseling
Typical Concerns
Who can use the Center?
Counseling can simply be sharing your thoughts and feelings in
confidence with a trained counselor who is objective and a good
listener. This is often helpful when you have decisions to make.
Sometimes counseling can help you change your behavior. You may
become aware of strengths and resources you can use to your benefit. Generally, people seek counseling because they want to feel
better about themselves or about their relationships.
All records are confidential. All communication between student and
counselor will be held in confidence and will not be disclosed to any
outside agency unless written authorization is given by the student.
There are exceptions to this policy; the most common are disclosure if ordered by the court, risk of imminent harm to self or others
and reports of child or elder abuse. Counseling records DO NOT
become a part of the student’s academic file.
College students typically encounter anxiety and stress (i.e.,
academic, interpersonal, family, work, financial) during the course
of their educational experience. While they cope successfully with
these demands most of the time, there are times when they need
or desire additional assistance. Typical concerns from students who
seek assistance include:
• Developmental/Family Issues — Fear and guilt, anger, frustration, family crisis
• Personal Issues — Anxiety, loneliness, depression, anger, guilt,
low self-esteem, stress, lack of self-confidence, grief, alcohol/drug
difficulties
• Relationship Issues — Roommate problems, boyfriend/girlfriend difficulties, marital issues, sexual concerns, premarriage counseling, sexual orientation
• Academic — Time management, procrastination, test anxiety
The Counseling Center offers a variety of services for currently
enrolled students. For marriage or premarital counseling, the significant other person does not have to be enrolled as a student.
When is the Center open?
Our regular hours are 8 a.m. to 4:30 p.m., Monday through Friday.
Do I need an appointment to see a counselor?
Counseling sessions are scheduled by appointment. You can call
(931) 221-6162 or come by the Center to set up a time. However, if
there is an emergency or crisis, a counselor is available 24 hours a
day by contacting campus police at (931) 221-7786.

Office hours: 8 a.m.-4:30 p.m., Monday-Friday • www.apsu.edu/student-affairs/judicial1.htm
What is the Code of Student Conduct?
The Code of Student Conduct provides students with a comprehensive document that explains the rights and responsibilities of students
who enroll at Austin Peay State University. Anyone who enrolls at
APSU is entitled to all rights granted to him/her by the Constitution
of the United States and is entitled to the full protection of the law.
Apart from those rights and duties enjoyed by non-students, enrollment in the University carries with it special privileges and imposes
special responsibilities. The University has established regulations and
certain due process procedures essential to an atmosphere of mutual
respect that is sensitive to rights of all individuals.
Where can I find a listing of the rules and regulations
of Austin Peay State University?
The Code of Student Conduct can be found in the Student Handbook and Calendar, which is provided to all new students. Additionally, a complete listing can be found via the Web at
http://www.apsu.edu/student-affairs/judicial1.htm.

Family Educational Rights and Privacy Act (FERPA)
Disclosure of Confidential Information
What is FERPA?
FERPA is the acronym for the Family Educational Rights and Privacy
Act. Originally enacted in 1974 as part of a bill extending the Elementary
and Secondary Education Act of 1965, it has been amended over the
years since. FERPA was enacted as a series of civil rights legislation, designed to assert and protect the rights of students and their parents. Its
primary purpose was two-fold: to assure parents of students’ access to
their education records and to protect such individuals’ rights to privacy
by limiting the transferability of their records without their consent.
Can a school disclose information to parents
in a health or safety emergency?
Yes. Austin Peay State University is permitted to disclose information from education records to parents if a health or safety emergency involves their son or daughter.
Can parents be informed about students’ violation
of alcohol and controlled substance rules?
Yes. APSU is permitted to inform parents of students younger
thanthe age of 21 of any violation of law or policy concerning the
use or possession of alcohol or any other drug.
Can a school disclose law enforcement unit records
to parents and the public?
Austin Peay may disclose information from “law enforcement
unit records” to anyone —including parents or federal, state or local
law enforcement authorities — without the consent of the eligible
student. Many colleges and universities have their own campus
security units, just as Austin Peay State University does. Records created and maintained by these units for law enforcement purposes
are exempt from the privacy restrictions of FERPA and can be shared
with anyone.
When may a school disclose information to parents
of dependent students?
Under FERPA, schools may release any and all information to parents,
without the consent of the eligible student, if the student is a dependent for
tax purposes under the IRS rules or if the student voluntarily provides the
University with a wavier providing parents access to educational records.
Can school officials share their observations
of students with parents?
Nothing in FERPA prohibits a school official from sharing with parents
information that is based on that official’s personal knowledge or observation and that is not based on information contained in an education
record. Therefore, FERPA would not prohibit a professor or other school
official from letting a parent know of his or her concern about the student based on his or her personal knowledge or obs ervation.
How does HIPAA apply to students’ education records?
The Health Insurance Portability and Accountability Act of 1996
(HIPAA) is a law passed by Congress intended to establish transaction,
security, privacy and other standards to address concerns about the
electronic exchange of health information. However, the HIPAA Privacy
Rule excludes from its coverage those records that are protected by
FERPA at school districts and postsecondary institutions that provide
health or medical services for students. This is because Congress
specifically addressed how education records should be protected
under FERPA. For this reason, records that are protected by FERPA are
not subject to the HIPAA Privacy Rule and may be shared with parents
under the circumstances described above.
