"Morse" Daniel Vidal Moya - UNIACC Best Chilean Short Film School Competition 2015 RULES CHILEMONOS 2016 6 1.GENERAL TERMS AND CONDITIONS The Fifth International Animation Festival CHILEMONOS begins its call for entries for animated works to attend and compete for its many awards. 1.1 Participants can apply either in an individual basis or as a team, participants must be at least 18 years old, all nationalities allowed. Submitted works must be within the guidelines and technical requirements appropriate for their exhibition. 1.2 Participation is free of charge. 1.3 Submitted works must not have been part of the “Official Selection” in a previous version of this festival. 1.4 The call for entries is open for works in any animation technique, released after January 1st 2013. "Pos Eso" SAM (Spain) Best Ibero American Feature Film 2015 "El Show de Señor Conejo" Javiera Torres Hernández - Universidad Mayor Second Place Chilean Short Film School Competition 2015 3.1 International Animated Feature Film Competition Competition aimed at exhibiting international full-length films. This entry includes feature films produced in any country, including Latin America and Chile. This category awards: - Trophy to BEST INTERNATIONAL ANIMATED FEATURE FILM 3.2 International Animated Short Film Competition Competition aimed at exhibiting International short films. The works must be produced in a country not located in Latin America or Chile. "Ex Animo" Wojciech Wojtkowski (Poland) Best Experimental Short Film 2015 International Animated Feature Film Competition 3.3 Latin American Animated Short Film Competition International Animated Short Film Competition Competition aimed at exhibiting Latin American short films. The works must be produced in a Latin American country, including Chile. Latin American Animated Short Film Competition (including Chile) Chilean School Short Film Competition This category awards: - Trophy to BEST LATIN AMERICAN SHORT FILM. - Digital certificate for the second and third place in competition. - Trophy to BEST CHILEAN SHORT FILM. Latin American Animated Series Competition (including Chile) 3.4 International School Short Film Competition International Animated Web Series Competition (including Chile) Competition aimed at exhibiting short films produced under the guidance of educational institutions such as schools, colleges, universities or vocational schools, released either while enrolled or as a final senior project. The works must be produced in any country, excluding Chile. International School Short Film Competition International Animated Music Video Competition 10 This category awards: - Trophy to BEST INTERNATIONAL SCHOOL SHORT FILM. - Digital certificate for the second and third place in competition. 3.5 Chilean School Short Film Competition Competition aimed at exhibiting short films produced under the guidance of educational institutions such as schools, colleges, universities or vocational schools, released either while enrolled or as a final senior project. This works must be only produced in Chile. The Festival staff reserves the right to check the student status of participants. This category awards: - Trophy to BEST CHILEAN SCHOOL SHORT FILM. - Trophies for the second and third places in competition. RULES CHILEMONOS 2016 RULES CHILEMONOS 2016 3.CATEGORIES IN COMPETITION This category awards: - Trophy to BEST INTERNATIONAL SHORT FILM - Digital certificate for the second and third place in competition. 11 Chilean students enrolled in international schools must participate in the international version of this category. 3.6 Latin American Animated Series Competition This competition includes two different and independent selections: a) Official Selection aimed at exhibiting animated series produced by independent artists, studios or television channels with or without state grant funds, released or to be soon released. b) NOVASUR Official Selection aimed at the recognition of Latin American educational animation series. This selection chooses its winning work through an open vote process with elementary students from Chile. In past editions this category has received over 20.000 votes. Both selection works must be produced in a Latin American country, including Chile. Only one episode per series is allowed to compete. The postulant shall decide which episode to send into competition. It is allowed to compete with episodes of new seasons of series that has already competed in past editions of the Festival. RULES CHILEMONOS 2016 12 This category awards: - Trophy to BEST LATIN AMERICAN ANIMATED SERIES. - Digital certificate for the second and third place in competition. - NOVASUR AWARD FOR BEST LATIN AMERICAN SERIES. Awarded by NOVASUR, educational network from CNTV. "Bang Bang" Julien Bisaro (France) Best International Short Film 2015 3.7 International Animated Web Series Competition Competition aimed at exhibiting animated online series produced by independent artists, studios with or without state grant funds, released or to be soon released. The selected works must be in origin created for web platforms. Competing entries includes web series on an international level, including Latin America and Chile. Only one episode per series is allowed to compete. The postulant shall decide which episode to send into competition. It is allowed to compete with episodes of new seasons of web series that has already competed in past editions of the Festival. This category awards: - Trophy to BEST INTERNATIONAL ANIMATED WEB SERIES. - Digital certificate for the second and third place in competition. - Digital certificate for Best Chilean Web Series. 