NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received at the office of the Coventry
Township Board of Trustees for the furnishing of labor and material required for the
Coventry Administration/Fire Department Truss Repair, Roof, Gutters, Downspouts,
Soffit & Fascia Replacement Project according to the specifications for such improvement
on file with the Coventry Township Fiscal Officer. Specifications for bids can be picked up
for a non-refundable cost of $10.00 per set at the Coventry Township Administration
Office, 68 Portage Lakes Drive, Akron, Ohio 44319. Bids will be received until 10:00 a.m.,
October 2, 2014, at the Administration Office, at which time they will be publicly opened
and read. This ad and the bid documents can also be accessed from the Township website
at coventrytownship.com by selecting “Township Bids” on the left-side of the home page.
Sealed bids are to be mailed or delivered to Fiscal Officer, Joni Murgatroyd, Coventry
Township, 68 Portage Lakes Drive, Akron, Ohio 44319, plainly marked "Sealed Bids –
Administration/Fire Department Roof." Bids must be accompanied by a bond in the full
amount of the bid or a certified check in the amount of ten percent (10%) of the bid. Said
check/bond will be returned if a bid is not accepted.
The contract will be awarded to the lowest and best bidder.
The Board of Township Trustees reserves the right to reject any and all bids.

INSTRUCTIONS TO BIDDERS
1. NOTES
A.
Sealed proposals shall be received by the Coventry Township Board of
Trustees for the following project:
Coventry Administration/Fire Department

Akron, Ohio 44319
B.
Sealed bids will be received for the above project until Thursday, October 2,
2014 at 10:00 a.m. at which time they will be publicly opened and read by
Fiscal Officer Joni Murgatroyd. Submit the sealed bids to the following
address:

They shall be plainly marked Sealed Bids – Administration/Fire Department Roof.
2. DEFINITIONS
A.
The word TOWNSHIP, when used in this contract shall be held to mean the
Township of Coventry represented by the Board of Trustees, Fiscal Officer,
Road Superintendent, Fire Chief, Zoning Inspector or its duly authorized
Deputies or Assistants.
B.
The word FISCAL OFFICER, when used in this contract, shall be held to
mean the Fiscal Officer of Coventry Township.
C.
The word BOARD OF TRUSTEES, when used in this contract shall be held
to mean the Board of Township Trustees of Coventry Township.
D.
The word CONTRACTOR or BIDDER, when used in this contract, shall be
held to mean the individual, firm or corporation presenting a proposal or
undertaking this contract with the Township of Coventry.
E.
The word SURETY, when used in this contract, shall be held to mean any
firm or corporation, that has executed as surety, the Contractor’s performance
bond, securing the performance of the within contract.

3. BID SPECIFICATION DOCUMENTS
A.
Copies of specifications may be obtained by contractors from the Coventry
Township Administration Office during the hours of 8:00 a.m. to 12:00 p.m.
and 1:00 p.m. to 4:00 p.m. or by accessing the Township’s website at
coventrytownship.com by selecting “Township Bids” on the left side of the
home page. These documents may be reviewed without charge during the
above noted business hours.
4. EXAMINATION OF SITE
A.
Each Bidder shall visit the site of the proposed work and acquaint himself
with the conditions relating to the construction and labor so that they may
fully understand the facilities, difficulties, and restrictions attending the
execution of the work. Bidders shall be familiar with the specifications. The
failure or omission of any Bidder to receive or examine any form, instrument,
or other documents, or to visit the site and acquaint himself with the
conditions there existing shall in no way relieve any Bidder from any
obligation with respect to his bid or to the Contract.
5. BID BOND OR CERTIFIED CHECK
A.
Each bid shall be accompanied by a Bid Guaranty and Contract Bond in
accordance with Ohio Revised Code section 153.54. Bid security furnished in
Bond form shall be issued by a Surety Company or Corporation licensed and
authorized to do business in the State of Ohio for the full amount of the bid, or
a certified check drawn on a solvent bank, which check shall be in the amount
of ten percent (10%) of the amount of the bid. Said bond or check shall be
given as security that, if the bid is accepted, a contract will be executed in
conformity with the bid. The bid bond or check of the Bidder will be returned
upon the proper execution and securing of the contract and acceptance of a
valid performance bond.
B.
Certified checks shall be made payable to Coventry Township to the attention
of the Fiscal Officer. Should any proposal be rejected, such check will be
returned to the bidder. Should any proposal be accepted, such check would be
returned upon proper execution and securing of the contract. If the bidder to
whom the contract has been awarded shall refuse or neglect, within ten (10)
days after the notice of such award, to execute the same and furnish surety in
the amount required, then the certified check shall be forfeited to said
Township as liquidated damages for such neglect or refusal. The amount so
collected shall be paid into the fund provided for payment of the cost of the
proposed improvement.

