FROM THE BRIDGE:
The St. Augustine Council received an “Outstanding Council” award for 2013. This is quite an honor considering we are one of
14 councils chosen for this award out of 245 councils worldwide.
Thanks and congratulations go to all members who supported our many activities in 2013. A special thanks to the following

The St. Augustine Council will continue to need members who are willing to volunteer as leaders or team members to support
our many activities. We have immediate openings for the VP Membership Position and also the position of President starting in
2015. Other areas where members can volunteer to assist are: Membership team to assist in recruiting, community outreach,
and event planning; Military Liaison or Assistant Liaison; Youth Program event support; Preparation of Awards for Adopted Unit
Sailors, Coasties, and Marines.

Name Change:
The St. Augustine Council has changed its name to the St. Augustine - Palm Coast Council. This change was
brought about at the suggestion of several Board members for the following reasons:
- Approximately 20% of our current member base is from Palm Coast.
- Over 75% of the players in our annual golf tournament are from Palm Coast.
- Recruitment of Community Affiliate Members is easier if the organization represents their community.
An immediate impact of this name change was realized when we were able to recruit our second Community Affiliate
Member “Florida Hospital - Flagler”.
We now have two Community Affiliate Members (Hyundai of St. Augustine & Florida Hospital - Flagler) and are looking
for more. If you know of or deal with a business that you believe could be recruited, contact Lee Figliuolo for the
printed materials you will need to support your recruiting efforts.
USS FARRAGUT (DDG99)
On April 25th members of our council visited Naval Station Mayport to recognize Sailor’s onboard USS FARRAGUT
(DDG 99) for the superior performance which led to their selection as Sailors of the Quarter (SOQ) and Sailors of the
Year (SOY). Representing the SANL were Bill Dudley (Navy League, National Vice President and Honorary Plank
Owner) Claude Caviness, Pat Roy (Honorary Plank Owner), Garry Cohn, Jana Teehan, Gene Finck (Farragut Liaison)
and Ian Pollitt (Farragut Liaison).
Under perfect weather conditions SANL members were cordially greeted at the Quarterdeck and escorted to the
Fantail where the crew was assembled for the awards ceremony. The Commanding Officer, CDR Grady Musser,
arrived shortly thereafter to greet SANL members and start the awards ceremony. After CDR Musser recognized nine Sailor’s with
various achievement awards on behalf of the ship, he provided his crew with an insight to the Navy League and their support of the
sea services.
On behalf of the SANL, Farragut Liaison Gene Finck then had the honor of recognizing EM1 Juan Moreno, BM2 Janae
Beauchamp, and FC3 Nicholas Lattanatham as SOQ’s for October thru November of 2013 and DC1 Justin Christensen, PS1 Zinzi
Spencer, and BM3 Ernest Obengmanu as SOQ’s for January thru March of 2014. Awards were also presented to MM1 Ryan
Davis, CTT2 Thomas Davis, and ET3 Brandon Boatwright for their selection as Sailors of the Year for 2013. While all award
recipients received a plaque for their accomplishments the Senior Sailor of the Year, MM1 Ryan Davis, was also awarded with a
two-night complimentary stay in historic Saint Augustine (compliments of various hotels, restaurants, and attractions).
Bill Dudley then had the honor of addressing the crew of FARRAGUT to explain how the SANL’s adoption of the USS FARRAGUT
creates a mutually beneficial bond to both organizations. He went on to explain how the efforts of the United States Navy League
provide our sea services another voice in political budgetary matters that pertain to the funding of our national defense.
Upon completion of the awards ceremony, CDR Musser provided SANL member’s with a photo opportunity prior to holding a
Captain’s call with his crew. Prior to departing the SANL members were treated to a tour of the ship in which it was duly noted that
she looks just as great as she did upon her commissioning on June 10, 2006. Her exceptional condition is a testament to CDR
Musser’s leadership and his crew’s dedication and is perhaps the sole reason the Navy League has for going onboard to recognize
the Sailor’s that make this ship so great.

