CME BC Stakeholders’ Dinner
T
his is an exciting time for manufacturing in British Columbia and tonight’s event
is a regular opportunity for government leaders to engage with members of the
manufacturing community. The community is a complex ecosystem encompassing
companies in industrial design, fabrication, supply chain and business services. When
manufacturing thrives everyone benefits.
Government is engaged and eager to listen. Tonight is a time to flag challenges,
share ideas and celebrate successes. This is how industry, working in partnership with
government, can create those intellectual sparks which lead to innovation and business
growth. Roundtable discussions like the ones taking place this evening enable progressive
manufacturers like yourselves to enlighten policy makers and key decision makers so that
BC manufacturing can remain at the cutting edge. This is especially important as the
global economy demands firms become increasingly more competitive each year.
BC’s manufacturers have continued to meet the challenges that have arrived
through slumps, downturns and stagnation. 2015 was an incredible year. Manufacturing
employment in BC is at its highest level since 2007, directly employing over 180,000
people. More than one third of the 2015 provincial job growth in the province was in the
manufacturing sector. Since each manufacturing job creates 2.1, and every dollar creates
another $3.50, your success has rippled through the provincial economy.
We should all be very proud of where the sector is today because of your efforts.
We are also excited about where we are headed. You, as business leaders, have the
knowledge, and the experience to help shape the future of manufacturing in our great
province. With a willing government here tonight to better understand our needs, we can
work together to develop the appropriate strategies and tools to support growth.

The design and production of a lot of amazing, world-class products in B.C. results in
significant economic contributions. Manufacturing represented almost a third of new
job creation in 2015 in the province. B.C. has lead the country in manufacturing job
growth. The industry pays almost one third of the provincial business taxes. For every
dollar invested in the industry the return to the community is $3.50. No other industry
has a comparable ROI. Manufacturing Matters and needs to be better reflected in
strategy and policy decisions.
Labour shortages remain the number one challenge facing business in B.C which
undermines competitiveness. In order to attract more Canadians to the manufacturing
workforce, industry also has to work with government to change the mindset of
parents, youth and job-seekers so they see that manufacturing jobs are cool and well
paid. It is important to attract youth to well paying high-skilled jobs and to challenge
outdated stereotypes about manufacturing.
Industrial land is in short supply and expensive. It is estimated that by 2030 all
industrial land in the Lower Mainland will be exhausted. Land is being held by
developers for condos squeezing job creators further out of town. Land costs too
much. Property taxes keep going up. We need to protect industrial land and explore
an industrial land reserve to prevent businesses moving to lower-cost jurisdictions
like Alberta and Washington.
BC manufacturers spend less than the national average on both R&D and capital
investment. Businesses need to be encouraged to create ideas, turn them into
products, as well as invest in technology to help them be more competitive.
Government should adopt a leadership position with respect to encouraging more
manufacturers to pursue innovation so we can grow new technology and industrial
clusters. This requires reforming and simplifying tax incentivization schemes so they
target and promote advanced manufacturing industries.
This is the generation of opportunities. Unfortunately many go unrealized by B.C.
based businesses. Mega-projects should create opportunities for B.C. manufacturers
to be suppliers. Companies need sufficient time to become certified against various
procurement standards and build capacity. B.C. businesses are also not aggressively
pursuing the new opportunities in the global economy to increase sales. Even though
63% of the province’s exports are value added manufactured goods, thousands of
additional companies have yet to export.
Nothing is more important than safety. At the end of the workday every worker
deserves the right to go home to his or her family uninjured. The lack of improvement
in safety rates does not reflect the significant investments being made by government
in promoting safety. Manufacturers want a dedicated safety partner that engages
industry by recognizes and responds to their needs to lead to better risk identification
and improved training.

