Royal Rangers is a principal ministry of the Assemblies of God focused on discipling boys for
Jesus Christ. We provide Christ-like character
formation and servant leadership development
for boys and young men in a highly relational and
fun environment. Our mission is to evangelize,
equip and empower the next generation of
Christ-like men and lifelong servant leaders.
The Potomac District administrative region of
the General Council of the Assemblies of God
takes in Washington, D.C., Maryland, most of
Virginia and northern West Virginia. Over 100
churches throughout this region currently provide Royal Ranger ministry to more than 2,500
boys and young men. We use many tools to
achieve that goal whether it be camping, merits
or interactive skills, all designed to help develop a
boy into a man while having fun and getting to
know God.
We want to develop both men and boys in mentoring relationships and leadership skills, and
guide them to Jesus Christ. We reach boys, so
they may reach another in their world.

“I Know Who Holds My Hand”

I
t is amazing that here we are
in 2016. I think in most of our
lives we readily see the acceleration of time because of the
demands that are placed on us,
that the years seem to pick up in
intensity.
Yet combating that acceleration is when we find ourselves in
life-altering circumstances that
no one could have imagined until you are in the middle of them and then it seems that for
brief a while, time almost stands still.
We celebrate the victories, mourn the losses fighting
through the tears, to face the future, uncertain of what
awaits us in 2016. Personally I find comfort in having at
least a remedial understanding of the Sovereignty of
God, meaning as an old gospel song said, “I don’t know
about tomorrow, but I know who holds my hand.”
For our leaders who have walked through unexplainable tragedy, mountains of grief and uncertainties that rob
the sleep from our eyes, I can’t know what you have faced
or what any of us may walk through in this coming year,
but I know God knows and even when the circumstance
seems to scream of his absence, he is still there with hands
outstretched toward us. Let’s face 2016, not with optimism, but in the knowledge that God has this year and
our lives, our ministries, and our boys in his care.
I am blessed to serve among the greatest leaders in our
organization from executive staff to the group leader in
each outpost, many of whom serve multiple roles in
Rangers and in many other places in the local church. You
are God’s gift to young men across our tristate region.
You are called by God. The road may get rough, life unexplainable and the places of trials intense, but God is
stronger, God is still loving and our God makes all things
come together in His time. We really can trust Him. Let’s
keep the future in his hands!
It is a pleasure to serve alongside you! Lead well in

an you believe it’s been 25
years? This year we celebrate the 25th year of our
annual conference. Back in 1991
the regional staff had a vision to
give leaders from across the northeast the opportunity to gather and
learn the best ways to reach, teach,
and keep boys for Christ. Although we’ve changed the language to Evangelize, Equip, and
EMPOWER, the goal of mentoring
future men has always been prevalent.
Empower 16 will continue to
build on the momentum that has
been established over the past 24
years and provide anyone involved in ministry with a place for
great training, excellent fellowship,
and a time of spiritual renewing.
This year we welcome one of
the leaders in children’s ministry,
Dick Gruber, to be our guest
speaker and instructor. Dick is a
pastor, professor, author, composer and artist. He has illustrated
over 20 discipleship books for children as well as produced numerous scripture picture Bible
memory helps for Sunday School
teachers.
Dick is currently the Children’s
Ministries Specialist at University
of Valley Forge in Phoenixville, Pa.
where he has worked as a faculty
member since 2001. At UVF, Dick
has developed a bachelor’s degree
program in children’s ministries
and is training young people to be
children’s pastors, evangelists, and
missionaries.
Also available this year is the
World Class Outpost Seminar.
Outpost Leader Track
These sessions are designed for
the leader that serves at the outpost level. Classes include the Dick
Gruber Seminar and your choice of
classes in the afternoon. Leaders
may also take the World Class
Outpost Seminar, which would
cover all education sessions.
Ranger Kids Leader Track
We’ll also have specially designed
Ladies Activities and a brand new
Kids Fun Fest, so make sure to
bring the whole family!

The Empower 16 Conference

tracks so that churches can attend
together, while individuals connect
with peers and learn about topics
most relevant to their responsibilities at a local, sectional or district

World Class Outpost Seminar is
a day-and-a-half training event
designed to expose the outpost
leadership team to a successful set
of practices, methods, strategies
and tools that will enable them to
develop into a World Class Outpost. The greatest benefit of this
event is achieved when the outpost/church leadership attends
and completes this event together
as a team.
Other areas of focus include
spiritual foundations of leadership,
leadership and teamwork, relationships, communications, motivational gifts, personality types,
world class by design, outpost assessment, outpost strategic ministry plan, group and individual exercises, evaluation and adjustment,

From Boy to Leader
Leading younger leaders takes
different tactics than leading seasoned ones. It doesn’t become any
easier no matter how many years
that younger leader has spent in the
program as a boy. Discover the best
ways to lead this group effectively.
Working with Boys
with Disabilities
The goal of the Royal Rangers
program is to provide all boys with
the opportunity to grow into full
Christ like manhood. This goal applies to boys with special needs as
well as all other boys. However, in
some instances, boys with physical
or developmental disabilities may
require additional assistance in order to achieve periodic accomplishments. Learn how leaders can be
prepared to provide assistance as
needed.
Your Legacy
What will your legacy be? Today’s society pressures us to concentrate our energy and resources on
issues of “today.” Dwelling on what
our legacy will be 10, 20, or 40 years
from now is something we don’t
think about very often. The great
thing about building a legacy is
the process takes time. One single
event or decision doesn’t make a
person’s legacy, but it is the culmination of choices, character,
conduct, and reaction to events/
decisions that defines who you
are and what people will say
about you. As stated in Proverbs
20:7, “A righteous man leaves a
godly legacy to his children.”
Multicultural Outposts
What does a range of nationalities in the outpost bring to the
teaching and learning experience? Get some great tips, discuss
challenges, and discover opportunities!
Ranger Kids Activities
You will learn about the types
of activities boys in Ranger Kids
can do outside of the outpost
meeting and how to plan them.
You will complete an exercise
designed to help you plan for an
activity. We’ll also discuss why
safety is important, activities for
Ranger Kids, parental involvement, material & food needs, and
council fire devotions.

