The resolution calls for increased efforts by UN Member States to address HIV in peacekeeping missions. It also calls for HIV prevention efforts among uniformed services to be aligned with efforts to end sexual violence in conflict and post-conflict settings. “The Security Council has made major strides in addressing sexual violence in conflict. But rape is still a weapon of choice. This is an atrocious human rights violation and a public health threat,” said United Nations Secretary General Ban Ki-moon. “I urge all Member States to link efforts to combat HIV with our campaigns against sexual violence and for the rights of women.” The resolution builds on the previous UN Security Council resolution 1308, which was adopted in 2000. The Citizen has established that a number of drugstores are selling the kits and people are streaming to buy them. However, the Minister for Health and Social Welfare, Dr Haji Mponda said that the government regarded the kits just like those used to test malaria and pregnancy, only that there were being used without prior counselling as a procedure for HIV/AIDS testing. The government said although the law was not discouraging the dealers to procure and sell them to dispensaries and voluntary and counselling testing (VCT) centres, it feared that if no counselling was done before testing, some people might take wrong decisions after realising that they were infected with the virus. “We have discouraged the use of these kits because we are not sure if people go through any counselling before testing, and you may end seeing people committing suicides after the results,” he cautioned. Dr Mponda said the kits should be sold in bulk to dispensaries and VCT centres where those screened could be told how to cope with the situation when they are found with the virus. “Even the Medical Stores Department has clearly stated they be sold at dispensaries and VCT centres… and the government believes it is unlawful to sell these kits to individuals,” he noted. The official could not rule out the prospects of making profit among dealers of such kits.
