EN 15085 - Schweissen von Schienenfahrzeugen

Sehr geehrte Damen und Herren
Ihre Unternehmung wird durch die Herstellerzertifizierungsstelle EN 15085-2 des SVS für die Zertifizierung zum Schweissen von Schienenfahrzeugen betreut oder hat sich für diese Thematik interessiert. Im Rahmen dieser Betreuung informieren wir Sie gerne über Aktuelles aus der Welt des
Schweissens von Schienenfahrzeugen.

KOA-Richtlinie 1619 überarbeitet
Die Richtlinie 1619 des Deutschen Koordinierungsausschusses Schweissen von Schienenfahrzeugen, kurz KOA genannt, wurde weiter überarbeitet und den geänderten Gegebenheiten im Detail und Europa angepasst. Die Anpassungen ersehen Sie gelb hinterlegt aus
den Beilagen (nur in Deutsch erhältlich). Bei Interesse an einer Zulassung gem. DIN
27201-6 ab 2011 ist den Zulassungsbedingungen (siehe v.a. die Vorgaben bez. der Anerkennung der SAPs) besondere Aufmerksamkeit zu schenken.

Zertifizierung nach DIN 27201-6 durch den SVS
Die DIN 27201-6 behandelt die schweisstechnische Instandsetzung von Schienenfahrzeugen und ist in Deutschland per Verwaltungsvorschrift im 2011 in Kraft gesetzt worden. Falls
Ihre Kunden eine solche Zulassung verlangen, dann kann durch den SVS im Rahmen eines Audits nach EN 15085 eine Ergänzung Ihres EN 15085-Zertifikats vorgenommen werden. Wir bitten Sie, diesbezüglich rechtzeitig vor einem Audit mit uns Kontakt aufzunehmen, da es gilt, diverse Zusatzanforderungen zu erfüllen.

Online-Register www.en15085.net erweitert
Im Deutschen KOA Es wurde beschlossen, das Register, in dem die Zulassungen nach EN
15085-2 eingestellt sind, auf die Zulassungen von Betrieben mit RID-Zulassung (Schweissen von Tanks von Eisenbahnkesselwagen) zu erweitern. Diese Zulassungen ersetzen in
Deutschland diejenigen nach TRT009 (ehem. Technische Richtlinien Tanks).

Europäischen Koordinierungsausschusses ECWRV
An der 6. Sitzung, die übrigens in Basel beim SVS stattfand, wurde nun ein Stand der gemeinsam erarbeiteten Grundlagen erreicht (rules of procedure, Vorgaben für Audits, Zulassung von Herstellerzertifizierungsstellen und technische Interpretation der Norm), mit dem

operativ gearbeitet werden kann. In einzelnen Teilen dieser angesprochenen Dokumente
sind aber noch letzte Anpassungen zu machen.

Überarbeitung EN 15085
Da die EN 15085 Ende 2007 herausgegeben wurde, wird im 2012 nach dem fixen 5Jahres-Turnus die erste Überprüfung der Norm durch die CEN durchgeführt werden. Falls
Sie Hinweise haben, die in die Überarbeitung einfliessen sollten, dann bitten wir Sie, uns
diese schriftlich bis zum 31.03.2012 einzureichen.

100. SVS-Zertifikat EN 15085
Im 4. Quartal 2011 konnten wir bereits das 100. Zertifikat des SVS nach EN 15085 der Fa.
Senn AG, Oftringen übergeben. Durch die Verstärkung unseres Betriebszertifizierungsteams werden wir Sie auch weiterhin in gewohnt hoher Qualität betreuen können.

