childhood learning experiences and comprehensive child and family
services that empower low-income families and their children to maximize

A WORD FROM OUR LEADERSHIP...
Head Start programs are charged with the responsibility of
preparing low income children socially and academically for
kindergarten. Over the years, research and debate have occurred
regarding the effectiveness of Head Start programs. Are Head
Start programs really preparing low income children for
kindergarten, and is the intervention sustainable?
Ten years ago, I was a teacher in a preschool classroom at Head
Start of Shawnee Mission. My class was filled with sixteen 3, 4 and 5 year old
children all meeting Head Start income requirements. Each child and family was
living at the poverty level and struggling financially to make ends meet. Each
family also recognized the value of early childhood education and was pleased to
have their child enrolled in the program.
I want to tell you about Amanda, a very bright, articulate 4 year old girl. Amanda’s
mother had a drug problem and couldn’t provide the care Amanda needed.
Amanda was placed in the care of her grandmother. This grandmother, Martha,
had raised her children and now was in the position of doing it again. I think of
myself now as a mother with two grown daughters, and I imagine it would be hard
to gather the energy to raise children I had not planned for at my current age. But
this is what Amanda’s grandmother did. She invested her energy, her time and her
heart to provide for Amanda.
This fall Amanda and her grandmother stopped by Head Start of Shawnee
Mission to update me on Amanda’s progress. I am so delighted to share Amanda
is currently an 8th grade student at Westridge Middle School as an A honor roll
student. Yes, you read that right, Amanda has all A’s! She has sustained the
“Head Start” she received while here at Head Start of Shawnee Mission. I look
forward to watching Amanda through her High School years and beyond.
I am thankful for the opportunity we have at Head Start of Shawnee Mission to
make a difference in the lives of low income children and their families. We have
the chance to build a better community as at risk children and families receive the
support they need to become future contributing members of Johnson County.
Amanda is just one example of the bright future Head Start programs are
providing children, families and our communities.

WHO WE ARE...
H
ead Start of Shawnee Mission, Inc. provides early childhood education and comprehensive family services to
low income families residing in Johnson County, Kansas. Eligible
families must reside within the Shawnee Mission School District
boundaries and meet or make less than federal poverty level income
guidelines. For 2011, the guideline is $18,530 for a family of three.
We began offering services in 1965 as a summer enrichment program
for 17 preschool aged children. Today we serve 233 Early Head Start
and Head Start eligible pregnant women, infants, toddlers, preschoolers up to age 5 and their families. We also offer 28 enrollment
opportunities for community families seeking affordable, comprehensive early childhood education. The total number of children served is
261, with all families having access to our comprehensive services
including: health, mental health, disability, nutrition, parent involvement and social services. Approximately 14% of the children served
have been identified as having a diagnosed disability. They are given
individualized attention and progress is monitored carefully.

ABOUT OUR PROGRAMS...
Early Head Start serves infants and toddlers, birth to three years
of age, and pregnant mothers. Enrolled families receive regular
home visits by educators certified through Parents As Teachers
using the Born to Learn™ curriculum. Child care for working parents
or those who are in school is provided at no cost to the parent. For
the 2010-2011 fiscal year, the Early Head Start population of 151
children and pregnant women included:
16 children who were diagnosed with disabilities
5 children living with foster parents
In the 2010-2011 program year, Early Head Start had a waiting list
of 63 pregnant women and children.
Head Start serves children from three to five years of age in a
preschool program with three program options. The Part Day/Part
Year education program serves children for 3 ½ hours per day, four
days per week, nine months per year. The Full Day/Part Year program serves children seven hours per day, five days per week, nine
months per year. The Full Day/Full Year education program, also
called Wrap Around Care, serves children five days per week, 8-10
hours per day, 12 months per year. The preschool curriculum is
aimed at developing the social and academic skills children need to
enter kindergarten successfully and is staffed by teachers with early
childhood degrees. For the 2010-2011 fiscal year, the Head Start
population of 138 children included:
23 children who were diagnosed with disabilities
6 children living with foster parents
In the 2010-2011 program year, Head Start had a waiting list of 228
children.

