Lodge complaints with
ACB over internet
New website and mobile app inaugurated
By Chandrashekhar Hendve
VASHI: In a significant step towards eliminating corruption, Maharashtra government
has made arrangements to receive public
complaints against corrupt officials over the
internet. A special website has been established for the purpose
and a mobile app to enable people to access it
has also been developed.
The facility was inaugurated by Chief Minister Devendra Fad-
navis at a simple ceremony on 25 February,
2015.
The website can be
accessed at www.acb
maharashtra.net. It is
equipped to receive
complaints along with
supporting evidence
like documents, audios, videos, photos etc.
All these can be
scanned and uploaded
along with the com-
plaint. The website can
be accessed free of cost
over mobile 1064. To
reach the site, one will
have to log in to
www.acbmaharashtra.net
and then click on the
window ‘complaint
against corruption’.
The site is equipped to
receive the complaints
both in Marathi and
English. It will be necessary for the com-
plainant to give his
mobile number; the
provision has been
made compulsory to
avoid fake complaints.
ACB personnel will call
on the complaint to collect more details.
“This is a big and
decisive step towards
eliminating corruption
from public life,” said
Fadnavis after inaugurating the facility.

Disappointing
budget, says
Rajesh Prajapati
By Chandrashekhar Hendve
NAVI MUMBAI: The
Union Budget for 201516 is a big disappointment to the real estate
sector, said Rajesh Prajapati – MD, Prajapati
Constructions Ltd.
“There were huge
expectations from the
Government but it did
not deliver on what was
promised,” he said.
The Prime Minister
Narendra Modi had announced ‘Housing for
all by 2022’, however he
did not give a roadmap
on how to achieve the
same, although it is the
first time that the target has been set in the
Union budget.
The increase in the
service tax to 14% will
prove to be quite burdensome as it will affect
the purchasing power of
home buyers. Overall
the expectation of the
housing industry from
government was very
high and they have not
been met, he added.

solve crimes speedily
By Vikram Gaikwad
NAVI MUMBAI: Navi
Mumbai police have
been thankful for past
few years to the CCTV
technology that has
helped them solve many
crimes speedily by recovering information
from CCTV cameras.
“Serious crimes
committed in last 6
months have been
soved thanks to the
CCTV technology and
the CCTV command
center officers “praised
Navi Mumbai police
commissioner K.L Jarhad. Earlier, on 12 th
February, a man Shan-
tilal Jain was traveling
in a rickshaw when he
forgot his bag carry Rs2
lakh in the vechile. The
police saw the CCTV
footage and traced the
rickshaw, returning
the bag to its owner.
Similarly, the murder
case of the elderly man
from Vashi and a woman from Palm Beach
road had too been
solved by the help of the

Gold Crest High
School in the dock
Education officer seeks reply to the
parents’ complaints by 2 March
By Vikram Gaikwad
VASHI: The Sector-29
based Gold Crest High
School has been in the
eye of the storm for the
last some years. The
parents have a number
of complaints against
the management. At
long last, the Education
officer has taken note
of the complaint and
sought a reply by the
management by 2
March, 2015.
The school owned by
the Manjara Charitable
Trust belonging to the
Deshmukh family is
accused of arbitrarily
raising the fees without
the taking the mandatory consent of the
PTA. It is also accused
of collecting charges in
the name of cafeteria,
lab, library, examina-
tion, music, drawing
and sports. Above all, it
is accused of not having
a democratically elected PTA which is capable of mirroring the sentiments of the students
and parents. It had obtained a plot of land for
the purpose of establishing a college where it
has opened a ICSE affiliated school.
Considering the fact
that the government is
serious about addressing the complaints of
citizens, the civic Education Officer has issued a notice to the
school management to
submit its reply to the
charges by 2 March,
2015. The development
has brightened the
hopes of the parents of
getting justice.

