Changes in SAFSA Council and Management Committee Chairmanship
On 27 Mar 2013, LG NEO KIAN HONG relinquished his appointment as Chief of Defence Force
(CDF) and SAFSA Council Chairman. He was succeeded by MG NG CHEE MENG who was Chief of Air
Force.
BG HOO CHER MOU who was Chief of Staff - Joint Staff, succeeded MG NG on 25 Mar 2013 as
Chief of Air Force and SAFSA Management Committee (MC) Chairman.
On behalf of all SAFSA members, SAFSA Secretariat would like to express our heartfelt

SAFSA Convenors' Dialogue 2013
On 21 MAR 2013, SAFSA Secretariat held the SAFSA Convenors' Dialogue for all the 2013/14
SAF Sports Appointment holders (i.e. Formation Sports Officers and Games Convenors), to brief them
about what to expect for the new work year.
It was a fruitful exchange of ideas and opinions between the Secretariat Staff and the attendees, with
topics which covered organizing IFCs, budgeting & fundings etc.
The event was chaired by the new CO AFC, MAJ CHIA GEOK KOON.
HIGH PERFORMANCE

MINDEF was declared the overall Champion MINISTRY at the PSIG Inter-Ministry Badminton
Championships 2013 FINALS on 22 Mar 2013. Badminton, one of the 9 SAF core sports, has been
under CSSCOM's charge for more than 25 years.
It was another SUPERB performance by our 3 teams in the Finals for the MEN Open, MEN Senior (40
yrs) and the MEN Active Agers (50 yrs). With this win, MINDEF was proclaimed the Overall CHAMPION
MINISTRY for a historic 12 times in PSIG history. Our teams also won all the 3 FINALS by beating our
opponents 2-1 in all 3 categories. Apart from the great teamwork, it was a strong display of our SAF
Core Values of FIGHTING SPIRIT and DISCIPLINE by all of our players!

SAFSA Football IFC 12/13

Defending champions 3 DIV emerged victorious as they retained their title for IFFC 12/13. A total of
10 formations took part in the competition held from 14 January 2013 to 5 February 2013. The finals
was held at Bedok Camp II. With a score of 2-2 at the 90th minute and after extra time, the match
proceeded to penalty shoot-out. 3 DIV won 5-4 on penalties against CSSCOM. The Guest of Honour
for the finals was COL Desmond Tan, Chief Guards Officer.
We also witnessed a record match of 16-0 (3 DIV vs Armour) during the round robin matches.
The top goal scorer for IFFC 12/13 was 3 DIV striker PTE Stanley Ng, with a total of 13 goals.
IFFC 12/13 was proudly organised by 1st Battalion Singapore Guards. The organising committee would
like to express their sincere appreciation to all formation team managers, participants and supporters
for making this event a success.

SAFSA Track & Field Meet 12/13

UAV Command (UC) from the Republic of Singapore Air Force (RSAF) organized the 45 th edition of the
annual SAFSA Track and Field Meet (STFM). The event was held on 5 and 6 March 2013 at the Air
Force Training Command (AFTC) Stadium.
The 45th STFM saw more than 602 men and women from various formations in the Singapore Armed
Forces (SAF) participating in 69 events over 2 days. Despite the hot weather, cheers and
encouragement filled the stadium. The athletes' will and determination to do the best for their
respective formations was evident. The grand finales for this year were the Tug-of-War and the Chainof-Command 4x100m relay. Team TRANSFORMERS were victorious in both events, and eventually
emerged as the overall champion of the 45th STFM with 410 points. 3 DIV and 9 DIV followed closely
behind in 2nd and 3rd places with 390 and 372 points respectively.
Organizing Chairman, LTC Chiun Koon Wee presented the medals and vouchers for the winners and
the best individual performance trophies. The Best Individual Performances were as follows:

2 SAFSA Field records were broken in the 45th STFM. ME2 Shaune Lin from NAVY established a new
record of 27.05m from 26.71m (2008) in the Women (Master) Javelin event. Later in the day, she
established a new record for the Women's (Master) Shot-Put with a distance of 8.30m.
The 45th STFM Organizing Committee utilized the Photo-Finish Technology to reduce the manpower
required and ensure greater fairness at the finishing line. This was the first time that the technology
was used in the STFM event.
The Organizing Chairman would like to express his heartfelt gratitude to SAFSA executives, and the
respective Formation Sports Conveners and Team Managers for their invaluable support towards the
event. He highlighted that it was gratifying to see participants enjoying themselves during the event,
and that he looked forward to the successful conduct of the 46th STFM.

