1.0 Background
Gujarat State Petronet Limited (“GSPL” or “Owner”), a GSPC (Gujarat state Petroleum
Corporation Limited) Group company is a pioneer in developing energy transportation
infrastructure and connecting natural gas supply basins and LNG terminals to growing
markets. GSPL is continuously expanding its pipeline network in Gujarat to reach the
demand centres. Presently GSPL is operating more than 2192 kms of gas pipeline in
Gujarat.
2.0 Brief scope of work
Engineering Consultant (EC) shall establish FEED / BEP including design basis document,
RFP preparation including clarification to bidders attending pre-bid meetings, bid evaluation
and recommendation to Owner and also assisting in preparation of LOA / Purchase Order
for Supply /Construction contract/ EPC, Detailed Engineering and Owner’s Engineer Role.
The EC shall work in line with Gas Grid Minimum Function Specification of the Owner and
applicable statutory guidelines in force time to time and shall design in compliance to
PNGRB requirements and all other applicable Indian statutory requirements.
The length indicated in the document is for indicative purpose. In case of any variation in
length on account of rerouting, engineering feasibility etc no extra amount shall be paid. SV
station location and number of stations shall be considered as per ASME B 31.8 / latest
PNGRB compliance and any other applicable Code and Standard.
3.0 Bid qualification criteria (BQC)
3.1
Technical criteria:
3.1.1 The bidder shall have successfully completed Basic Engineering and Detailed Engineering
services for a single Natural Gas / Oil pipeline project of minimum 18 Km in length in
India during last 5 (five) years as on bid due date (project should include dispatch/
receiving/ SV station & metering facility). The experience shall be considered on
standalone basis; Consortium or parent / subsidiary company qualification shall not be
considered. The single qualification project of length of minimum 18 Km shall be
successfully completed and commissioned as on the bid due date.
The bidder shall submit Purchase Order or successfully completion certificate/ all
necessary supporting documents as required to satisfy technical criteria as specified
above.
3.1.2

All personnel proposed for Design / Engineering/ Owner’s Engineers shall be having minimum
engineering graduate degree and 10 years of experience in cross country oil / gas pipeline
projects.
Notes:
1. Employment proof with supporting like latest PF/Pay Slip of the relevant employees
pertaining to qualification criteria or other valid documentary proof need to be submitted.
2. The above manpower criteria is minimum and for qualification purpose only, however bidder
shall be required to depute additional manpower based on the site / project requirement
after approval by the Owner.
3. Bidder shall deploy those persons whose CVs are submitted in bid. In case of person is
not available at time of deployment, alternate persons meeting tender criteria may be
allowed subject to prior approval of Client (GSPL).
3.2
3.2.1
Financial criteria:
Net Worth:
Net Worth of the Bidder should be positive for last financial year i.e. FY 2013-14 as
per Audited Accounts.
3.2.2 Other Requirement:
i) The Bidder shall be a company registered in India under the Companies Act 1956.
ii) Bidder shall not have been put on holiday list/ black-listed by GSPL or GSPC (including
any group companies of GSPL or GSPC).
iii) Bidder shall not be under liquidation, court receivership or similar proceedings.
iv) Consortium / Joint Venture Bids are not acceptable.
v) Bidder shall have valid QMS certification.
3.3
3.3.1
NOTES
The failure to meet the above qualifying criteria(s) at 3.1 & 3.2 above shall render the
bid to be summarily rejected.
3.3.2

3.3.3
Bidder must satisfy the above criteria on their own. Credentials of Third Party / Parent
Company / Subsidiary Company / Partner Firm etc. shall not be accepted.
3.4
DOCUMENTS REQUIRED WITH BID:
Documents shall be uploaded by Bidders on (n)code site as per “List of Enclosures for
Bidder”. Bidders are required to submit the Bid Fees & Bid security physically in original
as per the manner prescribed in the Bidding Document before due date and time of bid
submission, in sealed envelope.
In case of domestic bidders, the documents required to meet BQC as listed under shall
be duly certified by statutory auditors of the bidder / Practicing Chartered Accountant of
bidder (not being an employee or a director or not having any interest in the bidder (s)
company/firm).
In case of foreign bidder, the documents required to meet BQC shall be:

Duly certified by statutory auditors of the bidder or practicing Chartered Accountant (not
being an employee or a director or not having any interest in the bidder (s)
company/firm) where audited accounts are not mandatory as per law,
Or
Duly notarized by any Notary Public in the bidder’s country. In case of notarization,
bidder shall also submit an Affidavit in the enclosed Form F-18 (Annexure-A) of Forms
& Procedure (section-VI), signed by the authorized signatory of the bidder.
Submission of authenticated documents is the prime responsibility of the bidder. Wherever
Owner is concerned/ apprehensive regarding authenticity/ correctness of any documents,
Owner reserves the right to get the documents cross-verified from the documents issuing
authority.

5) Self declaration certificate on company’s letter head confirming that it has not been
put on holiday list/ black-listed by GSPL and group companies of GSPL & GSPC.

6) Self declaration certificate on company’s letter head confirming that it has not been
under liquidation, court receivership or similar proceedings.

7) Company registration certificate under the Companies Act 1956.
8) QMS Certificate.
