2006 MAJOR TURNAROUND
CAMPAIGN AT BLNG
By Nisa H A Halim
Between May and June 2006, BLNG
underwent Major Utilities and Process Trains
Turnaround Campaign as part of The Annual
Engineering program and Business Plan. The
Campaign’s main driver is the shutting down of
LNG production train for main overhaul over a period
of 35 days.
During the Campaign, three distinctive areas were covered,
one of which was the Major Maintenance Overhaul. Under this work
capacity, overhauling of the Train 5 LNG production trains together with RMU and
8-Cell Water Cooling Tower were done. The first ever Mercury Bed Sieve Replacement Project was
done as well as the Train 2 intermediate repair works.
Utilities related works were also done including the flocculator remedial and inspection works and
turbo generator water washing.
The second area covered during the Turnaround Campaign was the major projects tie-ins into the
existing plant systems consisting of the Cooling System Water Rejuvenation, both at 8-Cell Cooling
tower and Train 5, and Power Plant project. Lastly, it was the valve replacement projects for Gas
metering station and Train 5 LNG production train.
The BLNG team led the Campaign implementation management and coordination as well as execution by using a number of contractors such as
SAHID Sdn. Bhd, AWE Sdn. Bhd, PN Sdn. Bhd, PTAS Sdn. Bhd and Foster Wheeler. These contractors, together with BLNG, ensured successful
completion targeting for a safe, flawless start up and ahead of schedule.
Throughout the campaign, an estimated 600 personnel, a combination of BLNG staff and contractors were deployed, more than 200,000 man-hours
were expended and the HSE performance was on track without any recordable injuries. Train 5 LNG production trains and associated campaign
activities started up leak free and the equipment running smoothly. Another successful achievement was that the overall campaign deliverables were
ahead of schedule.
This outstanding performance was a reflection of TEAMWORK demonstrated by all levels of Turnaround Campaign
organization complying with the rules and plans. On June 14, all those involved in the Major Turnaround
campaign were complemented with an appreciation night held at the Liang Lumut Recreation Club.
All BLNG staff and many of the affected contractors were invited to the event. Some local singers,
band and traditional dance performances entertained the crowd.

BLNG OPEN FORUM – FOCUS ON WATER
By Nisa H A Halim
“Last Year Events – What Have We
Done To Prevent Recurrence”. That
was the theme of the open forum
that was held on Thursday, 20 July
2006 to discuss the incident that
occurred last year.
Three different, yet relevant, topics
were presented during the forum,
emphasizing on the importance of
water, what can go wrong while taking last
year’s events to everyone’s attention, things that
are being done to improve and people involved in
the improvement actions.
The forum started with an introduction to the subject matter by
Haji Matsatejo Sokiaw. Then, Haji Mohd Yusof Md Taufik talked about last
year’s total power failure incident and later followed by Mark Hessels’ presentation
focusing on water. In all, the presentations were aimed to deliver one, yet very important,
message to everyone that water to BLNG is very important and that constant maintenances
and improvement projects are being done. However, the subject matter was not solely focused
on BLNG internally, but also to the external matters, such as the importance of water to those
living around the area of BLNG. The forum ended with question and answer session and a tour
of the exhibition.

A JOURNEY TO REMEMBER
By Bahreen Dato Hamzah - MKR/1
5000 Cargo Deliveries, 34 Years of outstanding
service, Numerous Safety awards. The facts
speak for themselves. The B Class LNG ships
namely the Bebatik, Bilis, Bubuk, Bekalang,
Bekulan, Belais and Belanak have served Brunei
LNG with distinction in the past and continuously
do so to this day.
The transportation of LNG, is a highly specialized
business and one that forms an important
component in the Brunei LNG project or indeed
any LNG project.
For BLNG, the transportation of LNG to its
customers in Japan and Korea are handled by
the seven Brunei Shell Tankers B-class ships and
Brunei Gas Carriers A-class Ship, The Abadi,
working together to deliver about 215 B Class
cargoes a year.
More importantly, the B-class tankers have
reliably transported LNG for over thirty years and
last September’s celebration to mark the 5000th
cargo delivery to Japan is testament of how safe
and reliable LNG transportation is with the B
Class.
Recently, I had the opportunity to be on board the
mighty S.S Bebatik for a delivery to Sodegaura
Terminal in Tokyo Bay, Japan.
I’ll admit I was nervous about the ride and the
thought of continuously being seasick for the next
six days but felt, in a Ship such as this, that’s a bit
like turning down the opportunity for an evening
out with Heidi Klum.
And I was right, as you read on, the next six days
actually was one of the most memorable journeys
of my life.
Introduction & Safety
The journey to Japan usually takes about six days
but this is subject to weather and sea conditions.
The first day on the ship, all newcomers including
on-signing crew must attend a Safety tour.
