(MoHSW), the ministry reviewed
the 1990 Health Policy and came
up with the national health policy,

the HIV and AIDS Control Act
2008 (HAPCA).The Act was
passed by the National Assembly
on 1st February 2008, assented

“The Act intends to prevent
and control the spread of HIV and
AIDS, combat stigma and discrimination, provides rights and duties
of persons living with HIV/AIDS
and the like,” said Mgonela.
On his part, Gregory Kamugisha from Futures Group International said that over the years,
the nation witnessed manifestations of stigma in a variety of ways
such at places of worship, educational institutions, at homes, work
places, PLHIV accessing general
healthcare, at care and treatment
centers, by being an orphan, dual
stigma by people with disabilities
who also live with HIV, and even
in policy decisions such as setting
public priorities.
“We have had some best practices in response to address S&D,

on HIV and preventing sexual violence in conflict

he Joint United Nations Programme
on HIV/AIDS (UNAIDS) welcomes a
new United Nations (UN) Security Council resolution on
HIV which has been adopted
at the UN Security Council in
New York.
The resolution calls for increased efforts by UN Member
States to address HIV in peacekeeping missions. It also calls for
HIV prevention efforts among
uniformed services to be aligned
with efforts to end sexual violence
in conflict and post-conflict settings.
“The Security Council has
made major strides in addressing
sexual violence in conflict. But
rape is still a weapon of choice.
This is an atrocious human rights
violation and a public health
threat,” said United Nations Secretary General Ban Ki-moon. “I urge
all Member States to link efforts to
combat HIV with our campaigns
against sexual violence and for the
rights of women.”
The resolution builds on the
previous UN Security Council
resolution 1308, which was adopted in 2000. The new resolution calls on the United Nations
and UN Member States to bolster
global and regional partnerships
and integrate comprehensive HIV
programmes into efforts to prevent
conflict, ensure security and build
peace.

Since the adoption of resolution
1308 in 2000, progress has been
made in addressing HIV and security. About 60% of UN Member
States have integrated HIV programmes for military, police and
other uniformed personnel. However the quality of programmes
is variable and resources to fund
the programmes are often insufficient.
“Peacekeepers can play a leading role in HIV prevention as they
secure peace around the world,”
said Michel Sidibé, Executive Director of UNAIDS. “Uniformed
personnel can act as agents of
positive change, particularly in
relation to preventing sexual violence in conflict and post-conflict
situations.”

is far more nuanced than initially

of conflict and the epidemic itself
have evolved significantly over the
past 10 years with sexual violence
being increasingly used as a tactic

During the UN Security Council session, both the United Nations Secretary-General Ban Kimoon and the Executive Director
of UNAIDS paid tribute to the
late US Ambassador to the United
Nations, Richard Holbrooke, for
championing resolution 1308.
In 2000, Ambassador Holbrook
said, “Resolution 1308 should be
well known and it should be fully
implemented. It should not be the
end of the process, but only a cornerstone for the future.”
Reinvigorated efforts around
a new HIV security agenda will
be instrumental in addressing the
impact of AIDS on peace and security. UNAIDS will work with
member states to scale-up access
to HIV prevention, treatment, care
and support for all uniformed services, including police, immigration, prison and the navy, to prevent HIV and end violence against
women and girls.

Administration of ARVs in Same hits snag
T
he administration of
anti-retroviral drugs
(ARVs) for people
living with HIV/
Aids in Same District has been
frustrated by some patients who
have reportedly stopped taking
them due to unknown reasons.
HIV/Aids zonal coordinator
for the Elizabeth Glaser Paediatric
Aids Foundation (EGPAF) Dr Andrew Gwaja revealed this recently
during the launch of a Voluntary
Counselling and Testing (VCT)
centre in Same district.
He said already the foundation
had managed to help some patients
resume their ARV dosage and start
attending clinics for routine check
ups as required for patients living
with the disease.

