Navy League of the United States St. Augustine Council http://www.staugustinenavyleague.org BOSUN’S LOCKER 1Q2013 Volume 2013 Number 1 Editor: Lee Figliuolo, [email protected], (386) 447-3640 FROM THE BRIDGE: The St. Augustine Navy League Council has been quite active so far this year with plenty of opportunities for member involvement. Many of these events are reported in this issue of the Bosuns Locker. In January we presented awards at the Nease HS JROTC Drill meet. We attended the USS Klakring Holiday party and presented SOY and SOQ awards. We also presented SOY and SOQ awards aboard the USS HUE CITY. In March we presented SOY and SOQ awards at VR-58 and EPOQ and Perchard Awards at HITRON. We also held our spring membership mixer at the St. Francis Barracks Officers Club and visited VP30 for a special tour of the new P8 training facility and flight line. This month we have presented the DESRON 14 SOY award. We also honored the USCG Cutter VALIANT SOY and the Commanding Officer CDR Stephen Burdian spoke at our council meeting. The following are scheduled events for the next few months so mark your calendars. Also see the St. Augustine Navy League web site for more details. May: 13th - council meeting speaker will be SANL member Ian Sutherland 16th – IA Luncheon, NAS Jacksonville 21st – Blount Island Command NCO/Yr award and tour of the USNS WILLIAMS 27th – Memorial Day ceremony at the St. Augustine National Cemetery June: 1st – Battle of Midway Dinner 10th – Council meeting , Speaker TBD 21st – Sea Cadet Fundraiser, Flagler College Virginia Room July: 4th – Annual SANL Independence Day Party, location TBD 12/13 – Trip to visit the Naval Aviation Museum in Pensacola, FL- See Jean Hammer The St. Augustine Navy League will be adopting the USS THE SULLIVANS (DDG68) in May or June. The date for the adoption ceremony has not yet been determined. We have more events later in the year including the Fall Membership Mixer, the Annual SANL Golf Tournament, and the Christmas Party, so there is plenty of opportunity to be involved. Contact me or any Board Member if you would like to volunteer to assist in the planning of our many events. Speaking of volunteering, the St. Augustine Navy League is supporting a total of 12 active military units plus 4 JROTC units and a SEA CADET Battalion. This is quite a load for a council our size and I commend the members (listed on page 8) who serve as liaisons and leaders of our youth programs. On a final note don’t forget the role of the Navy League is to speak out for the sea services where they cannot. Navy Secretary Ray Mabus announced on 2 March the Navy Department’s first round on initiatives to slow operations and cut procurement and manpower. On 21 March the House of Representatives passed the Senate-amended version of H.R. 933, the “Consolidated and Further Continuing Appropriations Act 2013” which sets some spending back on the right course. However the cancelled maintenance availabilities, training programs, and loss of skilled work force personnel in the private sector will take time to recover. Read about what’s happening and the effect on our Sailors, Marines, Coast Guardsmen, Merchant Mariners and make your opinion known, both locally and in Washington. Petty Officer Antel’s command recognized him for demonstrating significant professional growth and exceptional leadership capabilities while serving as the Operational Petty Officer at Aids to Navigation Team (ANT) Jacksonville, FL. Petty Officer Antel’s wife, Amber also was introduced as well as Antel’s immediate superior, BMI Dustin Ridgeway, USCG. The EPOY award consists of a certificate for the awardee’s permanent service record, letters of appreciation from area congressional members, dinner at one of numerous, participating St. Augustine restaurants, passes to the local area attractions and the tourist trolleys, a City parking pass, $100 cash and two-night courtesy lodging in St. Augustine from Jalaram Hotels. The 55 attending League Members and guests were reminded that the USCG Sector Jacksonville is headquartered at USCG Station Mayport and extends from Kings Bay, GA to Port Canaveral, FL. The Sector includes 190 miles of Atlantic Ocean coastline, including the Atlantic Intracoastal Waterway and the St. Johns River and its navigable bays and tributaries. There are now in excess of 1,000 Aids to Navigation in place that are maintained by the twenty one (21) members of the Sector’s Aids to Navigation Team (ANT). The ANT is one of the League’s twelve directly sponsored military units of the Navy, Marines and Coast Guard. Additionally, the League supports a Navy JROTC, two Army JROTC’s and an Air Force JROTC unit in local area high schools as well as their own battalion of Navy Sea Cadets. President Michael Zollar presented to former Board Member Jana Teehan the League’s Scroll of Honor. Jana continues as the League’s Historian as well as serving as Liaison to the Blount