Conducted by the Ship’s Safety Officer - SSO (on
the Bebatik it was the Third Engineer) it comprises
off pointing out exit routes, fire extinguishers,
safety procedures during emergency situations
and the very important detail of which life boat
12
I belong to should the unthinkable happen as
stated in the “Muster List”.
The safety tour also encompasses a walk
through the Engine Room and was briefed on
how the ship runs on steam generated by boilers
that burn the cargo Boil Off Gas (BOG). All the B
Ships including the Abadi run on Steam turbine
installations and have dominated LNG shipping
since the industry began four decades ago.
Basically, the Ship’s boilers are fed BOG or bunker
fuel which turns water into steam to drive steam
turbines that in turn drive the propeller through
a reduction gearbox. Another steam turbine
and diesel engine drive alternators to produce
electricity.
In terms of speed, the Bebatik is no slouch even
when fully laden. Its capable of cruising at over
18 knots and for a ship as big as the Bebatik, it
certainly can hold its own in a drag race.
Later in the tour, I was led to the Cargo Control
Room – CCR where the Cargo Officers monitor
the temperature of the valuable cargo and
pressure in the tanks.
The Bebatik has five LNG tanks and each tank has
nine monitors to gauge the temperature. More
importantly, I was shown the ESDS - Emergency
Shutdown System which as it name suggests,
shuts all pumps and discharge operation will
stop.
Interestingly, the B Class ships run a PAKAT
equivalent which they call a “512 Form”. Each
raised form will automatically earn the person a
small reward – schemes vary from ship to ship
and from time to time depending on the vessel’s
management team. The person submitting the
best “512” of the month is given the honour of
having their photo taken and displayed proudly
on the ship’s notice board .
In addition, each Staff and Crew are requested to
submit a “Safety Thought of the Day” which gets
published on each individual daily work plan. Best
one I read while I was on board was “Always plan
your job before doing it, failing to plan is to plan to
fail” submitted by one of the Crew on board.
As part of the continuing emphasis on safety, a
Safety Discussion meeting is held once a week.
Attended by the Captain, SSO and Crew. At
each meeting, updates are given of Fleet wide
safety news and those in the industry. Learning’s
or new safety requirements are cascaded and
implemented.
Voyage Program & Pre Arrival Preparations
The daily activities on board can be varied and
very exhausting at times. I was fortunate to
participate in a safety boat drill. On a normal round
voyage program, the Ship will go through a series
of drills and tests such as Pirate Attack, Oil Spill
response and other tests as advised by STASCO
(Shell International Trading and Shipping Co Ltd
– the vessel’s Manager).
During the drill, the new Engineers were given the
task to lead and were explained the procedures
before theoretically lowering the boat to sea.
Amongst other things, ensuring adequate
provisions, power supply, navigation equipment
and pyrotechnics were highlighted by the Chief
Officer as very important to check should there
be a need to abandon ship.
Another safety inspection conducted during
my trip on board was the Ballast tanks. Not a
sexy topic by any stretch of the imagination but
timetable, personnel changes, mooring and cargo
operations, Pre Discharge meeting preparation
and documentation.
Once the ship is securely moored at the discharge
terminal, a number of people come on board the
Ship. These include the IMR Superintendent,
Buyers representative (In this case Tokyo Electric
and Tokyo Gas), BLNG agents represented by
Chiyoda and the Independent Surveyor.
an important one nevertheless. An examination
is crucial in the ballast tanks as any signs of
cold spots and excessive corrosion – a ship’s
equivalent of cancer, will be dealt with quickly.
Even as routine as it seems, inspection of
Ballast tanks are not without danger and a
clear understanding of the risks involved before
starting work is important. Like any other work
carried out on a live plant or installation, a work
permit is required that is authorized and signed
by the Captain.
Part of the work permit includes a Risk
Assessment sheet and Matrix that covers all
plausible scenarios involved and possible causes.
During the inspection, a Crew member will act
as the Standby man outside the tank while the
Chief Officer and Cargo Engineer go down the
tanks. His job is to alert the Officers of any drop
in oxygen and presence of toxic gas through
special gauges and meters.
During this inspection, the inner hull showed
no cold spots but it was propose that the steel
ladder be replaced as the upper part were
showing signs of excessive corrosion.
The Pre Discharge or Ship/Shore meeting is
then conducted and the discussion basically is
run against a checklist that requires the Ship to
adhere to certain safety requirements. Only when
the Buyers representatives are satisfied with
these requirements, preparations start for cargo
discharge and Ballasting.
During the discussion, Ship and Cargo
information are also exchange between the Ship
and Buyers. More important is information on the
cargo content. Discharge usually takes about
17-18 hours and this is also subject to weather
and sea conditions.
sampling process.
Small quantities of LNG are taken from the
Bebatik and stored in three cylinders. One is
for the buyers for their sampling another to be
retained for 20 days in case of a dispute. While
the third, retain for BLNG if needed also for 20
days as per contract.
