Chandel joined hearts in
prayer for a bountiful harvest
on the auspicious occasion of
Chavan Kumhrin which was
celebrated all across the hill
villages in the district
yesterday.
To mark the harvesting
festival, people brought their
first harvest fruits in
thanksgiving during the
Church service.
As part of the celebration
indigenous games and
sports were also played in
some of the villages where
a Chavan feast was
organised as well.
It may be mentioned that
Chandel district administration had declared October
23 Chavan Kumhrin as a
district holiday in 1978.
Since then the people of the
district have been celebrating the festival every year.

Consultative meet on Intl Law held

IMPHAL, Oct 24: Villagers have revamped the stretch of NH-37
from Noney (Longmai) to 83 RCC, BRTF Camp.
Noney villagers, with assistance from several construction
companies engaged in NF Railway construction, took out the
road repair work from Oct 20.
The repair work is expected to be taken till Old Cachar
Road and Loktak Downstream Project site.
The road is prone to accident due to its narrowness. Circle

Tamenglong ADC Zino Kamei have extended possible assistance towards this end.

topic related to Universal
Declaration of Human Rights
and Articles of the United
Nations Geneva Convention,

Kumar, Advocate Human
Rights Alert said that committing crimes against
humanity and violation of the
basic principles/Articles of
UN Geneva Convention is a
war crime.
He further said that even
at war, the State forces and
outlawed non-State forces
group should follow the basic principles/articles of the
UN Geneva Convention. If
any State force or non-State
force does not adhere to the
rules and commit a war
crime, they could be punished according to the
International Humanitarian
law.
While appealing to struggle collectively to repeal
Armed Forces Special Power
Act (AFSPA), W Basanta
Kumar also maintained that
AFSPA which is enforced in
Jammu & Kashmir and in
some parts of North Eastern
States violate the principles/
articles of the UN Geneva
Convention and Human
Rights.
The Government can deploy State forces, if it deems
that there is an armed conflict in the State or in any
part of the country but cannot impose AFPSA.
AFPSA cannot be enforced even at war time as it
violates human rights, the

PM's Rs 745cr package to JK flood victims a crude joke: Cong
SRINAGAR, Oct 24
Congress today hit out at Prime
Minister Narendra Modi over
Rs 745 crore package to flood
victims of the Kashmir Valley,
saying the relief announced by
him was a "crude joke" with the
people of the state and showed
"casual approach" of the
Centre to help them.
Jammu and Kashmir Congress chief Saif-ud-din Soz
said in a statement that the
relief package for sufferers
of the recent devastating
floods "amounted to a crude
joke with the people of state."
His reaction comes a day
after Modi, who was here
for nearly four hours after
his visit to Siachen, announced Rs 570 crore
assistance for housing and
another Rs 175 crore for six
major hospitals in the state
that were in poor condition
and required immediate intervention.
The announcement had already been described by
ruling National Conference
and its coalition partner Congress as "big let down" and
a "joke".
"Since he (Modi) was giving a message to Kashmir,
he should have been conscious of the level of
devastation that had taken
place in Srinagar and elsewhere in Kashmir," Soz
said.
He said the announcement
of Rs 570 crores package for
reconstruction of houses of
the affected people is seen
here as a situation of "adding
insult to the injury."
This also showed, in ample measure, "his casual
approach to give a helping
hand to the people, who had
to face the ravages of severest flood in their recorded
history," the Congress leader
said.
Soz questioned the Prime
Minister's delay in response
to the devastation in Kashmir
when there was a possibility
of bringing succor to the people who have to face hazards
of approaching winter.
"Modi government has already lost two months in
organizing response to the
devastation in Kashmir and
now he intends to examine
the situation through a team
of experts which may further
delay relief," he said.
He claimed Modi had
taken a leaf out of UPA's
policies of giving relief directly to the sufferers. "I
don't think anybody will be
objecting to direct grant of
relief to the affected people,"
he said.
J&K Chief Minister Omar
Abdullah had said yesterday
that he hoped that that there
will be some clarity as to
whether this money is an
installment towards the full
package.
"We had hoped that we
would get some indication
with regard to the acceptance
of the package that the state
government has asked for
but that was not forthcoming," he said.
Omar said his every effort
was focused on ensuring that
no one is without shelter before the onset of winter and
that's why the package submitted by the state assumes
significance.
The Omar Abdullah-led
Cabinet has submitted a Rs
44,000 crore package to the
Centre for relief and rehabilitation of the people of the
state affected by the floods
that virtually submerged
Srinagar city and south
Kashmir.
After the announcement
last night, NC spokesman
said people had high expectations that Modi would
make a significant announcement but the package
announced "doesn't go far
enough".
"People criticizing the
Chief Minister before this
visit saying that 'Omar has
failed, now Modi will come
to rescue us' should realize
how misplaced their criticism
and expectations were," the
spokesperson said.
Leader of Opposition in
Rajya Sabha and former state
chief minister Ghulam Nabi
Azad had called the announcement a "joke with the
people of the state".
"This is just playing a joke
with the people of the state or
rather this is insulting to all
those who have suffered human and collateral loss", he
had said.

