Overview: The GST System seeks to establish an IT infrastructure with a standard interface for the taxpayer (for the core services of taxpayer registration, filing of return and payment of tax) and a common and shared IT infrastructure between the Central Govt. and State Govts., along with other bodies of Government of India e.g. RBI and Central Government Tax authorities. Availability of RFP: To be purchased from GSTN (Room No. 227, the Janpath Hotel, Janpath, New Delhi 110001) on payment of Rs 50,000/through demand draft from any Commercial bank in favour of “Goods And Services Tax Network”, payable at New Delhi (Not refundable). Legal Entity Bidder should be A company incorporated in India under the Companies Act, 1956/LLP registered under LLP Act 2008 and subsequent amendments thereto. Registered with the Service Tax and VAT Authorities in India Should have been operating for the last five years as on the date of publishing of RFP notice (including name change/impact of mergers or acquisitions). Bidder should have an average annual turnover of at least INR 600 Crores in last 3 financial years (FY 2011-12, 2012-13 and 2013-14) from IT system integration services, software consultancy, software development and implementation (Note: Turnover, from sales of OEM software licenses or hardware, not sold as part of any system integration projects, to be excluded while calculating this turnover) For the purpose of this criterion, turnover of only the bidding entity will be considered. Turnover of any parent, subsidiary, associated or other related entity will not be considered. Bidder should be profit making (Net profit before tax) as per the audited financial statements in at least 2 out of 3 financial years (FY 2011-12, 2012-13 and 2013-14). Bidder should have positive net worth of at least Rs 200 Crores as at March 2014. For the purpose of this criterion, profitability of only the bidding entity will be considered. Profitability of any parent, subsidiary, associated or other related entity will not be considered. The Bidder should have the experience of development, implementation and maintenance of an application or portal (includes COTS) implemented nation-wide, state-wide or International in the last 7 years (ending last day of month previous to the one in which Bid applications are invited) in any domain. It excludes the cost of procurement, deployment and maintenance of infrastructure. 2. Sales Turnover 3. Profitability Net worth and 4. Experience development maintenance Portal in and of {(a) At least one (1) such project of value more than INR 60 Cr OR (a) At least two (2) such projects each of value more than INR 30 Cr OR (a) At least three (3) such projects each of value more than INR 20 Cr} AND { (b) At least one (1) such project of value more than INR 10 Cr in the tax/Banking, Financial services and Insurance (BFSI) domain OR (b) At least two (2) such projects each of value more than INR 5 Cr in the tax/BFSI domain} Note: If the project cited in “any domain” sub-criteria is in tax / BFSI domain, then the same can be used for second sub-criteria “tax/BFSI” as well. 2 5. Experience in IT SI projects (IT infrastructure procurement, deployment, maintenance and providing IT infra management services including DC/DR environment management) in India 6. Certifications 7. Blacklisting The Bidder should have the experience of executing large IT system integration projects that include IT infrastructure procurement, deployment and maintenance including DC and DR environment management in the last 7 years (ending last day of month previous to the one in which Bid applications are invited) in India: At least one (1) such project of value more than INR 150 Cr or At least two (2) such projects each of value more than INR 80 Cr each Or At least three (3) such projects each of value more than INR 50 Cr each Note: For the projects cited, the IT infrastructure should have been deployed and the project should be successfully operational (after project Go-Live) for at least one year as on date of bidding. Bidder should have valid CMMi level 5 Certificate at the time of submission of bid. The bidder must have been assessed and must possess a valid ISO 9001: 2008, ISO 27001:2005, and ISO 20000 or later certificate as on the date of submission of the bid. That we will treat all information provided/to be provided by GSTN in relation to setting up the information technology infrastructure for enabling implementation of Goods and Services Tax in India as confidential and proprietary information of GSTN (‘Confidential Information’); 2. That we will use the Confidential Information for the sole purpose of preparation of response to the Request for Proposal etc. issued / to be issued by GSTN; 3. That we will disclose the Confidential Information only to such of our employees, officers, directors, agents, affiliates, subcontractors who (a) have a need to know such information for preparing the response to the Request for Proposal etc. issued / to be issued by GSTN; and (b) who have agreed in writing to abide by the terms and conditions of this Confidentiality Undertaking; 4. That we will use our best efforts to protect the Confidential Information against unauthorized disclosure and unauthorized use; 5. That we will immediately notify GSTN in the event of any loss or unauthorized disclosure or use of any Confidential Information; 6. That nothing contained herein shall be construed as granting any property rights, by license or otherwise, to Confidential Information; 7. That nothing contained herein shall constitute, create, give effect to or otherwise imply any obligation on GSTN to disclose, supply or otherwise communicate any information, general or specific, to us; 8. That our strict compliance with this undertaking is a condition of our participation in the bidding process and a breach of our obligations may be regarded as an infringement and we may be liable to be blacklisted and refrained from bidding; 9. That the obligations of confidentiality and proper use in this Confidentiality Undertaking shall remain in force for a period of 5 years from the date of signing this Confidentiality Undertaking or till the law implementing Goods and Services Tax in India comes into force in India (whichever is earlier); 10.
