Introduction
Oakland County has a wealth of basic resources for children, ages zero to five,
and their families. The results of recent surveys reveal that many families are not
aware of many of the resources available to them.
Oakland County’s Parenting Resources: A Guide to Strengthening Families
is designed to increase awareness of our county’s resources. This guide provides
an outline of key trainings and resources in Oakland County where you can
find components of the Strengthening Families Framework. This tool seeks to
guide professionals and parents toward building stronger families through the
resources available in our county.

Parent Resource Guide
The Oakland County Parent Resource Guide is designed for the families of
children zero to five years of age and the agencies that provide services to these
children. We hope that families will find the guide helpful in accessing and using
the many resources available in Oakland County.
Take time to become familiar with all parts of the resource guide. Services
are listed alphabetically and provide basic information about services to our
youngest citizens.

Help Me Grow Developmental Activity Groups  ¨
Help Me Grow Developmental Activity Groups are designed to support
children’s early learning while focusing on a key area of development each
week. Included are 90 minutes of hands-on activities including motor, language
and social skills. Parent education topics and take home activities support
children’s early learning and development. Each playgroup series includes five
weekly sessions. Activity groups encourage attendance at all five sessions.

Conflict Management in Special Education ¨
When planning for children with special needs, it is important that IEP team
meetings go well. When they do, children are more likely to be successful.
This highly interactive workshop is designed to help the IEP team effectively
manage conflict prior to, during, and after IEP meetings. Trainees will recognize
circumstances that enhance meeting effectiveness and those that create
barriers to successful decision-making. Team members can use these skills to
help evaluate their own interactions as well as other ideas for improving team
functioning.

education or parent involved in the IEP process.

For Dads Only: A Class for New Fathers ¨
Great Start Parent Coalition ¨ 
The Early On® Family Support Series offers monthly parent education
opportunities for families with children birth to three years who have
developmental delays or established health conditions. The workshops are
taught by early intervention therapists who share strategies for parents to
implement as part of their daily routines and family experiences that will help
children grow and develop. This program is free through a grant to Oakland
Schools from the Michigan Department of Education.

This class is for new or expectant fathers, and teaches expectant dads by
discussing crying, sleeping, signs of illness, development and safety; and
practicing feeding, holding, changing and bathing.

Grandparents Class ¨
Grandparents can provide much needed support to new families. In this onesession class, you will learn what to expect with a new grandchild, car seat
safety and how grandparents can help with the new parents through practical
assistance (like fixing dinner for the new family). You will receive a minirefresher on how to safely care for a newborn and learn about the changes in
baby care that have occurred since you were a new first-time parent.

The annual Parent Conference and Resource Fair provides a keynote speaker
and multiple workshop sessions on a variety of parenting topics. Conference
workshops include such topics as Social/Emotional, Healthy Eating, School
Readiness and many other great sessions. Additionally, a variety of parenting
resource exhibits and vendors provide information, materials and books. This
free conference is made possible through a grant to Oakland Schools by the
Michigan Department of Education, Office of Great Start.

Monthly meeting for parents to learn, discuss and share on a variety of early
childhood topics. Dinner for families and quality, licensed child care provided.

Infant Massage ¨ 
Infant Massage is a hands-on four-week course for you and your baby.
Certified instructor will guide you through a research-based massage
routine that promotes a healthy parent-infant relationship and supports physical growth and development. Infant massage enhances
vital early brain connections while nurturing growing communications
within your family. The class is designed for infants who are not yet
crawling. Both parents are encouraged to attend with their baby.

Midwest Father’s Conference ¨
The Annual Midwest Father’s Conference occurs each January/February in Oakland County. This all-day event features prominent keynote
speakers, dozens of workshops, and panel discussions, all on topics of
special interest to fathers. Partnership for Dads also offers many other

love our children but
sometimes we need
support from others
to give us input,
share experiences
and let us know that
we are not alone in
our challenges.
Mothers are encouraged to bring their babies to our weekly breastfeeding
support group. No registration required. FREE. Please see website for dates,
times, and location. This group meets weekly with a certified Lactation
Consultant to discuss common breastfeeding concerns, answer your specific
questions, and meet with other mothers that are experiencing the same things.
This informal meeting is not a class or an individual consultation; however, the
Lactation Consultant will provide you with support and education. Individual
consultations are available by appointment for a fee.

Dads and Moms of Michigan dedicated to bettering the lives of Children in BiNuclear Families through education and services that assist Co-Parents as they
increase their Bi-Nuclear Parenting capacity. A bi-nuclear family is the extended
family, usually consisting of two separate households, formed by the children
and subsequent spouses of the partners in a divorce or similar domestic relations action.

Fussy Baby Program q _
The Fussy Baby program provides home-based educational and support
services to families with a child (birth through three years of age) exhibiting
difficulties with self-regulation, such as inconsolable crying, inability to selfcalm, difficulty sleeping, eating, and behavior difficulties. The Infant and Family
Specialist comes to your home so that he or she can fully understand the
difficulties and develop strategies that will be successful in the family’s own
environment.