A look back at the largest event in Royal Ranger history

undescamp. It's a German thing. It's a Royal
Ranger thing. It’s the
German Camporama.
It's what you do if you are a Royal Ranger and have family to visit
in Germany. At least that seems
to be the connection from the
onlooker. But with an inside
scoop from a family that covered
miles to visit relatives and attend
this event, you will
see it's also a God
thing.
Lynn and Ute
Whiteley, along with
their 15 year old fraternal triplets decided
the 2014 Bundescamp
was a "go." Ute is German and making a
family visit to see her
family was much anticipated. They decid-
ed the Royal Ranger Bundescamp made it a double reason to
go. Lynn, who serves as outpost
coordinator at Chapel Springs
church and capital section training coordinator, his son Ryan,
and daughter Renee attended
Royal Ranger Bundescamp. In
the United States Royal Ranger
are boys only, but in Germany
Royal Rangers is coed. The girls
take part in the activities alongside the boys which include

games, crafts and competitions.
The girls have their own patrols,
set up their own tents and eating
areas. Everyone attends the evening meetings where worship and
preaching are held.
The theme for the camp was
16th century Europe. So all German participants were required
to create and wear outfits of that
time period for the evening services. The costumes where very
colorful and imaginative. A special theme song was composed
for the camp in the style of the
Lord of the Rings.
Renee received the privilege to
choreograph and dance to the
theme song at the Monday evening event. She was asked to
dance in a Ranger uniform instead of the traditional ballet attire to show that Rangers is not
just about camping, but Rangers
encompasses the arts as well.
The Holy Spirit was very present in this meeting, as Lynn recalls. This was the largest Royal
Ranger event in history at 15,000
attendees. Lynn recalled his feelings of the presence of the Holy
Spirit in such a strong way as this
massive group of people worshiped God together in German
and English.
The camp is very family oriented. Husbands and wives,
brothers and sisters are all involved together. Activities included patch trading, wax stamp
making, making cups out of coconuts and carving out wooden
utensils is just a sampling of
what one could participate in.

The Bundescamp 2014 amphitheater was constructed on site—large, arena-style aluminum bleachers arranged
as an open-ended horseshoe. Scaffolding was used to represent “towers” around the perimeter, with towers and
the backside of the bleachers covered by large sheets of canvas painted to look like massive stone walls.

built included a working water
mill, a working bowling alley,
two story replicas of some of the
great German cathedrals and
much more. Foods were typical
German fare with bratwurst,
bread rolls smothered in Nutella,

and apple juice with sparkling
mineral water.
Think of that childhood
experience you had family
camping, add a huge amount
of activities, new foods to
taste and languages to hear,
and so many people honoring
God above all else..... that's

Redefining
So the LORD was with him, and Hezekiah was successful in
everything he did. He revolted against the king of Assyria
and refused to pay him tribute. — 2 Kings 18:7
W
hat does it mean to be successful?
Success usually brings to mind financial
achievement or being number one. Others would define success by the bumper
sticker: "He who dies with the most toys wins." Some
like to think that success is being busy--on the go, racing from one appointment to another, and having too
much to do with too little time to do it.
The problem with these definitions of success is they
exact a high cost. The Executive Digest has noted, "The
trouble with success is that the formula is the same as
the one for a nervous breakdown." That's sobering,
uncomfortable, and too often true.
Maybe the definition of success that you are familiar
with is not the correct one. I would encourage you to
reassess your definition of success before it is too late.
May I propose a new look at the word S.U.C.C.E.S.S.?
Service. There is no such thing as success without
service. The secret of success lies in meeting the needs
of others. And when we are meeting people's needs,
we will discover fulfillment.
Understanding contentment. Let's not measure
success by how much we own or how much money we
have but by a sense of inner contentment. Real success
is always internal, never external.
Character. Character is of greater value than how
much money or status we have. A man's best test of
character is revealed in how he treats people around
him. So measure your success not by your possessions
and achievements. Measure success by the quality of
your character and conduct.
Compassion. What really matters is not money,
power, and ego but issues of the heart--such as compassion, kindness, bravery, generosity, and love. Do
you love people more than things?
Excellence. Excellence is not being the best but being your best.
Significance. The popular notion of success has not
cut it. A growing number of people yearn for significance more than success. Significance comes by giving
ourselves to something that is greater than us and that
will outlast us.
Sacrifice. A problem in our society is that we are
spending our entire lives looking for something worth
living for. It would be better if we found something
worth dying for. Success under these guidelines will
bring you into harmony with God's guidance.

Supporting Our Wounded Veterans
R
epresenting Outpost 262 at
Ellicott City Assembly of
God and Heartwood Outdoors Ministry, Cmdr. Gary
“Blaz’n Bear” Groves recently
spent a day of volunteer cooking
for disabled veterans.
The event was a dove hunt
sponsored last September by Operation NPLB (No Person Left Behind). The organization was
founded in 2006 as an independent
charity that allows professional
hunters and fishermen, as well as
outdoor-minded people, the opportunity to ensure disabled veterans have the best outdoor hunting
and fishing experience possible.
Today, the program is part of
Operation Second Chance, a nonprofit organization established in
2005 to provide support to Soldiers and Marines while they are
at Walter Reed Army Medical
Center and then to further assist
them when they transition either
back to duty or back to civilian
life.