package because the devastation "is at a very enormous
scale".

Air quality deteriorates alarmingly in Delhi post-Diwali
NEW DELHI, Oct 24: Air
quality in the national capital
deteriorated alarmingly a day
after Diwali as pollution levels
spiked more than five times
higher than normal leaving
many at the risk of respiratory
problems.
The Respirable Suspended
Particulate Matter (RSPM),
which directly affects
breathing, has gone up by
five times from the national
ambiance air quality
standard, stated scientists
from System of Air quality
and Weather Forecasting and
Research (SAFAR).
"The 24-hours average of
PM10 was recorded at 427
mg per cubic metre and
PM2.5 was at 278 mpcm,
almost five times higher than
the prescribed standard of
100 mpcm and 60 mpcm
respectively," said senior
scientist Dr Gufran Beig at
SAFAR, which is jointly
run by the Indian Institute
of Tropical Meteorology and
India Meteorological
Department.
"These pollutants can
harm the heart and brain as
well. People with existing
heart or lung diseases such
as asthma, chronic obstructive pulmonary disease,
congestive heart disease, or
ischemic heart disease are at
increased risk of admission
to hospitals based on the
severity of already existing
problem," he said.
Since 10 PM onwards,
an upward trend was
witnessed at all six air
quality monitoring stations in
Delhi.
According to real time
ambient air quality data of
Delhi Pollution Control
Committee, PM2.5 was at
its peak at 5.30 AM and
recorded 724 microgram per
cubic meter (mpcm) in R K
Puram. In Punjabi Bagh, the
PM2.5 was at its peak at 1
AM and was recorded at
755 mpcm, while PM10
was recorded as 1,490
mpcm highest at 3.30 AM.
At Mandir Marg, the
particulate matter PM2.5
was at its peak at 2.30 AM
and recorded 984 mpcm
while PM10 was recorded
as 1,200 mpcm highest at 2
AM. The peak pollution
level monitored in Civil
Lines was PM2.5 at 999.85
mpcm from 11 PM to 2.30
AM and the PM10 was
1,000 mpcm from 9 PM to
3 AM. At Anand Vihar,
PM2.5 was recorded
highest at 814 mpcm at 1
AM while PM10 was
highest at 1500 mpcm
during midnight.
PM2.5 was at its highest at
IGI airport at 347.41 mpcm
around 11.30 PM and
PM10 was recorded the
highest at 404.98 mpcm
during the same time.
Executive Director of the
Centre for Science and
Environment, Anumita
Roychoudhury said,
"However, the prescribed
standard 24-hour average of
PM2.5 and PM10 are not
directly linked with real
time ambient air quality data
of DPCC but even then
going by the graph, we
could see that since 8 PM
yesterday there has been an
increase in the levels of
toxic gases and materials in
the air." "As there is no
wind to blow the smoke
away, it's going to be rather
heavy and we can feel the
pollution," she added.
According to Beig, this
condition will continue for
two more days due to which
there will be a fall in night
temperatures. Particulate
matters in the atmosphere
less than 10 microns in size
are classified as PM10 and
particles that are less than
2.5 microns in size are
PM2.5. While particles that
are larger in size are filtered
out in the upper layers of
the respiratory track but
quite larger part of PM10
particles can enter the lungs.
Last year particulate
matter levels had shown an
increasing trend at all the
locations as compared to
2012. RSPM values ranged
between 796 and 1138 g/
m3as in 2013 compared to
748 and 951 g/m3g/m3
during Diwali in 2012.
Increased Particulate
matter levels values in
general may be attributed to
adverse meteorological
conditions, like lower night
time temperature, low mixing
height and low wind speed.
Children, elderly and people
with existing lung disease
may not be able to breathe
as deeply or vigorously as
they normally would, and
they may experience
symptoms such as coughing
and shortness of breath,
increase susceptibility to
respiratory infections and
can aggravate existing
respiratory diseases such as
asthma and chronic
bronchitis. PTI

