Regional IMPHAL, SATURDAY 11 OCTOBER 2014 Burdwan blast : NIAregisters case The case pertains to an explosion in a rented house at Khagragarh, on October 2 which led to the death of two persons believed to be members of Jamaat-ul-Mujahideen Bangladesh and it is being investigated by NIA Kolkata Branch, it said. The decision to hand over the case to the NIA was taken by the Centre in view of international ramifications of the case where some nationals from neighbouring Bangladesh were also allegedly involved. External Affairs Ministry spokesperson Syed Akbaruddin told reporters India has received a request from Bangladesh seeking information about the case. Security agencies are tabulating the information and the details will be shared with Dhaka, he said. -PTI agency to investigate a Scheduled offence committed anywhere in India. UPA had invoked this provision for the first time for taking over the investigations in the murder of former RSS pracharak Sunil Joshi from Madhya Pradesh government as his name had surfaced in Malegaon blasts involving right wing terrorists. The NIA registered a case in the national capital today and will ask West Bengal government to hand over all the evidence collected by its CID department. NIA registered the case under various sections of Indian Penal Code including the provision for waging war against the country, Explosive Substances Act, and various sections of Unlawful Activities (Prevention) Act, 1967, a statement of NIA said. WEST BENGAL, Oct 10 The National Investigation Agency (NIA) on Friday registered a case to probe the bomb blast in Burdwan in West Bengal in which the role of terror groups is suspected. The decision was taken after the Centre decided to entrust the investigation to the agency without taking consent of the West Bengal government by invoking a special provision in NIA Act that arms the Centre with powers to initiate NIA probe of terror cases anywhere in the country. This is the second time since NIA's inception in 2008 that this provision has been used. Section 6(5) of the National Investigation Agency Act, 2008, empowers the Centre to suo motu direct the Saradha scam BJP buoyed by byelection Top TMC MP likely to be questioned results ahead of ’16 polls KOLKATA, Oct 10 CBI is preparing to question a senior Trinamool Congress MP after getting statements that he and a top football club official were among several influential men who approached officials of regulatory bodies to stall action against Saradha. CBI officials said many of those questioned so far had named the MP and the club official. The development came on the same day that Mohun Bagan official Suman Ghosh claimed that the club's deal with Saradha was spearheaded by Trinamool Rajya Sabha MP and Mohun Bagan office-bearer Srinjoy Bose (he isn't the one accused of persuading regulatory bodies). Ghosh claimed that Saradha boss Sudipta Sen and Bose had "business deals". "We received only Rs 1.96 crore in the three years that this partnership lasted though the deal was worth Rs 6 crore for the period," said Ghosh. CBI sources said a team might soon go to Mumbai to record statements of some serving and former officials of a regulatory body. The agency has reportedly found enough evidence to indicate there was a major delay between the time regulatory bodies realized that Saradha was illegally collecting money from the market and the time they barred it from doing so. "We will try to ascertain if the delay was due to technical reasons or if it was a deliberate ploy that was arranged for a price," said a source. Earlier, CBI lawyer A K Bhagat had submitted in court that while Sebi issued the first warning against Saradha in 2010, the agency took action only in 2013 when the maturity cheques of depositors bounced. CBI officials said they are investigating if a certain officer, who is now posted in Mumbai and was earlier in Kolkata office, was the "contact" in the regulatory bodies. These officials were mentioned in the case diary Bhagat submitted to Alipore additional chief judicial magistrate Haradhan Banerjee. CBI has zeroed in on at least another four senior officials - including two of market regulator Sebi and a retired manager of RBI - for their alleged role in money laundering in the multi-crore Saradha scam. It has already made two arrests in this regard - East Bengal official Debabrata Sarkar and businessman Sandhir Agarwal. -TNN of poor quality foodgrain and clothes and sought the Centre's intervention. "The saris given to women are all torn. Aren't we humans? First we are victimized by floods and now the government is playing cheap politics with us. We have lost hope in the state government and want the Centre to consider our demands," said Shain Alam, a peasant and flood victim who lost his crops and house in the recent flash floods. Angry locals even set fire to clothes on the road as a mark of protest. The Bolbola area is one of the worst-hit areas in the re- cent floods in the district. Over 40 persons have been killed and lakhs displaced. Locals alleged that police and district administration officials beat up several flood victims mercilessly and forced them to kneel down publicly. A video displaying police's atrocity also went viral in the area. However, SP (Goalpara) Nitul Gogoi said, "...As per our knowledge, nothing of that sort has happened in the area and police have not done anything violating human rights.." Sources said the state government is likely to call a DIG-level enquiry into the whole incident. 