The cylinders are taken to Tokyo Gas’s sampling
facility and the whole sampling process takes
about two hours. Once the breakdown of gas
properties, Gas Heating Value calculation and
Methane level is measured and confirmed by the
Independent Surveyor, BLNG agents then sends
the documents over to the Finance Dept of BLNG
for invoicing purposes.
A journey to remember
On the way to my hotel in Tokyo after the sampling
process, I felt proud having been on board the
first LNG ship for Brunei.
While the ship is moored in Tokyo Bay, it is also an
opportunity for IMR Superintendents (STASCO),
Lloyds personnel (Ship Classification) and
Electronic Equipment staff to conduct checks
and repair.
Sad that based on my limited knowledge of LNG
ships, new ships will not have the same character
as the earlier ones. Sure enough, current LNG
ships are equipped with 3-D radar and electronic
gadgets that even warns you that a school of
dolphins are twenty miles away, but behind the
badge of this French built ship lies a proud history
and a pedigree not found in others.
But once discharge starts, it does not mean
the end of the trip for me. I still have to witness
final discharge and confirmation of the cargo
content. After all parties agree on the final
discharge volume, I was then kindly invited by
representatives of Tokyo Gas to witness the
However, as the LNG industry evolves and
technology are constantly used to increase LNG
supply chain efficiency through effective shipping,
the B fleet will Continue to be the benchmark as
a top industry performer in terms of reliability and
operating efficiency.
Two days before the ship is due to arrive,
ESDS tests are done and a Pre Port Meeting is
conducted a day before arrival. During the ESDS
tests, a guideline is followed to ensure all pumps,
alarms and dump valves are tested to ensure
good working order. The idea is that should a
situation arise where the discharge operation is
affected, the Staff will be prepared for it.
As for the Pre Port meeting, the Captain and its
Senior Officers discussed preparation for arrival
at Sodegaura Terminal. The key areas discussed
were confirmation of arrival and departure

Why Most Managers Can’t Lead
By Scott Love
Leadership speaker Scott Love shows historically why most managers have never
learned leadership. Leadership can be learned, but it takes time, effort, intention,
and a sincere effort.
Years ago managers tried to institutionalize the concept of leading their teams, not even considering the emotional impact of their style. Perhaps
this is because our traditional system of management is a derivative of the military style that was necessary to manage a crisis, the second World
War. In times of crisis, fast unquestioned orders are the most effective ways to lead. Combat is not a time to create focus groups or quality circles.
This style is also known as “authoritarian” or “command and control” management.
But that same type of leadership was passed on to our developing economic system in the 1940’s and 1950’s and is still a remnant in many
organizations. Most managers have never been to a leadership development program, have never read a leadership book and have never heard
a leadership speaker. So they lead the way their boss led them, who led the way his boss led him, who led the way his boss led him, who. . .
And it results in a command and control organization at a time when the situation does not require it, and at a time when the cultural norms of
our society reject it. Leadership with an authoritarian mindset causes employees to push back and put forth minimum effort, doing only what
is barely required to keep from getting fired or punished. This style of leadership removes the manager from the emotional impact of the orders
given, safely distant from the feelings that show up to work everyday with the staff.
Managers wonder why there is bad morale, complacency, turnover, poor performance, and other problems in their company. The real problem
is that most managers are unwilling to fix the real problem: how they lead. They refuse to change, to learn, to grow, and to develop themselves
or their team leaders and instead criticize and complain about the performance of their staff. But both the problem and the solution start at the
top, not the bottom. If there are management problems in your company, the resolution of them through leadership development lies squarely on
the shoulders of the owner or the senior manager of the organization. There is no other person who is responsible for leadership development
except for the captain of the ship.
Last week I visited four partners of a bank in Manhattan. They first called me in because of sales-related issues. After ninety minutes of me
asking questions I said, “Let me give you some tough love. Your problems have nothing to do with banking or business development activities.
The problems that you face stem from not knowing how to lead on an emotional level.” What I meant by that was this: They forgot how to
empathize with the people in their company and with their customers. They had caught “CEO Disease.” They had lost touch with the heart of
their organization and were managing with command and control, far removed from the emotions in the company.
“Here’s an example of how you’ve lost touch. Have you ever sat in the waiting area of your loan department? When I was waiting in your lobby, I
observed the behaviors of those here to submit loan applications. The tension in the air was thick and they were all nervous, and your lobby does
nothing to make the customer feel relaxed and comfortable. They don’t care about your mission statement on the wall or your awards. They want
to be comfortable and relaxed and you do nothing to help them feel this way.” I showed them that if they were neglecting the emotional impact
of their business on the customer, then they were more than likely neglecting the emotional impact on the employees.
Perhaps you are too close to your own problems. Start leading on an authentic and emotional level, get rid of command and control, and see
how many problems are solved just by developing leadership skills within yourself and your staff.