EN 1090-Zertifizierung durch den SVS
Wenn Sie als metallverarbeitender Betrieb auch im Stahl-, Metall- oder Fassadenbau tätig
sind, dann werden Sie vermutlich schon von der EN 1090 gehört haben. In der EU ist sie
als harmonisierte Norm nach der Bauprodukterichtlinie einzuhalten, d.h. dass Sie nach Ablauf der Übergangsfrist ab Juni 2012 nach EN 1090 zertifiziert sein müssen, sofern Sie
Produkte, die in den Geltungsbereich dieser Norm fallen, in die EU exportieren wollen. Für
die Schweiz ist sie nicht verbindlich, allerdings wird momentan die SIA 263/1 der EN 1090
angeglichen mit dem Ziel, dass sich die beiden Normen nicht wiedersprechen.
Der SVS wird die erste Organisation der Schweiz sein, die von der SAS zur Ausstellung
von EN 1090-Zertifikaten akkreditiert sein wird, was für das erste Quartal 2012 zu erwarten
ist. Bis dahin können wir Ihnen anbieten, die Zertifizierung mit einer Deutschen Partnerorganisation durchzuführen – der offizielle Wechsel zurück zum SVS kann dann nach unserer
Akkreditierung erfolgen.

EN 15085 - soudage de véhicules ferroviaires
Nous vous prions de bien vouloir transmettre ces informations à l’interne aux personnes intéressées, entre autre aux éventuels coordinateurs-soudage externes.
Mesdames, Messieurs
Au niveau de la certification du soudage de véhicules ferroviaires, votre entreprise est encadrée
par le service de certification de fabrication EN 15085-2 (ancienne DIN 6700-2) de l’ASS ou a fait
part de son intérêt pour ce thème. Dans le cadre de cette prise en charge, nous vous informons
volontiers sur l’évolution du soudage de véhicules ferroviaires dans le monde entier.

La directive KOA 1619 révisée
La directive 1619 du « Deutschen Koordinierungsausschusses Schweissen von Schienenfahrzeugen », abrégé KOA, a une nouvelle fois été révisée et adaptée en détail aux nouvelles conditions en vigueur en Europe. Vous trouverez les adaptations supplémentaires marquées en jaune dans les annexes (disponibles seulement en allemand). Si vous êtes intéressés à une homologation conformément à DIN 27201-6 à partir de 2011, vous devez tout
particulièrement tenir compte des conditions d’homologation (voir en particulier les conditions en rapport avec la reconnaissance des coordonnateurs de soudage).

Certification effectuée par l’ASS selon la norme DIN 27201-6
La norme DIN 27201-6 traite de l’entretien par soudage sur les véhicules ferroviaires et est
entrée en vigueur en Allemagne en 2011 suite à une consigne administrative. Si vos clients
exigent un tel document d’homologation, alors vous avez la possibilité de demander auprès
de l’ASS un complément à votre certificat EN 15085 après l’avoir soumis à une procédure
d’audit conforme à la norme EN 15085. Dans ce cas, nous vous prions de bien vouloir nous
contacter avant l’audit étant donné que celui-ci demande plusieurs exigences supplémentaires.

Extension du registre en ligne www.en15085.net
Le KOA allemand a décidé de compléter le registre hébergeant les homologations selon
EN 15085-2 avec les homologations d’entreprises certifiées RID (soudage de citernes pour
wagons-citernes). Ces homologations remplacent en Allemagne celles octroyées selon
TRT009 (anciennes directives techniques pour citernes).

Comité de coordination européen ECWRV
Lors de la 6e réunion, qui a d’ailleurs eu lieu à Bâle à l’ASS, il a été possible d’établir un
standard des principes élaborés en commun (rules of procedure, conditions pour
l’exécution d’audits, homologation des services de l’accréditation d’entreprises et interprétation technique des normes), permettant un travail opératif. Il reste cependant encore
quelques adaptations à faire dans certaines parties des documents cités.

Révision de la norme EN 15085
La norme EN 15085, publiée fin 2007, sera pour la première fois révisée en 2012 par le
CEN, conformément à la périodicité fixée à 5 ans. Nous vous invitons à nous communiquer
vos ev. remarques concernant la révision par écrit jusqu’au 31 mars 2012.

100e certificat EN 15085 décerné par l’ASS
L’ASS a décerné au cours du 4e trimestre 2011 le 100e certificat selon EN 15085 à
l’entreprise « Senn AG » à Oftringen. Le renforcement de notre équipe préposée à
l’homologation d’entreprises va nous permettre de maintenir nos services haute de gamme.

