MAYORAL BALL TO SUPPORT A GREAT CAUSE Proceeds from Sutherland Shire Council’s 2013 Mayoral Ball to be held Saturday 1 June will go to Sutherland Shire Family Services. Sutherland Shire Family Services is a community based, not-for-profit organisation which provides a range of innovative and professional services to children, young people and families living in the Sutherland Shire and St George area. Funds from the Mayoral Ball will directly support the ‘Growing Respect - Love Bites’ program and ‘Angel Blankets’ program in high schools across the Sutherland Shire. You can support the Sutherland Family Services by attending the 37th Mayoral Ball at the Sutherland Entertainment Centre on Saturday 1 June. This year’s Ball will be a masquerade themed extravaganza with entertainment, a silent auction, mystery prizes and more. A special thanks to our Mayoral Ball sponsors: The Leader, Tradies, Lots of Watts and Cliff Lewis Printing NEW DRAFT LOCAL ENVIRONMENTAL PLAN To better manage Sutherland Shire’s built and natural environment and accommodate population growth over the next two decades, Sutherland Shire Council has developed a new draft Local Environmental Plan (LEP) which has been on public exhibition from Tuesday 19 March to Wednesday 1 May, 2013. The new LEP seeks to simplify council’s planning framework where currently four different environmental plans apply to the Shire. The single plan will have implications for all property owners and they have been encouraged to review the draft LEP and provide feedback to council. Continued on page 2... SHIRE UPDATESHIRE UPDATE SHIRE UPDATE Council’s energy savings A comprehensive review of Sutherland Shire Council’s 2012/13 budget has highlighted considerable cost savings that have been made. “A combination of reduced expenditure across a number of council business units, combined with a focus on energy efficiency initiatives has delivered $633,523 in savings, to fund future infrastructure and capital works programs.” said Sutherland Shire Mayor, Kent Johns. BUDGET ON EXHIBITION Sutherland Shire Council has prepared a Draft Operational Plan in accordance with the requirements of the Local Government Act 1993. The documents that outline council’s proposed budget, its revenue and rating policy and its planned activities for 2013/14 are on exhibition until 5pm Monday, 13 May 2013. They can be viewed at 4-20 Eton Street, Sutherland, council libraries and/ or council’s website. Written submissions should be sent to General Manager JW Rayner, Locked Bag 17, Sutherland 1499. Submissions close at 5pm on Monday, 13 May 2013. Apply Online for your Roads Act Application Did you know that you can now make your Roads Act application online? The use of a public place for private purposes requires approval from council. These applications include the following: • driveways (when installing a new driveway over a council nature strip) • road openings (for plumbing, utility and other connections where council’s asset/nature strip needs to be excavated) • cranes and concrete pumps (for the temporary use of the nature strip or road for standing of cranes, concrete pumps, or other mobile equipment) • work zones (use of the roadway for construction purposes and or for the loading/unloading of vehicles) • hoardings (the erection of an ‘A’ Class or ‘B’ Class hoarding necessary for construction activities). Online submission is quick, easy and application fees can be paid online. Look under ‘Apply for it’ on council’s website www.sutherlandshire.nsw.gov.au Urban Activation Precincts Late last year the NSW Government introduced the Urban Activation Precincts initiative to facilitate growth in locations that benefit from public transport, deliver quality living environments and boost employment opportunities. Growth will be backed by State investment in infrastructure and grants to local government to meet infrastructure needs. After much deliberation, council has nominated two areas to be Urban Activation Precincts: Caringbah-Miranda and Sutherland-Kirrawee-Loftus. Both of these areas are considered to be well serviced and accessible locations. Report It App Have you noticed a problem in the community such as dumped rubbish, potholes or graffiti? There are a few ways to notify council, but if you have a smart phone handy the easiest way is to download the Report It app, and log it with council straight away. You can even attach an image to the report to assist in identifying the problem. Once a report is logged you are issued a CRMS number to track the progress of the problem. Continued from page 1 Sutherland Shire Mayor, Kent Johns said the new LEP addresses many of the inefficiencies of the current environmental plans and also seeks to provide better opportunities for employment, encourage greater choice in housing and better utilise town centres with their transport options. “A lot of work has gone into the draft LEP to ensure it strikes the right balance between retaining and improving the enviable lifestyle and work benefits we have here in the Shire as well as making certain we plan for the future needs of our growing population,” the Mayor said. 2 OUR SHIRE l Sutherland Shire Council Development Bonds Have you completed your development and not applied to get your bond back? If you provided council with a bond in accordance with a development consent condition and have completed the development, you can now apply online for the release of your bond. Look