RE: East of Harms Regional Stormwater Project
Dear Resident:
As you probably have noticed, the second phase of the East of Harms Regional Stormwater project is now well
underway, resulting in road closures and detours in your neighborhood. As a reminder, this project is intended to
significantly relieve flooding for the 1,150 households in your area that experience flooding when enough rain falls
to cause the Main Stem (Middle Fork) of the North Branch of the Chicago River to reach flood stage and flow back
into storm sewers.
Work started last fall on two stormwater pumping stations – located at 815 Harms Road and Cunliff Park. Both of
these pumping stations are approximately 50-percent complete and on schedule to be brought into service later this
year. These stations will pump stormwater to an existing storm sewer pipe in Glenview Road and ultimately into the
river during major rain events.
In addition, the installation of a new 84-inch storm sewer storage pipe underneath Harms Road between Wilmette
Avenue and Glenview Road has also begun. This large pipe will collect flood water and route it to the new Harms
Road pumping station.
In order to move the flood water to the Glenview Road storm sewer, a new pipe connection is needed in the
intersection of Glenview Road and Harms Road. The connection involves substantial excavation in order to install a
26-foot-by-14-foot concrete junction 20 feet below the roadway. To ensure the area is safe, it was necessary to
close the east and north legs of the intersection for this work.
This major infrastructure work should be completed in the Harms/Glenview intersection by June 1. Until then,
motorists have been instructed to use the detour that has been put in place (please refer to the enclosed twosided map). The detour was developed and approved in conjunction with the Illinois Department of Transportation
and the Cook County Department of Transportation and Highways. Village staff and our engineering consultant are
closely monitoring how traffic responds to the detour and will adjust sign placement in order to reinforce the
message. Additionally, the Police Department is proactively monitoring speeding. After the Glenview Road
intersection is reopened to east-bound and west-bound traffic Harms Road between Glenview Road and Wilmette
Avenue will remain closed until mid-September when installation of the 84-inch storm sewer pipe is expected to be
complete.
We recognize that our residents are impacted by a project of this magnitude; however, we ask for your patience
during this project that will significantly improve flood control efforts in your neighborhood. We believe the benefits
