Operations for the last weekend of Rio 2016 Paralympics Games
RETURN TO THE STATE OF NORMALCY
Rio's City Hall discloses special plans for traffic, transportation, public health, tourism
and surveillance during the last weekend of Rio 2016 Paralympics Games.
It is important to remember that, starting on Monday at 00:01 AM, the city will go
back to the Stage of Normality due to the end of all operations connected to the 2016
Paralympics Games.
The city has been under Paralympic Readiness Stage since September 6 at 8:00 AM,
when the Paralympics Torch arrived in Rio. The municipality's staff used a set of extra
resources, and was in constant vigilance of the multiple operations happening
simultaneously in the city.
During the effective period of the Paralympic Readiness Stage, specific systems were
implemented, including Paralympic lanes, special traffic schemes, road blockings,
changes in transportation modes and in other varied services, which will affect the
city’s operational routine.
Before the Paralympics, the City Hall had 3 operational protocols (Normality, Alert and
Crisis). With the new classification for the Games, the Paralympic Readiness Stage
established an intermediate level between the Normality Stage – defined by the
absence of occurrences that would result in relevant occurrences in the routine – and
the Alert Stage, when one or more occurrences trouble the normal operation of the
city.

TRAFFIC
OPENING CEREMONY
A considerable operation in the surrounding areas of Maracanã will be assembled for
the Paralympics Games Closing Ceremony. Predicted measures include: road blocks,
parking bans, alternative routes, pedestrian access and operational logistics.
The operation counts with a staff of 520 personnel from CET-RIO and Municipal Police
agents. 40 operational vehicles and 65 motorcycles are also going to be used, allowing
for an efficient and quick arrival in case of need. Electronic road signs - both fixed and
mobile- will alert the public about modifications in traffic, alternative routes and traffic
flow. Apart from that, CET-RIO's tow-trucks will be parked nearby, ready to clear any
obstruction of roads in case of accidents or car breakdowns.
Added to the closed streets near the Stadium, the surroundings of Quinta da Boa Vista
will also receive roadblocks.

Every location will hold specific signalization about parking, which must be obeyed by
drivers. The Public Order Department (SEOP) will have roadblocks placed at
strategically designated points, as well as active surveillance on areas near the event to
repress irregular parking and guarantee traffic fluidity. Irregularly parked vehicles will
be towed to municipal deposits.
ACCESS BY RESIDENTS:
The City Hall recommends everyone to avoid circulating by car in the region during the
event. Residents who own a parking space and must make use of the closed area may
access it using Rua São Francisco Xavier or Rua Luiz Gama as long as they present their
credentials/proof of residence.
PALÁCIO ITAMARATY:
On September 18, (Sunday ) there will be a special operation in the surrounding areas
of Palácio Itamaraty, Downtown Rio. The operation will count with 60 personnel from
CET-RIO, Porto Novo and Municipal Police Agents. CET-RIO and SEOP tow-trucks will
be parked nearby and ready to act in case of obstructions caused by irregular parking,
car breakdown or accidents. The Rio Operations Center (COR) will be responsible for
monitoring the area, thus allowing technicians from CET-RIO to adjust traffic-lights
programs, providing a better traffic in the surroundings.

MARATHON - COPACABANA
The Marathon competitions will happen on Sunday, September 18. Their starting point
will be at Forte de Copacabana, with the race lasting from 9:00 AM to 3:30 PM. On this
Friday (September 16) streets in the nearby areas will be closed in order to assemble
necessary structures for the event. The streets will be re-opened on Sunday at
midnight, when the seaside lane of Av.
MAIN FLUX ALTERATIONS:
• Rua Gustavo Sampaio will be converted into a two-way street during the
interdiction period;
• Buses and trucks will not be able to enter Leme during this period;
• The section of Avenida Delfim Moreira and Avenida Vieira Souto usually converted
into leisure areas will not do so on the day of the competition.

With the end of the Paralympics Games, the nine streets in the surroundings of the
Olympic Stadium (which had their direction inverted in July 23 ) will be set back to
normal. This change will occur on September 18 (Sunday) at 8:00 AM.
The operation will count with personnel from CET-RIO and Municipal Police agents.
They will employ operational vehicles and motorcycles to monitor the area and provide
an efficient and quick arrival in case of need. Electronic road signs - both fixed and
mobile- will alert the public about modifications in traffic, alternative routes and traffic
flow. Apart from that, CET-RIO's tow-trucks will be parked nearby, ready to clear any
obstruction of roads in case of accidents or car breakdowns.
The Rio Operations Center will monitor the area of the event, allowing CET-Rio
technicians to implement any adjustments to traffic lights needed, guarantying the
fluidity of traffic and adapting it after the inversions are made .