Oakland County African American Parent Network q _
School districts throughout Oakland County have built African American Parent Networks. The goal for each of these is to create an active and committed
parent group which will advocate for the academic success of African American children who are enrolled in Oakland County schools. There are African
American Parenting Networks in the following districts: Avondale, Berkley,
Birmingham, Bloomfield Hills, Farmington, Ferndale, Novi, Pontiac, Rochester,
Southfield, Troy, Walled lake and West Bloomfield. For more information about

Nurse-Family Partnership (NFP)
Home visits to mother and baby during pregnancy and after delivery. Home

Nurturing Parent Program
A parenting education program tailored to each family’s needs. Parents and
children participate in program activities together. 16 weekly home visits with
a Public Health Nurse. Growth and development screening and monitoring.
Health education, referrals.
Target population: Pregnant women, teen parents, families with children birth
to age 18 wanting to make positive changes, families with adoptive children,
must reside in Oakland County, priority is given to pregnant women, teen
parents, and families with children birth to age 10

Oakland County Youth Assistance q
As the prevention arm of the court’s continuum of services, Youth Assistance
strives to strengthen youth and families. Family focused casework and information
and referral services are provided by professional staff placed in 26 field offices
throughout the county. Staff also works with a volunteer board of directors in each
community that identifies needs to plan and implement prevention programs. Youth
Assistance services may vary slightly from area to area and year to year. Many offices
offer Mentors Plus, parenting programs, camp scholarships, skill building scholarships,
and tutoring. Call your local office to find out what they have to offer in your

This support group is designed for parents and their babies, between 1 to 6 months
age. The group is facilitated by a leader with expertise in children and parenting. Each
meeting will consist of information about parenting, growth and development, and
safety as well as time to network with other parents. Parents and their babies will
enjoy getting to know others who are at the same stage of parenting. Parents and
their babies are encouraged to attend as many times as they wish. Please register on

Post-Partum Adjustment Support Group q
A safe and supportive environment for families dealing with post-partum adjustment issues: sleep deprived, overwhelmed, not feeling like yourself, feeling isolated,
anxious, stress related to feeding issues, worried about returning to work, tearful,
decreased concentration, and/or feeling sad.

Home Visitation Programs
Home visiting programs offer a variety of family-focused
services to expectant parents and families with new
babies and young children. They address issues such as
maternal and child health, positive parenting practices,
safe home environments, and access to services.

Early Head Start Home Visiting Program ¨ Y
Home visiting services provide families with a 90 minute home visit each
week where family educators offer activities that support child development
based on each child’s individual needs and interests. During visits caregivers
participate in discussions about physical and brain development, health
and safety, nutrition, discipline and behavior management, and community
resources. Participating families also have access to monthly playgroups and
parent workshops.

Infant Mental Health/Early Intervention Program

Fussy Baby ¨ Y
The Fussy Baby program is a parent education program that focuses on children
who have trouble with eating, sleeping and many other problems. This program

Maternal Infant Health Programs
First Beat
What does it to? It provides home visitation support and care coordination for
pregnant women and infants on Medicaid. Services are intended to supplement
regular/infant care and to assist healthcare providers in managing the beneficiary’s
health amd wellbeing.

What are its purposes? To promote healthy pregnancies, positive birth outcomes,
and healthy infant growth and development. To improve the health and well-being of
Medicaid eligible pregnant women and infants through a standardized, system-wide

Parents As Teachers is an in-home early childhood parent education and family
support program designed to help families in Oakland County with young children
up to six years of age. Parents As Teachers is committed to working with parents
during the critical early years of their children’s lives. The program is available at no
cost to the participant. Parents As Teachers provides parents with information on
child development and involves parents in learning activities with their child. These
activities encourage growth in areas of development such as language and social

The Great Start Collaborative-Oakland (GSC-O) is committed to ensuring that
all of Oakland County’s youngest citizens and their families have access to

The purpose of the GSC-O is to assure a coordinated system of community
resources and support whereby all Oakland County families have knowledge
of and access to the services they need, which will result in their children
beginning Kindergarten ready and eager to learn.
GSC-O is a partnership of local stakeholders and parents building a
comprehensive early childhood system for our community, looking at all the
factors that influence a child’s readiness for school and life, including: early
care and education, physical and mental health, family support and parent
education.
The Early Childhood Investment Corporation was created in August 2005 to
ensure that every young child in Michigan has a Great Start and arrives at the
kindergarten door healthy and ready to succeed in school, with parents who
are committed to educational achievement. Accomplishing this important goal
is not the work of any one organization or individual, but will take the combined
efforts of parents, community leaders, business, the legislature, state and local
government, faith-based organizations, and philanthropy.
Oakland Schools serves 28 local school districts, 20 public school academies,
and nonpublic schools in Oakland County. Every district has a distinct character,
arising from its unique community of learners and educators. Yet every one of
the 28 districts shares a common goal: providing a quality education to every

Definitions
What is the difference between Parenting Education and Family Support?
Parenting Education: Services and supports that are provided for parents to
assist them in the critical role they play in the healthy development of their
infants and young children.
Family Support: Services and supports that address added stressors impairing
the ability of families to nurture the well-being, safety and overall healthy
development of their infants and young children.
What programs may be included in our directory?
We include these programs:
1. Programs with at least one location in Oakland County.
2. A government, not-for-profit agency, organization or program that provides
assistance to the general public at no fee or a sliding fee.
3. A program that focuses mainly on parent education and family support for
children birth to five as defined above and who fit into one or more of the
categories offered such as workshops, playgroups, support groups, and home
visitation programs.
4. A program that offers additional resources that are frequently requested by
parents and staff.
Sorry, we are unable to include everyone:
1. We reserve the right to exclude any agency or organization at the discretion
of the Great Start Collaborative-Oakland.