6. INTERPRETATION
A.
Any questions pertaining to the interpretation of specifications should be

7. ADDENDA
A.
Addenda will be mailed or delivered to all who are known by the issuing
office to have received a complete set of Bidding Documents.
B.
Each Bidder shall ascertain, prior to submitting a bid that the Bidder has
received all addenda issued, and the Bidder shall acknowledge their receipt in
the bid.
8. SIGNATURE TO BIDS
A.
Each bid must give the full business name and address of the Bidder. Bids by
partnerships must be signed with the partnership name and by one of the
authorized members of the partnership. Bids by corporations followed by the
signature and designation of the president, secretary, or other person
authorized to act for the president or secretary.
9. WITHDRAWAL
A.
Prior to the time and date designated for receipt of Bids, any Bid submitted
may be modified or withdrawn by notice to the party receiving bids at the
place designated for receipt of bids. Such notice shall be in writing.
B.
Withdrawn bids may be resubmitted up to the time designated for the receipt
of bids, provided that they are then fully in conformance with the Notice to
Bidders.
C.
No proposal may be withdrawn or modified after the bid opening.
10. INSURANCE REQUIREMENTS
A.
The Contractor must provide insurance covering the work period in the
amount as follows:

B.
In addition, the Contractor must provide insurance, satisfactory to the
Township Trustees and Fiscal Officer, up to a maximum of $1,000,000.00, to
cover any liability or claim by or through employees, or other persons, which
the claim might not be covered by usual forms of Contractor’s liability
insurance policies. The Contractor shall hold the Township harmless from
any and all loss, cost, damage, expense or liability by reason of property
damage or personal injury of whatsoever nature or kind arising out of, as a
result of, or in connection with performance of the work under this Contract
occasioned in whole or in part by the actions or omissions of the Contractor,
its employees, agents or subcontractors. In the event any action is brought
against the Township or any of its agents or employees, arising out of the
Contractor’s or subcontractor’s performance of the work, the Contractor shall
assume full responsibility for the defense thereof; upon Contractor’s failure to
do so upon proper notice. Township reserves the right to defend such action
and to charge all costs, including reasonable counsel fees, to the Contractor.
Contractor agrees to indemnify and hold Township harmless from any
payments the Township may be compelled to make based upon wages, to
employees of the Contractor, or any subcontractor under any applicable
unemployment compensation law or pursuant to any claim by an employee of
the Contractor or any subcontractor under any applicable worker’s
compensation law.
11. EQUAL EMPLOYMENT OPPORTUNITY CLAUSE
A.
During the performance of this contract, the Contractor agrees as follows:
1.
The Contractor shall not discriminate against any employee or applicant
for employment because of race, religion, color, sex, gender identity,
sexual orientation or national origin. The Contractor shall take affirmative
action to insure that applicants are employed and that employees are
treated during employment, without regard to their race, religion, color,
sex, gender identity, sexual orientation or national origin. As used herein,
the word "treated" shall mean and include, without limitation, the
following: recruited, whether by advertising or other means;
compensation, whether in form of rates of pay or other forms of
compensation; selected for training, including apprenticeship; promoted;
upgraded; demoted; downgraded; transferred; laid-off; and terminated.
The Contractor agrees to and shall post in conspicuous places, available to
employees and applicants for employment, notices to be provided by the
contracting officers setting forth the provisions of this nondiscrimination
clause.
2.
The Contractor shall in all solicitations or advertisements for employees
placed by or on behalf of the Contractor; state that all qualified applicants
will receive consideration for employment without regard to race, religion,
color, sex, gender identity, sexual orientation or national origin.

