- Be a natural person
- Not to be incapacitated to vote as foreseen by the law (under curatorship
or found guilty of an offence that is a corrupt electoral practise);
and
- On September 1st 2013, you must meet one of the following two conditions:
1 - Be domiciled in the municipality, and have been domiciled in
Quebec for at least six (6) months;
2 - Have been, for at least twelve (12) months, the owner of an
immovable or the occupant of a business establishment situated
on the territory of the municipality.
- Be an adult (18 years old on polling day)
A qualified voter who is not domiciled in the municipality, but who is the
owner of an immovable or the occupant of a business establishment situated on the territory of the municipality must transmit a signed document
to the municipality asking to have his/her name added to the electoral list.
Persons not domiciled in the municipality, who are co-owners of an immovable or co-occupants of a business establishment, must designate from
amongst themselves, by means of a power of attorney sent to the municipality, only one person to be entered on the electoral list.

Become a candidate in the Municipality of Rawdon!
- Reside, continuously or not, on the territory of the municipality
since at least twelve (12) months on September 1st 2013.
Having the right to be registered on the electoral list means
to be an elector of the municipality (please refer to the
voting requirements section).
If you want to run for the position of counsellor, you can run in the
district of your choice even if your home is not situated in this district.
The registration form is available at the Electoral Officer’s office.
The filing of your application is to be done with Mr. André B.
Boisvert, Election President, from Monday to Friday, according to
this schedule:
- From September 20th to October 3rd inclusively: 9 am to 12 pm
and 1:30 pm to 4 pm
- October 4th: 9 am to 4:30 pm

Organizations
A majority of municipalities will be holding elections in November 2013. It
is the voter’s responsibility to make sure that his or her name is registered
on the voters list for the election of November 3rd, 2013. If you aren’t
registered, you will not be able to exercise your right to vote.

Drinking Water Treatment Facility
Kildare — August to December 2013
Major renovations are underway which
include:
- Restoring the existing Kildare station. The
work consists of the construction of a new
building;
- Commissioning of a filtration system for
the treatment of iron contained in the
water;
- Installation of a generator to ensure power
supply in case of a power outage;
Distribution of drinking water will continue
throughout the duration of the project.
All of this work will result in a significant
improvement in water colour and water
supply during peak periods and electrical
power failures.
Route 348
Restoration work has begun and will continue throughout the fall of 2013.
Here is a simple reminder of the sections
concerned:
- Between des Commissaires St. and des

- Between Ludan St. and Hollywood St.;

The RCM will visit your property
The Matawinie RCM Evaluation Department has begun preparing for the next assessment roll of the Municipality of Rawdon
Under the Act respecting municipal taxation, the Matawinie RCM has the duty of visiting properties to ensure the accuracy of the data which will be
used to update the real estate assessment roll planned for January 2015. The inspection will begin shortly for a certain number of properties. These
visits will take place from Monday to Saturday between 8 am and 9 pm, except for holidays.
The designated inspectors will identify themselves by means of a photo identity card certified by the management of the Matawinie RCM. During this
visit, they will note the physical characteristics of the building (interior and exterior materials, dimensions, etc.) The inspector will also take pictures of
the building and record its location. You will be asked to sign a property visit confirmation. Generally, a property inspection will only take a few minutes.
Absent property owners will have to complete a data gathering questionnaire which will be left on site by the inspector. It will be your responsibility
to complete and return this form by mail to the Matawinie RCM.
The evaluator’s representative must have free access to your property in order to establish its true value. Your cooperation is essential.

To have healthy and swimmable lakes (with clear, oxygenated water
and a diversified fauna and aquatic flora), it is essential to be in
prevention mode and not wait until signs of degradation of the lake
appear. The return to natural shores, around lakes as well as streams,
is part of the essential actions put in place in the watershed of all
water bodies to keep them healthy.

