Objectives













The State aims Women EmpowermentTo empower women with freedom to decide what to spend their money on and through opening
the family account in their name.
Financial InclusionTo make banking services available near the doorsteps of the residents of the state through
banks / post office /CSCs / business correspondents.
To motivate all state residents to open Aadhaar enabled biometrically operated bank accounts
linked with core banking facility.
DBT through Biometric AuthenticationTo reform and institutionalise direct benefit delivery mechanism of government programmes To transfer all cash benefits directly to the bank account of the beneficiaries of the state.
 To provide all non-cash benefits/services directly into the hands of the beneficiaries of the
state using Aadhaar enabled biometric authentication.
Issuance of Unique Family IDTo issue Rajasthan Identity and Multi-purpose card to all ordinary resident of the State with 5
years and above age.
Ultimate aim is the Establishment of Good GovernanceTo provide effective check on the leakage of direct benefit transfer to beneficiaries;
Consequential Employment GenerationTo provide employment to over 20000 persons;
What are the requisites of Bhamashah Camps Aadhaar Enrolment
 Bhamashah Enrolment

 Authentication of Social Security Pensioners
The above work shall be accomplished by
organizing Bhamashah camps at GP Level and
PS Level
Bhamashah Administrative Framework
 District
Collector shall head the implementation of
Bhamashah scheme in the district. He would act as
District Bhamashah Manager (DBM) for implementation of
the Bhamashah scheme in the district.
 District
Level Statistical Officer (Deputy Director /
Assistant Director) would be District Bhamashah Officer
and shall be responsible for effective implementation of
the scheme in the district.
 Block Level Statistical Officer would be Block Bhamashah
Officer and would ensure effective implementation of the
scheme in its block.
Implementation and Management of Scheme
 District
level and Block level Bhamashah
Officers shall work under the aegis of Planning
Department and shall carry out following works:




Management of Enrolment of residents and
continuous updation of Data.
Ensure quality of enrolment under the scheme
Co-ordinate between various stakeholders of the
scheme viz. departmental offices, banks, banking
correspondants, emitra/CSC, enrolment agencies
etc.
Resolve problems encountered in the scheme within
their jurisdiction
State Level Scheme Implementation Agency
 RajComp Info Service Ltd. shall be State Level
Scheme Implementation Agency for the Bhamashah
Scheme. Scope of work of RISL would be as follows :
 To prepare Implementation Framework and
application software for the Bhamashah Scheme
and link with all administrative departments;
 To select Enrolment Agencies;
 To manage and store central database of ordinary
residents of the state and to ensure its security in
the State Data Center;
 Management of Bhamashah Application;
 Preparation and distribution of Resident Cards.
Implementation Process The Enrolments will be done by organising sweep mode camps
and also by establishing year-long permanent enrolment centres.
More than 150 lac families of the state shall be enrolled for the
Bhamashah Scheme and the woman of the family will be declared
as Head of the Family.
 2-3 simultaneous Bhamashah-cum-Aadhaar enrolment camps
having duration of 2-3 days shall be organised in each district
starting from 16th August, 2014. These Sweep mode camps will run
continuously upto 15th December, 2014.
 At least one enrolment camp shall be organised at each Gram
Panchayat level and simultaneously, one camp shall be
established at the Block (Panchayat Samiti) level. The PS camp
will run throughout the sweep mode period i.e. for 4-5 months.

Role of Various Functionaries at Camp
 Help Desk manned by one government and one EA official to
help the citizen in




Providing pre-populated Bhamashah format
Filling up the enrolment format.
Preliminary checking of Documents
E-Aadhaar printing on-demand
Forwarding the filled up format to the verifier
 Two-Level verification –
 First Verification :
 By Gram Sewaks/ Patwari / authorized officer of local bodies on the
basis of documents provided by the ordinary residents.
 The documents will vbe checked by the verifier and will be ticked in
the electornic format.
 The documents will be signed & sealed by the verifier.
 These docs will be scanned and uploaded to the Bhamashah portal
within 10 days by the EA`
 Hard copies shall remain with the E & S official at the PS`

 Second Verification :
 By Tehsildar /Nayab Tehsildar /Block Development
Officer after Public Disclosure as is done in case of
Jamabandhi Verification.
 Lists of the new enrollees will be displayed at the Camp
site/any other appropriate place with max. visibility for
15 days and objections will be sought.
 After corrections, if any, the final list will be uploaded
with digital signature of the Camp In-Charge.
EA staff will facilitate the Officials/Verifiers in
digitally signing the docs & subsequently
uploading them to the Bhamashah Portal

CountersTwo for
Bhamashah enrolments and four for the Aadhaar and
Bhamashah.
 At least six counters for Bhamashah & Aadhaar enrolment.
 Aadhaar Enrolments shall be done as before and according to the
guidelines of the UIDAI.
 Bhamashah Enrolment shall be done according to the ‘KYR+’ by
capturing information related to the HoF & the Entire Family Basket.
 If the Entire family does not appear for enrollment, the provision of
the partial enrolment will be made.

 Bank Account Bank accounts will be opened for the HoF & other family members above
5 years in the CBS enabled branches.
 It shall be ensured that the woman HoF shall have an account in a CBS
enabled branch so that all the family benefits can be transferred into it.
 HoF account may be an individual account or a joint account.
 Facilitator
Presence of Facilitators to guide the residents in filling the enrolment formats and
help them in choosing the lady of the family as the Head of the Family.

Availability of printers & scanners in the camp to make e-Aadhaar available for the
residents.

Counters of the Food & Supplies Department for rectification of Ration Cards and
also Social Justice & Empowerment Department counters to biometrically
authenticate the Social Security pensioners’ data.

Expectation from EAs in the Scheme
 Enrolment agencies to enroll more and more
residents under the scheme both for
Aadhaar registration and
 Basic demographic detail collection and
grouping into families.

 To facilitate mobile camps as per requirement
of District Administration.
