As the DCFS Human Trafficking Coordinator,
Stacy Sloan, has a long history of advocating
for exploited children. She began her career at the
Illinois Dept. of Children and Family Services in
1989 working directly with families in their
homes and communities. In 2003, she was asked
to be a member of the Illinois Task Force on
Missing Children and was a key participant of an
oversight team for the pilot program that would
become the DCFS Child Location and Support
Unit. As the DCFS liaison to the National Center
for Missing and Exploited Children since 2003,
she has supported efforts to recover youth missing
from care, especially those who are victims of
human trafficking. Stacy is the DCFS liaison to
the Federal Bureau of Investigations and in 2012
received a commendation from the FBI for her
assistance with human trafficking cases. Stacy
holds a Bachelor and Master of Social Work from
the University of Illinois.


Jeffrey M. Othic is a Special Agent with
Homeland Security Investigations (HSI), the
investigative arm of the Department of Homeland
Security. Special Agent Othic started his law
enforcement career in Clinton, Missouri, as a
patrol officer in 1990. Special Agent Othic
obtained his Bachelor of Science in Criminal
Justice Administration from Central Missouri
State University in 1993. In 1994 Special Agent
Othic entered on duty as a United States Border
Patrol Agent in Douglas, Arizona, where he
worked for two years. In 1996 Special Agent
Othic came to St. Louis as an HSI Special Agent
(formerly the Immigration & Naturalization
Service).