Work without a permit
During their visits throughout our municipal territory, inspectors of
the Department of Territorial Planning and Development noticed that
some property owners were undertaking work without first obtaining
a permit. We would like to remind you that any renovation, repair,
alteration or extension of a building cannot be carried out without
first obtaining a permit for this purpose. A permit or authorization
certificate is equally required for the posting of a sign, management
of a shoreline, tree cutting, etc. If in doubt, contact the Department
of Territorial Planning and Development before starting any project.

Tree cutting
The Civil Code states that trees located on a neighbouring property do
not belong to you, even if the branches and leaves are on or above
your land. Notwithstanding any damages the tree may cause you, the
responsibility of pruning or cutting it falls to its owner. In the event that
your neighbour refuses to cooperate and no agreement seems to
satisfy both parties, you will have to submit your case before Superior
Court. It will be up to you to provide evidence of the harm caused
by your neighbour’s trees.
Neighbourhood noise
Making, causing or encouraging any form of noise or vibration likely to
disturb the peace, quiet, comfort, relaxation, well-being of citizens or
likely to prevent the peaceful use of property in the neighbourhood,
is considered a nuisance and is prohibited. According to the bylaw
pertaining to nuisance, any noise of an intensity of 50 decibels or
more emitted between 10 pm and 7 am the next day, measured
on the property line from which it comes from is considered a nuisance. Also, is considered a nuisance any noise emitted between
7 am and 10 pm, with an intensity of 70 decibels or more, measured
on the property line from which it comes from. In order to maintain
good neighbourly relations, please consider your neighbours before
making any noise.

Green Squad
We invite you to consult the various topics offered to answer your
questions regarding lakes and water quality, shorelines, wastewater,
drinking water, residual waste or simply to be up to date with environmental news.
Example: a shore where vegetation is re-establishing itself
in the first 10 meters.

Among all recommendations, the most important one is not to mow
the lawn on the shore. Thus, the space occupied by the shore (a
strip of 10 to 15 meters) must be free of any new building, work or
intervention so that the grass, bushes and trees can grow again. Only
the lake access can be maintained. These small individual efforts will
yield great collective benefits.

A message from the Green Squad
Since the beginning of summer, I have met with waterfront property
owners to bring them support in the naturalization of their shorelines.
It has allowed me to visit all the shoreline properties and over thirty
lakes, including Lac-Kildare, Pontbriand, Lac-Clair, Lac-Christine, LacBrennan, Lac-Régent, Lac-Claude, Lac-Denis, Lac-Rivest, Lac-Asselin,
Lac-Rawdon, Lac-Gratten, Lac-Terry, Lac-des-Pins, Lac-Lévis, LacHuard, Lac-Rawdon and Lac-Vail, as well as the shoreline properties
along the Rouge and Ouareau rivers. Over 700 properties have been
seen. I would like to take this opportunity to thank all of the citizens
of Rawdon for the courtesy shown me.
Every property has been characterized and a data bank on the
condition of the shores has been established. Every property owner
received a personalized recommendation to improve the environmental balance of their bank.

Reminder
In order to enforce the requirements issued by the provincial regulation on the disposal and treatment of wastewater from isolated
dwellings (RRQ, c. Q-2, r22), the Municipality has adopted a bylaw
(n. 1011), requiring citizens to send in their receipts for septic tank
emptying. Consequently, when emptying your septic tank, do not forget to ask for your receipt, in order to submit it to the Department of
Territorial Planning and Development of the Municipality of Rawdon.
It is possible that the contractor who empties your septic tank will take
care of sending a copy of the invoice to the municipality. Just ask him!

Theater and creative writing workshops
The objective of the encounters is to dramatize a life event. The workshops begin with dramatic games that stimulate creation. The participants are then invited to tell their story by means of creative writing.

Dynamic yoga
This type of yoga is a fluid and dynamic discipline. The sequence
is continuous. Dynamic yoga makes you sweat to eliminate toxins.

Hip Hop and Contemporary dance Lessons
Initiation to hip hop and contemporary dance styles. The lessons
continue in January and there is a show in June (participation is
optional). Please note that there is a $20 fee for the costume. The
pricing of the second session will be published in the January edition