Greg Kyllo
Parliamentary Secretary for BC Jobs Plan,
MLA for Shuswap
He is the Parliamentary Secretary for the BC Jobs Plan to the Minister of Jobs, Tourism, and Skills Training. He is also
a member of the Treasury Board, the Cabinet Committee on Strong Economy, the Priorities and Planning Committee,
and the Cabinet Working Group on Core Review. Prior to being elected as MLA, Greg was the President and CEO of
Twin Anchors Marine/TA Structures for 24 years. Greg sat on the Sicamous District Council in 2011 and was appointed
Deputy Mayor. He was also the chair of the Finance Committee and has served on the Sicamous Economic Development
Board. Greg attended Eagle River Secondary before continuing his studies at Okanagan College in Salmon Arm.
John Horgan
Leader, New Democrat Official Opposition,
MLA Juan de Fuca
As a young man John worked in a BC mill and in a joinery. He earned his Bachelor’s and Master’s Degrees at Trent
University in Ontario and Sydney University in Australia. A meeting with Tommy Douglas sparked his interest in social
democracy and he went on to work for Members of Parliament in Ottawa. In 2001 Horgan started a management and
research consulting company helping both private and public sector organizations. John was elected to the Legislature
in 2005 and has been re-elected twice. He became leader of the BCNDP in 2014. John Horgan’s NDP is working for
opportunity and security for everyday families – a break for the middle class, education and good job prospects for
young people, health care when you need it, and better care for seniors.
Bruce Ralston
Opposition Spokesperson for Manufacturing,
MLA Surrey-Whalley
Bruce Ralston was re-elected as the MLA for Surrey-Whalley in May 2013. He was first elected to the Legislature in
2005. In July 2014, Bruce was appointed Opposition Spokesperson for Natural Gas Development, Trade, Immigration,
and Multiculturalism. He has served as Chair of the legislature’s Select Standing Committee on Public Accounts since
2009, and as a member of the Select Standing Committee on Finance and Government Services from 2006 to 2013.
His Official Opposition critic responsibilities have included finance (2006 to 2013) and agriculture (2005 to 2006).
Bruce operated his own law firm in Surrey for many years, and continues to maintain his membership in the Law
Society of British Columbia. Bruce was born in Victoria and grew up in Vancouver. He has degrees in history and law
from the University of British Columbia and a degree in history from the University of Cambridge in England.
George Heyman
Opposition Spokesperson for Green Economy, Technology, Film/TV & Translink,
MLA Vancouver-Fairview
George Heyman was elected as the MLA for Vancouver-Fairview in May 2013. Born and raised in Vancouver, George
has lived and worked in Vancouver and throughout northwest B.C. George was the executive director of Sierra Club
BC, one of the province’s oldest environmental advocacy and education organizations. He also served three terms
as president of the BC Government and Service Employees’ Union (BCGEU). George has been a faculty member
of Simon Fraser University’s Dialogue and Negotiation program, teaching courses in multi-party negotiations and
collaborative decision-making. He has guest lectured at a number of universities in B.C. and abroad, and served on
advisory committees for post-graduate and undergraduate degree programs at three B.C. universities.

Shane Simpson Official Opposition Caucus Chair,
MLA Vancouver-Hastings
Shane Simpson was first elected as the MLA for Vancouver-Hastings in May 2005. He was re-elected in May 2009, and
again in May 2013. Shane serves as Opposition Spokesperson for Economic Development, Jobs, Labour and Skills
and Opposition Caucus Chair. During his time as MLA, he has also served as Opposition Critic for Labour, Housing
and the Environment. In his professional career, Shane has worked as the Director of Policy and Communications
for Smart Growth BC, chair of the Vancouver City Planning Commission, an instructor in the Community Economic
Development program at Simon Fraser University, Executive Director of the Worker Ownership Resource Center,
Legislative Coordinator for the Canadian Union of Public Employees, coordinator and fundraiser for the Ray Cam
Cooperative Center, Executive Assistant to former Vancouver East MP Margaret Mitchell, and as a self-employed
consultant on business and economic development for labour, co-operative and non-profit groups.
John Beckett
Chairman of the Board and Public Interest Representative,
WorksSafeBC
John Beckett is vice-president with the B.C. Maritime Employers Association. He is a past adjunct professor at UBC
and BCIT, teaching modern safety management in the Master’s of Occupational Hygiene and Environment program,
and currently sits on the Canadian Centre for Occupational Health and Safety Board of Directors, and the federal
Ministry of Labour’s Regulatory Advisory committee. John’s prior role on WorkSafeBC’s Board of Directors was as a
public interest representative. He holds an MBA from Royal Roads University.
Athana Mentzelopoulos