3.
The Contractor shall send to each labor union or representative of workers
with which they have a collective bargaining agreement or other contract
or understanding, a notice advising the labor union or worker's
representative of the Contractor's commitments under the Equal
Employment Opportunity Policy of the County of Summit and shall post
copies of the notice in a conspicuous place available to employees and
applicants for employment.
4.
The Contractor shall furnish all information and reports required by the
commission or its representative, and shall permit access to its books,
records and account, by the contracting agency and by the Contract
Compliance Officer for purposes of investigation to ascertain compliance
with the program.
5.
The Contractor shall take such action with respect to any subcontractor as
the Township may direct as a means of enforcing the provisions of
paragraphs 1 through 8 herein, including penalties and sanctions for
noncompliance, provided, however, that in the event the contractor
becomes involved in or is threatened with litigation as the result of such
direction by the Township, the Township will enter into such litigation as
is necessary to protect the interests of the Township and to effectuate the
Township's Equal Employment Opportunity Program and in the case of
contracts receiving Federal assistance, the Contractor or the Township
may request the United States to enter into such litigation to protect the
interests of the United States.
6.
The Contractor shall and shall cause its Subcontractors, if any, to file
compliance reports with the Township in the form of and to the extent
prescribed by the commission or its representative. Compliance reports
filed at such times as directed shall contain information as to the
employment practices, policies, programs and statistics of the Contractor
and its Subcontractors.
7.
The Contractor shall include the provisions of paragraphs 1 through 8 of
this Equal Employment Opportunity Clause in every subcontract or
purchase order so that such provisions will be binding upon each
Subcontractor or Vendor.
8.
Refusal by the Contractor or Subcontractor to comply with any portion of
this program as herein stated and described will subject the offending
party to any or all of the following penalties:
(a) Withholding of all future payments under the involved public contract
to the Contractor in violation until it is determined that the Contractor or
Subcontractor is in compliance with the provisions of the contract.

(b) Refusal of all future bids for any public contract with the Township or
any of its departments or divisions until such time as the Contractor or
Subcontractor demonstrates that they have established and shall carry out
the policies of the program as herein outlined.
(c) Cancellation of the public contract and declaration of forfeiture of the
Performance Bond.
(d) In cases in which there is substantial or material violation or the threat
of substantial or material violation of the compliance procedure or as may
be provided for the contract, appropriate proceedings may be brought to
enforce these provisions, including the enjoining, within applicable laws,
of Contractors, Subcontractors or other organizations, individuals or
groups who prevent directly, indirectly or seek to prevent directly or
indirectly, compliance with the policy, as herein outlined.
12. ACCEPTANCE OF PROPOSAL, PERFORMANCE AND PAYMENT BOND,
AND MAINTENANCE BOND
A.
When a proposal is accepted, and within ten (10) days thereafter, the bidder
whose proposal is so accepted, will be required to enter into a contract in the
form hereto attached and provide a standard performance and payment bond,
in the sum of one hundred percent (100%) of the bid price, executed by an
authorized surety, guaranty or trust company, or companies, to the satisfaction
of the Board of Township Trustees and Fiscal Officer.
B.
In addition to the standard performance bond, a one-year maintenance bond,
in the amount of ten percent (10%) of the contract amount, shall be required
of the successful bidder at their own expense. The one-year term of this
guarantee shall begin on the date of the final acceptance of this improvement
and shall guarantee that this improvement shall remain in good condition for
and during the entire period of the guarantee. If at any time before or during
said period of guarantee any defects or omissions become apparent in the
work or if it becomes apparent that any of the work is not in accordance with
the requirements, or if any work constructed under this contract requires repair
due to defects in material or workmanship, or for any other cause which may
be attributed to the work which is being done or has been done by the
Contractor, as determined by the Township, the Contractor shall rectify such
defects or omissions within five (5) days of notification and shall complete
such corrections within a reasonable length of time at their own expense. If
the Contractor fails to rectify such defects or omissions or to start such repairs
within five (5) days, the Township reserves the right to make such corrections
at the expense of the Contractor or the Bonding Company.
C.
If the bid is made by a firm or corporation, the name and place of residence of
each member of the firm or partnership must be given. If made by a
corporation, the person signing shall state under the laws of what State the