under ‘Apply for it’ on council’s website www.sutherlandshire.nsw.gov.au or alternatively drop into council’s Customer Service Centre and fill out a Bond Release Form. Key initiatives of the LEP include: • Changes to town centres and surrounds to increase residential and commercial opportunities • Removing some restrictions on dual occupancies, villas, townhouses and units • Increasing permissible floor space ratio for family homes • More flexible landscape requirements for property owners • Changes to the approach to managing foreshore areas • Wider employment uses in some industrial areas. Audio description brings transitions, movements, gestures, props, settings, costumes and scenery vividly and succinctly to life during pauses in on stage dialogue. Delivered by highly trained Vision Australia audio describers and transmitted by a small radio receiver and single earpiece, it allows people with vision impairment to sit in any area of the theatre. Sutherland Shire Council l OUR SHIRE 3 COUNCIL Projects SHIRE Council UPDATE projects Walk easy with new footpaths Prince Edward Park Seawall Sutherland Shire Council’s upgrade of Prince Edward Park was completed earlier this year. The environmentally friendly upgrade has ensured the protection of the Woronora foreshore, improved the appearance of the seawall and enhanced the usability for recreation and public use. This picturesque park is now well equipped to enjoy picnics and water activities, with the following works included in the upgrade: • sandstone wall designed to armour the shoreline from erosion and concrete retaining walls that allow planting of intertidal flora • stairs with handrails to enable safe access to the riverbed • a ramp to allow safe access to the river for kayaks and high tide access to the water for the mobility impaired • viewing platforms / decks • a river edge pathway • mooring cleats to allow small craft to be safely secured • picnic furniture • intertidal ecosystem of saltmarsh planting As part of the council’s ongoing footpath revitalisation program, new paths are being constructed in various locations throughout the Shire. Ahead of schedule, due to savings in the program this year, work on the following footpaths is underway: • Bega Road, from Wiak Road to Wattle Street, Jannali • Taren Point Road, between Toorak Avenue and Parraweena Road, Taren Point • Vernon Avenue, from Matong Place to Ellesmere Road, Gymea Bay • Thurlgona Road, between Lewarra Street and Cooriengah Heights Road, Engadine • Kirrawee Avenue, between Forest Road and President Avenue, Kirrawee Gymea Shopping Centre Upgrade The revitalisation of Gymea Shopping Centre is just months away from completion, with work recommencing at the northern end of the centre in April. The work will contribute to creating a vibrant village atmosphere and enhancing the economic viability of Gymea. There is better access for pedestrians with varying degrees of mobility, new parking and street tree planting, wider footpaths and more opportunities for outdoor dining. Since beginning the project the scope has increased by 35 per cent as opportunities have arisen for further improvements to designs. Recent work includes: • re-establishing the work site at the northern end of the shopping centre • installation of a raised pedestrian crossing connecting the east and west sides of Gymea Bay Road, adjacent to Warburton Street • start of work on the rail bridge including footpath widening, realignment of the threshold crossing, pavement work and a new safety barrier • further work in drainage, kerb and gutter, pavement landscaping and new street furniture • the switch over to underground power supply and removal of power poles. 4 OUR SHIRE l Sutherland Shire Council www.sutherlandshire.nsw.gov.au About your council ABOUT YOUR COUNCIL the ridge golf course A SPORTING HAVEN IN THE SHIRE The Ridge Golf Course is part of Council’s Ridge Sports Complex. Home of an 18 hole championship standard golf course, a 52 bay golf driving range, a synthetic athletic track, six playing fields and 12 netball courts. The completion of the Ridge Sports Complex was marked on the 2 February 2013 when golfers were able to enjoy the final nine holes of the 18 hole golf course. The Ridge boasts the most comprehensive team of PGA Members in Australia. Led by renowned Head Professionals Gary Booby and Kurt Stegbauer, the team also includes the current state and national women’s coach, and 2012 NSW/ACT Teacher of the Year, Denise Hutton alongside Glenn Whittle, Darren Chapman and Sports Psychologist Dr Michael Martin. THE DRIVING RANGE The Ridge Golf Driving Range is considered one of the most state-of-the-art golfing venues in Sydney. It features 52 floodlight bays over two tiers. The covered complex includes a range of seven target greens, electronic ball dispensers and a purpose-built coaching studio exclusive to the Sutherland Shire Golf Academy. The Ridge also has one of the best short game areas in Australia. The driving range is open until 9pm weeknights and 8pm weekends. Sutherland Shire Council l OUR SHIRE 5 Environment ENVIRONMENT New water refilling station at Cronulla Park Sutherland Shire Council Community Nursery Council’s Community Plant Nursery has been open since 1973 and has been a cornerstone in the upkeep of some of our most loved gardens and bushland reserves across the Shire. It was once a plant nursery that propagated and supplied a vast range of native and exotic