Ministry of Jobs, Tourism and Skills Training
Athana was first appointed as a Deputy Minister in British Columbia in April 2004, thereafter holding posts in
Intergovernmental Relations, Public Affairs, and Board Resourcing and Development. More recently, she has been a
Deputy Minister of Strategic Priorities in the Premier’s Office, and Deputy Minister for Government Communications and
Public Engagement, Intergovernmental Relations and for the Board Resourcing Development Office. In July 2014, Athana
assumed responsibilities as Deputy Minister for Jobs, Tourism and Skills Training and Ministry responsible for Labour.
Dave Byng
Deputy Minister,
Ministry of Education
Dave Byng has been Deputy Minister, Ministry of Education, since July 28, 2014. Dave has held a number of senior
executive roles in the British Columbia Government, including positions in the Ministry of Jobs, Tourism and Skills
Training and Minister Responsible for Labour, Ministry of Transportation and Infrastructure, and the Ministry of Agriculture
and Lands. In addition, Dave led several of the Premier of British Columbia’s international trade missions. Dave holds a
Master of Arts in Leadership degree from Royal Roads University, as well as a Certificate of Intercultural Studies from
University of British Columbia and a Certificate of Advanced Project Management from Stanford University.

John Jacobson
Deputy Minister,
Ministry of Technology, Innovation and Citizens’ Services
John Jacobson was appointed Deputy Minister, Ministry of Technology, Innovation and Citizens’ Services, Province of
B.C., on June 10, 2013. He comes to government from the BC Innovation Council (BCIC) where he held the position
of President and CEO. John is a seasoned British Columbian entrepreneur and business leader with a track record of
identifying new business opportunities and bringing innovative products to market. He got his start as an entrepreneur
as the co-founder of a manufacturing company in North Vancouver in 1979 and he hasn’t looked back since.
Prior to joining BCIC, John was President and Chief Executive Officer of Monexa Technologies Inc., where he
led the transformation of the pioneering internet service provider from the 1990’s into a leader in billing and payment
services in the cloud. Before Monexa, John held leadership roles at Offshore Systems International (OSI Geospatial),
MacDonald Dettwiler and Associates and PSC Group.
Tim McEwan Deputy Minister,
Ministry of Small Business and Red Tape Reduction
Tim McEwan is Deputy Minister, Ministry of Small Business and Red Tape Reduction, a role he assumed on July 31,
2015. Prior to this, he served as Associate Deputy Minister of the Major Investments Office, Ministry of Jobs, Tourism
and Skills Training (Minister Responsible for Labour) from February 2012 until July 2015. Tim served as President and
Chief Executive Officer of Initiatives Prince George Development Corporation from February 2008 until January 2012,
and was Principal of his own Public Policy and Management Consulting firm, T. M. McEwan Consulting Ltd. in 2007.
From 2001 through 2006, he was the founding Executive Director (Assistant Deputy Minister) of the BC Progress
Board, a strategic benchmarking and private sector advisory board to the Premier. During most of the 1990’s, Tim
worked for the Business Council of British Columbia as Director, Programs & Policy and as a Senior Policy Analyst.
He also worked for the Ministry of Energy, Mines and Petroleum Resources in the early 1990’s on a special review of
mineral tenure policy in relation to escalating land use conflicts and prospective First Nation land claim negotiations.
Tim holds a Master’s degree in Public Administration and a Bachelor of Arts, both from the University of Victoria.
Jeff Lekstrom
Chief Operating Officer,
Industry Training Authority
Jeff has had a diverse career spanning trades, post-secondary administration and the private sector. He was the Dean
of Trades at Northern Lights College in Dawson Creek until 2012. Following that, Jeff was the General Superintendent
at Freeport McMoRan Copper and Gold in Papua, Indonesia where he was responsible for the Nemangkawi Mining
Institute. Jeff began his career as a Red Seal Welder and went on to operate his own welding business for 12 years.
Most recently, Jeff provided consulting services to ITA on the Pan-Canadian Harmonization project to standardize
Red Seal training across Canada to enhance labour mobility. At ITA, Jeff is responsible for customer service, industry
relations, training delivery, and program standards activities.