corporation was chartered and the name and title of the officers having
authority under the by-law to sign contracts. Anyone signing a proposal as an
agent must file with it legal evidence of their authority to do so.
D.
Two (2) proposals from a firm, corporation, or association under different
names will not be considered. Reasonable grounds for supposing that any
bidder is interested in more than one proposal for this work will be cause for
rejection of all proposals in which they are interested. Any or all proposals
will be rejected if there are reasonable grounds for supposing that there is
collusion among bidders, and all participants in such collusion shall not
receive further recognition as bidder for this work.
E.
Bidders are invited to be present at the opening of proposals, which will occur
at the office of the Fiscal Officer of the Township at 68 Portage Lakes Drive,
Akron, Ohio 44319 on Thursday, October 2, 2012 at 10:00 a.m.
13. AWARD OR REJECTION OF BIDS
A.
The Township reserves the right to accept or reject any and all bids, in whole
or in part, and may waive minor defects or irregularities in the bidding, which
do not affect the bid amount or otherwise give the bidder a competitive
advantage.
14. NOTICE OF AWARD
A.
The successful Bidder, within ten (10) days from the date of the Notice of
Award, will be required to execute the Agreement and furnish the necessary
Contractor’s Performance Bond, Payment Bond, Certificate of Insurance and
Workers’ Compensation. Failure to do so will constitute an abandonment of
the Bid and a forfeiture of the Bid Bond. Within ten (10) days of the receipt of
the acceptable Bonds and the Agreement signed by the successful Bidder, the
Township shall sign the Agreement and return to the Contractor an executed
copy of the Agreement. Should the Township not execute the Agreement
within such period, the Bidder may, by written notice, withdraw his signed
Agreement. Such notice of withdrawal shall be effective upon receipt of the
notice by the Township.
15. PRE-CONSTRUCTION MEETING
A.
Contractor will be required to attend a Pre-Construction Meeting prior to the
start of work to review specifications and materials. Date of this meeting will
be determined upon award of the contract.
16. BUILDING PERMIT:
A.
The Contractor shall secure and pay for the building permit.

Repair existing roof trusses as per the specifications of Vetter Engineering Inc. Replace existing
support structure for Roof top HVAC units (referred to as RTU). Remove and replace existing
shingles, repair or replace existing sheathing, gutters, down-spouts, soffits, and fascia for the
Coventry Administration / Fire Department building located at 68 Portage Lakes Dr. Akron Ohio
44319.
BID SPECIFICATIONS
Roof Specifications
1.
Repair damaged or altered trusses from original installation per recommendations from
Vetter Engineering Inc. drawings are attached. * See Appendix 1-8
2.
RTU’s, change existing supporting structural elements, to be constructed as per the
original drawing specifications. *See Appendix 9
3.
Remove and dispose of all shingles, felt, and miscellaneous material from the building.
Dumpster(s) to be provided by roofing contractor, appropriate precautions will be taken
to safeguard against debris in the areas of fire apparatus response. Contractor is
responsible to notify fire department before blocking any means of egress for any fire
department apparatus. Contractor is responsible for daily cleaning of nails etc. in
driveway areas.
4.
Remove and replace any rotted or damaged roof sheeting. Sheeting that is to remain,
that was secured with staples will be nailed to the roof trusses. Cost per sheet should be
included in bid document. Contact Township for consultation during tear-off to verify
total amount of sheeting to be replaced.
5.
Remove old exhaust stack for Boiler. *See attached photo
6.
Install Ice-Guard underlayment from the bottom edge of the roof line to a minimum
distance of 36” inside any exterior wall, distance is to be measured on a horizontal
plane. Ice-guard shall also be installed 72” on each side of every valley and 72” around
HVAC and Chimney penetrations extending through the roof line.
7.
Install 30 lb. roofing felt over entire roof, except where Ice-guard or rubber roofing
material has been installed.
8.
Install aluminum drip edge molding along all edges.
9.
Re-flash brick chimney with step flashing of approximately twelve (12) to eighteen
(18) inches.
10.
Re-flash metal vent stack with new metal flashing and pipe collar. *See attached photo

11.
Install new low profile vent at all ridges and hips. (See Addendum #1)
12.
Replace roof vents with matching color vents.
13.
Replace all roof pipe penetrations with appropriate flashing boots.
14.
Install single piece rubber membrane roofing material, EPDM 60 mil minimum, at the
area where the administrative and fire department roof lines meet. Option for EPDM 90
mil to be given. *See attached photo
15.
Install Lifetime High Definition Dimensional limited lifetime warranty shingles.
Aluminum valleys will be replaced with shingles. Contractor must specify shingle
manufacturer and details on type of shingles. Contact Township for color choice prior
to installation.
16.
No existing materials are to be re-used.
Repair or replacement of Gutters, Down-Spouts, Soffits, and Fascia
1. Repair or replace all gutters and down-spouts with six inch seamless commercial grade.
Items that are to be replaced will be done with prior approval before removal.
2. Remove and replace all damaged soffit and fascia to include ledger board cover.
Inspect for any rotten wood, replace as needed.
3. Install heat tape in all gutters and downspouts. Existing soffit outlets can be used for a
power source providing that they are adequately secured.
Install insulation and appropriate ventilation protection inside of the fire department roof
1. Install insulation on top of the existing metal fire department roof deck to a minimum of
R40 blown in fiberglass insulation. Coventry Township will be given the cost to have as
an option rolled/batt insulation instead of blown in insulation.
2. Install appropriate ventilation baffles at all roof eaves for ventilation protection if blown
in insulation is to be installed.
Job Conditions
The project site is to be kept free from any accumulation of waste materials, debris,
rubbish, etc. Items will be placed in dumpsters, or removed from the site, on a daily basis during
the construction period. Dumpster location to be determined by Coventry Township.

