Dear Fellow Surgeons:
This brochure was prepared to present to you
the bio-data of the candidates for Director for
the year 2015.
This is the 16th Annual Election of Directors
of our Society. The newly elected Directors
will in turn elect among themselves the
officers of the PSGS.
Please go over the bio-data for your proper
guidance.
The brochure also presents the entire
Election Code of the PSGS.
Election shall be held on November 30, 2014
(Sunday) from 11:00am to 5:00pm at
Batanes Room I, EDSA Shangri-La Hotel,
Mandaluyong City.
VOTER’S INSTRUCTIONS
IMPORTANT – Please READ carefully
the following instructions to avoid
INVALIDATION of your Ballot/s.
1. Election Day is on Sunday,
November 30, 2014 11:00am to
5:00pm.
Canvassing
will
immediately follow.
2. Check the Voter’s List posted in the
Election Room for your name. For
any problem, contact COMELEC.
3. Present your Convention Badge to
receive a ballot.
4. Proxy votes are not allowed.
5. You are REQUIRED to VOTE for
five (5) Directors from Metro Manila
Chapter, Two (2) from Cebu-Eastern
Visayas Chapter and One (1) each
Chapter (Northern Luzon, Central
Luzon, Southern Tagalog, Bicol,
Panay, Negros Occidental, Davao
Southern Mindanao, and Northern
Mindanao).
6. Ballots will be INVALIDATED:
- If they have LESS than fifteen (15)
candidates.
- If NAMES are NOT PROPERLY
ALLOCATED to the ten (10)
Chapters.
7. Votes for candidates with the same
family name should be identified
with their first name or initial;
otherwise, the vote for the candidates
shall be invalidated.
8. Non-compliance with the above
instructions as well as provisions of
the Election Code shall invalidate the
ballot.

THE ELECTION CODE
OF THE
PHILIPPINE SOCIETY OF GENERAL
SURGEONS, INC.
(Approved by the Board of Directors during
its Board meeting held last July 3, 1999)
Title I
Section 5 – Qualification
During the transitory period of three (3)
years (up to CY 2002) the members of the
first Commission shall be composed of the
original incorporators and /or Past Directors
of the Society in good standing. The
members of the first Commission shall be
composed of the original incorporators
except when nominated as candidate for the
Board of Directors.
General Provisions
Section 1 – Name
This code shall be known as the Election
Code of the Philippine Society of General
Surgeons.
Section 2 – Declaration of Policy
The preservation of the sanctity of Election is
the
responsibility
of
the
Society.
Electioneering for the position of director is
an affront to the dignity of the office. Let the
position seek the man and not the man seek
the position.
Title II
Implementing Body
Section 3 – Commission on Election
This code shall be implemented by an
independent commission as provided in the
By-Laws, known as the Commission on
Election.
Section 4 – Composition and Tenure
The commission shall be composed of seven
(7) Fellows appointed by the Board of
Directors for a staggered term of three (3)
years. Three (3) members shall have a term
of three (3) years, two (2) members for a
term of two (2) years and two (2) members a
term of one (1) year. The chairman shall be
elected by the members for a term of one
year. Any vacancy in the Commission due to
incapacity or removal for cause shall be
filled up by the Board of Directors to serve
the unexpired term of position.
Section 6 – Powers and Responsibilities
a. The Commission shall have full
power
in
implementing
the
provisions of this Code. It shall have
authority to promulgate rules and
regulations to facilitate its functions
and enforce its disciplinary powers.
b. The Commission shall have the
power to suspend or disqualify
candidates for violation of this code.
It may be suspended, postpone, or
cancel an election when deemed
necessary.
c. The
Commission
shall
be
responsible for the preparation and
supervision of an orderly election.
d. The
Commission
shall
be
responsible for the preparation and
supervision of plebiscites and
referenda.
Section 7 – Removal from Office
A member of the Commission may be
removed from office for cause by two-thirds
(2/3) vote of the Board of Directors.
