WELCOME
Dear Friends:
Welcome to our 2015 Annual Convention!
We convene this year under the theme of Outcomes 2025 – this theme is reflected throughout
our tracks, plenary speakers, and the exhibit hall. Each education track: Lead, Engage, Inform,
Innovate, and Prepare, supports the idea that as a sector, we need to look ahead ten years and
identify how best to produce positive student outcomes for new traditional students.
We have witnessed a trend over recent years where our annual convention has transitioned from a large gathering
of people across our sector to a gathering of our leaders and executives. In years past, many institutions
would tell me that they rewarded certain colleagues with a trip to our annual convention. In today’s current
environment, our convention has become a gathering of leaders. And, we have worked hard to elevate the
programming to reflect this change.
We will always embrace the ever-changing environment no matter the challenge. We should all aim to be leaders
and innovators in the realm of postsecondary education delivery and flexibility and the best way to do that is by
looking to the future.
This year’s convention will be remembered for three things:
• Our concurrent sessions have been carefully designed to speak to your specific needs in leading your
institution. The quality of these sessions is as high as we have ever presented!
• We have reduced the number of plenary sessions; but we bring to you voices of expertise in managing the
change within our sector.
• We have redesigned the exhibit hall, the APSCU Campus, featuring networking spaces and the APSCU
Pearson Classroom of the Future—a must-see for everyone.
As you look at the schedule in our new convention app you will see references to changing student demographics,
campus leadership strategies, adjusting to market demands and academic engagement. You will also see sessions
that cover the latest federal and state regulations on gainful employment, the college ratings system, military and
veterans’ education, state authorization, Title IX and the current onslaught of government investigations.
The demand for postsecondary career education will grow. Our sector’s role in meeting this need will grow. Our
challenge is to own the innovation that will define the delivery of this programming to current and future students.
We hope this convention begins that conversation for you.
Personally, I look forward to visiting with many of you during this time together. Please do not hesitate to stop
me and say hello! When the APSCU Campus is open, I will be in the APSCU Booth, so please stop by. I’m a good
listener – really! And I look forward to hearing your thoughts and insights.

The APSCU Student Union is a café

Your badge serves as your official
convention pass and must be worn
to all functions. You may be denied
admission if you do not have a
badge. This is the only means of
controlling attendance at functions.
Badges are non-transferable.
Ribbons
Special ribbons will identify specific
involvement, such as new members,

etc. Get the ribbon that is right for
you at registration.

Individual exhibitors may be awarding
prizes. These exhibitors’ prizes will be
awarded throughout the convention.
Check the message board near the
Campus entrance to see if you have
won. Bring extra business cards and
visit each booth. The more booths
you visit, the greater your chance to
win a prize.

The APSCU staff will be happy
to assist you. Stop by the APSCU

Full convention registration includes
admission to the educational sessions,
three evening receptions, and two
lunch meals on campus.
Evaluations
Your comments will be extremely
helpful in designing future
conventions and seminars. Please
take a moment to complete a survey
after each education session you
attend through the APSCU App. Your
opinion matters!
Messages will not be announced
during the convention. Any messages
will be posted with the prize
announcements near the exhibit hall
entrance.
Daily registration includes entrance to
the educational sessions and exhibit
hall events for that day specified
including the evening receptions.

The Exhibit Hall is referenced as the APSCU Campus. This space will play host to
three evening receptions, two networking breaks, and two lunch meals. Included in

Spouse/guest registration includes

Rating the Rating System: The New Federal Postsecondary Institution Ratings System
Amid the clamor over recent regulations, a more silent but ardent effort to radically change the
landscape of federal aid is underway. Late last year, President Obama released the draft framework
for a Postsecondary Institutional Ratings System (PIRS) — a college rating system scheduled to go into
effect in the 2015-16 academic year. If the Administration’s plan is fully realized, the ratings system
would fundamentally shift the funding paradigm that was the basis of the Higher Education Act of 1965
and would materially change the way institutions gain access to Title IV. PIRS ratings could be used to
restrict Title IV funding for institutions in good standing with their accreditor but with low PIRS scores,
while those with accreditation deficiencies but high PIRS scores could have access to greater Title IV

Navigating the State Authorization and State Tax Nexus Waters
The session will provide an update on the federal state authorization regulations and the status of
SARA, and discuss state tax nexus regulations. With the expiration of the state authorization extension
on July 1, 2015, and the anticipated publication of an NPRM addressing state authorization in spring
2015, institutions need to be aware of regulations and guidance impacting their compliance with state
authorization requirements. On a complementary issue, state tax departments are continuing to monitor
businesses that should be filing tax returns in their state as a method to raise revenue. This session will
discuss the attributes to consider for state tax filings, focusing on hot topics such as online program
economic nexus, telecommuting employees, and tax nexus that could result from state authorization
registration.

Several factors – the struggling economy, the explosion of outstanding student loan debt and splitserviced loans – have changed the landscape of student loan default prevention. During this session,

According to a Department of Education survey, most postsecondary institutions are not providing faculty
and staff with training on military culture and military-to-civilian transition issues. Meanwhile, many of
the complaints filed by veterans and servicemembers are issues that may be resolved at the campus