Jamie Hammond, OMM, CD
Assistant Deputy Minister, International Strategy,
Ministry of International Trade
Prior to joining the Ministry of International Trade, Jamie was the Private Secretary to the Lieutenant Governor of BC. He
supported two Lieutenant Governors, advising on their constitutional, celebratory and promotional roles across British
Columbia, as well as their work with First Nations and the hosting of Royal and diplomatic guests to the province. Prior
to that, Jamie was a Colonel in the Canadian Forces and served across Canada, in Germany, England, Brunei, Hong
Kong, Bosnia, and Afghanistan in a variety of command and staff positions in the Infantry and Special Forces. He also
worked on policy issues at the national level, was a member of Canadian delegations to international negotiations and
was seconded to the Privy Council Office. Jamie has a BA (Hons) in History from the University of Victoria, a Master’s of
Arts in International Affairs from Carleton University, and a Master’s of Strategic Studies from the US Army War College.
Kevin Kriese
Assistant Deputy Minister, North Region,
Ministry of Forests, Lands and Natural Resource Operations
Kevin was appointed Assistant Deputy Minister in December of 2010. His area of responsibility includes the Skeena,
Omineca, and Northeast Regions. As Assistant Deputy Minister, Kevin leads a diverse team to deliver programs in
the management of fish, wildlife, water, lands and forest resources. Kevin entered the public service in 1992 with the
Ministry of Forests and then worked in the Ministry of Sustainable Resource Management, as well as the Integrated
Land Management Bureau. For the past 19 years he has lived in Smithers, and worked primarily on projects in the
areas of strategic resource management, First Nations engagement, and land use.
Lindsay Kislock Assistant Deputy Minister, Partnerships Division,
Ministry of Transportation and Infrastructure
Lindsay joined the Ministry of Transportation and Infrastructure in September 2015 as the Assistant Deputy Minister
(ADM), of the Partnerships Division. She also serves on several cross-ministry boards and committees.
Prior to her appointment at Transportation and Infrastructure, Lindsay held the position of the Assistant Deputy
Minister Health Sector Information Management and Information Technology in the Ministry of Health. Lindsay also
served as the ADM, Agriculture Science and Policy at the Ministry of Agriculture and as the ADM, Small Business
and Regulatory Reform with the Ministry of Small Business and Revenue. During her 25 years of service with the
BC government Lindsay has held a variety of senior management positions with the Ministry of Children and Family
Development, the Ministry of Human Resources, and the Ministry of Employment and Investment. Lindsay holds
a Master’s degree from the Evans School of Public Affairs, University of Washington, and a Bachelor of Business
Administration from Lakehead University.

