NORTH COUNTY ADVISORY COUNCIL MEETING: November 19, 2014

PUBLIC/COUNCIL COMMENT:
Paul Carlson- Commented on the NCAC Board meeting held October 15, 2014. He expressed his
concerns about the Gibbs project that was not recommended by the NCAC Board. Mr. Carlson
expressed his concerns and issues regarding the project and his recommendations.
Mary Webb introduced the new chairperson of Green Space Connie Gannon and will be taking Rick
Hawley position. Connie and Rick will be operating together for the next several months.
Dawn Dunlap- expressed concern about a local families in Cambria who are the Taylors and Evans
who had a tragic loss and asks to remember them in your prayers.
Marty Main- NCAC Board and friends as well as the public is invited to attend a social event at the
Terazza Restaurant in Cambria to start at 5:00 pm on December 20, 2014.
Verizon Wireless: Pete Shubin- gave a presentation of the proposed installation of “small cells” on
existing power poles. Four sites were proposed: 1. Near the intersection of Madison St. & Ardath 2.
Near 1301 Berwick Drive 3. Near the intersection of Wilcombe Rd & Pineridge Drive 4. Near the
intersection of Whitehall Ave & Dorset St. These “small cells” will provide better coverage and will
extend to some other cell phone companies as well.
Claudia Harmon Worthen- expressed concerns about the health hazards from inductance waves, and
the proximity of these site to private homes.
Mary Webb- stated that Cambria is in a forest and there will always be an issue with the cell phone
coverage because of the forest.
Jason Anderson- Commented on a universal plan for all cell phone providers to access, rather than
individual towers all over town.Mac Van Duzer- the Chamber of Commerce discussed this topic at their meeting yesterday and
agreed that there needs to be better access of cell phone coverage in Cambria, especially when an
emergency calls need to be made.
Bruce Fosdike- is in agreement that the “small cells” are less intrusive than the other cell phone
towers that are being used.
RREGULAR PUBLIC AGENCY REPORTS:
PUBLIC SAFETY- SARGENT Cronin - Total call for Cambria is 200. He also advised Council of the
rise in phone scams and to be aware of them.

A discussion of the letter of support written by Bruce Gibson for the grant money to support the
five County projects, and as of now there is only 52% of the grant money available. They are
working to increase this allocation.
Mary Webb- Review of the Water Hearing- Title 22 and 27 permits were approved.
Amanda Rice- The permits will be re-visited in one year and there was a need to have extra
linings, and fences. The EWTP will only be used in a Stage 3 water crisis. Any technical issues of
concern need to be addressed by an engineer.
COUNTY SUPERVISOR- Bruce Gibson –absent
COUNTY PLANNING & BUILDING- Arlin Singewald
1. The Gibbs proposed Minor Use permit was approved.
2. The CCSD permanent EWTP CDP was given an extension of 180 days.
Heide Santos- gave recognition to Arlin Signewald for his hard work and support as the County
Planning representative.
REGUALR BUISNESS:
1. A. Land Use Committee: Laurel Stewart
1. LRP2014-00007 SLO County, Amendment to the County land Use Ordinance- Coastal
Table “O” to remove mini storage facilities from Residential Multi-Family land use category.
Recommendation: Recommend the amendment be changed as presented- Tony Church
motions recommendation as presented, Claudia Harmon Wothern seconds. Council Vote
favor- 11 and AB is 1, Motion passes.
2. In informal discussion- we considered the Notice of Proposed Amendment to Coastal
Commission A-3-SLO-01-122-A5 to permit the Cambria Pines Lodge Christmas Market
event for 2014. No Recommendations.
3. Revisit the CCSD water project application DRC2013-00112. In September, the NCAC
voted to defer a recommendation on the project due to insufficient information.
Recommendation: The NCAC might want to ask about the status of the application
4. Nomination of Mary Webb for LUC Chair was made- Recommendation: Vote to confirm.
Motion to confirm by Tony Church, seconded by Claudia Harmon Worthen. Council Vote- in
favor-9, oppose-2 Abstention-1 Motion – passes.
NCAC REPORTS:
1. TRANSPORTATION COMMITTEE- Tony Church
Jeremy Ghent, Operations and Planning Manager for San Luis Obispo County, attended the
meeting and presented the 2010 San Luis Obispo County Bikeways Plan.
The other item discussed was the Christmas Market at the Cambria Pines Lodge which is now
under jurisdiction of the Coastal Commission. There should be guidance between the parking
lots at the Cambria Nursery and the Market. Recommendation by the Traffic Committee that a
letter be sent regarding these issues.
George Marshall- Addressed the issues of the parking and the Presbyterian Church has
allowed the parking lot to be used during the Christmas Market. And The Highway Patrol
will be involved for traffic issues. The SLO county permit is still pending.
A motion made by Tony Church- A letter be addressed to Traffic Engineer of SLO County, Risk
Management SLO County, Mark Miller – Fire department and to Pacific Cambria, Inc. stating to ensure the safety of pedestrians attending the Christmas Market, we wish to remind you that
even though the Market now falls under the jurisdiction of the Coastal Commission, if you
intend to have any employees working in the right way, it is necessary to obtain a permit from
San Luis Obispo County which governs the training of employees and that appropriate
insurance is put in place. We also wish to recommend that “No Parking” signage be placed
where appropriate. Seconded – Mary Webb.
Council Vote- 12 Favor Opposed-0 Motion passes Unanimous.
2. WEBSITE COMMITTEE REPORT: Roland Soucie – absent
3. TREASURER’S REPORT: Heide SantosThe Board of Supervisors have given the amount of $1,500 and the total amount is $2,364.87 is the
current balance.
ENVIRONMENTAL REPORT: Mary Webb
1. Presentation given by Vari MacNiel who contacted Dr. Neil Ingraham to do a study on the
hydrology of the fog dependent Cambria Forest. Greenspace has agreed to provide $1,000
and volunteers to enable completion of the project. The study will take about 1-2 years to
complete, and provide substantial data and recommendations for the forest.
2. Mary Webb gave a report regarding a chemical spill that took place in Santa Paula at a
Recycling Center. Mary Webb will email the site to the NCAC Board members.
Water
CORRESPONDING SECRETARY: Linda Haskins -There was only one letter sent out in the
month of October from the NCAC Board.
COMMUNITY OUTREACH- No Comment
OLD BUSINESS: Gateway Monument Update- Bruce Fosdike- An update on the
recommendations requested by the NCAC Board and the font will be changed on the Cambria
sign.
NEW BUSINESS: Heide Santos- CAC Chairpersons Conference1. There were nine different Advisory Councils represented
2. Jim Burkman gave a presentation and overview of the Advisory Committee responsibilities and
instructs committees to not get bogged down in regulations but to add local flavor to
recommendations requested by the County.
3. The vote by Council members need to represent not just themselves, but their local
Community.
4. There needs to be clarity on the role of the NCAC board members.
5. If there is a conflict of interest by a NCAC board member, their voting still needs to represent
their community and to state the reasons for the personal conflict.
6. A hand book would be helpful for new NCAC board members (Bruce Fosdike will make copies
for NCAC members).
7. Leave your prejudices behind and think of the Community that you represent.
Bruce Fosdike- The next NCAC Board meeting will take place in January 21,2015 and there will be
no meeting in December 2014.

