Notice is hereby given in terms of Section 63 (2) of the Local Authorities Act, Act 23 of 1992, as amended, that
the Municipal Council of Swakopmund offers the under-mentioned “General Business” erven for sale by means
of a Closed Bid Sale, scheduled for 13 February 2015.

General
The Conditions of Sale and the site plan can be obtained from Room BO - 22 A, Ground Floor, at the Municipal Office
Complex. The sale is subject to various restrictive conditions.
The closed bid will be conducted according to the Cost Limited Average Price procedure (CLAP). According
to this procedure, erven are not allocated to the highest bidders, but to the bidders closest to the average price
of the valid bids received (bids between the upset price and the limited permissible mark-up).
Erven will be allocated on the basis of one erf per person or entity.
The Council for the Municipality of Swakopmund is not obliged to accept any bid received and reserves the
right to withdraw all or any of the erven from the bid process.
Registration
All persons interested in participating in the closed bid are required to register as from Monday, 27 October
2014 until Monday, 19 January 2015 from 14:00 until 16:00, daily. No late registrations will be considered.
A refundable registration fee of N$ 2 500.00 must be paid per prospective bidder.

Your ID;
Marriage Certificate (if applicable) and copy of your spouse’s ID;
Proof of Namibian Citizenship must be provided;
Proof of residing in Swakopmund for the past five years;
A bidder must not have owned or currently own any commercial (business and or industrial) land in Swakopmund;
Proof of a Certificate of Registration as an SME with turnover of not more than N$ 1 000 000.00 must be submitted;
Certified financial statements for the last financial year must be submitted; and
Bank statements for the last six months of the registered SME’s must be submitted.

The duly completed Bid Form, in an envelope clearly marked with the name of the prospective purchaser and
stating “Offer for Erf (insert erf number), Swk” must be placed in the blue box marked ‘Closed Bids’ on
the Ground Floor next to the Enquiry Desk, at the Main Municipal Office Building on / before Friday, 13
February 2015 at 08:00. Bids placed in the incorrect box will be disqualified. The attendance of the
prospective purchaser or duly appointed proxy at the opening of the closed bids at the Town Hall on the said
date, is compulsory. If no representation is present the bid will be disqualified. Only bids from registered,
qualifying bidders, on municipal bid forms will be accepted.
Objections
Full particulars of the above properties will lie for inspection by interested persons at the Main Municipal Office
Building, Room BO-22A, between 07:30 – 13:00 weekdays until Friday, 31 October 2014. Please contact any
of the abovementioned persons Any person objecting to the proposed sale may lodge such objections in
writing, duly motivated, to the Chief Executive Officer, not later than 12:00 on Tuesday, 4 November 2014.
