UNOFFICIAL SUBJECT TO RATIFICATION BY COUNCIL Rural Municipality of Grey October 15, 2014 The Council of the Rural Municipality of Grey held its regular meeting on Wednesday, October 15, 2014 at 9:00 a.m. in the council chambers at the Village of Elm Creek, Manitoba. Reeve Ray Franzmann presiding and Councillors Don Guyot, Doug Middleton, Rod Savage, Paul Gaultier and Assistant C.A.O. Lori Van Den Bussche were in attendance. C.A.O. Kim Arnal was absent. 9:01 a.m. - Meeting called to order. This culvert would be installed approximately 1/8th of a mile from the NW corner through to the ditch along the south side of 2-8-7 WPM. And further resolved that the water licence be applied for and approved by Water Stewardship before any works commence and the RM of Dufferin be responsible for all costs. –CarriedMCDA Annual Conference Guyot – Middleton – Resolution No. 345/14 Resolved that Council be authorized to attend the Manitoba Conservation Districts Association Annual Conference being held in Brandon, MB on December 1-3, 2014; And Further Resolved that registration and all out-of-pocket expenses be paid for by the Municipality. –Carried- REPORTS Middleton – Gaultier – Resolution No. 346/14 Resolved that the following reports/minutes be received and filed as information: L.U.D. of Haywood – October 7, 2014 Elm Creek Fire Department – August 25, 2014 Minutes - Page 3 R.M. of Grey Minutes – October 15, 2014 GENERAL BUSINESS Financial Statements Savage – Gaultier - Resolution No. 347/14 Resolved that the Rural Municipality of Grey Financial Report for the period ending September 30, 2014 be received and filed as information. –Carried- U Respond Paging System Savage - Guyot – Resolution No. 348/14 Whereas the Elm Creek Fire Department has been testing the U Respond paging system for the last few months; And Whereas the Elm Creek Fire Department feels this is a valuable tool; Therefore Be It Resolved that Invoice from Seahawk for the U Respond Paging System in the amount of $995.00 plus taxes be paid; And Further Resolved that the Reeve and Chief Administrative Officer be authorized to sign a one year contract with N3 Sales Inc. –CarriedCIBC Credit Agreement Gaultier – Guyot – Resolution No. 349/14 Whereas Subsection 173(1) of The Municipal Act provides that a council may by resolution borrow money for operating expenditures during a fiscal year, but the amount borrowed must not exceed the amount collected in taxes and grant in lieu of taxes in the previous fiscal year; And Whereas the Rural Municipality of Grey collected municipal taxes and grant in lieu of taxes in the amount of $3,652,169.15 in 2014 fiscal year; Therefore Be It Resolved that the Reeve and Chief Administrative Officer of the Rural Municipality of Grey be authorized to borrow from the Canadian Imperial Bank of Commerce such amounts not exceeding Five Hundred Thousand dollars ($500,000.00) as are required by the Municipality for operating purposes for 2015; And Further Resolved that if required, the Reeve and Chief Administrative Officer shall be empowered to hypothecate and pledge, as security thereof, the taxes imposed and levied for the year 2015; And Further Resolved that the Reeve and the Chief Administrative Officer of the Rural Municipality of Grey be authorized to sign an Agreement with the Canadian Imperial Bank of Commerce respecting instructions and information by telephone and fax. –CarriedRecreation Grants Guyot – Middleton – Resolution No. 350/14 Be It Resolved that the Rm of Grey send out letters to all community recreation organizations asking for grant requests to be received by no later than November 13, 2014 for the November 19, 2014 council meeting. –CarriedLegal Matter Savage – Gaultier – Resolution No. 351/14 Resolved that in accordance with Section 8.8 of the R.M. of Grey Procedure By-Law, Council adjourn from regular session and convene as a committee of the whole in closed session to discuss a legal matter and that said discussion remain confidential. –CarriedGaultier – Middleton – Resolution No. 352/14 Resolved that Council adjourn as a committee of the whole in closed session and reconvene as Council in regular session. –Carried- - Page 4 R.M. of Grey Minutes – October 15, 2014 LIST OF ACCOUNTS Guyot - Middleton - Resolution No. 353/14 Resolved that the list of accounts for September 2014 being CK# 20140923 to CK# 20141024 in the amount of $305,043.11 be approved as circulated. –Carried- ADJOURN 12:40 p.m. Gaultier - Guyot – Resolution No. 354/14 Resolved that we adjourn. –Carried- _________________________ Reeve _________________________ Chief Administrative Officer Upcoming Meetings: -November 5, 2014 @ 7:00 p.m. (Regular Meeting) -November 19, 2014 @ 9:00 a.m. (Regular Meeting)
