SECTION A Bills and Acts of the Northern Ireland Assembly laid before Parliament under section 15 of the Northern Ireland Act 1998 Some Northern Ireland Bills and Acts are subject to negative procedure. Section 15 of the Northern Ireland Act 1998 provides for a period of 20 sitting days beginning with the day upon which the Bill or Act is laid before Parliament within which Members may give notice, as the case may be, that the Bill shall not be submitted for Royal Assent or that the Act of the Assembly shall cease to have effect. SECTION B Treaties subject to negative resolution procedure Some treaties are subject to negative procedure before they are ratified. Section 20 of the Constitutional Reform and Governance Act provides for a period of 21 sitting days (days on which both Houses sit), beginning with the sitting day after a copy of the treaty is laid before Parliament, within which either House may resolve that the treaty should not be ratified. There are provisions for the period to be extended and, if either House resolves that the treaty should not be ratified, a Minister may lay a statement indicating that he or she is of the opinion that the treaty should nevertheless be ratified (and why). If such a statement follows a resolution of the House of Commons that the treaty should not be ratified, this triggers a further 21-day period during which the House of Commons may come to the same resolution again.
