Occupational diseases have a considerable human and economic global
burden. The 2 million people estimated to die from work-related diseases
every year and the further 160 million estimated non-fatal cases cause not
only immense human suffering, but also major economic losses estimated
around 4 per cent of the world’s gross domestic product in terms of direct
and indirect costs.

Decent work can only be achieved by tackling this problem1. There are many
challenges ahead as occupational diseases continue to increase in many

At global level, more than half of countries do not provide statistics for
occupational diseases associated with little capacity for workers’ health
surveillance. Diagnosis of occupational diseases requires specific medical
knowledge and experience; reporting from employers needs awareness and
understanding of the links between monitored hazards and diseases as well
as compliance with legal requirements backed by an effective labour inspection; reliable data collection from compensation schemes requires systems
to consider the long latency period of some diseases; workers need to be
empowered to have access to information and compensation, independently
of the size of the enterprise or the employment setting. Such systems are
lacking in most developing countries, but maintaining and expanding work
on prevention of occupational and other emerging work-related disorders
during recession is also a challenge for developed countries. Traditional
occupational diseases such as pneumoconiosis are still widespread and
growing; others such as mental and musculoskeletal disorders are
becoming a major cause of concern in developed and developing
countries alike.

This challenging and dynamic problem calls for a multidisciplinary effort to
tackle the “invisibility” of occupational diseases with active participation of
workers and their representatives, employers, governments and OSH professionals. The conference will share international and national good practices
as part of an effort to enhance the effectiveness of action to
prevent, identify, record and compensate occupational diseases. It aims to
call on governments and social security officials, employers, workers’
organisations, labour inspectors, OSH professionals and their
organisations to collaborate in the development and implementation of
national policies and strategies aimed at preventing occupational and
work-related diseases.

„Sichtbar machen: Berufskrankheiten – Anerkennung, Entschädigung und Prävention”

Berufskrankheiten stellen weltweit eine bedeutende menschliche und wirtschaftliche
Belastung dar. Die geschätzten 2 Millionen Menschen, die an den Folgen einer Berufskrankheit jedes Jahr sterben und die weiteren 160 Millionen nicht-tödlichen Fälle bedeuten nicht nur immenses menschliches Leid, sondern auch wirtschaftliche Verluste durch
direkte und indirekte Kosten in Höhe von 4 Prozent des weltweiten Bruttosozialprodukts.

Gute Arbeit wird nur erreicht, wenn diesem Problem begegnet wird. Verbesserungen bei
den Arbeitsbedingungen haben in einigen Ländern und Branchen zu einer Verringerung
der Zahl der Berufskrankheiten geführt. Gleichwohl liegen noch viele Herausforderungen vor uns, da in vielen Ländern Berufskrankheiten die Zahl der Berufskrankheiten
weiter ansteigt. Es besteht die dringende Notwendigkeit, die Systeme der Prävention,
Identifikation, Erfassung und Entschädigung von Berufskrankheiten zu verbessern.
Mehr als die Hälfte aller Länder weltweit führt keine Statistik über Berufskrankheiten
und verfügt über geringe Kompetenzen in der Gesundheitsvorsorge (Gesundheitsüberwachung). Die Diagnose von Berufskrankheiten erfordert spezifisches medizinisches
Wissen und Erfahrung; die Meldungen der Arbeitgeber erfordern Aufmerksamkeit und
Verständnis der Zusammenhänge zwischen den erfassten Risiken und Erkrankungen.
Das Erfüllen gesetzlicher Verpflichtungen muss durch eine effektive Arbeitsaufsicht
gewährleistet werden.
Die zuverlässige Datensammlung der Entschädigungseinrichtungen erfordert Systeme,
die die langen Latenzzeiten einiger Erkrankungen berücksichtigen und die Arbeitnehmer in kleinen Unternehmen einschließen. An all diesem mangelt es in den meisten
Entwicklungsländern, doch auch in den entwickelten Nationen ist die Fortführung und
Weiterentwicklung der Präventionsarbeit bezüglich Berufskrankheiten und arbeitsbedingten Beschwerden in der Rezession eine Herausforderung. Traditionelle Berufskrankheiten, wie etwa die Pneumokoniose sind immer noch weit verbreitet und andere
wie zum Beispiel psychische Erkrankungen und Muskel-Skelett-Beschwerden werden
zum Hauptproblem in manchen entwickelten Ländern.
Aufgrund dieser Herausforderungen und der Dynamik des Problems sind multidisziplinäre Anstrengungen erforderlich um der “Unsichtbarkeit” von Berufskrankheiten mit
der aktiven Beteiligung der Beschäftigten, der Arbeitgeber, der Regierungen und der
Arbeitsschutzfachleute zu begegnen.
Bei der Konferenz werden nationale und internationale Beispiele Guter Praxis ausgetauscht. Sie sind Teil der Anstrengungen , die Wirksamkeit der Maßnahmen zur
Prävention, Identifikation, Erfassung und Entschädigung von Berufskrankheiten zu
erhöhen. Die Konferenz zielt auf eine verstärkte Zusammenarbeit von Regierungen,
Sozialversicherungen, Arbeitgebern und Arbeitnehmern, der Arbeitsinspektion, der
Arbeitsschutzfachleute und deren Organisationen bei der Entwicklung und Umsetzung
nationaler Strategien und Politikansätze zur Prävention von Berufskrankheiten und
arbeitsbedingten Erkrankungen.
Die Internationale Konferenz der ILO findet vom 6. bis 7.November in Düsseldorf parallel
zur Internationalen Fachmesse mit Kongress A+A 2013 statt. Sie wird in Zusammenarbeit
mit der Bundesarbeitsgemeinschaft für Sicherheit und Gesundheit bei der Arbeit (Basi),
der Messe Düsseldorf, dem Bundesministerium für Arbeit und Soziales (BMAS), der
Internationalen Vereinigung für Soziale Sicherheit (IVSS), der Internationalen Vereinigung
für Arbeitsinspektion (IALI) und der Weltgesundheitsorganisation (WHO) durchgeführt.