SERVICES PROVIDED...
E
arly Head Start and Head Start programs offer more than early
education and child care. We provide health, mental health, nutrition, disabilities, and parent involvement events and trainings. Addressing
the needs of the family as a whole is what sets Head Start of Shawnee
Mission apart from other early childhood education programs.
Health
All families are connected with a primary health care provider. Immunizations are tracked, with physician referrals as needed. Growth assessments occur regularly and children receive screenings for hearing, vision,
verbal, lead and TB. Parents receive health-related trainings.
Mental Health
We provide mental health and behavioral screenings, counseling, and play
therapy. In addition, we provide consultations and parent trainings on
depression, anxiety, anger management, behavioral issues, physical and
sexual abuse, attachment and bonding, family dynamics and parenting.
Nutrition
In 2010-2011, we served over 55,900 meals, including breakfast, lunch
and a healthy snack. Modifications were made to accommodate special
needs and results from BMI and height/weight screens.
Disabilities
We assist parents in advocating for the needs of their children by overseeing developmental screenings, conducting observations, facilitating referrals, conducting planning meetings, and coordinating disabilities services.
Parent Involvement and Trainings
Policy Council, comprised of elected parent and community members,
in tandem with the Board of Directors, reviews financial/program reports and approves budgets, policy changes, program direction and
staffing. Parent Committee offers trainings, and the Totally Us discussion group addresses issues such as parenting, relationships and
stress. Literacy events promote reading and related activities, and play
groups promote developmental, educational and social involvement.

I
nformation from our enrolled children’s portfolios and
assessments let us know how each child’s development is
progressing relative to what is considered typical development for
their age. Across all areas of learning, an average of 87% percent of
all children achieved a skill level that corresponded closely to what’s
typical for their age group by the spring. The percent of children
who achieved a skill level typical for their age within each domain are:

CRITICAL NOTES AND NUMBERS ...
The following information is provided as required by the U.S. Department
of Health and Human Services, Administration for Children and Families,
Office of Head Start:
Note regarding financial audit: Our audit was conducted in accordance
with auditing standards generally accepted in the United States of America;
the standards applicable to financial audits contained in Government Auditing
Standards, issued by the Comptroller General of the United States; and OMB
Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations.
Head Start of Shawnee Mission, Inc. was in compliance with all materials
and was issued an unqualified opinion.
Note regarding most recent review by the Secretary: In December
2009, Head Start of Shawnee Mission, Inc. participated in a triennial monitoring review. Of the 1,796 Head Start Program Performance Standards, we
were found to be in compliance on 1,791 items. In September of 2010, we
received a follow up visit to monitor corrections on the five remaining
items. In 2011, we began implementing a plan to address the final outstanding issue: how staff time is tracked, as required by the Office of Head
Start.
Numbers served: Total number of children below 100% of poverty served
in 2010-2011 is 289, with 100% average monthly enrollment. The percentage of eligible Johnson County children served is 5.49 children per 100 for
Early Head Start and 32.05 children per 100 for Head Start.
Percentage of children up to date on a schedule of preventative
and primary health care:

Early Head Start: 81%
Percentage of children with up-to-date, or all possible,
immunizations:

Head Start of Shawnee Mission, Inc. receives invaluable assistance
through donations and volunteer services. In total, we received over
$113,870 in in-kind donations, which includes a dollar value placed on
volunteer hours. Because Head Start Program Performance Standards
are specific about what can be counted for in-kind matching purposes,
we must report $57,651.16 as an in-kind match for our Federal funds.
While we are only allowed to count less than half the total amount of inkind donations as a match, we could not operate such a high quality
program without all of our generous donors and volunteers.
