FROM THE BRIDGE:
The St. Augustine Council had an active month in March. Our Sea Cadets had their annual inspection at the
Flagler College solarium on March 8th. The event was a great success and the Cadets scored very well. The
spring membership mixer on March 13th at the St. Francis Barracks Officers Club was also a great success. We
were joined by Commander Stephen Burdian, CO of the USCGC VALIANT and the 2013 Sailor of the Year, HS2
Brandon Potratz. On March 25 George Grech and Dave Sullivan presented awards to the DESRON 14 Sea
Sailor of the Year and the Shore Sailor of the Year. CAPT. Ryan C. Tillotson, COMDESRON 14 expressed
appreciation on behalf of DESRON 14 to all the SANL members who attended this event.
Be sure to attend the council meeting on Monday April 14th at the St. Johns County Library SE Branch
beginning at 5:30pm. We will have a brief business meeting including awards for the USS THE
SULLIVANS (DDG 68) Sailors of the Quarter. Our guest speaker will be Captain Wes McCall, CO Naval Station Mayport
followed by a reception with light food and refreshments.
Also coming up on April 18th is the HITRON Change of Command. Contact Mike Zollar at 904-460-1251 if you would like to attend.
On May 8th we will honor the BIC NCO of the Year with a lunch at the Columbia Restaurant in historic St. Augustine. Then don’t
forget to get your tickets to attend the Battle of Midway Dinner on June 7.
Membership retention and growth continues to be an important challenge in maintaining a strong and active council. The St.
Augustine Council membership total at the end of 2013 was 160. As of March 1, 2014 the total membership grew by 3 to 163. Our
retention is at 80% which is above the national average. Boyd Guttery and Lee Figliuolo have volunteered to be co-leaders of our
membership committee with Dave Sullivan assisting as recruiter in Palm Coast. I encourage all St. Augustine Navy Leaguers to
actively support our membership committee by seeking out potential new members and bringing them as guests to council meetings
and other events. Remember to refer potential new members to our web site at www.staugustinenavyleague.org for more information
on our council and to download an application.
A final word on Council Leadership! The Nominating Committee is actively searching to fill immediate openings as VP Membership
and VP Military Affairs. The Nominating Committee is also seeking to fill the Council President position for 2015. Job descriptions are
available for these positions, so if you are interested or would like to nominate someone contact Boyd Guttery (904-471-6178). The
St. Augustine Navy League depends on strong leadership to continue to support our men and women in the Sea Services. I’m
counting on each member to consider how you can help fill these critical positions.

SANL COUNCIL OFFICERS:
St. Augustine, FL - Gangway! St. Augustine Council of the Navy League of the United States (SANL) held their
Induction Ceremony of Officers last night at Flagler College’s stunningly new solarium.
Kicking off his third year as President, Mike Zollar commented on his vision for the upcoming year for the league,
“Concerning next year I am quite excited about the opportunities for the St. Augustine Navy League to continue to
honor and support the men and women in the Sea Services. We are now actively supporting 13 Marine, Navy, and
Coast Guard Military units so we will be quite busy with award presentations, tours of ships and facilities, and other Sea-Services
support activities. We are also getting in a great stream of new members who want to be active participants and that is very
important to providing continuing leadership for the council.”
Officers and directors inducted included; President – Mike Zollar, Recording Secretary – Anita Proffitt, Treasurer – Cecil
Bateman. Judge Advocate – Dick Roth, Chaplin - Nick Marziani, Legislative Affairs – Dave Sullivan, Vice President Youth
Programs – Bill Hamm, Vice President Finance – Dean Smith, Vice President Communications – Lee Figliuolo, Vice President
Public Affairs – Kim Kendall, Board of Directors members – Bill Korach and Don Manson.
All hands were on deck for Florida Region President Skip Witunski. Witunski presented the Scroll of
Honor to Bill Dudley, National Vice President Navy League of the United States. Witunski spotlighted
the tremendous work Dudley has been doing at the National level as well as for the St. Augustine
Council.
A first rate presentation was given by Captain Uhls of the
USS HUE City. Captain Uhls briefed the league about the
USS HUE City’s past missions and future vision for
deployments. Uhls also highlighted the unique attributes
his team on the USS HUE City provide for local, regional,

In recognition of Captain Uhls leadership and team building, SANL President Mike
Zollar presented Captain Uhls with the Navy League certificate of Appreciation for his
outstanding partnership in helping us support the crew of the USS HUE CITY!

