fun filled spooktacular night planned. Our Annual Halloween
Harvest Festival is packed with family fun.
• Bring your pre-carved Jack-O-Latern and enter in the
pumpkin contest for chances to win a ghoulish prize.

• Free costume contest and dance contest.

respects by participating in this parade or by
spectating. If you or someone you know has

Christmas Tree
Lighting Ceremony
Saturday, November 28, 2015
6:00 p.m. — 8:30 p.m.
City Hall Campus

Celebrate the holiday season with the City of
Perris and Honorable Mayor Daryl R. Busch.
The Christmas tree will be lit at 6:00 p.m. with
performances from local community groups
to follow.
With the lighting of the tree comes yours truly
Santa Claus. “HO HO HO”. Youth can enjoy a
petting zoo and a ride on a Christmas train.
Complimentary refreshments will be served at the
conclusion of the event. Food will also be available
for purchase.
Photos with Santa with a festive frame will be
available for purchase for $3.00 or bring your own
camera to take your own photos.

Downtown “D” Street Route
Join the City of Perris for the 27th Annual Christmas
Parade celebration. Enjoy school bands, equestrian
units, floats, classic cars, youth and dance groups,
military entries and much more.
Trophies will be awarded immediately following the
parade at the Bob Glass Gymnasium at 101 North
“D” Street. Santa Claus will visit the youth in the Bob
Glass Community Room at the conclusion of the
parade. Bring your own camera or purchase a photo
for $3.00 includes a festive frame.
Parade entry applications are being accepted at
the Bob Glass Gymnasium. $10.00 per entry and
$100.00 per band.
Parade is judged by the Southern California School
and Band Orchestra Association, and is sanctioned
by the California State Horseman’s Association.
Deadline to register is November 14, 2015.

If you enjoy dancing to the hottest music and learning the
latest dance moves, then this class is just for you. Have
fun while learning the fundamentals of hip hop movement
through upbeat and high energy classes. Students will learn
to memorize choreography by working on a combination of
dance moves. Students will have the opportunity to perform
at city annual events. Class meets on Monday and Thursday.
Have fun while learning how to protect yourself and apply a
variety of martial arts techniques safely. Gain physical fitness,
coordination, and principles of self-respect for others. Class is
designed to teach you eclectic martial arts movements such
as kicks, punches, and blocks. Class meets on Wednesday
and Saturday.

League emphasizes teamwork, sportsmanship, fun,
participation, and skill development. All skill levels are
encouraged to play, and the league is open to youth in 3rd to
8th grade levels. Practice days and times will be determined
by volunteer coaches. Teams practice at local schools or at
Bob Glass Gymnasium, subject to availability. Games will be
held at Perris High School. The league is co-ed, and each
player will receive a uniform, picture, and award.

lay ups, and free throw shooting. Your child will learn good
sportsmanship, teamwork, and the value of fair play. The is

ADVISORY COMMITTEE (YAC)

If you are a teen and would like to make a direct impact in your community, while having
fun and making new friends, then Perris YAC is for you. The City of Perris Youth Advisory
Committee is a team of local teens dedicated to empowering, improving, and connecting
the lives of the youth community. Gain leadership skills, help organize fundraisers, plan fun
events, earn community services hours, develop marketing strategies for city activities, and
much more.
MEMBERSHIP
Representatives: Sworn in youths, ages 13-18, who serve 1
year terms and are responsible for establishing the direction
of the YAC in order to promote and empower the youth
community. Representatives must abide by YAC guidelines,
attend meetings twice per month, and take part in a
minimum of two projects and five activities/events during
term of service.
Members at-large: Youth ages 13-18 who are not sworn
in, but wish to participate in the Youth Advisory Committee.
Members at-large are comprised of youth who cannot
commit fully to YAC due to personal or extracurricular
activities, or do not meet the requirements of the YAC.
Members at-large are allowed to attend YAC meetings,
provide suggestions, feedback, and participate in events
and activities, however do not have voting rights.

museum interprets the history and cultural aspects of the native

For over 30 years, the Riverside County Sheriff’s Department has
supported an active Explorer Post Program for young persons
between the ages 14 and 21. Law Enforcement Exploring is a
division of the Boy Scouts of America that gives you a hands-on
look at what a career in law enforcement is really like.
• Community Service
• Explorers serve the community in various ways such as
directing traffic at special events, crime prevention programs
and light security details.
• Ride-Alongs
• Once you become eligible, you can participate in the ride-along program. You become an extra set of eyes and ears for

Gini Rairigh fretted that her mobility issues could force
her to leave the home in Perris she’s lived for 38 years.
The 88-year-old artist who specializes in floral paintings
has trouble walking
uphill and up the stairs
leading to her front
door, which presented
a challenge each time
she left her home.
Doctors warned Rairigh
she might need kneereplacement surgery
and she worried what
would happen to her
two beloved dogs if she had to move out.
She’s not worrying any more.
Thanks to the City of Perris’ Senior Home
Repair Program, Rairigh can stay in her
home, paint in her backyard studio and
use the newly installed ramp paid for by
the fix-it program to get in and out of the
residence. Rairigh also received grab bars
and low-flow toilet fixtures to help her
save water.
“This is wonderful,” Rairigh said from
inside her home in the Indian Hills
section of Perris. “I could not have
asked for anything more. It’s a beautiful
improvement. I’m amazed.”