1. Security and Barriers:
a. Contractor will follow all applicable OSHA guidelines in regards to all areas of the
work that is to be performed. Fall protection, and all necessary safety gear or
precautions shall be provided by the contractor to conform to all OSHA guidelines
during all phases of the work that is to be performed. This is to include any
subcontractors that are on the jobsite.
b. Contractor to provide weather barriers to exposed areas of the project to prevent
damage to the structure or the contents inside the structure during all phases of the
work provided.
c. Security and protection provisions shall be the responsibility of the Contractor,
including any costs involved to prevent losses and improper actions which could lead
to losses.
d. Barriers to prevent unauthorized entry to construction areas and to protect existing
facilities and adjacent properties from construction operations, to protect non-owned
vehicular traffic, stored materials, site and structures from damage shall be provided
by the Contractor.
2. Protection of Installed Work:
a. Contractor shall protect installed work and provide temporary and removable
protection for installed products. Contractor shall control activity in immediate work
area to minimize damage.
b. Protect finished sidewalks, stairs and other surfaces from traffic, dirt, wear, damage
or movement of heavy objects.
3. Final Cleaning:
a. Execute final cleaning prior to final inspection.
b. Clean debris from roof, gutters, downspouts and drainage systems.
c. Clean site and sweep paved areas.
d. Remove waste and surplus materials, rubbish, and construction equipment from site.
Material Warranties
a. Contractor must provide documentation for all material warranties at
completion of project.

The undersigned proposes to furnish any and all material, tools, labor, transportation,
machinery, appliances, and appurtenances necessary, and to prosecute to full completion, the
work called for under this improvement, all upon the terms and under the conditions and General
Provisions and Specifications herein contained.
The undersigned agrees that, if this proposal shall be accepted, the undersigned will,
within ten (10) days after notification of such acceptance, enter into the contract for the
performance of the work proposed, and, as a guaranty of the faithful performance thereof, to
furnish at the time of execution of the contract, a bond in the amount equal to one hundred
percent (100%) of the total bid price. Each bid shall be accompanied by a Bid Guaranty and
Contract Bond in accordance with Ohio Revised Code section 153.54. Bid security furnished in
Bond form shall be issued by a Surety Company or Corporation licensed and authorized to do
business in the State of Ohio for the full amount of the bid, or a certified check drawn on a
solvent bank, which check shall be in the amount of ten percent (10%) of the amount of the bid.
Said bond or check shall be given as security that, if the bid is accepted, a contract will be
executed in conformity with the bid. The bid bond or check of the Bidder will be returned upon
the proper execution and securing of the contract and acceptance of a valid performance bond.
ITEM 2:
TIME OF COMPLETION
The bidder hereby agrees to commence work as soon as possible after the PreConstruction Meeting. It will be necessary for the Administration/Fire Department facility to
remain open during all work being completed. Therefore, the Contractor will be required to
coordinate with the Township the date work will start to give proper notice. It is the Township’s
intent to minimize the disruption of the offices/apparatus response areas to as little a time as
possible, unless prohibited by the weather. The Township will require one day advanced
notification if any disruption to the egress to emergency traffic in and out of the apparatus bays,
or if the administrative offices entrance will be blocked from access for any reason.
Work under this contract shall be completed on or before December 15, 2014, unless
extended by mutual agreement, in writing, of both parties.
Upon failure to have all work completed within the time period specified, the Township
shall be entitled to retain or recover from the Contractor, as liquidated damages, and not as a
penalty, $100.00 for each and every calendar day thereafter until Contract completion. The
Townships’ right to recover liquidated damages shall not substitute any right of recovery for
additional cost injured should the Contractor fail to complete the Contract according to the
Contract Documents.
