WWW.SPORTSOFFICIATINGSUMMIT.COM SAFE SECURE BY THE RULES PRESENTED BY THE NATIONAL ASSOCIATION OF SPORTS OFFICIALS IN COOPERATION WITH THE NATIONAL FEDERATION OF STATE HIGH SCHOOL ASSOCIATIONS AND THE NEW MEXICO OFFICIALS ASSOCIATION 2 IF YOU: MANAGE OR DIRECT AN OFFICIATING PROGRAM, HAVE RESPONSIBILITY FOR IMPROVING THE PERFORMANCE OF SPORTS OFFICIALS, WANT TO BECOME A BETTER CREW CHIEF OR OFFICIAL, PLEASE READ ON. . . Like it or not, the role of the sports official is changing. Officials are being instructed to strongly enforce the rules that attempt to keep athletes safer. Officials need to “buy in” to that philosophy to be successful. Yes, it may be a new way of thinking and added responsibility for officials, but it is where sports are headed. That topic, along with a host of others, will be explored during the 2014 Sports Officiating Summit. The 32nd annual industry event of the year, presented by NASO, is titled, “Whole New Ballgame: Safe, Secure, By the Rules,” and promises to be one of the most relevant gatherings of sports officials to date. “Whole New Ballgame” — those three words encapsulate the importance of the educational sessions that will be presented during the 2014 Sports Officiating Summit. All of us in officiating are today confronted with responsibilities and duties unimaginable just 10 years ago. The job description for sports officials has continued to evolve and officials have the job of ensuring the safety and security of the game and its participants. Officials are being mandated to more strictly enforce the rules of the game. There has developed an overarching expansion of the role of game officials. Designed specifically for officiating leaders, the 2014 Sports Officiating Summit will deliver fresh perspective and proven techniques to ensure more effective officiating. This year’s program is especially timely, topical, and authoritative — presented by the most respected speakers and practitioners in the field. Plus, the Summit presents the perfect opportunity for networking. You can listen, ask questions and interact with more than 400 leaders who will be in attendance. Over the course of two-and-a-half days, you will learn and know more about officiating, and meet people who can help you make a positive impact on your program or association. The Summit is the industry event of the year for officiating. That’s because the best and the brightest in officiating are on hand, reaching out, sharing experiences with each other. We look forward to having you in Albuquerque. Register today by visiting www.sportsofficiatingsummit.com, by calling 800-733-6100 or by mailing the registration form located on page 15. BASEBALL SPONSORED BY FOOTBALL SPONSORED BY VOLLEYBALL SPONSORED BY BASKETBALL SPONSORED BY SOFTBALL SPONSORED BY SOCCER SPONSORED BY and why. Transparency is now a requirement for officiating administration. Officials at all levels of sport are now “public persons,” subject to the media scrutiny normally reserved for politicians and celebrities. This new reality is having an impact on how officials are judged, how they view the game and how they view themselves. The publicness of every assignment calls for a fresh look at the deep and lasting impact on officiating. This is the panel that will deliver just that. SPEAKERS: 1. BARRY MANO (NASO/REFEREE) 2. JACK ROBERTS (MHSAA) 3. MIKE PEREIRA (FOX SPORTS) 4. SCOTT GREEN (NFL) 1 2 3 4 3:15 PM - 4:15 PM MISTAKEN IDENTITY: THE BURDEN OF TRANSPARENCY IN OFFICIATING It would be a joke to say “the best refereed game is when you don’t know the officials are there.” The world wants to know what we do 7 PROGRAM TUESDAY, JULY 29 8:00 AM - 8:45 AM WHAT ARE WE AFRAID OF? Some officials like the path of lesser resistance. The fewer waves created the better. But often such a path conflicts with primary responsibilities: to enforce the rules as written; to keep boorish behavior in check; to provide credible after-action reports. Officiating takes courage — to do the right thing when all pressures lobby against it. It takes a frame of mind that transcends a full schedule. It takes extraordinary restraint and personal discipline. it comes to game security. A diverse set of officiating leaders will explore their own challenges in dealing with how to best keep officials safe. NASO will develop an educational guide derived from this session to distribute across the country to help ensure that game officials remain as safe as possible. There is much that can be learned and enacted, even with limited resources. SPEAKERS: 1. GLEN JOHNSON (CFL) 2. JOAN POWELL (PAVO) 3. MARK UYL (MHSAA) SPEAKERS: 1 1. JULIAN TACKETT (KHSAA) 2 3 2. Smith, with American Specialty Insurance, is without parallel in his knowledge of officiating and risk. SPEAKERS: 1. ALAN GOLDBERGER (LEGAL EXPERT) 2. DREW SMITH (ASI) 1 2 9 PROGRAM TUESDAY, JULY 29 2:00 PM - 3:00 PM THE LOUISIANA LOCKUP: A CASE STUDY Two high school football officials were handcuffed and led from the field while a district-level playoff game was in progress. They were booked, fingerprinted and mug shots were taken and posted. Then law enforcement realized it had committed a serious error in judgment. Now we get to hear from the officials themselves. Step-by-step we get to hear the untold tale unfold. We listen and learn. The cooperative effort of the officials, their association, their state high school association and NASO is now the playbook. 