Okenge Yuma Morisho Assistant Deputy Minister, Economic Development Division,
Ministry of Jobs, Tourism, Skills Training and Labour
Okenge Yuma Morisho was appointed Assistant Deputy Minister, Economic Development Division with the Ministry
of Jobs, Tourism and Skills Training and Labour in April 2015. Prior to his appointment, Mr. Yuma Morisho worked
in several federal departments in Ottawa over a period of 15 years. Most recently, he served in several executive
positions within the Privy Council Office, where he worked on policy issues related to the Canada-U.S. border and
other broader foreign policy topics as well as several domestic hot issues. With Environment Canada, Mr. Yuma
Morisho also served in several capacities including as Director General, Intergovernmental Affairs and Stakeholder
Relations. Mr. Yuma Morisho started his career in the Public Service of Canada with the Department of Industry,
working in several programs and policy areas including the Canada Small Business Financing Program. Okenge holds
a law degree (LL.L) and an MBA from the University of Ottawa. He has also completed an Executive Certificate in
Negotiations with Notre Dame University.

Fred Cummings, who was BCRTC president and GM since 2010, is the vice president, infrastructure management &
engineering. Cummings was responsible for the Canada Line Rapid Transit Project and Golden Ears Bridge.
Cliff Stewart
Vice President Infrastructure,
Port Metro Vancouver
Mr. Stewart is the vice president, infrastructure of Port Metro Vancouver. Mr. Stewart leads all of the organizations
large infrastructure delivery programs which include road, rail and terminal interfaces as well as off-port supporting
infrastructure. Prior to joining Port Metro Vancouver, Mr. Stewart held the position of vice president, operations for DP
World Canada Inc. Mr. Stewart also led the redevelopment of North Vancouver’s Vancouver Wharves bulk terminal site
in the late 1990’s. During his 29 year career, Mr. Stewart has held maintenance, engineering and major project roles
with BCR Marine and Quintette Coal. Mr. Stewart is a Professional Engineer and holds a Bachelor of Applied Science
in Mechanical Engineering from the University of British Columbia.
Chris Gilmore
Executive Director,
Ministry of Jobs, Tourism and Skills Training
Chris has more than 14 years of experience in both the provincial and federal governments. Joining the province in
2007, Chris has worked in the economic development ministry, with brief stints in Finance and the Major Investments
Office. In Ottawa, Chris worked within the departments of Human Resources and Social Development Canada (HRSDC)
and Industry Canada providing advice on policy development and processes, competitiveness, innovation, regional
development, sector strategies, internal trade, foreign direct investment, and workplace skills issues. Chris holds an
undergraduate degree in Business Administration (UNB); a graduate degree in Development Economics (Dalhousie)
and is a certified Economic Developer (Ec.D) (University of Waterloo).

Hayden Lansdell
Executive Director, Strategy, Business Intelligence & International Marketing,
Ministry of International Trade
Hayden Lansdell is the Executive Director for Strategy, Business Intelligence & International Marketing at the Ministry
of International Trade where he works on ensuring government alignment in export and investment services, oversees
B.C.’s international marketing activities and leads research and business intelligence in support of the province’s
overseas activities. Prior to joining the Ministry of International Trade, Hayden was the Communications Director in the
Ministry of Jobs, Tourism and Skills Training, serving both Minister Shirley Bond and Minister Pat Bell. This position
followed Hayden’s eight years of work in Ottawa where he led a number of regulatory policy initiatives at Health
Canada and Environment Canada. Hayden holds a Bachelor of Arts and a Master of Public Administration from the
University of Victoria.
Carl Jones
Director Air Service Development,
Vancouver Airport Authority
Carl Jones, Director Air Service Development is the newest member of the YVR marketing team having started in
February of this year. Carl brings a wealth of aviation and tourism experience including his most recent role as Head
of Airline Business Development at Melbourne Airport. Prior to that, he worked for Tourism Victoria, the state tourism
authority, in Australia in a variety of roles including Aviation Manager. Carl has a Masters of Marketing, a Bachelor of
Applied Science and has completed the Senior Managers Program at Melbourne Business School. At YVR, Carl is
leading airline relationships working to increase destinations and expand air services offered at YVR.

craftspeople. Privately owned by the Kouwenhoven family, Hemlock also has sales offices in