United Nations Day today,
Prime Minister Narendra Modi
greeted the world body and said
it was time for its member
nations to further the cause of
world peace and prosperity.

tweeted.

October 24 is celebrated
as United Nations Day since
1948 to mark the anniversary
of the entry into force of the
UN Charter.
The UN officially came
into being with the ratification of this founding
document by the majority of
its signatories, including the
five permanent members of
the Security Council.
In 1971, the United Nations General Assembly
recommended that the day be
observed by member states

One killed in road mishap

THOUBAL, Oct 24: A 42 year old man was killed in a road
accident yesterday at Thoubal at about 6.15 pm.
Waikhom Tejamani, s/o W Ibopishak of Thoubal
Wangmataba Ward II was returning home from Thoubal bazar
with his two sons on a Honda Activa (MN 04/2025) when
he was hit by a number-less Royal Enfield from behind. His
vehicle later collided with another Honda Activa (MN 04B
5590) heading from Imphal.
Tejamani was rushed to Shija Hospital where he succumbed to his injuries. His two sons, however, received no
serious injuries. Thoubal police has confiscated the vehicles
involved in the accident.

Ebola: Govt urged to screen
tourists during Hornbill fest
KOHIMA, Oct 24
In view of the Ebola outbreak in several parts of the world, Naga
Hoho, the apex tribal body of Nagaland, today requested the state
government to conduct rigorous screening of tourists coming to
the state during the Hornbill Festival beginning December 1.
"The festive season is setting in soon and along with it will
come tourists from various parts of the world to the state,"
Naga Hoho General Secretary Mutsikhoyo Yhobu said in a
letter to Chief Minister T R Zeliang.
The world has been threatened with various diseases for
which concerns were raised in various quarters on the unpreparedness of the state in tackling such cases, the letter said.
"The recent outbreak of Ebola is raging around the world
and that neighbouring state Manipur was recently scared with
a Japanese tourist coming from Myanmar who was suddenly
found ill and was hospitalised and suspected to be suffering
from Ebola. It's a happy augury that the test results have been
negative," Yhobu said in the letter.
Appreciating the state government's initiatives for promoting tourism as a result of which the state has been having
steady flow of tourists specially during Hornbill Festival in
December, the Naga Hoho requested the Chief Minister to
take precautionary measures by screening the tourists to protect the citizens. PTI
Assam Govt prohibits strike
in oil, gas, refinery services
GUWAHATI, Oct 24: The Assam government, in exercise of
powers conferred by Section 3 of the Essential Services Maintenance (Assam) Act, 1980, today prohibited strikes in the state by
all those involved in the services of oil fields, gas sector or refinery.

School Departmentís letter No. 33/41/2011-SE (S)/ Pt-II dated 21.10.2014, the number of posts
for MES Grade-II to be recruited through Limited Departmental Competitive Examination,
2014 will be 53 [UR-36, ST-16, SC-1] in place of 27 posts [UR-19, ST-8] notified earlier vide
this Commissionís Notification of even number dated 23.07.2014.
2. Applications in prescribed form are invited from the willing candidates for the above
mentioned post. As provided at rule 5 (b) (ii) of the Manipur Education Services Rules, 2012,
the following categories of teachers are eligible for consideration:(i) Head Masters of High Schools with Postgraduate Degree in any discipline and B.Ed