Track & Field Meet 12/13 Champion: Team Transformers!
SAFSA Swimming Meet 12/13

Once again, Team NAVY remains formidable and unbeatable! RSN continued to dominate the
meet and emerged as champions. The 44th SAFSA Swimming Meet was held at Changi Naval Base
Sports Complex on 13 March 2013 and the event was organised by the Institute of Maritime
Operations and System (IMOS) and Naval Training Command (TRACOM). A total of 382 participants
from 11 SAFSA Formations competed in this year's meet that comprised of 44 events with support
from SSA trained Technical Officials.
Flagging off the 1st event of the competition between the swimmers in the SAF was Guest-ofHonour, COL Tan Kai Cheong, Commander 3rd Flotilla, RSN.
This year the committee reviewed the format of organising the meet. A new time-final format
was introduced, similar to that of the Public Service Swimming Meet. In previous years, the meet was
held over a period of 4 days with 3 days of heats and one day of finals. This year the meet was
conducted in a single day time-final format. This bold decision took into consideration that we could
and would maintain the swimming committee's objectives, and at the same time free the
participating formations for more operational duties. After the swimming meet, praises and positive
feedbacks were the evidence that this new format was the right way to go ahead.
The organising committee for the 44th SAFSA Swimming Meet would wish to thank all
participants and their supporters for making this meet an exciting and meaningful one.

Here is a special mention to the four technical 'gurus' who constantly gave their invaluable
service and effort to our SAFSA Swimming committee for more than 20 years. Sadly, they are leaving
the service soon and this year's Swim meet will mark their last contribution to the annual event.
They are Mr Eric Yan of Artillery Formation, Mr Henry Tan of MINDEF Formation, Mr Lee Soo Peng of
Infantry Formation and Mr Quek Choon Seng of Commando Formation.
I managed to interview Mr Eric Yan and these were his comments: “Firstly, I would like to thank the
NAVY Formation for their support all these years. And most importantly, I would like to thank the
Artillery family. It has been my honour to work with all of you for the past 20 years.
Secondly, I would like to give thanks to my mentor, (RET)1WO Ong Hock Lai, RSN. It is with his
guidance and teaching that I am able to achieve what I have through the past years.
Also, it has been my pleasure working with the SAFSA swimming team all these while. The times
when we clinched the championship title will remain the highlight of my tenure here. The friendships
and close bonds forged among the swimmers will not be forgotten. I hope that this culture will
remain and that the swimmers will regain the championship title.
It has truly been my pleasure and honour to do what I have been doing for the past 20 years.”

Team NAVY Manager, ME2 Yeap Jin Qiang commented that being new on the job was like
treading into unchartered waters. He faced challenges when he needed to get replacement for
swimmers couldn't make it due to operational commitment. But, what he witnessed was everyone's
willingness to contribute their part to the NAVY even at the eleventh hour. ME2 Yeap strongly
believe that the victory Team NAVY brought back this year will continue on. This was because NAVY
would always be supportive, cooperative and wanting to keep the ensign flying high.

48 SAR Battalion Sports Day
The Battalion Sports Day is one of many main events organised by 48 SAR every work year. The
event was conducted on 270213 and involved a total of 460 personnel.
The purpose of the event was to foster teamwork and strengthen bonds among the
servicemen through fun but competitive sports activities. There were a total of 4 games: 5x400 Relay,
Tug of War, Basketball and Captain Ball.
Support Company of 48 SAR was crowned this year's overall champion.
We would like to thank SAFSA for supporting the event in many aspects and contributing to its
success.
We sincerely look forward to your support in the coming future.
