There hardly is a company that established itself faster than WERK1
Munich. It took them less than two years to turn a startup center
for digital creatives into an international meeting point for games
aficionados. A true success story.
They do exist: Those rare cases when extraordinary, fancy wishes are fulfilled. Many years ago, when the games community came up with the
idea of giving the Bavarian game industry an address, a contact point to
meet each other, even optimists didn’t expect a swift realization. But the
Ministry of Economics and the State Chancellery did react. They provided
funds, located appropriate real estate, and with Franz Glatz and his
team, people were found who put their enthusiasm along with lots of
night shifts into WERK1, to help it become what it is today: The first
address for everyone playing a part in the digital scene or wanting to

Bavaria is home to a great variety of games companies: prestigious publishers
with national and international reputations, home-grown independent gamedeveloper studios and a huge number of game-related service-companies, they
all contribute to fostering the ever-growing Bavarian games hub.

Five years ago, the FFF Bayern, in conjunction with the
Bavarian Government, initiated a publicly-funded scheme
for high-quality and educationally valuable digital games
for all platforms for under sixteen year-old gamers. Upand-coming studios, but also established companies that
have a base in Bavaria are eligible to apply. Since then,
roughly 3 million Euros for 50 projects have been awarded
to our Bavarian games industry. Thumbs up for our latest

3000 people visited the MediaCampus Bavaria area during the Mediadays Munich 2013.

MEDIENCAMPUS
Hardly any industrial sector offers such a broad range of career opportunities as game development.
This is why there have been so many advances in training and development in Bavaria in the last
few years. The MedienCampus Bayern (MediaCampus Bavaria) pools all these activities.
97 members belong to MedienCampus, among them are numerous acade­
mies, colleges and universities. At an increasing number of institutions –
like the Technische Universität München (Technical University of Munich)
or Hochschule Kempten (University of Kempten) – courses of studies con­
cerning games have originated. These are all together presented in the
MedienWiki (www.medienwiki.org). The tasks of the MedienCampus
especially cover course and career guidance for pupils and students who
are interested to get in the media industry.
Additional to that, the MedienCampus offers a scholarship for gaming
students who want to go to Québec. There the participants work through
several months of internship. At the end of the year there is a games con­
ference to pass on the know­how to other Bavarian games students. At the
MediaCampus, games instructors can network. To do so, the Dachverband
für die Medienaus­ und Weiterbildung (Umbrella Association for Media
Training and Development) organizes the GamesCampus, the annual con­
ference of Bavarian games professors.
The MedienCampus runs a media location website for the Mediennetz­
werk Bayern. At www.mediennetzwek­bayern.de there are current news,
portraits and coverage about the Bavarian media industry. Games play
an important role as a separate department. The Mediennetzwerk,
which apart from the MedienCampus consists of the Freistaat Bayern, the
Bayerische Rundfunk, the Bayerische Landeszentrale für neue Medien,
the FilmFernsehFonds Bayern and the Vereinigung der Bayerischen
Wirtschaft, as well organizes and promotes events and helps the media
industry to network among themselves. Moreover, the Mediennetzwerk
provides the central location PR for the media industry.

Since May 2014, Robin Hartmann has been WERK1’s project manager responsible for the games sector in
Bavaria. He has some questions for State Minister Ilse Aigner:
In an interview, you described the games industry as being very
open-minded and active. Is this opinion based on your personal experience?
Yes, it is very much the result of my contact with people in the industry.
At events such as the award ceremony for the German Computer Games
Award in Munich and the Games/Bavaria Conference, as well as at
WERK1 and FFF Bayern, I have now had several opportunities to meet
industry representatives and learn about what they are doing. I am
deeply impressed by the creativity and technical know-how behind the
development of computer games, by the focus with which the industry
articulates its ideas and goals, and indeed, by the high standard of the
industry associations and its company representatives.
What benefits can the games industry expect from its new representation within the State Ministry of Economic Affairs?

To my mind, games are as much a cultural as they are an economic asset
– and this is the case for all other areas of the media, too. By the same
token, games are also pioneering in many respects and therefore represent an ideal platform to showcase how the media and the economy are
becoming digitised. In today’s world, the media are no less affected by
going digital than the economy as a whole, and so it makes sense for
both media and economic affairs to be grouped under one roof. The result will be synergies that we can now harness together. Games must set
the trends and show the way. In addition to focusing Bavarian computer
games’ funding on content, our goal is, to strengthen the technological
developments in the gaming sector.
Which areas will you be concentrating on in the future? Where do
you see the games industry, or indeed the Bavarian Media Network
as a whole, in 10 years?

Of course, we will be continuing our existing initiatives such as computer
games funding, support for start-ups, and networking activities. By bringing together the individual sections of the media to form the Bavarian
Media Network, we have taken a very big step in the right direction – and
the initiative’s website alone shows very clearly how the media, along
with the cultural and creative industries, design, and ICT have entered a
new phase. There is a lot of untapped potential here and, in the next ten
years, we will remain one of the leading locations for media, especially in
the games sector. Increasingly, Bavaria will be setting
the standards in this internationally competitive arena.
For our industry especially, international networking is absolutely crucial. What measures do you
intend to take to support Bavarian games producers in this?
I agree with you that internationalization is even more
important to games and the so-called »interactive
media« than it is to the traditional media. For this
reason, I am making increased efforts to support the
industry with our in-house agencies, Bayern Interna-
tional and Invest in Bavaria, but also with dedicated trade missions.
Young developers above all need the chance to attend international
industry events, and cross-border exchanges should ideally be made
possible early on, during their university studies or training.
Do you have a concrete request or advice for the games industry? Or
rather, what more can the industry do to help Bavaria keep moving
forward and continuing the digitization of the state?
I want the sector to remain as active and challenging
as I have come to know it. Only if I know what the concepts and suggestions from practical work are, can I
feed them into the political decision-making process. I
also hope that the industry will continue to play a constructive role in managing the WERK1 community, because that is the only way it can develop further in its
function as an industry meeting place. This also applies to our planned centre for the internet and new
media, for which the concept is currently being developed. Close cooperation is the only way for a unique
Bavarian media centre to emerge.