Naval Station Mayport & USS The Sullivans (DDG68):
Our Council meeting on April 14th was a busy affair. In addition to conducting regular council business we had a
presentation by the CO of Naval Station Mayport, CAPT Wes McCall, and we presented SOQ awards to three crew
members of USS The Sullivans (DDG68). Captain McCall gave us a rather thorough explanation of the multiple
construction projects going on at NAS Mayport McCall is a native of Tahlequah, Oklahoma and 1990 graduate of
the United States Naval Academy where he earned a Bachelor of Science Degree in Oceanography. He was
designated a Naval Aviator in November 1992 and has accumulated over 3,700 flight hours, including 3,400 hours in
the H-60 F/H.

4th Fleet Change of Command:
Over the past 6 years since 4th Fleet was resurrected, we have been blessed with 4 great Commanding Officers at
the helm. But no one has been a greater friend to the Navy League than you have been. Always ready to step into
the breach when requested by one of our local Councils, you have epitomized not only your superb leadership as a
Naval Officer, but have readily stepped forward to support the mission of the Navy League as we have fulfilled that
mission in support of the Sea Services.
You and Cora have been a true friend to our organization and
words can hardly express our appreciation for all that you have
done and the recognition you have given the Navy League during
your time in Command at USNAVSO and 4 th Fleet.
For your unwavering support of the Navy League of the United
States and especially your outpouring of friendship and generous
giving of personal time to our organization, it gives me great
pleasure to present to you THE SCROLL OF HONOR. This is the
Navy Leagues highest award given at the Region level. I can
think of no one more deserving of this prestigious award and
recognition than you, sir and I am pleased to call you shipmate.

On May 8th members of the Council gathered at the Columbia Restaurant in St. Augustine for a luncheon celebrating the selection
of SGT Shawn Nix as the Marine Corps NCO of the Year for the Blount Island Command.

Memorial Day (05/26/14):
Memorial day ceremonies were again held at the National Cemetery in St Augustine and at Heroes Memorial Park in Palm Coast.

Battle of Midway Commeroration:
On Saturday, June 7, 2014, the seventeenth annual commemoration of the United States victory at Midway was celebrated at the
Renaissance World Golf Village Resort in St. Augustine. Close to 800 guests and honorees were in attendance. During the evening
we honored 10 Midway veterans, 4 Midway widows, and a Pearl Harbor veteran. In addition 12 Prisoners of War from WWII, Korea
and Viet Nam were recognized along with 7 Wounded Warriors. The keynote speaker was Vice Admiral Michelle Howard, Deputy
CNO for Plans, Policy and Strategy. Music was provided by the Navy Band SE and our own Faith Miller sung “you are our heroes”
and “God Bless America”. If you haven’t attended in the past, make it a point to be there next year.
Nease HS Senior Takes First Prize at Battle of Midway Gala
Madison Stenzel, a Nease High School Senior from St. Johns County
Florida won first prize for her essay on leadership at The Navy
League’s Battle of Midway Commemorative Dinner attended by a mix
of 800 officers, enlisted, veterans and ten veterans of the Battle of
Midway which took place on June 7, 1942. Although this year the
70th Anniversary of D-Day eclipsed the Midway commemoration,
historians agree that Midway was the most important naval battle of
the 20th century, turning the tide of victory in the Pacific toward
America.
Maddie Stenzel plans to attend Yale this fall where she will join the
Navy’s ROTC program.
The Navy League and the Report Card
challenged high school students all across America to write a 500 word
essay about the Battle of Midway. Maddie Stenzel was presented her
prize Francesca Stencil Korach Midway Essay Scholarship by the
VADM, Fox, Maddie Stenzel, Bill Korach,
Vice Chief of Naval Operations Admiral Michelle Howard, and Vice
ADM Howard, John Vargo
Admiral Fox Deputy Commander of CENTCOM. Nicole Thatcher, also
an NJROTC member at Nease HS took second prize and Sea Cadet Hudson Shaw won third prize.