ATTACHMENT B – Land Use Committee
1. DRC2014-00045 Ragged Point Inn – Proposed conditional use permit/development plan for a cell
site including 1 45’ monopine, 9 panel antennas, an equipment shelter, a standby generator, hybrid
cable, and 18 lines of coax cable located at 19009 Hwy 1, Ragged Point. APN 011-011-010

We discussed Ragged Point Inn monopine at our December meeting. On December 31, we received
a 12-5-14 letter from Airlin describing unresolved violations of unpermitted bluff top development and
unpermitted employee housing. We’ve requested but not obtained the prior archeology survey,
biological report, and coastal development plan. Site is visible from scenic highway one. There is no
info on benefits of cell coverage at this site.
RECOMMEND DENIAL due to Code enforcement action as described in 12/5/14 letter from A.
Singewald for unpermitted bluff top development and unpermitted employee housing, and incomplete
application. The applicant's representative has told us that there will be an application resubmittal.
REQUEST TO REVIEW THIS PROJECT upon complete application resubmittal.
Enforcement action should be mitigated and resolved as described in 12/5/14 letter from A.Singewald
for unpermitted bluff top development and unpermitted employee housing. Committee requests that
documents requested (#1-7) by A.Singewald be copied to the Land Use Committee as they are
received so that the LUC can take the time to analyze them prior to considering the project. It would
be helpful for county staff to keep us advised on incomplete applications for projects as they move
thru the county. Changes to projects can make a significant difference in our previous
recommendations.
1) visual impact assessment consistent with visual and scenic resource Coastal Plan policies and
standards
2) the Coastal Development Plan
3) the prior biological survey and new biological assessment
4) the prior archeology report and phase 1 archeology surface survey
5) Engineer geology report on bluff stability per county letter
6) Propagation maps showing existing/proposed levels of wireless coverage resulting from project
7) Location of proposed facility in relation to overall parcel boundaries
2. DRC2014-00058 HEMME – Proposed minor use permit for a 618sf addition to a single family

RECOMMEND APPROVAL with no new water fixtures, 8 Monterey Pines to be planted on site,
drainage issues resolved, and grading/construction limited to dry season.
Owner purchased adjacent parcels as 6:1 voluntary merger to be consolidated into 1 site. Removal of
2 Monterey Pines (11” and 14”) to create an addition and deck with existing spa. This is an approved
vacation rental. Owner agrees to replant Monterey Pine (NCAP is 4:1 required or 8 Monterey Pine on
site instead of 4 as shown in application). Water on this site is a natural feature (to Fern Canyon
drainage) however, standing water was observed. Water channels were cut (by neighbors
independent of Mr. Hemme) on Burton Drive road above and sandbags were added on Burton Dr. to
direct water to Orville below. County planning and public works will coordinate with architect and
applicant (and neighbors) on drainage issues. The addition is not located in the ponded area, but
construction, trenching and grading should be limited to dry season to avoid the wettest areas.
Architect and owner will incorporate the ponding area into landscape plans to make it a natural
feature.
3. DRC2014-00061 FARMER – Proposed minor use permit for a 165 sf sunroom addition with a roof
deck at 2660 Romney Dr. Cambria. APN 023-271-056

