A MESSAGE FROM THE
ARANY PRESIDENT
Dear New York State Automotive Recyclers & Supporters:
As we enter the heart of the holiday season, we wanted to take
a moment to send out this year-end issue of The Bottom Line
in order to extend our warmest wishes to you, your families
and staff, as well as provide you with the latest news from your
association.
As you will read, ARANY achieved a great legislative victory,
with Governor Cuomo signing our DMV electronic filing bill.
This new law with help us in making our DMV reporting more
effective and efficient. It also helps raise ARANY’s profile in the
State Capitol as we get ready for a new legislative session in
January. You can read more about the law on page 5.
I want to thank everyone who contributed to making 2015 a big
year for ARANY. First and foremost, I thank our members who
faithfully renew their dues and support the mission and work of
the association. We are pleased to report that we have some
new blood coming into our industry and association. Turn to
page 7 to meet ARANY’s newest member! I also want to ask
our members for their assistance in reaching out and finding
new and lapsed members to be part of our association.

A MESSAGE FROM THE PRESIDENT

We have said it before—there is STRENGTH IN NUMBERS—and we need to add to our
voices in protecting and advancing the Automotive Recycling industry in New York State.
We are also still looking for help from our members regarding our Workers’ Compensation
reclassification effort. We need to hear you—so we can show the Workers’
Compensation Board the current state of the working conditions of our yards. We know
that we have employees that perform specific tasks that are not dismantling, executive
or clerical. The only way we can make our case is by providing solid examples and
photographs. Please look at pages 10 & 11 in this issue and take a little time to send
in some information from your yard. This kind of effort will really help us address this
important part of doing business in New York State.
Be ready for 2016! On page 4 you will find our Annual Calendar of Events. Please mark
your personal calendars for these important dates for ARANY—so you can participate in
our activities. If you have any ideas of where we could hold some Regional Meetings—
or if you would like to host a Regional Meeting at your yard—please contact our
Administrator Victoria Palasieski at the ARANY Office at 1-800-944-7278 or
[email protected].
On behalf of the Board of Directors and Staff, we wish you a happy, healthy and safe
holiday season! Here’s to a successful 2016 for ARANY and our member yards!
Sincerely,
Shannon Banks
PRESIDENT BANKS APPOINTS
NEW CONVENTION CHAIR
President Shannon Banks has appointed Isabelle Cornell of Cornell’s Used Auto Parts as ARANY’s new Convention &
Trade Show Committee Chair. Many of you may have met Isabelle on the floor of our recent Convention in Buffalo,
where she assisted with the Annual Gift Basket Raffle and other activities.
“I am very honored to have been asked to serve ARANY in this capacity — and I will work very hard to make sure that
our 2016 Convention at Turning Stone Resort & Casino is a complete success,” said Cornell.
The new Convention Chair also reports that:
• We had a very good Convention debrief call several weeks ago — looking at the new convention model — and how
we can “tweak” it to make it even better.
• We are currently working with Turning Stone and Hale (our exhibit vendor) to finalize the 2016 Trade Show floor plan.
• She is working with ARANY’s staff to further learn the planning process and timeline.
• We will currently putting together the 2016 Vendor Marketing Packet for the Board’s review and we hope to have it
out by mid-January in order to start building support for the convention. Cornell reports that “We feel really good
about building greater vendor support and attendance at Turning Stone. The casino is working with us to help promote
all that they have to offer for convention attendees.”
• On a longer-term scale, Cornell is working with ARANY Staff in preparing ideas for the 2017 and 2018 Conventions.
The ARANY Board of Directors thanks Fred Knopp for serving as the 2015 Convention & Trade Show Chair
— helping us move forward the planning for this important event in the life of the association.

GOVERNOR
SIGNS
ARANY
ELECTRONIC
FILING BILL
INTO LAW!
As with many business operations, the
automotive recycling industry has become
increasingly computerized to ensure information
is communicated to State and Federal regulators
in real-time. Under New York State Vehicle and
Traffic Law and Department of Motor Vehicle
regulations, licensed vehicle dismantlers in New York are required to notify the Commissioner in writing
when a vehicle has been disposed of as junk or for salvage. Automotive dismantlers are also required
to submit the certificate of title or any other ownership documentation related to those motor vehicles.
Furthermore, federal regulation mandates the yards report vehicle acquisition data to the National
Motor Vehicle Title Information System (NMVTIS), which is essentially the same data reported to DMV.
NMVTIS is an electronic system that allows for the real-time accessing of information of automobile
titles, current and/or prior condition of a vehicle as well as any theft history.
This legislation now permits DMV to acquire information electronically from vehicle dismantlers and
allow the department and law enforcement to have the most up-to-date vehicle data as possible. This
is especially important in combating auto theft fraud and ensuring consumer protection. In addition,
this is a business friendly bill that will improve efficiencies while ensuring transmission of important
information real-time to the department.
We will keep you posted on further developments concerning this new law.

MEET ARANY’S NEWEST MEMBER
ARANY is very pleased to announce that we have new blood in our
membership! Tony Dawson brought his yard, Planit Used Auto & Truck Parts,
to ARANY in late October. Tony then made the trek to Buffalo to the 54th Annual
Convention & Trade Show to meet his new colleagues and learn more about being an
Automotive Recycler in New York State. Below is a recent interview with Tony.