The centre was constructed
by the US government through
the Centre for Disease Control
and Prevention (CDC). So far
the centre has provided services
to 279 children and 1,330 HIV/
Aids patients.

Govt concerned over
use of HIV self-test kits
T
he government is concerned
about a rise in the number of
dealers in HIV/Aids self-test
kits, saying they are being sold
to users who are not counselled first. The
Citizen has established that a number of
drugstores are selling the kits and people
are streaming to buy them.
However, the Minister for Health and Social
Welfare, Dr Haji Mponda said that the government regarded the kits just like those used
to test malaria and pregnancy, only that there
were being used without prior counselling as
a procedure for HIV/AIDS testing.
The government said although the law was
not discouraging the dealers to procure and sell
them to dispensaries and voluntary and counselling testing (VCT) centres, it feared that if
no counselling was done before testing, some
people might take wrong decisions after realising that they were infected with the virus.
“We have discouraged the use of these kits
because we are not sure if people go through
any counselling before testing, and you may
end seeing people committing suicides after
the results,” he cautioned. Dr Mponda said the
kits should be sold in bulk to dispensaries and
VCT centres where those screened could be
told how to cope with the situation when they
are found with the virus.
“Even the Medical Stores Department has
clearly stated they be sold at dispensaries and
VCT centres… and the government believes
it is unlawful to sell these kits to individuals,”
he noted. The kits are not hundred per cent accurate of one’s HIV/AIDS status thus it would

require someone to go for two more tests to be
satisfied. “Some get contented once they have
tested negative with the kits, simply because
they cannot be used more than once,” he clarified. Such kits have been used in various VCT
centres like Angaza. After testing, all blood
samples are taken to the Muhimbili National
Hospital for further screening.
The kits referred to as rapid HIV card tests
are manufactured by Premier Medical Corporation of India and are sold at between Sh4,000
and Sh5,000 each. A chemist, with a Nakiete
outlet, Mr Albinius Kadete, said the government had only authorised two chemists to sell

died from the disease, and

rate of 7,000 people per day

There’s not much good news
when it comes to this devastating
virus. But that is perhaps why the
story of the man scientists call the
“Berlin patient” is so remarkable
and has generated so much excitement among the HIV advocacy community. Timothy Ray
Brown suffered from both leukemia and HIV when he received
a bone marrow stem cell transplant in Berlin, Germany in 2007.
The transplant came from a man
who was immune to HIV, which
the kits. According to Mr Kadete, Nakiete has
been selling the product for the past five months
and people had been rushing to buy them.
Apart from the rapid HIV card test, Nakiete
also sells malaria testing, known as Malaria
Antigen Detection Tests, also manufactured
by the Indian company.

Kadete. “Such positive responses have compelled us to order more consignments.”Nakiete
imports the kits in bulk and has a consignment
of more than 150 kits waiting clearance at the
Dar es Salaam port. But Dr Subilaga Kasesela,
an official with the Tanzania Commission for
AIDS, maintains that the government has not
recommended the sale and distribution of such
kits. “We work under the directives of the ministry of Health. I’m not aware of such kits and
after all we have not been told anything about
such kits,” she said. Dr Kasesela said the government had only recommended the use of
VCT centres’ services.
“Who would counsel you if you are testing
yourself…such tests require some thorough
counselling,” she insisted. The official could
not rule out the prospects of making profit
among dealers of such kits. However, some
HIV/AIDS activists call the kits “suicidal” as
some people can commit suicide upon realising
that they have HIV. Mr John Lutengano from
Tanzania AIDS Watch urged the government
to immediately outlaw the sale of such kits
over the counter.
“When you go for VCT, the result goes
to a database, unlike when you do it singlehandedly inside your room. Some people may
commit suicide,” he said. “I don’t believe in
these things. I think some smart guys have
manufactured them to make profits. I don’t
think even the government allows them,” said
Mr Lutengano.
