Detailed information about the NFP Tailor-Made Training Programme
This document gives more detailed information with regard to the NFP Tailor-made training
programme. It is an addition to the information published on www.nuffic.nl/tmt. Organisations
interested in a tailor-made training are advised to carefully study all information published on this
website.
Target group
The Tailor-made Training programme is specifically meant to enhance the overall functioning of an
organisation by training a selected group of its staff members. An organisation facing certain
constraints in achieving its goals can by means of a tailor-made training course (partly) eliminate these
constraints.
The programme is open to a broad range of organisations in 51 NFP countries, from education
institutions, research institutes and ministries to NGOs and Small and Medium Enterprises (SMEs).
The participants of the training course are meant to be employees of the requesting organisation.
Members of an association, or employees of member organisations of a federation, for example, do
not qualify.
How to apply
Application and joint proposal forms are only available the Netherlands embassies. Embassies may
opt to make application and joint proposal formats available on the embassy website, so that all
interested organisations in the country can apply. Or, they can make the formats available in direct
communication only to the organisations which they invite to participate.
The Nuffic deadline is 1 April 2015.
Important
To ensure timely processing of applications and proposals embassies may deviate from this deadline
and apply their own, earlier deadline. Therefore organisations need to consult the website of the
embassy or consulate for the applicable application procedures, criteria and deadlines.
Consult the webpage embassies, consulates and other representations of the Ministry of Foreign
Affairs for the applicable embassy or consulate.

Applications and proposals which do not comply with the eligibility criteria, which are not filled in
complete or correctly or have been submitted after the deadline will be rejected immediately.
Applications received after the deadline cannot be taken into consideration for a future deadline. A
new application needs to be submitted.
Assessment
The embassy or consulate screens an application or joint proposal to see if it meets the eligibility
criteria and if the application or proposal has been filled in correct and complete. Subsequently the
embassy or consulate formulates a recommendation based on the expected contribution of the
application or proposal to the bilateral development goals of the embassy. The embassy then ranks
the top five applications/proposals.
Applications and proposals that do not meet the eligibility criteria (including applications/proposals that
are not filled in correct and complete) will be rejected.
Nuffic will rank eligible applications and proposals based on the following priorities:




Embassy/consulate ranking
Sub-Sahara Africa (50% of the budget)
Food security sector (35% of the budget)

Country classification (countries in category 1 have priority)
Since the budget is limited Nuffic will check the highest scoring applications and proposals if they meet
the minimum quality. The quality will be assessed based on the following:

Category 1 countries: Afghanistan, Bangladesh, Benin, Bhutan, Burundi, Colombia, Djibouti, Ethiopia, Ghana,
India, Indonesia, Kenya, Mali, Mozambique, Myanmar (Burma), Nigeria, Palestinian Territories, Rwanda,
Somalia, South Africa, South Sudan, Tanzania, Uganda, Vietnam, Yemen.

Content of the application/proposal

the training description: how well is the application/proposal described?

justification for the training course: does it adequately address the stated training needs?

the description of the implementation (proposals only): is it well planned? what is the feasibility
of the proposed training course?

Quality of the Dutch provider (in case of a joint proposal)

Experience of the Dutch provider: is it apparent that the Dutch provider has sufficient/relevant
experience to successfully carry out proposed training/obtain targets set for the training course
If they do not achieve this minimum quality the application/proposal will be rejected.
As the budget for the Tailor-Made Training programme is limited Nuffic has to make a selection.
Applications and/or proposals may not be selected because of this reason.
Eligibility criteria
A set of criteria are at stake for requesting organisations, the Dutch provider and the training itself.
Below an overview of the eligibility criteria.
Criteria for the requesting organisations
The requesting organisation is an organisation which submits an application or proposal for a tailormade training course.
is based in one of the countries on the NFP country list valid at the time of application;

is not:
o a large industrial, commercial, international or multinational
organisation, which can be assumed to have sufficient
resources of its own to finance staff training;
o
a bilateral donor organisation or a multilateral donor
organisation;

o
an international NGO;
o
benefiting from a NICHE project
the field in which it operates is relevant to the sustainable development of the country the
organisation is located;

is requesting training for its own staff.
Criteria for the Dutch provider
A TMT will be carried out by a provider from The Netherlands. This Dutch organisation is acting on its
own or is leading a consortium to provide a particular service for a particular price. The consortium
partners may be registered in another country than The Netherlands.

is registered with the Netherlands Chamber of Commerce and has its headquarters or a branch
within the Netherlands;

is directly responsible for the preparation and management of the tailor-made training course, and
not acting as an intermediary;

is experienced and able to show that the organisation has the capacity needed to manage an
activity on the scale of the tailor-made training course for which the proposal is being submitted;

is financially sound to ensure continuity throughout the tailor-made training course.

Criteria for the tailor-made training course (applications as well as proposals)
Set-up of the training course:

it is a group training;

the programme does not support activities such as seminar attendances and conference visits;
the subject is relevant to the needs identified within the requesting organisation.
Participants:

are staff of the requesting organisation. Members of an association, or employees of member
organisations of a federation, for example, do not qualify;

minimum number of participants is six persons;

maximum number of participants is 20 persons;

are in a position to introduce their newly acquired skills and knowledge into the organisation.
Training location
The training must take place either in the country of the requesting organisation, in a neighboring
country, or in a combination of these locations. If the added value is explicitly explained and motivated,
training may take place in the Netherlands.
Duration
The total duration of a TMT training usually is 2 to 3 weeks (depending on the budget needed for the
training itself and other activities).The training and activities related to the training (compilation and
preparation of the training) have to be realized within a period of maximum one year.