Why did you get into Automotive Recycling?
I started my career at our family business, Dawson’s Body Shop, Towing & Recovery. In 2000, I became a partner in R. Freedman & Son, a
large ferrous and nonferrous scrap metal recycling facility with 3 locations (Green Island, Port of Coeymans, and Poughkeepsie, NY). We had
an auto shredder and plans to install a new shredder at our deep water port in Coeymans. Five years ago, we sold our
company to EMR. I love the recycling industry and I knew the business from accident scene to shredder—it was just the
in-between I had to figure out. There are many synergies with scrap metal recycling and Automotive Recycling so when
the opportunity came along, I felt it was a great fit for me that would offer endless opportunities.
What was it like to purchase a yard from someone who had previously run an
Automotive Recycling yard?
The facility we purchased was known as Ed Loya’s Used Auto Parts for over 60 years and for the last few years the
facility was pretty much dormant. It was basically a 22 acre site with no vehicles, only vacant land. Because of this it
was more like a traditional real estate transaction than acquiring an operating facility.
What do you hope to achieve with Planit Used Auto & Truck Parts?
I was extremely fortunate to assemble an unbelievable team with great knowledge of the industry. So our primary
focus has been to acquire quality inventory of late model vehicles, including passenger vehicles and heavy truck and
equipment salvage—and to establish Planit Used Auto & Truck Parts as a clean, organized, professional well-run
provider of quality used auto and truck parts with great friendly service. We also installed a 70 x 12’ truck scale and
are now handling ferrous and nonferrous scrap metal. Additionally, we feel this location (only 4 miles off exit 13
N of I-87) is ideal for scrap metal recycling services as our surrounding area has seen rapid growth of residential
development, as well as industry. We have direct access to both domestic and international markets for ferrous and nonferrous scrap metal so we can be extremely competitive. We have developed a large retail business and a fleet of roll-off
containers ranging in size from 20-50 yards to service industrial accounts.
What are your plans for the future?
Our future plans at this location in the immediate term include construction of a new warehouse building for
storage of parts and nonferrous scrap metal processing. We will be adding additional areas of concrete and
asphalt and we recently purchased, but have not taken delivery of a few pieces of processing equipment. We have
our eye on a few yards that we have had preliminary talks with and would consider acquiring in the short-medium
term once this facility is well established.
Why did you join ARANY?
In order for our yard to be a success, I know we want to utilize best business practices and make sure we’re connected to the latest advances
in our industry. And as a New York State business, I wanted to make sure that my yard in protected. These are the main reasons why I joined
ARANY. I knew I made the right decision after returning from the Buffalo Convention—having met some many of my new colleagues from
across the state. I was really impressed by the welcoming I received and look forward to promoting ARANY to other yards. ARANY membership
was a good investment into my future.

ARANY STILL SEEKING EXAMPLES & PHOTOGRAPHS FOR
WORKERS’ COMPENSATION REFORM
WE NEED MORE THAN DISMANTLER, EXECUTIVE, AND
CLERICAL CODES!
ARANY wants to show New York State that our yards are progressive and that our working conditions far exceed
many of the Workers’ Compensation Board’s outdated employee definitions. We know that we have employees
that perform specific tasks that are not dismantling, executive or clerical. The only way we can make this case is
by providing solid examples of how our yards and offices are set-up.
Here is an example provided by an ARANY Member:
“I feel there should be a classification for delivery drivers. Most of us have delivery trucks that are equipped
with power tailgates & parts on pallets that are handled with pallet jacks. This type of equipment & material handling procedures reduce the risk of back & other types of injuries. I feel a driver in our industry has a lesser risk
of injury than someone delivering a washer and dryer for a home appliance store that has to drag it up or down
a flight of stairs (like Lowes, Sears or Home Depot).
Many yards have people that work in inventory departments stocking shelves & retrieving parts & staging them
for deliveries & or customer pickup. These employees do not dismantle cars, just handle the parts within our
warehouses. Similar to a person that works at a Napa or Advanced auto parts putting away a stock order or
retrieving a part for a customer.
We have people that work in our inventory department that inventory a vehicle. The job consists of using a
specialized software system that integrates with our YMS (yard management system). They are responsible for
inspecting the car & using a hand held PDA & identifying the good parts and uploading them into our YMS.
This job is similar to someone who may work at a new or used car dealership inventorying a vehicle along with
a proper description on a car sale web site like autotrader.com
Some yards have people that work exclusively in a shipping department. The job requires them to QC a part,
box it or palletize part, enter it on UPS/FEDEX or another shipper’s software/schedule delivery. Nearly every
industry ships products to customers that were sold via ecommerce sales or we may choose to ship the part
rather than deliver it to be more efficient.
We also have employees that are responsible for quality control of our parts at the time of sale. They insure the
parts are described as & cleaned to insure customer satisfaction. Once again they handle & clean parts, but
don’t dismantle vehicles or parts.
Our company feels there should be two different classifications of dismantlers, too: indoor and outdoor. Our
indoor dismantlers at most facilities are equipped with the same equipment as an auto repair shop or a new car
dealership. I feel the indoor dismantler should be rated the same as a mechanic is at a dealership or auto repair
facility. The current classifications were made before our industry evolved.
The sales people/counter people that wait on customers & answer phones normally do not touch parts. At some
operations these folks may handle a part, but no different than a person at Napa, Advanced or any other new
parts company. These people that sell new parts are not classified as dismantlers, so why are we?”