129 children abused in Ranchi last year, but not a single case filed 16 arrested for ransacking vehicles Children' with the slogan: 'Break the Silence'. Keeping in mind the lack of awareness about child abuse, CID Jharkhand and UNICEF along with various other stakeholders including Jharkhand State Legal Service Authority (JHALSA), state HRD department, social welfare department, RINPAS and NGOs including Cyber Peace Foundation and Gram Vaani have come together to launch a three month campaign 'End Violence against RANCHI, Oct 10 Jharkhand has a total population of 3.4 crores with 1.4 crore children below 18 years of age. Of these, 129 children have been victims in cases of violence against childrenin 2013. This information was revealed by the National Crime Records Bureau (NCRB) crime record data 2013. The data also revealed that not a single of these cases has been registered in Ranchi in 2013. ADG police, S N Pradhan said, "The data compiled by NCRB only contains cases registered under child specific acts like POCSO 2012, Juvenile Justice Act 2000 and others. Being a senior officer, I am admitting that there is a lack of knowledge among policemen regarding such Acts which lead to cases not being registered under these Acts." He added, " If officers incharge are asked about Protection of Children against Sexual Offences Act, only three out of 10 officers will be aware of it .The awareness has definitely increased among the police over the years but it is not enough. Much more is needed to be done." While there are not enough specific data available regarding crime against children in the state apart from the NCRB data, according to census, there are around five lakh GUWAHATI, Oct 10 Goalpara Police on Thursday arrested at least 16 persons who allegedly ransacked vehicles, pelted stones on policemen on duty and blocked NH-37 on Wednesday. They were protesting against the alleged distribution of low-grade relief materials to flood victims in the area. Police said several vehicles were damaged and two kids sustained injuries in the protest. The situation in the Bolbola area of Goalpara district was tense on Thursday as flood victims complained UNION PUBLIC SERVICE COMMISSION CONDOLENCE Imphal, the 10th October, 2014 We expressed our deep sorrow on the demised of Shri. Manikanta Singh Additional Director (P&F) For, Director of Health Services, Manipur Tse/22459-11,12 The by-elections to the three assembly constituencies in September were a sort of litmus test for the newly appointed BJP president, Siddhartha Bhattacharya, to prove his ability and lead the saffron party to the 2016 assembly polls. BJP leaders said a win in the Silchar constituency by a significant margin and a substantial increase in votes in the minority-dominated Jamunamukh constituency have bolstered both the new president and party workers to gear up for the upcoming assembly election. The Jamunamukh constituency was won by the All India United Democratic Front (AIUDF). But for BJP, which stood behind Congress in terms of the number of votes it got in Jamunamukh, getting 13,868 votes was an achievement because it was the highest it got in the minority-dominated constituency. "When there is a change in leadership, especially after a spectacular performance in the Lok Sabha polls, there were certain concerns about how the party will march forward under the new leader. But the byelection has worked as a moral booster not only for our new state party head, but also to the grassroots workers," a senior leader said. Sources said the new president's thrust would be to bring young party workers to the forefront for leading the party. Already, Bhattacharya has appointed new office- bearers. At the new office-bearers' meeting here on Wednesday, stress was laid on the need to fan out to every nook and corner of the state with a 'mass' membership drive. Sources said party workers have been asked to spearhead Narendra Modi's Swachh Bharat Abhiyan with full vigour to win over public support. -TNN GNLA, Ulfa (I) cadres surrender SHILLONG, Oct 10 A Garo National Liberation Army (GNLA) cadre and an Ulfa (I) militant surrendered before the state police at Williamnagar, headquarters of East Garo Hills district in Meghalaya, on Thursday. Police said Karno Rabha (21) from Kokrajhar in Assam was working for Ulfa's Dristi Rajkhowa, while Ratan Marak (24) from Damas was a GNLA member. "Both of them were operating under Jimmy Momin, GNLA area commander in East Garo Hills," said SP Davies Marak. Marak added that the surrender was a result of sustained police operations against the terror outfits. He added there were many other cadres who have expressed their willingness to give up arms, but are scared as senior cadres threaten them.