Robber disguised as
courier boy arrested
after five years
By Vikram Gaikwad
VASHI: A trio of
robbers that terrorized the women
residing in an apartment of Chhadha
Crescents Building
and burgled their
house of cash worth
Rs.5 lakh and jewelry
worth Rs 50 lakhs
were finally caught
by Navi Mumbai
police five years after
the incident.
The house owner,
Raja Raman Jagdishwalla and his family
are the residents of
Sec- 17, Vashi’s
Chaddha Crescents
Apartments. Back in
March 2011, a trio of
conmen had entered
their flat disguised as
courier boys and
terrorized his wife,
mother, daughter and
two maids by choppers and robbing
away valuables worth
Rs 55 lakhs. The
police had been
investigating the
case, but the trio had
successfully evaded
them until Navi
Mumbai anti- chain
snatching cell tracked
the robber and his
associates, one of
which was a taxi
driver. The taxi driver
used to drive an office
boy of “Blue Insurance
and Investments”
around where he got
information on
Jagdishwalla, one of
the directors of the
firm. He tracked
them and even pretended to be a member of the movers who
were shifting furniture’s in his new
house. After many
details about Jagdishwallah’s house the
trio burgled it.
The anti chain
snatching cell interrogated the robbers and
with the information
gained from them,
also arrested the two
dealers who were
illegally selling the
stolen gold in Andhra
Pradesh.
Rashtriya Samaj
Paksh eager to
fight civic election
By Vikram Gaikwad
CBD-BELAPUR:
With the municipal
elections approaching, there new
political outfits are
getting ready to enter
the rate. One of the
most important party
trying to enter the
race is Rashtriya
Samaj Paksh headed
by Mahadev Jankar.
Jankar is a leader of
Dhangar community
coming under the
OBC category.
While the main
aspirants are Congress, NCP, Shiv
Sena and BJP, many
smaller parties are
trying to put up their
candidate. “We will
put up as many
candidates as possible. We will concentrate where our
community members
are concentrated.
CMYK
Interview of prospective candidates has
already begun,” said
Kokare, one the local
leaders of the party.
“Many sitting
corporators are
trying to change
their party affiliations because of
changing political
fortunes. We are
expecting some of
them to come and
seek our tickets,” he
added.
During the parliamentary election,
RSP had entered into
an alliance with BJP.
It seems that the
party leadership is
not happy with the
outcome. Local
elections are invariably get dominated
by a different set of
issues. These are the
factor that attract
the smaller parties.

Will NASA succeed in
solving the mystery of Mars
The National Aeronautics and Space
Administration’s Mars rover has managed
to come up with a lot of vital information
relating to planet Mars.
Not only the rover survived the harsh
environment of the red planet but it also
provided much sought after information on
whether past environmental conditions
were favourable for microbial life. It was
necessary to know whether there was
presence of liquid water at some point in
the planet’s history. The rover returned
abundant and invaluable information that
unequivocally confirmed that Mars once
had liquid water that was suitable for drinking.
The detection of well-rounded pebbles
in the rock layers on a dry river bed and
also the deposition of alternate layers of
pebbles aligned at a particular angle was
strongly suggestive of a paleoriver. The
presence of clay minerals inside a drilled
rock suggested that water was present for
extended periods of time.
The potential evidence of paleoglaciers
was gathered by cameras on board NASA’s
Mars Reconnaissance Orbiter and the European Space Agency’s Mars Express.
Despite the presence of liquid water, the
lack of atmospheric methane greatly reduces the possibility of any extant or extinct microbial life on Mars. Let us see
whether India’s Mars Orbiter Mission
manages to unearth some unknown facets
of the red planet.
But the question is whether water is
necessary for life at Mars or for that matter at any planet. There can be other forms
of life as well which have evolved as per
the environment of the planets. Why it is
not possible that any life there could live
on say radiation and needing no water at
all? Why the conditions that made life on
earth possible are necessary for the life to
exist on Mars?
It is true that it is too early to confirm
about the existence of life on the red planet. In this regard India’s Mars Orbiter
Mission would certainly feed some crucial
information to clearly understand this.
Many of them believed that life existed there in the past and many others concluded that people can live there comfortably. But still none of them were satisfactory conclusions. At present, NASA’s curiosity is playing a crucial role in digging
out the secrets that are hidden in the red
planet. Some of the reports and data being collected are really mind blowing. Let
us hope that India’s Mars Orbiter Mission
also plays a great role in finding the hidden treasures. Let the treasure hunt continue and we can hope that the mysteries
will be revealed at the earliest.