horticultural favourites for Council’s gardens and sold to the general public, it has become a hub for the propagation of local native plants which originate from the Sutherland Shire area. Fill up on fresh, free drinking water when visiting Cronulla Park by using the new water refilling station. The Sutherland Environment Centre has donated the water station to Sutherland Shire Council to assist in minimising the amount of plastic bottles going to landfill and improve access to drinking water. The water refilling station is wheelchair accessible and includes a refill tap and drinking fountain that provides filtered water. Some of the many programs that the nursery is famous for includes the annual rate payers giveaway, the Greenweb program, the volunteer Bushcare program, National Tree Day, Australia Day Citizenship Ceremony, as well as the provision of plants to a variety of schools and community groups within the Shire. In 2012 the nursery provided the following number of plants: Bushcare volunteer program 12,469 Rate payers annual tubestock give away 9,380 Greenweb 9,158 Schools and community groups 1,861 The Council nursery staff are assisted greatly by a team of dedicated nursery volunteers. Last year 284 volunteers dedicated 1850 hours to the production of over 200 individual species of native plants. All materials including the books will be provided, as well as notes to take home. 6 OUR SHIRE l Sutherland Shire Council www.sutherlandshire.nsw.gov.au BUSHWALKS AND GUIDED TOURS NOXIOUS WEED PROFILE: BITOU BUSH Bitou Bush, the scourge of the coastal belt, has been in Australia since 1908 where it was discovered at Stockton, NSW. Bitou Bush’s properties as a sand stabiliser became evident during the 1940s to 1960s when it was planted widely along the east coast of Australia. Today Bitou Bush is a recognised noxious weed species due to its highly invasive nature and ability to decimate remnant native vegetation. Sutherland Shire Council’s Pest Species Unit has received grant funding from NSW Trade & Investment’s Crown Lands Department to undertake pest animal and noxious weed control at numerous sites throughout the Shire. Control programs will be implemented on Crown land reserves in Waterfall, Bangor, Maianbar, the Woronora Valley, Lucas Heights, Bundeena, Kurnell and Grays Point. FREE COURSES introduction to bush regeneration course Saturdays 4 & 11 May 8.30am – 4pm Located at the Sutherland Shire Community Nursery, 345 The Boulevarde, Gymea. Bushcare’s free two day course consists of weed identification and bush regeneration techniques. Wear sturdy shoes or boots, long-sleeved shirt and long trousers for the afternoon field trip practical session. Bangor to menai loop trail Tuesday 5 June 9am – 12.30pm Meeting opposite the tennis courts on Yala Road, Bangor. We’ll be trekking down into the ‘lost world’ of Still Creek and escaping the rat race, before emerging at Menai. We will then make our return, sampling a number of bushland fragments and Bushcare sites along the way. The walk is of medium grade with a few steep sections. Footwear with good grip is advised. PEST SPECIES GRANT CONTROL The grant, totalling $84,281, will be utilised in undertaking deer, fox, goat and noxious and environmental weed control as part of council’s pest species control programs to protect endangered ecological communities and threatened species. Walk through the beautiful sand dunes to Boat Harbour. See the spring flowers of the Kurnell area and the best view in the Sutherland Shire. This guided walk will look at a variety of native and exotic weed species within the Kurnell Peninsula. This walk is graded easy/medium with some sections in soft sand. BUSHCARE BUSHCARE The Long Way Round walk, lucas heights Wednesday 19 June 8.30am – 2.30pm TRACK CARE TEAM PAVING THE WAY Sutherland Shire Council is being assisted by a large number of the local mountain biking community to help restore and preserve the Lucas Heights Conservation Area. To date, the volunteer group has dedicated over 300 hours of work towards with the project, with some days attracting a group of 30 people. To participate in one of council’s free track building workshops, contact Bushcare on 9524 5672. FIND US ON FACEBOOK This 7km loop trail walk will take you to a well kept council secret, the Lucas Heights Conservation Area. The walk is long, graded medium and has a few steep inclines. Bring your walking shoes: morning tea, lunch and water. Bird watching walk: wattamolla to eagle rock Saturday 22 June 8am – 3pm Meet at the Wattamolla Beach car park, nearest the creek, for a walk south along the Royal National Park coast with noted bird expert, Steve Anyon-Smith. There should be lots of birds including albatross and maybe even a whale or two. Bring morning tea, lunch and water. Place the booklet on your refrigerator for a quick reference guide to waste services available to Shire residents. The Waste Management Booklet provides details on the chemical cleanout service, wood chipping service, sharps drop off points, household clean-up, waste wise living workshops and contains useful recycling information. clean up australia day 2013 A big thank you to everyone who participated in this year’s Clean Up Australia Day, on Sunday 3 March. Participants from three to 85 years of age across the Shire got their hands dirty for a great cause. Community groups, individuals, school children, Cubs, Girl Guide groups and local members of parliament all joined together to make it a successful day. A total of 5.28 tonnes of rubbish was collected, not including the 44 schools and several other community groups who disposed of their own rubbish. A big pat on the back to all involved and let’s all continue to work together throughout the year to keep the Shire and Australia beautiful. CHEMICAL CLEANOUT The Chemical CleanOut service held in Miranda in February again proved to be popular. Residents took the time to clean out their sheds and under kitchen and laundry sinks to dispose of unwanted chemicals and there was an impressive response to the service. 