3.8 International Animated Music Video Competition This category awards: - Trophy to BEST INTERNATIONAL ANIMATED MUSIC VIDEO. - Digital certificate for the second and third place in competition. "Guida" Rosana Urbes (Brazil) Best Latin American Short Film 2015 RULES CHILEMONOS 2016 Competition aimed at exhibiting animated music videos on an international level, corresponding at the official material of musical production. "The Bigger Picture" Daisy Jacobs (UK) Second Place International Short Film Competition 2015 4.1 Submission The submission process counts with three official inscription channels. The films can be submitted through: a) Online Entry Form at the official website of the Festival (Free) www.festivalchilemonos.cl b) FilmFreeway Platform (Free) www.filmfreeway.com c) Festhome Platform (By payment) www.festhome.com The Committee’s decision is final and not subjected to appeal. 4.4 Physical material such as DVDs submitted will not be returned to the participants. Said material will be kept by the Festival for historical purposes. 4.2 Shipping methods for pre selection material 4.5 By entering the contest and submitting works, participants agree to abide by the Terms and Conditions of the Festival. Furthermore, by applying through the Online Form, participants confirm that they have the rights to the work being submitted and they agree the Festival has permission to exhibit their Work at the Festival, from 10th to 15th May 2016 in Chilean territory, in accordance with Chilean Intellectual Property Law No. 17,336. To send the material via Chilemonos’s Online Entry Form, you shall choose the appropriate shipping method: The participant also confirms that he or she has received full explicit authorization from the owner(s) of any copyrighted elements not in their property appearing either fully or in part on their Works that fall under Intellectual Property Protection, either under National or International Law. Additionally, the participant agrees that any situation arising from the use of Intellectual Property of a third party fully conforms to the terms and conditions on this document, subject to exceptions indicated in Title III of the previously mentioned Law. “Authorization of use of a copyrighted work” shall be understood as permission given by the author or copyright holder of said copyrighted work in any contractual form for the use of the copyrighted work according to the terms established by Intellectual Property Law. 4.6 The Festival shall not be held responsible for any violation of the 4.5 point, regarding the author’s rights used by the participant. 4.7 The Festival Administration reserves the right to make any decisions concerning situations not covered by these Terms and Conditions. RULES CHILEMONOS 2016 RULES CHILEMONOS 2016 16 4.ENTRIES, SUBMISSION AND SELECTION OF WORKS 4.3 Entries submitted will be evaluated by the Festival Committee, composed of national and international experts in audiovisual arts and culture, who will judge and determine which entries will participate in each category. 17 "Plug and Play" Michael Frei (Germany) Second Place Experimental Short Film Competition 2015 RULES CHILEMONOS 2016 18 "Hostal Morrison" Pájaro (Chile) Mejor Serie (jurado adulto) 2012 5.JURY 5.1 The Jury shall be composed of professionals of multiple areas related to the contest, including animators, producers, cultural managers, guest directors and members of international entities related to the Festival. 5.2 Individuals directly related to any of the participating entries shall be barred from participating as part of the Jury in its own competition. 5.3 The Jury’s decision is final and not subjected to appeal. "Don Quijote de la Láctea" Juan Manuel Urbina y Carlo Guillot (Colombia) Best Latin American Animated Serie 2015 "Personas Cetáceas" Matías Latorre - Marmota Studio (Chile) Best Latin American Animated Web Serie 2015 "The present" - Jacob Frey Filmakademie Baden Wuerttemberg - Germany Second Place International School Short Film Competition 2015 RULES CHILEMONOS 2016 20 6.OFFICIALLY SELECTED ENTRIES 6.1 The Official selected entries will be published on 11th of March 2016 at the Event’s official website, www.festivalchilemonos.cl. Participants agrees that, by applying to the pre-selection stage, the Festival has permission to use stills and trailers (provided by the participant) from their Works to promote the officially selected entries through appropriate media. 6.2 The works selected to participate will receive an Official Digital Certificate and the Laurel Leaf of Official Selection. 6.3 Authors of officially selected entries will be contacted through email with instructions related to the format, date and method of submittal of their Works to be exhibited. 6.4 Works delivered after the deadline ends will be automatically disqualified from participating. 6.5 The final version of the work, if is not in Spanish, has to be send along with the subtitles in Spanish (or English in its defect). The subtitles shall be delivered separate from the video: in a text file or subtitle format (ie: *.srt ) 6.6 For the participants selected, the Festival does not cover transportation and accommodation costs to attend the event. Nevertheless, the Festival can provide support letters of Proof of Selection, addressed to an institution specified by the participant. The organization will also grant all access tickets to all the events of the Festival. PHYSICAL DELIVERY METHODS 7.1 Costs incurred by physical delivery of Works through postal mail (both in Preselection and Selection stages) shall be responsibility of the participant. 7.2 Entries selected for official participation shall be mailed with the appropriate specifications to ensure their safe delivery. 7.3 The Festival shall not be held responsible for damages or losses arising from the transport of their deliveries. This activities contemplates workshops and exhibitions in Chile. In the online entry form, the participants will find the voluntary choice of authorizing (in the case is wanted) the presence of their work in the free exhibitions of the material oriented to formative audiences with little access to the Chilemonos 2016 event and thus, to excellence material. In case of authorization, the works will be part of the CHILEMONOS Festival 2016 showcase that takes place only in Chile en movie theaters, museums and libraries, between the month after the realization of the Festival and the previous month of the next edition of the event.