TRAFFIC MEASURES STARTING ON MONDAY, SEPTEMBER 19
On September 19 (Monday), with the end of Rio 2016 Paralympics Games, the city will
go back to its normal operations.
On September 18 (Sunday) at 11:59 PM, all Paralympics lanes will be deactivated.
Therefore, Centro and South Zone BRS will be back at work in their usual schedule
starting on Monday. The surroundings of the Olympic Park and the Athletes Village will
no longer be closed.
The access points to Linha Amarela, which were being closed everyday from 6:00 AM
to 9:00 PM -1A (Pau Ferro), 2 (Méier), 3 (Engenho de Dentro), 4 (Dom Hélder Câmara)
and 4A (Wallmart) - will be reopened on Sunday (September 18) at 9:00 PM. The lane
of Linha Amarela heading to Fundão that used to be made reversible during the
mornings, will go back to be so on September 19 (Monday) .
On September 19 (Monday), the Reserva APCC (Portuguese acronym for Bikeway), in
Barra da Tijuca district, will be re-opened. The Aterro APCC (Bikeway) will be re-opened
on September 20 (Tuesday) and will work Tuesday to Thursday from 4:00 AM to 5:30
AM;
The parking lot at Parque dos Patins will be re-opened completely on September 30.
THE CITY HALL PRESENTS A NEW DECREE REGARDING THE CIRCULATION OF CARGO
VEHICLES
The decree Nº 42.252 ( September 14 of 2016) published in the government gazette,
established two polygonal areas of circulation restriction to cargo vehicles, as well as
specific rules for their transit in Av. Brasil, Linha Amarela and Linha Vermelha.
RECOVERY VEHICLES, SUCH AS TOW-TRUCKS ARE NOT INCLUDED IN THIS RESTRICTION.
The measure was taken due to the positive results achieved after the implementation
of decree 41.867 (dating from June 21 of 2016) that established rules for the
circulation of cargo vehicles during the Rio 2016 Olympic and Paralympics Games. At
the time, a 15% average reduction in dislocation time within the city, and 20% average
in Av.
Inside the Polygonal area of Centro/ South Zone , the entrance and movement of cargo
vehicles is forbidden on week-days (Monday to Friday) from 6:00 AM to 8:00 PM. Cargo
vehicles are, however, allowed to transit inside the polygon from 11:00 AM to 5:00 PM
with the exception of trucks.
In the North and West Zone polygon the entrance and transit of cargo vehicles is
forbidden on week-days from 6:00 AM to 11:00 AM and from 5:00 PM to 8:00 PM.
Governador Carlos Lacerda (Linha Amarela) will be forbidden to trucks, tow-trucks and
semi-trailer trucks from 6:00 AM to 11:00 AM and from 5:00 PM to 8:00 PM, in both
directions.
The Av.Brasil's section between Avenida Francisco Bicalho and Av. Martin Luther King Jr,
will have both ways forbidden to trucks, tow-trucks and semi-trailer trucks from 6:00
AM to 10:00 AM and from 5:00 PM to 8:00 PM
Whereas at the Express lane Pres. João Goulart (Linha Vermelha), WILL REMAIN
forbidden on both of its ways to trucks, tow-trucks and semi-trailer trucks at all times.

Sailing - Marina da Glória
The best way to get there is by subway, at Catete station.
The shuttle service for people with reduced mobility will be available from 11:00 AM to
6:00 PM, taking passenger from Rua do Catete (near the subway) to the event
entrance.
Sambódromo (Archery)
The best way to get there are by train in Central station, or by subway at Praça 11
station.
Due to the changes in traffic in the surroundings of Sambódromo, 5 municipal bus lines
will have their itineraries adjusted. There will also be detours set by CET-Rio. The full

Copacabana (Marathon)
The best way to reach Copacabana Fort is by subway, in the stations Cantagalo (Posto

The best way to get to the Maracanã is by subway, through the stations São Francisco
Xavier, São Cristóvão, and Maracanã, as well as by train, through the stations Maracanã
and São Cristóvão.