a target of 11100. The vasectomy i.e. male category of sterilization is just a meager 33 person

Gavan Grampanchayat to organize
protest against CIDCO from Mar 2
By Umesh Parida
GAVAN: The Gavan
Grampanchayat has
decided to organize a
protest against City
and Industrial Development Corporation from
This has led to a severe
loss to the grampanchayat, it was alleged.
The Gavangrampanchayat Sarpanch,
Ratnaprabha Gharat,
and the members have
mence large scale development of buildings
in Gavan, Shelghar,
Shivajinagar, Kopar
and Belpada. The builders have taken the land

duty. As per the government order, the stamp
duty should be made
available to the Grampanchayat during
transaction of lands.
decided to organize a token strike against the
CIDCO. A press conference was called in this
regard.
During the press
meet, the Sarpanch
Ratnaprabha Gharat
said, “CIDCO has com-
50:50 basis. As per the
government order, 1
percent of the stamp
duty should be paid to
the local body wherever development is happening. CIDCO is giving the permission to
large scale residential

building in these villages. Ulwe grampanchayat is receiving the
part of stamp duty but
we have been denied.”
When Ulwe node is
receiving the part of the
stamp duty the CIDCO
accounts department is
not registering the Gavan Grampanchayat
wherein large scale developments are happening. She alleged that
they have been denied
the stamp duty portion.
She also stated that Rs
3 to Rs 4 cr stamp duty
has been received by the
Ulwe grampanchayat
over the last three to
four years. The Gavan
Grampanchayat has
passed a resolution on
10 Jan 2014 and
brought the attention of
the CIDCO and the
state government to
this issue.
“If the CIDCO does
not agree to our demand we will continue
to protest against the
same,” said the Sarpanch.

‘e-IPO’ will ruin
retail investors
By Divakar Gore
VASHI: Securities
and Exchange Board
of India (SEBI) has
been working out to
bring “e-IPO”. There
are 3 objectives of
SEBI to implement
the ‘e-IPO’ norms,
viz. to reduce time,
reduce cost and help
retail investors. It is
envisaged that, the
post issue timelines
will reduce T+12
days to T+6 days.
Once the process gets
stabilized, timeline
can be further curtailed to T+3 1/2
days.
A gradual shift
with both options, i.e.
physical forms along
with the parallel
electronic system at
least for 3 years is the
right and practical
approach which SEBI
should adopt, stated
Mr. Shiv Kanoria,
Honorary General
Secretary of Bharat
Merchants’ Chamber.
It has been seen
over the years that
the base of individual
retail investors has
been shrinking and
taken over by FII and
other corporate
institutions. This has
been evident in
reduction of applications over the years.
In fact, immediate
implementation of ‘eIPO’ will reduce
participation of retail
investors tremendously and may turn out
to be graveyard for
retail investors. A
classic example would
be Coal India public
issue. In the year
2009, the first public
issue of Rs. 17,000
crore of Coal India
had 12 lakh applications from retail
investors. Against
this, recent public
issue of Rs. 22,000
crore of Coal India
received only 1 lakh
applications from
retail investors. This
was in spite of providing 5% discount on
issue price to retail
investors. This has
been the normal trend
with most of public
issues where retail
participation has kept
on reducing. ‘e-IPO’
will drastically reduce
retail investors.
There are 23
registered investors
associations and SEBI
has invited them for a
meeting on 13 March
2015 where this issue
will be also discussed.
The ‘e-IPO’ norms
will in fact prove to be
detrimental to the
retail investors. In the
existing system in the
abridged prospectus,
all details are available and in new
proposal, everything
will be available only
online. Hence internet
connection is a must.
As compared to the
country’s population,
the penetration of
internet is only
19.19%. All market
investors are not
internet savvy. It has
been seen over the
years that the base of
individual retail
investors has been
shrinking and taken
over by FII and other
bulk institutions.
In the current
scenario, investors can
only have demat
account and apply for
IPO, but with new
rules, they need to
have demat as well as
broker account. As
such, it will be detrimental for new
investors to enter the
market where they
have to now open
accounts with brokers
instead of only demat
account.

scrambles the plots and

throws out results.