RECOMMEND APPROVAL with at least 4 replacement oaks to be planted on site and no new
water fixtures.
4:1 Voluntary merger occurred in 2010. Removal of 1 Oak (11”) to be replaced 6:1 on site if feasible.
Site is large enough to accommodate mitigations. Applicant has plans to expand and enclose entry in
the future. Special Project Area #1 Fern Canyon.

RECOMMEND APPROVAL with no new water fixtures and lot merger as required by County.
We appreciate the owner contacting the county when maintenance/repairs became extensive and in
need of permits. No spa will be added, and no trees removed. Owner will consider installing a cistern
underneath deck to catch roof runoff but it is not a requirement. Site consists of 4 underlying legals
lots that County will require to be merged as a condition of approval. County emailed that the
proposed project will be required to submit a drainage plan and erosion and sedimentation control
plan for review and approval by Public Works.

RECOMMEND APPROVAL conditioned on following construction specifications in the soils
report.
Drainage swale exists on site from Windsor to Sherwood. A soils report (5/20/1998) was created to
address drainage issues that were to be considered in construction at this site. It is important to keep
water on site as much as possible to avoid ocean impacts to the Sanctuary. No spa will be added.
Attachment C - Traffic Committee Report, December 1st 2014
The meeting was called to order at 3.00 p.m.

Guests : Jason Anderson, Marjorie Sewell, Bob Sfarzo and Jeremy Ghent
Jeremy Ghent, Operations and Planning Manager for San Luis Obispo County, attended our meeting.
He wanted to explain, that because of complaints received about the proliferation of political
campaign signs a sweep of the Cambria area was made and signs that were in the right of way were
removed. As a result of this action it became obvious that there were many infringements of the
County regulations throughout Cambria. In view of the situation Mr. Frank Honeycutt, the County
Traffic Engineer, will be addressing the Chamber of Commerce on the 16th December and Jeremy
inquired if the NCAC would like a similar presentation. The Committee thought that this would be a
great idea and have requested that this presentation be put on the agenda for our January meeting.
The other item discussed was the Christmas Market at the Cambria Pines Lodge which is now under
the jurisdiction of the Coastal Commission. On the 1st December letters were mailed in accordance
with the agreement made at our last NCAC meeting. Jeremy, having discussed the permit issue with
Mr. Honeycutt, believed that as of the 1st December no permits had been obtained from the County.
On personally checking the situation on the day the Market opened, I advised the Committee that as
a positive note there appeared to be several shuttles in operation, more than the number indicated in
the plan submitted to the Coastal Commission. They were being professionally operated by the Wine
Wrangler. The Brambles parking lot on Burton Drive and the Community Presbyterian Church parking
lot on Yorkshire Drive were shuttle hubs and they were manned and in operation. However, when I
visited the hardware store in Tin City, which was also supposed to be a hub, the gates were open, but
there was no sign of any activity or personnel. On the negative side the parking in and around Burton
Drive and Wood Drive was exceptionally congested with many visitors walking to the Market on our
unlit streets. As a side note, where Burton Drive turns the corner, across from the Nursery, for some
reason the road was lit with road flares which did not seem to have any purpose.
Last month I had cause to report to Jeremy pot holes on Weymouth. I was delighted to congratulate
him on the fact that the roads were promptly repaired and on his willingness to assist the Committee
in its efforts.
Traffic Committee Report, January 5th 2015

We were pleased to have Jeremy Ghent, Operations and Planning Manager for San Luis Obispo
County, again attend our meeting, even though there were no new items on our agenda. There was
some discussion concerning the Christmas Market at the Cambria Pines Lodge and various
comments were made about the operation, especially regarding the traffic situation. Some of these
comments reflected observations made by various members of the public. Of particular concern was
the volume of pedestrians that were leaving the Market walking in the dark on the public roads while
returning to their vehicles. Although shuttles were provided, it has been reported that the wait time
was very long resulting in people deciding to walk and not wait. I welcome further comments and I will
try and collate them and submit them to Daniel Robinson at the California Coastal Commission. We
were disappointed that because the event was held under authority from the Coastal Commission,
the County did not get involved in several aspects that should have been considered safety related,
such as traffic conditions on county roads and electrical inspections on the property. The Coastal
Commission appears to have no ability to inspect or enforce some of these elements.
The only other traffic related item was some discussion about Burton Drive, the section between
Berwick Drive and Kay Street, which is showing signs of erosion.