September 18, and opening of the interdicted routes will be after 1:00 AM on

The accessible shuttle service for people with reduced mobility will be available from
2:00 PM to 1:00 AM (the following day), taking passenger from the São Francisco
Xavier station to the event entrance.

RIO SUBWAY
Line 4 – Between September 7 and 18, tickets holders may use the line. The Jardim
Oceânico station will extend its schedule until 1:00 am the next day, to serve the
Olympic Park competitions, between September 8 and 17. The other stations will
remain open for disembarkments only between midnight and the last train’s arrival,
coming from Jardim Oceânico Station and its connections.
Until September 18, the opening hours of the three Lines (1, 2 and 4) will be from 5:00
am to midnight on weekdays and Saturdays, and from 7:00 am to 11:00 pm on Sundays
and public holidays. On Lines 1 and 2, the transfer will be made between Central and
Botafogo, even on weekends and holidays.
On September 18, when the closing ceremony will take place, the subway stations of
Maracanã, São Cristóvão, and São Francisco Xavier will serve the public exiting the
event. The other stations will remain open only for disembarkments.

The commercial operation will be maintained to ensure the flow of the public coming
from the competition venues. In the stations that connect with the Subway, the
Supervia trains will leave from Central do Brasil station until 2:05 am (Japeri branch)
and 2:10 am (Santa Cruz branch). After the end of commercial operation, the intervals
will be 30 minutes. The stations integrating with the BRT system, open for passenger
boarding are: Madureira (up to 2:39 am), Vila Militar (until 2:53 am) and Magalhães
Bastos (up to 2:55 am). All other stations will be open for disembarkment.

BRT
The Paralympic Mobility plan will have two special BRT services — connecting Jardim
Oceânico to the Olympic Terminal (Olympic Center) and to the Vicente de Carvalho
Paralympic Terminal (Recreio) — as well as the train and subway systems. To embark
on the transportation modes, passengers can use any Riocard, including the Bilhete
Único Carioca. Tickets will only be required for inspection when taking Subway Line 4.

FERRIES
The ferries will operate from 5:30 am to midnight, with 10-minute intervals in rush
hours in the morning, from 6:30 am to 10:00 am, and in the afternoon, from 4:30 pm
to 8:00 pm. The operation will ensure the flow for the public to leave the events from
the Olympic Boulevard, with the possibility of extension up to 00:30 am, including extra
trips.