Island Marine Corps Command. Randy Thurston, retired Seal Team Sixer (E-8) walked-in from “Downrange” (which the League has come to know is Afghanistan). Jana Teehan receives the Scroll of Honor 2 YOUTH ACTIVITIES JROTC Units: Awards for the Navy League's Theodore Roosevelt Youth Medal have been ordered and received. All JROTC awards will be presented this coming May at each of the respective unit's annual awards ceremonies. As of this date, award ceremonies schedules are: May 1 for Matanzas Army JROTC, May 3 for St. Augustine Army JROTC May 16 for Allen D. Nease Naval ROTC. Palm Coast/Flagler Air Force JROTC has not provided their schedule yet. The SANL provided a monetary contribution for the purchase of trophies at the Nease NJROTC regional drill meet which they hosted on January 12th. Bill Dudley presented 5 of these trophies on behalf of the SANL at the conclusion of the competition. St Augustine Naval Sea Cadet Battalion: Cadets assisted the Ancient City Shooting Range, hosts of the annual Action Cowboy Shootout Dinner on Jan. 12, with set up and cleanup of the event as a community service project. Drills in January consisted of finalizing buildout of the robots for Sea Perch project. A weekend campout in Feb. for the purpose of advancing marksmanship skills was held at the Ancient City Shooting Range. Seven certified expert riflemen provided the training. Sea cadet SN Garrison Partridge earned the distinction of expert rifleman shooting an expert score on the timed Army Qualification Test. Other sea cadets shot close to that level and will attempt to qualify at a later date. March drills were spent in preparation for the annual inspection and the inspection itself held on March 23 at the St. Augustine Airport Conference Center. Inspection was performed by LCDR Tillett and LT Bishop of the NSCC Region 6-2 staff. LCDR Tillett was quoted as stating that our Color Guard was the best in her opinion in the entire Region 6-2. Inspection included recruiting and retention, advanced trainings, promotions, awards given, cadet jackets (records) completeness, MARS (monthly activity reports) , community service, adult staff, and drill attendance as well as other categories. Inspection concluded with a score of above 3.5 out a possible 4.0 which was in the highest category of "Honor Unit" again this year. Instructors Hamm and Roberts were promoted to Ensign and Warrant Officer respectively in the St. Augustine Naval Sea Cadet Battalion. Warrant Officer Perry Roberts was appointed XO of the unit. The cadets color guard recently presented the colors at our SANL Mixer on March 21. Three cadets spent the week of March 2529 qualifying further in the Scuba Diving team at several sites. Three of our newer cadets joined our SANL tour of VP 30 at NAS JAX on March 27. The tour included the high technology being incorporated in the Navy's newest aircraft, the P-8A. Bill Hamm - VP of Youth Affairs Air Force BGen (RET) Paul Kimmel has been spending many hours of classroom time with the Flagler Palm Coast HS Air Force JROTC students. Paul assumed that the students would be most interested in the future of flight, but instead they asked about air combat in Viet Nam & Iraq (is it scary?) and air support of ground troops. 3 USS KLAKRING (FFG-42): After nearly 30 years of Naval service, friends, family and service members gathered at Naval Station Mayport to bid farewell to the Oliver Perry class Frigate USS Klakring (FFG 42) March 22nd, during a decommissioning ceremony at Naval Station Mayport. Commissioned in June 1983, the Perry-class ship was named after Rear Admiral Thomas B Klakring (19041975), a navy submarine commander during the Second World War. In more than 29 years of service the General Dynamics Bath Iron Works-built Klakring has undergone more than 22 deployments from three home ports and traveled more than 3.2 million miles worldwide during its service time. Those deployments were to the Middle East, South America, Europe and Africa. Capable of cruising at a maximum speed of 30kt, the vessel is integrated with AN/SQQ-89 (CV)2 anti-submarine warfare (ASW) combat system, SPS-49(V)5 or (V)4 air search radar to detect aircraft to a range of 460km, and ISC Cardion SPS-55 surface search radar. Equipped with SLQ-32(V)2 radar warning and jamming electronic warfare system, the guided missile frigates are armed with Oto Melara Mk75, 76mm naval gun, four general-purpose 12.7mm machine guns, as well as Mk15 block 1B Phalanx six-barrel 20mm gun. Powered by two GE LM 2500 gas turbine engines and driving a single shaft with a constant pitch propeller, the Perry-class ships are fitted with two auxiliary retractable propellers for manoeuvring and station keeping With the ships’ company manning the rails, Capt. Paul Flood, Commander, Destroyer Squadron 14, talked about the long proud tradition of Klakring. “From maritime patrols in the Persian Gulf, anti-piracy operations off the coast of