Senior Citizens Through the Housing Authority
Rairigh thanked Perris housing division employees
Rebecca Miranda, Stacie Dain and Luis Natera for
working with her through the entire application and
building process. Start to finish took just two months.
“I would have gladly waited six!” she said.
The Perris Housing Authority is accepting applications
for the Senior Home Repair Program, which makes up
to $10,000 in a one-time grant to make minor health
and safety improvements in your home. Those include
minor roof repairs, installing ramps, handrails or grab
bar, heating or air-conditioning replacement, smoke
detectors, minor electrical and plumbing repairs and
repairing or replacing broken steps.
Eligible residents must be at least 62-years-old,
occupy the property as their major residence,
meet HUD income requirements and live within the
City limits. The property must be a single family,
conventional detached home or a mobile home/
manufactured home with current California HCD
Certificate of Title 6. Interested residents are asked
to contact the City of Perris Housing Authority at

Metrolink is Ready to Roll
on the Perris Valley Line
In about six months, Metrolink will be rolling with service along a 24-mile extension
from downtown Riverside to south Perris with four new stations at: Riverside Hunter Park,
Moreno Valley/March Field, Downtown Perris and South Perris.
Construction crews continue to work on bridge construction, sound walls, laying track and street rail crossing

MILITARY BANNER PROGRAM
GUIDELINES
The City of Perris Military Banner Program lets City of Perris residents honor
and recognize brave local individuals who are or have served duty in the United
States Armed Forces, including armed forces veterans as well as those who
have retired from careers in uniform. Perris residents, or their immediate family
members are able to apply. There is no cost to participate.

To qualify for the Military Program:
• The Honoree must be an active duty member or have served in the United
States Armed Forces.
• The Honoree, or their immediate family member, must be a resident of Perris
or the Military service person must have attended High School in a
City of Perris District.
PROCESS:
Applications will be accepted on an ongoing basis and can be downloaded
from the City’s website. Banners will be installed annually on or about 4th of
July. The banners will be hung continuously with the exception of the Christmas
parade or other events. Once the banner is in place, the applicant will be mailed
a certificate honoring the Military Service Person. Banners will be given to the
applicant once it’s taken down.
Application must include the following:
1. 5x7 official military photo of the Honoree or a digital copy
no less than 300 dpi;
2. Verification of military status;
3. Proof of residency or copy of school diploma from the Perris area
(G.E.D will also be accepted)

PROPERTY MAINTENANCE:
The Property Maintenance ordinance, Chapter 7.08, was adopted by the city to provide minimum standard for the
maintenance of property in the city to prevent unsafe and unsightly condition that might occur. Properties not meeting
these minimum standards are considered in violation and a public nuisance.
CHECK TO AVOID THESE PROPERTY MAINTENANCE VIOLATIONS:
• Overgrown grass, weeds and other vegetation
• Storage of scattering of debris, rubbish or trash
outside trash receptacles. Trash receptacles and/or
recycling containers cannot be stored on your property
visible from the public right-of-way. In addition, trash
receptacles and/or recycling containers cannot be
stored on the public right-of-way and must be removed
within 24 hours after trash pick-up.
• Debris stored on yards visible from the public street.
• Buildings or structures being constructed, enlarged,
alter, repair, converted, or demolish without the proper
permits.
WHAT CAN RESIDENTS DO TO HELP?
Each of us as a resident, property owner or business
owner in the City of Perris, owe it to ourselves and to our
neighbors to maintain our properties in a manner, which
has a positive effect on the overall appearance of our city.
The basis of the Community Preservation Program rests
upon each of us acting as good neighbors. We all have
property rights that protect us. No property within the city
may be used or maintained in a manner, which downgrades
the value, use, enjoyment or safety of one’s own or
surrounding property. You can help yourself and community
by maintaining your property in compliance. This can only
lead to improved property values and pride of ownership.
• Campers, RVs, trailers, boats or watercraft and other
mobile equipment stored in the front yard must be
in working condition and parked on legally paved
driveways and parking spaces and cannot overhang
onto the sidewalk.
• Storage or scattering of abandoned, discarded,
broken, wrecked or inoperable household furnishings,
appliances, machines and tools, or similar objects of
equipment.
• Vacant building or structures left unsecured, unlocked
or not boarded-up correctly allowing intrusion by person
or animals.
WHAT ARE THE CONSEQUENCES FOR
NON-COMPLIANCE?
After a Code Compliance Officer makes an inspection,
you will be given verbal or written notice to comply within
specific number of days. Depending on the violation and
the effort needed to correct it, you may be asked to comply
immediately or given up to 30 days for compliance. If
compliance is not obtained within that period, a lien may
be placed on your property for non-compliance and you will
be subject to an administrative citation, criminal citation
and/or ordered to appear in court.

2015 was a great year of unbelievable success because of the generous

• Senior Prom grew in participation
• Pets on Parade had huge volunteer participation
• Rods & Rails expanded and provided a 3rd stage and additional family and teen outreach and entertainment
• Many smiles were made in celebration of senior birthdays at the Perris Senior Center.