WEATHER FORECAST
On Saturday (Sept. 17), the weather is unsettled in the city of Rio de Janeiro due to
areas of instability acting on the state of Rio. Thus, the sky may vary from cloudy to
partly cloudy, with light rain forecast to moderate isolated rain at any time of the day.
The winds are weak to moderate strength prediction, and temperatures are rising, with
maximum expected to be 30° C, and minimum of 18° C. For Sunday (Sept. 18), there is
no forecast of rain. The sky should be partly cloudy; winds with low to moderate
intensity. Temperatures keep rising, with estimated maximum of 34° C, and the
minimum of 19° C.
URBAN CLEANING
The Rio 2016 Paralympic Games come to an end, and the expected public should be
record for the weekend of September 16 to 18. For the closing ceremony, which will
take place on Sunday (Sept. 18), at Maracana Stadium, 24 street sweepers will be
mobilized, plus a mini-motorized sweeper and a compactor, to ensure the cleaning
operation.
The Company continues cleaning the entire Olympic Park, the outer areas of the
Deodoro Complex, and other locations where there are competitions: Marina da
Glória, Copacabana, Maracana, Praça Mauá, Praça XV (Orla Conde) and Live Sites,
which several shows take place. The water surface of the Lagoa Rodrigo de Freitas has
three ecoboats for removing algae and waste. A total of 1,450 street sweepers are
mobilized, with the support of blowers, mini sweepers, compactor trucks, trucks,
barrels, car wash trucks, car with high pressure washer, and lawn mowers, among
other vehicles and equipment units.
In the Olympic Park, Comlurb operates in all arenas, outdoor areas, as well as food and
living areas, and medical centers. For the execution of the cleaning services, 972 street
cleaners have been assigned, with the support of garbage trucks for selective and
health-care waste, a street washing truck, high-pressure street washing units, leaf
blowers, and sweepers. Comlurb places, throughout the park, pairs of common and
recyclable garbage containers.
For the Marina da Glória operation, six street sweepers have been assigned, three for
the first shift, and three for the second. In Copacabana beach, 20 street cleaners will
perform cleaning in two shifts. In Lagoa, the cleaning of the surroundings and of the
water surface is being carried out with three ecoboats.
The area to be cleaned in Barra da Tijuca includes Vila Força Nacional, Vila dos Atletas,
access ways to the Olympic Park and Riocentro, and facilities in Pontal. To clean all
areas, Comlurb uses a team of 150 street cleaners, 18 compactor trucks, besides
cranes, eight mini trucks, two mechanical sweepers, and two water trucks.
Whereas in the Nilton Santos Olympic Stadium, Engenhão, the company assigned 60
street sweepers, 20 blowers, and other equipment units and vehicles.
The work in the Deodoro Complex also includes Pedra de Guaratiba and the Boulevard
Olímpico Centro Esportivo Miécimo da Silva, in Campo Grande, with 45 street
sweepers, two compactors, and dozens of containers for proper disposal of waste.
Comlurb in the Olympic Boulevards
COMLUB has been intensifying cleaning services in locations with greater
concentration of people, such as the Boulevards of Orla Conde, Praça Mauá. and Praça
XV, in addition to the Miécimo da Silva Sports Center.
In Olympic Boulevard of Orla Conde - Praça Mauá and Praça XV - 125 street cleaners
perform the cleaning tasks in this final stage. The work is done with the use of blowers,
compactor trucks, dump trucks, water trucks, car-wash trucks, and high-pressure
washer trucks. Additionally, 360 containers have been distributed for adequate garbage
discarding, and they will have appropriate plastic bags to facilitate removal.
Zero Waste
The Zero Waste program fined 1,270 people so far, due to irregular waste disposal
during the Paralympics, including 139 foreign tourists. And the enforcement operation
continues.
Comlurb will perform a special operation day and night in places of great
concentration, such as the Olympic Boulevards, over this weekend. The same is true in
the areas surroundings the Maracanã, for the Closing Ceremony, on September 18,
with emphasis on traffic blitzes and Downtown teams on site.
The program has a workforce of 153 pairs, each pair formed by a Comlurb enforcement
agent and a municipal guard, in addition to eight inspectors of high garbage-volume
producers, and six coordinators, working in the surroundings and access ways to all
areas of competition .
TOURISM
The Olympic Boulevard has an extensive program on its last weekend
On Sunday, September 18, the Olympic Boulevard, the largest Live Site of the history of
the Olympic Games, will end its activities. But until then, the public will have an
extensive free cultural program.
In the revitalized Port Area, the artistic agenda for the last weekend of the Gathering
Stage includes Melanina Carioca, on Friday, Baia convida Toni Platão, on Saturday, and
the Baile do Abrava, leaded by Tiago Abravanel, on Sunday. Until September 18 it is
possible to check out the Wheelchair Parade, an exhibition of 10 wheelchairs
customized by artists from various segments.
On the other hand, in the Olympic Boulevard Miécimo da Silva, in Campo Grande,
various performances by artists are scheduled, such as Preta Gil and Pique Novo, and
closing party on Sunday, which will include the Baile Charm do Viaduto de Madureira,
and a samba circle that will bring together great attractions that have been on that
stage, such as rust, Tá na Mente, Swing & Simpatia, ImaginaSamba e Dilsinho.

A farewell to the Miécimo da Silva Olympic Boulevard, in Campo Grande, starts with

gets into step with one another. Next, there will be a great samba circle with guests,
leaded by Chininha and Príncipe, bringing together great attractions that took place on
that stage: Ferrugem, Tá na Mente, Swing & Simpatia, ImaginaSamba and Dilsinho.

OPERATIONS CENTER
The Operations Center monitors and supports the activities occurring during the Rio
2016 Paralympic Games. The Paralympic desks at the COR monitor the scheduled
activities and unforeseen occurrences in the Games, with special attention to the four
Paralympic regions: Barra, Deodoro, Maracanã, and Copacabana. On the other hand,
the Integrated Center for Urban Mobility (CIMU) - which also operates inside the COR –
monitors the city’s transportation system, promptly responding to incidents and
contingency plans in different transportation modes whenever necessary. Metrô Rio,
Supervia, BRT, RioÔnibus, LRT, and Barcas are some of the agencies represented in this
integrated center.