Africa, to counter narcotics patrols in the Caribbean Sea, Klakring have always performed exceptionally,” said Flood. Flood went on to thank Cmdr. Bertram Hodge, commanding officer of Klakring for his leadership as the ship prepared to decommission. “I have been fortunate as a Commodore to be able to rely on Cmdr. Hodge, he knows that the morale of a ship is in its ability to get underway and successfully complete the mission,” said Flood. Hodge then addressed the crowd, and spoke about the hard work of the crew and carrying on the tradition of Klakring to the fleet. “I could spend my entire speech praising the efforts of the crew, they did an outstanding job. As they depart Klakring they will go on to their next commands and take the fighting spirit of the Klakring with them,” said Hodge. (U.S. Navy photo by Mass Communication Specialist 2nd Class Adam Henderson/Released) Klakring’s final deployment was to the U.S. 4th Fleet area of responsibility, operating in the Caribbean Sea and off the Coast of South America, in support of Operation Martillio. Operation Martillio, is a U.S., European, and Western Hemisphere partner nation effort targeting illicit trafficking routes in coastal waters along the Central American isthmus. U.S. military participation is led by Joint Interagency Task Force South, a component of U.S. Southern Command. The ceremony concluded with the crew of Klakring departing the ship, once the last Sailor crossed the brow, the ship was officially decommissioned. After the ceremonies the ships crew presented the St. Augustine council with its brow skirt (pictured on the right). Bill Korach, SANL Liaison to the Klakring then gave the brow skirt to the American Legion Post in St. Augustine for inclusion in the museum they are installing. Bill Korach - Liaison USS Klakring 4 PATROL SQUADRON 30 (VP-30): The St. Augustine Navy League (SANL) was the guest of the Commanding Officer of Patrol Squadron 30 (VP-30), Capt. Mark. Stevens, USN for an orientation visit on Wednesday, March 30, to the Navy’s P8A “Poseidon” aircraft at NAS Jacksonville. Fifty members of the League were given a hands-on tour of the Navy’s largest aircraft squadron (VP-30), as it undertakes the replacement of the turboprop P3 “Orion” patrol plane (first onboard in 1969) with the Poseidon. The P3A is the militarized variant of the Boeing 737-800 commercial airliner, in widespread international airline service, including the nine Navy VR squadrons that operate it as the C-40A “Clipper”. Operational differences between the P3 and the P8 are the latter’s single weapons bay and absence of the P3’s prominent “tail stinger” for the Magnetic Anomaly Detection system that can register the submarines magnetic signature presence when overflown at low altitude by the P3. The P8A has in-flight refueling capability, whereas the P3 does not. In with the new, P-8 Poseidon Out with the old, P-3 Orion VP-30 is the only Navy site that conducts maritime qualification training for Naval Aviators, Naval Flight Officers, Aircrewman and maintenance technicians. In June 1998, the squadron surpassed 34 years and 338,000 accident free flight hours, a naval aviation record. The League members, in addition to receiving a static check-out on the Poseidon, were given a comprehensive walk-through and full operational demonstration of the Integrated Training Center, a $38 million, 165,000 square foot building that provides simulations of the majority of the flight training and all of the ground-training. The League was reminded that, in addition to the training of US personnel, VP-30 also trains our allied personnel from Germany, Japan, Australia, New Zealand, United Kingdom, Philippines and others, including (non-allied) India. Past-President Dave Sullivan was the Liaison for the visit and receives the appreciation of the 50 League members and their guests. Claude Caviness - Liaison USCG ANT SANL CHALLENGE COINS: The St. Augustine Council finally has its own challenge coin. The face of the coin presents the official Navy League of the United States (NLUS) logo in the center with the words “NAVY LEAGUE OF THE UNITED STATES * ST. AUGUSTINE COUNCIL” around the perimeter of the coin. The reverse side of the coin contains a special commemorative coat of arms depicting a shield in the center containing four symbols associated with the military history of St. Augustine. They are an F-15 fighter, a fort symbolizing Castillo de San Marcos, an arm with sword in hand, and a Spanish galleon, in front of two crossed rapiers. The words "450TH MILITARY COMMEMORATION COMMITTEE * ST. AUGUSTINE, FLORIDA" is around the perimeter of the coin. This special coat of arms was created in recognition of St. Augustine’s celebration of its 450th anniversary in 2015. We are presenting these coins to sponsors of past golf tournaments in hopes they will sponsor us again on October 21, 2013. These coins will be available for purchase for $7.00 each.