PUBLIC RELATIONS:
On Monday, January 13, council members Dave Sullivan,
George Grech and Lee Figliuolo hosted the Chairman of the
Flagler County Commission on a tour of the USS New York
(LPD-21). The tour was conducted by CMC Shawn Isbell,
who gave us a most detailed description of the New York City
and 911 memorabilia aboard the ship.

NAVY JROTC:
On Saturday, January 18the, Bill Hamm, SANL VP Youth Affairs and Council Member Lee Spancake attended the
Nease HS NJROTC Regional All Navy Drill Meet.
Our Council donated the 1st, snd & 3rd place trophies to the winners of the Armed Basic Team.
Eleven schools participated in the Meet and judges were drawn from NAS JAX (10 Navy), Blount Island Command
(10 Marine) and 20 Midshipmen from the U.S. Naval Academy.
The middies represented the "Jolly Rogers" Silent Drill Team which preformed for the crowd and cadets at the end of the competition.
The "best overall" winner was the Clay County NJROTC team.

VR-58 - Change of Command Ceremony
Following the naval services time-honored tradition, Squadron 58 held a
Change of Command ceremony on January 25th aboard Naval Air Station
Jacksonville Florida in the squadron’s hangar bay.
More than 200 squadron personnel and guests were on hand to bid fair
winds and following seas to Commander Richard Shettler and welcome
Commander Anthony Gutierrez as the new Commanding Officer of VR-58.
Commander Gutierrez became the 28th commanding officer of Squadron 58 Sunseekers,
continuing 36 years of proud naval history. Born in Dorchester, MA., Commander Gutierrez
graduated from Bridgewater State College, in Bridgewater Massachusetts with a Bachelor’s
Degree in Aviation Science in 1991. He graduated from Aviation Officer Candidate School
May 1995.

INDIVIDUAL AUGMENTEE (IA) LUNCHEON:
On February 20th, a reception and luncheon was held at the Officers Club in NAS
Jax to recognize the dedication and sacrifice of one of the last groups of IA’s to be
so honored. Several members of the SANL council were in attendance, including
council member and NFL great, Pete Banaszak.
Speakers at the reception were CAPT Roy Undersander, CO NAS Jax & RADM
Sinclair Harris, Commander US Naval Forces Southern Command & the US 4th Fleet
There might be one or two more such receptions in the future. If you haven't attended one in the
past, we strongly urge you to do so if the opportunity presents itself.

USS HUE CITY (CG-66), Change of Command:
SANL sponsored ship, the USS Hue City (CG-66) had a
Change of Command ceremony on Friday, February
28th. USS Hue City (CG 66) is the first United States
ship to bear this name and the only ship named after a
battle of the Vietnam War. She is the twentieth
Ticonderoga-class Aegis guided-missile cruiser. Her
mission is to conduct prompt, sustained combat operations at sea in
support of a carrier battle group or amphibious assault group. Hue City
is assigned to Commander, Carrier Group Six, and is home-ported at
Naval Station Mayport Florida.
The ceremony was presided over by RADM Michael Gilday,
Commander, Carrier Strike Group Eight. CAPT Daniel B. Uhls,