Youth Activities:

Captain (Ret) Scott La Rochelle USCG relieved Captain (Ret) Robert Young USN as Senior Naval Science Instructor at Allen D.
Nease HS at the end of the school year. Major (Ret) Thomas K. Hall relieved LCL (Ret) Gerald S. Burbach as Senior Army
Instructor at Matanzas HS also at the end of the school year. Both were presented a framed Certificate of Appreciation by
Bill Hamm on behalf of the St. Augustine Navy League for all their dedication to the youth of their respective units.
The James Kirkpatrick scholarship award of $500. is awarded to the senior cadet for outstanding leadership in the unit and the
Theodore Roosevelt Medal award was established by the Navy League to honor those who exemplify President Roosevelt's values
of energy, spirit, competition, and fair play. The JROTC senior instructor and his staff selects the awardees.

Assisting me was Lee Spancake who made the NL presentations at the Air Force JROTC
Awards night on the same night I was doing the awards at Nease NJROTC.
St. Augustine Naval Sea Cadet Battalion
The Battalion cadets participated in many color guard activities including the Palm Coast Memorial Day inter-service
color guard held at Heroes Park. Matanzas AJROTC and the Sea Cadets combined to make this a fine presentation of
the flags of all the services.
Community services included parking cars for all the guests at the Flagler College graduation held at the Amphitheatre
on Anastasia Island. We all got soaked but survived the rain.
Cadets took advantage of all the training provided by the Navy this year. Last year funds were scarce but fully funded this year. Each
cadet pays his way, (approx. $120. week) plus travel expenses but the Navy provides funding for the base and Navy personnel
expenses. This year we have cadets attending training in Port Operations, Advanced Airman, Medical basic, and Firefighting at NAS
JAX; Navy Expeditionary (Riverine) at NS Norfolk; MAA at NS Kings Bay; POLA (Petty Officer Leadership Academy) at Camp
Pendleton; Recruit Training at Eagle Academy Bell Glade; SeeBee Basic in Gainesville; and Culinary Arts in Groveland.
Ensign Bill Hamm completed the Officer Professional Development courses OPD 201 A and OPD 201 T at Naval Submarine Base
Kings Bay and also the OPD 301 course at Groveland, FL this quarter.

USCG Sector Jax:
On June 9th we held the EPOY awards ceremony for the units we sponsor in USCG Sector Jax. The ceremony was held at the
beautifully restored Solarium at Flagler College. Food and refreshments were served after the ceremony. Thanks to Council Liaison
Tammy Delaporte for securing this wonderful venue for our event.

Petty Officer Thigpen is originally from Livermore, California, 45 minutes east of San Francisco. Before joining the
Coast Guard he worked as an EMT for both an ambulance service in Oakland, California, and in the ER at Summit
Medical Center for five years.
Upon graduating Recruit Basic Training in May 2011, where he was voted
'Best Shipmate' by his company, BM3 Thigpen was assigned to CGC LONG
ISLAND in Valdez, Alaska. During his time in Alaska, he received the Coast
Guard Meritorious Team Commendation award for volunteering alongside his shipmates for
2 weeks to clear snow off the roof of the public school to prevent structural damage - Valdez
saw over 400 inches of snow that winter.
BM3 Thigpen received his orders to BM "A" School in March, 2012. He graduated second
in the class and reported to CGC MARIA BRAY in August, 2012. Since being on board,
Petty Officer Thigpen has worked in both Deck and Operations departments and received
numerous qualifications, including Buoy Deck Supervisor and Underway Officer of the
Deck. In addition to his standard duties, he also has many collateral duties such as being
the unit's Morale Petty Officer and being in charge of CGC MARIA BRAY's Respiratory
Protection Program.

Beyond his training and experience as an EMT, BM3 Thigpen has an Associate of Arts degree in both Liberal Arts and Psychology,
and has spent two years at Academy of Art University, San Francisco. His parents, Richard and Sara Thigpen, are retired in
Sutherlin, Oregon, and he has two-year-old son, Odin.
