NOTICE INVITING TENDERS FOR
SUPPLY OF WATER SPORT GOODS FOR TRAINEES OF SAI
TO SAI NSEC KOLKATA
Sealed tenders are invited by SAI EASTERN CENTRE KOLKATA from reputed Firms/
Companies, who are dealing with, Water Sports Goods, with minimum annual turnover of Rs.
30.00 lakhs during the last three preceding years from Water sports goods including exports duly
certified by CA and preferably having minimum three years experience in supplying of Water
sports goods to Government Departments or PS Undertakings, for award of contract for supply
of sports Goods to the SAI Trainees. The interested parties may give their competitive rates
(inclusive of all taxes and free of cost delivery at the SAI Centers/Schools in Eastern Region.
The detailed information, terms and conditions governing the award of
contracts are contained in the tender documents which may be obtained from the
office of Accounts Officer, SAI EASTERN CENTRE KOLKATA on any working day
from the date of publication of this notice to 15TH Nov . 2012 between 10.00 A.M.
to 4.00 P.M. on payment of Rs.500.00 (Rupees Five Hundred only) in cash. Details

www.sportsauthorityofindia.nic.in”. In case of downloading from website
the bidder will have to submit tender cost separately along with EMD amounting
to 2% of the estimated value. Two separate drafts on this account may be placed
in the Envelope-A.
Tender offer in the prescribed tender form along with all relevant documents
sealed and completed in all respects must be submitted latest by 19th Nov..., 2012 by
14.30 hrs .in the office of Regional Director, SAI EASTERN CENTRE KOLKATA which will
be opened on 19th Nov. 2012 at 15.00 hrs in the presence of the bidders or their
authorized representatives.
Sports Authority of India reserves the right to accept or reject any tender without
assigning any reason whatsoever.

GENERAL TERMS & CONDITIONS OF TENDER
1.Earnest money amounting Rs.1,00,000/- i.e. 2% of the total value in the form of
Demand Draft issued by Bank in favour of SAI,NSEC, Kolkata payable at Kolkata. Duly
signed Tender Document alongwith relevant/requisitioned documents shall be submitted
(Technical Bid) in Envelope ‘A’ & ‘B’ respectively. However, the said deposited
amount on account of Earnest Money will not carry any interest.
1. The Financial bid should be submitted in Envelope ‘C’
2. Samples “ not bearing the logo/seal brand of bidder” along with specification and
relevant details should be submitted separately. One sample each of approved items
will be retained by SAI free of cost. Samples bearing logo /seal/brand will not be
considered and will be straightway rejected.
3. Samples shall have to be displayed by Concerned Agency on requirement and on the
day and time decided by this Office.
4. The Challan for submission of items is given at Annexure-A
5. The tentative requirement of different items is given at Annexure-B
6. The technical specifications of sports water sports goods are given at Annexure-C
7. All the bids should be submitted in an envelope on which the words “Tender for the
supply of Water Sports goods” should be super scribed on the top of the left corner of
the envelope which should also show the name and address of the bidder.
8. Bidders are required to quote for only one of its best and one economical brand of each
item.
9. The quantity of each item will be decided by the Regional Director, SAI-NSEC,Kolkata.
10. In case of doubt in material the expenditure on testing of material will be born by the
tenderer
11. Successful bidder shall execute an agreement for the due performance of this contract
on non-judicial stamp paper worth Rs.50/- within 10 days of the receipt of the supply
order.
12. Successful bidder shall have to deposit an interest free security money @ 5% of the
estimated value within 10 days of the receipt of the supply order which will be refunded
on the expiry of the contract
13. EMD to the unsuccessful bidder will be refunded after finalization of the contract and of
successful bidder on execution of agreement and deposit of security money.
14. Competitive rates should be inclusive of all taxes ,FOR quoted in tender should be
valid upto 31st March, 2013 from the date of acceptance of bid. As per requirement, the
goods may be procured repeatedly upto 31st March, 2013
15. Items quoted by the firms should be strictly as per standard specifications.
- 516. The supplies shall be executed at the time and in the manner prescribed by the
indenting officer. Any contravention thereof shall be deemed as a breach of contract
and penalties as prescribed by the Regional Director,SAI ,NSEC,Kolkata may be
imposed.
17. The R.D. will have the right to reject any or all the bids without assigning any reason.
18. Bids received without tender fee(in the case of down loaded forms) Earnest money,
Samples of quoted items, conditional or incomplete having cuttings or overwriting is
liable to be rejected.
19. The supplies received, if not found as per specification of tendered items, are liable to be
rejected.
20. In case the bidder fails in making the supply in a given time and place this Office shall
have the right to purchase the same from the other source at the risk and cost of
supplier.
21. The R. D, SAI SAI NSEC,Kolkata will be legally competent to cancel the contract of
supply and also to take any other action against the supplier including imposing of any
penalty on the supplier during pendency and till the final execution of the contract of the
supply, in case the supplier is ever found to have committed any fraud against SAI
NSEC,Kolkata in supplying the material or indulge in any other malpractice’s thereof
causing any financial losses during contract period.
22. The contract can be terminated or cancelled summarily by SAI in whole or in part any
time without assigning any reason, if the supply made by the manufacturer/ supplier is
not found according to the sample approved or in case supply is not received within
stipulated time
23. The Regional Director, SAI NSEC,Kolkata have the right of awarding the work to one
supplier or different suppliers for the supply of sports goods.
24. SAI taking into account past performance of party,reserves the right to reject any tender.
25. All the Bid documents, supporting papers etc. submitted by Firm/Bidders should be duly
signed, quoting name & address of Firm along with seal /stamp of Firm.
27 Tenderer must be having annual turn over of Rs.30.00 lakhs (per annum)during the last
3 preceding years, as per the Trading and Profit & Loss Account.
28.The R.D. SAI NSEC, Kolkata will have the right to forfeit the earnest money, if the terms
& conditions of the agreement are not adhered to by the supplier/ breach of contract.
29. In case any dispute arises in regard to the tender, the decision of the Regional Director
SAI , NSEC, Kolkata will be final and binding.
30.In case of litigation, the courts at Kolkata only will have jurisdiction for deciding case
according to Indian law in force.
31.The technical bid of the bidders will be opened first, thereafter samples will be
evaluated. The financial bid will be opened only of the bidders whose Technical bid is
accepted & whose samples are selected by the competent authority.
32. It must be noted that this is just an enquiry and does not amount to any
commitment on the part of Sports Authority of India to order any or all
products offered.
The decision of Sports Authority of India in this regard would be final and be entirely, at its
discretion.
-633.These are only proposed draft terms and conditions and can be modified,
changed or added to at the time of finally concluding and signing the agreement.