3:15 PM - 4:15 PM THEY’RE CALLED SUPERSTARS FOR A REASON An all-star cast led by an all-star moderator. Every person on that stage is visible and vibrant. They are personalities in the best sense of that word. They love to talk officiating and because of that, we listen, we are captivated. Join us as we celebrate the best that officiating has to offer during an elegant evening banquet. NASO is privileged to recognize the efforts of outstanding people and outstanding calls through the Gold Whistle Award and the Mel Narol Medallion Award. Former NBA referee Steve Javie will serve as the emcee. You’ll feel enormous satisfaction and overwhelming pride in knowing you are a part of the officiating community — while at the same time helping to recognize those being honored. GOLD WHISTLE AWARD ® The NASO Gold Whistle Award is given to an individual or organization that has made significant contributions to the betterment of sports officials and the officiating industry. This year’s honoree will be the 27th to receive the award, joining an elite group of past recipients. RECIPIENT JOE CRAWFORD Joe Crawford is the recipient of the 2014 Gold Whistle Award. Joe was hired by the NBA in 1977 at the age of 26. He is among the most senior NBA referees. He is one of six referees to work 2,000 NBA games, a milestone he passed in November 2005. Joe has worked more than 275 playoff games and more than 45 Finals games, both NBA records. Before joining the NBA, Crawford officiated high school games in Pennsylvania and the Eastern Basketball Association (later the Continental Basketball Association). 11 In addition to being one of the NBA’s most high-profile and competent referees, Crawford assists others in a number of ways. He participates in a reading program sponsored by the NBA Referees Association. He and several other current and former NBA referees are clinicians at a camp for burgeoning referees, but all of the officials donate their fees from that event. Crawford’s share of the money is earmarked for Sister Rose Marie, a cloistered nun from his hometown of Philadelphia. Crawford and his wife organized and operated a girls’ AAU basketball program before turning it over to others to manage. Other officials on the league staff look to him for leadership, which he provides without hesitation. He is considered a “rules guru” and prepares weekly tests for fellow officials. In his constant drive for self-improvement, he will review video of his own work and send it out to other officials so they might learn from him. He regularly sends out messages of congratulations, support and helpful instruction to NBA, collegiate and WNBA officials, all with the idea of providing moral support or sharing his wealth of knowledge. Joe is considered the ultimate “big game” official, as evidenced by his record of playoff games. In recent years he has become one of the most ardent supporters of NASO and the annual Summit. He has excelled as a volunteer speaker, panelist and clinician at the Summit. MEL NAROL MEDALLION AWARD® NASO’s Mel Narol Medallion Award recognizes outstanding contributions to NASO. The award recipient is the 13th such honoree and joins other organizations or individual recipients. RECIPIENT CALIFORNIA BASKETBALL OFFICIALS ASSOCIATION The California Basketball Officials Association (CBOA) has been named recipient of the 2014 Mel Narol Medallion. CBOA was established in Los Angeles in 1918, originally known as the Southern California Basketball Officials Association. It has grown and changed over the years, adding units throughout the state as well as Nevada and Hawaii. The name was changed to CBOA in 1987. 12 In 2006, the CBOA partnered with NASO and Referee magazine to enhance the CBOA member’s benefit package with the finest educational materials, insurance and support in the nation. The ground-breaking partnership ensures that each CBOA member and each CBOA unit receives top-of-the-line magazine, customized books, newsletters, training materials and professional services from the nation’s leaders in the field. In 2010 the partnership successfully completed its first five-year agreement and was renewed for another five years commencing with the 2011-12 season. Two affiliate units have been added in Wisconsin and membership has grown by almost 20 percent during the tenure of the partnership. At present, almost 4,000 CBOA members are also NASO members. That number accounts for roughly 20 percent of the current NASO membership. CBOA opened the door to other group signups that have not only bolstered the NASO membership rolls but improved training and education for hundreds of other officials in the state of California and beyond. PAST RECIPIENTS: Joe Crawford and CBOA both join impressive lists of past recipients of the Gold Whistle Award and the Mel Narol Medallion.