Certification EN 1090 effectuée par l’ASS
En tant qu’entreprise engagée dans la transformation métallurgique et active dans le domaine de la construction métallique ou de façades, la norme EN 1090 vous est certainement familière. Dans la zone de l’UE elle est applicable en tant que norme harmonisée en
conformité avec la directive sur les produits de construction. En d’autres termes, vous serez obligés à partir de juin 2012 d’être certifiés selon la norme EN 1090, si vous envisagez
l’exportation de produits soumis à cette norme dans des pays de l’UE. Pour la Suisse, cette
norme n’est pas obligatoire, bien que des efforts soient actuellement entrepris pour adapter
la norme SIA 263/1 à la norme EN 1090, avec pour objectif de les harmoniser. L’ASS sera
la première organisation en Suisse accréditée par le SAS et autorisée à décerner des certificats EN 1090, ce que nous attendons pour le premier trimestre 2012. D’ici là, nous vous
proposons d’effectuer la procédure de certification via une organisation partenaire allemande – la mutation officielle vers l’ASS pourra alors avoir lieu après notre accréditation.

EN 15085 - Welding of Railway Vehicles
Please distribute this information internally to anyone interested and in particular to any external
welding coordinators (WC).

Your company is supported by the SVS manufacturer certification body EN 15085-2 for the welding
certification of railway vehicles or has shown interest in this line of activity. Within the scope of this
support, we are happy to update you on the latest events and current trends in this area.

KOA guideline 1619 revised
Guideline 1619 of the German Coordination Committee for the Welding of Railway Vehicles
(Deutscher Koordinierungsausschuss Schweissen von Schienenfahrzeugen), abbreviated
KOA, has been further revised and adapted to changing conditions, both in detail and in
Europe. Amendments have been highlighted in yellow in the appendices (available in the
German language only). Should you be interested in certification to comply with DIN 272016 as of 2011, please observe in particular the certification requirements; notably, the specific requirements for welding supervisor recognition (SAP).

Certification to comply with DIN 27201-6 by SVS
DIN 27201-6 lays down welding requirements in railway vehicle repairs and came into force
in Germany in 2011 by way of administrative regulation. Should your customers request
such certification, SVS may amend your EN 15085 certificate within the scope of an audit to
comply with EN 15085. Please notify us of your intention well in advance before carrying
out any audit, the reason being that a number of additional requirements must be met.

Online-Register www.en15085.net expanded
The German KOA has decreed that the register of certifications to comply with EN 15085-2
be expanded to include certifications for industrial operations holding RID certifications
(tank welding on railway vehicles). These certifications replace the requirements of TRT009
(formerly Tank Technical Regulations) in Germany.

European Coordination Committee ECWRV
At its 6th meeting hosted by SVS in Basel, fundamental requirements such as rules of procedure, audit requirements, certification of manufacturer certification bodies and technical
interpretation of the relevant standard were jointly developed and a basis for use in industrial operations was established. Individual sections of these documentations are still subject to amendment.

Revision EN 15085
As EN 15085 was issued at the end of 2007, the standard must undergo review for the first
time by CEN on completion of the predetermined five-year cycle. Should you have any
comments or suggestions for inclusion in this revision, please submit them to us in writing
by March 31, 2012.

100th SVS Certificate EN 15085
In the 4th quarter of 2011, we were able to award Senn AG, Oftringen our 100th SVS Certificate to comply with EN 15085. The strengthening of our team personnel-wise for the certification of industrial operations will contribute towards supporting you even more effectively
in the future and maintaining our traditionally high quality levels.

EN 1090-certification by SVS
If you are a metal-working plant specializing in steel, metal and façade constructions, you
will no doubt have already heard of EN 1090. It is a harmonized standard throughout the
EU and must be complied with according to the construction product guideline in force. In
other words, following the transition period, you will require certification to comply with EN
1090 as of June 2012, should you wish to export products to the EU falling within the scope
of application of this standard. It is not binding or applicable in Switzerland; but SIA 263/1 is
currently being brought into line with EN 1090. The aim is to smooth out any discrepancies
between the two standards.
SVS will be the first organization in Switzerland to be accredited by SAS to issue EN 1090
certificates. Accreditation is scheduled for the first quarter of 2012. Meanwhile, we can offer
you the certification in cooperation with a German partner organization and revert to us following our official accreditation.