85 tonnes of hazardous material was collected and so did not end up in landfill. Materials dropped off included paint, fire extinguishers, pesticides, pharmaceuticals and fluro tubes. INTERNATIONAL COMPOSTING AWARENESS WEEK 6-12 MAY 2013 Make this May the month you ‘May-ke’ a change. Help celebrate along with the rest of Australia in sending less to our landfills and filling up our compost bins. Sutherland Shire Council encourages composting all year round with residents invited to attend one of our regular free Compost and Worm Farming workshops. Learn how the right combination of vegetable and fruit scraps from your kitchen, mixed with refuse from your garden, can make beautiful, nutrient rich compost. You will also receive a free compost bin or worm farm. Composting not only reduces organic materials ending up in landfill, but it also reduces global warming and produces free fertiliser for your garden. For information about our workshops visit our website or call Waste Services on 9710 5782. *Please note bookings for workshops are only accepted three weeks prior to the workshop date. 8 OUR SHIRE l Sutherland Shire Council E-WASTE COLLECTION SERVICE The E-Waste collection in Miranda held in February attracted 217 users; taking the time to ensure their e-waste was going to be disposed of and recovered rather than sent to landfill. Items collected included televisions and computers for recycling. A new feature this year is the skate park, with learnto-skate workshops and skate demonstrations. For the kids there is craft, facepainting and reptile shows throughout the day. Growing Local Businesses Economic Development For local business owner Lauren Watts, SSB Services, a book keeping, debt collection and virtual assistant business, joining the SSHED program and moving her business into the SSHED was a ‘no brainer’ decision. Lauren’s business was set to grow and she was ready to employ staff and expand her services. Moving into a SSHED office provided a risk free solution, with low set up costs and most importantly business development and marketing support. DOING BUSINESS DOING business Sutherland Shire Council Business Link Sutherland Shire Council’s Economic Development Unit is launching a series of information days, ‘Sutherland Shire Council Business Link’, where local business owners and operators can find out about the services council provides for business. The days are designed so that operators can come at a time that suits them rather than a specific time. The aim is to connect businesses with a variety of services council provides that owners may not even be aware of, or simply have not had time to find out more about. • community facilities available for hire Lauren believes the support and advice provided to her through the SSHED program has been invaluable. With a greater understanding of her role as a business owner she is able to make smart business decisions and the SSHED program has helped her to focus on doing the right things for her business and clients. Participants answer a questionnaire and provide financials prior to their workshop. Contact Sutherland on 8536 9777 or Engadine on 9548 4200 for more information or see our website for class times. 2012/2013 sports field renovation program Council’s Active Communities and Parks Unit undertook a field renovation program over summer. A program of works was developed following a thorough assessment of each of Council’s grass sports fields which was undertaken by an independent soil scientist. The aim of the program was not only to repair damaged fields but to make them more sustainable for the seasons to come. The program was specifically based around the summer sporting codes following extensive consultation with each of the impacted sports. A number of fields have received major rebuilds which included amending the soil profile, levelling and returfing. These fields included The Ridge 1 and 2, Oyster Bay Oval 1 and Lakewood City Reserve. A number of fields received aggressive aerating techniques, these included Woronora Heights 1 and 2, Blaxland 1, Scylla Bay Oval and John Dwyer Reserve. Many fields received returfing in bare areas, surround cricket pitches and goal mouths. The program will be followed up with education to each of the sport codes regarding sustainable usage practices on sports fields particularly during the winter season. An extensive review of the program will also be undertaken in the near future and the planning of the 2013/2014 program will commence. No. 1 Place for Golfers is The Shire The days may be shorter but there’s plenty of time for golf at one of Sutherland Shire Council’s three public golf courses. At The Ridge we have a special offer until 31 July you can pay for nine and play unlimited holes from 2pm Monday to Thursday. All three 18 hole golf courses have golf carts available to hire.