Section 8 – Composition and Manner of
Voting for the Board of Directors
During the national election, voters will vote
strictly based on the number allocated
position per chapter namely, five (5) from
Metro Manila Chapter, two (2) from CebuEastern Visayas Chapter and one (1) each
from Northern Luzon Chapter, Central
Luzon Chapter, Southern Tagalog Chapter,
Bicol Chapter, Panay Chapter, Negros
Occidental Chapter, Northern Mindanao
Chapter and Davao Southern Mindanao
Chapter.
Title III
Nomination of Candidates
Section 9 – Nominating Committee
The Board of Directors shall appoint a
Nominating Committee composed of the
President of the Society and four (4)
incorporators or Past Presidents. The
Chairman shall be elected from among the
members themselves. The Committee shall
evaluate and nominate at least twenty (20)
candidates.
The Candidates shall come from nominees of
the Chapters acceptable to the Nominating
Committee.
Section 10 – Final List of Candidates
The COMELEC shall accept the list of
candidates from recommendees of the
Nominating Committee not later than
September 1. The COMELEC shall
announce the nominees in a Candidate’s
Brochure to be prepared and circulated by
the Commission not later than September 30
of each year.
Section 11 – Qualification of Candidates
Ethical and moral fitness, surgical
proficiency, society affairs participation and
high professional standing in the community
shall be essential qualifications of a
candidate. The Director should be a member
of good standing; and after the three (3)
years transitory period, must have been a
member in good standing for three (3)
consecutive years prior to the election.
Additional requirements may from time to
time be determined by the Board of
Directors.
Section 12 – Statement of Conformity
The candidates shall be required to sign a
Statement of Conformity to abide by the
provision of this Code.
Section 13 – Limitation of Candidacy
Candidates shall be limited in seeking reelection to not more than four (4)
consecutive terms.
Section 14 – Voters
Only Fellows in good standing shall be
allowed to vote in person during the Annual
Election. The Secretary of the Society shall
provide the COMELEC with the list of
Fellows in good standing based on the
criteria as determined by the
Board
of
Directors. Payments of dues, fees and
assessments, and compliance with the
attendance requirements of the Society shall
be pre-requisite to e in good standing.
Title IV
Prohibited Acts and Penalties
Section 15 – Electioneering
Electioneering shall be prohibited on the part
of candidates, the electors, the Chapters
recognized by the Society. The Commission
shall have the sole authority to determine
what is electioneering in this Code.
a. A candidate shall be prohibited
from directly campaigning for
votes including the distribution
of campaign materials.
b. A voter shall be prohibited from
campaigning for or against a
candidate. Black propaganda and
harassment of voters are
considered electioneering.
Section 16 – Penalties
a. Candidates found guilty of
electioneering shall be
disqualified.
b. Voters found guilty of
electioneering shall be denied
their right to vote.
c. Chapters found guilty of
electioneering shall be censured.
Title V
The Election
Section 17 – Date, Time, and Place
Elections, amendments, referenda and
plebiscites of the Society shall be scheduled
by the Board of Directors unless so provided
in the By-Laws.
Section 18 – Manner of Voting
a. Voting for elections shall be in
person and by secret ballot and
shall not allow any proxy voting.
b. Voters shall be required to vote
for fifteen (15) different
candidates as allocated for
Directors no more no less,
otherwise the ballot shall be
declared null and void
c. Proxy votes and ballots by mail
may be allowed in amendments,
referendum and plebiscites.
Section 19 – Canvassing and Proclamation
The canvassing of votes shall be conducted
by majority of the members of the
Commission immediately after the election.
Protest shall be resolved immediately after
the election. The COMELEC shall proclaim
the winners.
Section 20 – Amendments
This code may be amended by two-third
(2/3) votes of the Board of Directors.
Section 21 – Effectivity
This code shall take effect upon approval by
two-third (2/3) votes of the Board of
Directors and shall now from part of the ByLaws of the Society.