Youth Activities:
JROTC Units - SANL Awards
Two awards are given out each year at the each of the four respective JROTC unit award ceremonies. They are, the
James Kirkpatrick scholarship award of $500 awarded to the senior cadet for outstanding leadership, and the Theodore
Roosevelt Medal award (established by the Navy League to honor those who exemplify President Roosevelt's values of
energy, spirit, competition, and fair play). The JROTC senior instructor and his staff select the awardees.
Award ceremony dates are:
St. Augustine Army JROTC - May 2 @ 1800 hours (at banquet hall behind the High school)
Flagler Palm Coast Air Force JROTC - May 6 @1800 hours (school auditorium)
Allen D. Nease Naval JROTC - May 6 @1900 hours (school auditorium)
Matanzas Army JROTC - May 7 @ 1800 hours (school auditorium)
Two senior military instructors, LTC ( Ret) Gerald S. Burbach of the Matanzas Army JROTC and Captain (Ret) Bob
Young of the Allen D. Nease Naval JROTC. will be retiring this May.
St. Augustine Naval Sea Cadet Battalion
The Battalion has remained in a stable situation. The annual inspection by Regional Staff took place on May 8. It
was held at the Solarium room in Flagler College. The American Legion commander and other organizations were
present for the inspection.
We scored a 3.667 out of a 4.0 at the inspection - slightly higher then last year. Several promotions and ribbons
were presented to the cadets. (Thanks to SANL member Gary Cohn for attending council and taking many pictures.)
Some highlights:
Eight cadets completed sailing instructor certification training in a week long exercise on March 17-21. This was run out of the St.
Augustine Yacht Club. The battalion camped out and volunteered over the weekend at the New Smyrna Airport Air and Balloon
Fest on March 29-30.
Government funding for the U.S. Naval Sea cadets is authorized for many training venues this coming summer. Cadets re presently
active in applying for many of these advanced trainings. Each cadet is expected to apply to at least one this summer. Cadets will be
paying about $230 for each training week.
Bill Hamm - VP of Youth Affairs
NORMANDY: During a ten day river cruise and tour of locations
along the Seine River in France, we visited the Normandy beaches which
were so pivotal in changing the course of WWII, We walked the sands of
Omaha beach, visited the Normandy American Cemetery and Memorial,
stood on the cliffs at Pointe du Hoc and crawled through many of the
German bunkers and gun emplacements. One of the personal highlights
of the trip was the reaction received when I presented our tour guide with
our council coin. He asked what the coin signified and what our
organization represented, after which, he literally beamed his thanks and told me he felt honored and would carry it with him.
At the cemetery, the inscription on the crosses of the unknown reads “HERE RESTS IN HONORED GLORY, A COMRADE IN
ARMS, KNOWN ONLY TO GOD”. The statue within the memorial is “The Spirit of American Youth Rising from the Waves”.

COUNCIL SOCIAL MIXER:
The council held a Social Mixer at the St. Augustine Barracks Officers Club on Thursday, March 13th. Special guests at the mixer
were the Captain and several crew members of the USCGC Valiant. Ron Powell, Liaison to the Valiant presented the Enlisted
Person of the Year award to Valiant crew member HS2 Brandon T. Potratz. Valiant’s Commanding Officer, CDR Stephen V.
Burdian told the audience of the outstanding performance by Petty Officer Potratz that earned him this distinct honor.

DESRON 14:
On March 25th, SANL members went to the Mayport Naval Base for two award ceremonies, Shore Sailor of the
Year, and Sea Sailor of the Year for Destroyer Squadron Fourteen (DESRON 14).
The Shore Sailor award presentation was made at DESRON 14 HQ. Chief of Staff Garrett Jones read the citation
and Captain Ryan Tillotson, Commodore of DESRON 14, presented the Navy Achievement Medal to DC1 (SW)
Mark B. Parker, who was accompanied by his wife Daryn and two sons Jyden and Isalah. Among other awards
and citations, this was DC1 Parker’s fourth Navy Achievement Medal.
While assigned to DESRON 14, he was selected for the award because of his work ethic, professional knowledge and motivation in
supporting 13 Navy War Ships in Damage Control efforts. In recognition of his achievements, SANL member Navy Captain (Ret)
David Sullivan presented DC1 Mark Parker with certificates for a family weekend in St. Augustine.

At the second ceremony held aboard the USS DeWert FFG45, Captain Tillotson presented MA1 (SW/NWS) David W. Heatherly
with the Navy Marine Corps Commendation Medal. This was his third medal. Among other various unit and service awards, he has
six Navy and Marine Corps Achievement Medals. He was also awarded the Sea Sailor of the Year for DESRON 14.
His personal awards include two Navy and Marine Corps Commendation Medals, six Navy and Marine Corp Achievement Medals,
and various unit and service awards. It was noted in his file that his performance for the past year has been nothing short of
exemplary. He traveled to Norfolk VA. to compete for the Navy 2013 Sea Sailor of the Year, however he was not selected. In
recognition of his achievements, David Sullivan presented MA1 Heatherly with certificates for a family weekend in St. Augustine.
